            The administration convened a meeting of all Federations on 25th January 2012 to brief on proposals on audit restructuring. At the outset itself DAI made it clear that the proposals are only on audit – central as well as state – and not on A&E. Cadre restructuring was also not in the agenda.

 

            A "Brief on Restructuring Proposals" was circulated to all Federations in advance, which is appended to this circular.

 

            DAI stated that the proposals –intended to be implemented from 01-04-2012 – are all about streamlining of audit. Stating that the department has moved from the period of voucher audit to test audit and then to transaction audit is now prepared to move to assurance based audit. DAI also stated that they are being guided by INTOSAI and ASOSAI in this.

 

            Terming the whole exercise as only streamlining and de-layering (as far as reporting process is concerned) DAI stated that there would be no dislocation of personnel from one station to another station and the cadre controlling authority would remain the same. DAI clarified that there would be no cadre separation.

 

            One audit party would conduct the expenditure as well as transaction audit of the entire department/office instead of by different parties as of now. This will give an overview on the total functioning of the entire department. Till this date we were only highlighting the deficiencies of the departments but with this assurance based audit we would also be appreciating the good works, DAI clarified.

 

            In addition to regrouping of the functions hitherto discharged by the State Accounts General the central audit would be separated from the State audit AG. Centrally sponsored schemes but implemented by state governments would remain to be with State AG. The offices would be renamed as 'Social and General Services Sector' (Presently C&RA/W&RA) and 'Economic & Revenue' (presently Civil Audit). There would be no separate LB audit; it would be part of the Social and General Services Sector'. (Please go through the appended 'brief').

           

            When pointed out during the briefing that these proposals are part of the "Strategic Plan – 2020" it was informed that only this portion of the strategic plan is being adopted.

 

            Staff side – all the four federations – conveyed that the view of respective Federation would be conveyed very shortly.

 

HOW TO LOOK AT IT

 

            At the face of it this plan looks innocuous.

 

            As an organisation, we will have to assess such plans/programmes based on certain principles – how it affects the personnel working in the department, how far it will improve efficiency, then whether the nation, its people are going to be served better.

 

            No outside agency whether it is called INTOSAI OR ASOSAI should have any influence over how CAG of India and IA&AD shall function. Further the sovereignty of the nation and its people, their right to have a transparent administration cannot be compromised. Let us asses the proposed 'restructuring of audit' from this base.

 

            All the units may please go through the paper attached and also the "Strategic Plan 2020" and offer their comment by 3rd February 2012 without fail.  Soft copy of "Strategic Plan – 2020" is attached (will not be sent by post).

Brief on Restructuring Proposals

  1. Background

Faced with a criticism on the traditional approach to transaction audit and with a desire to move towards an assurance based audit approach which would result in audit being an effective partner in providing good governance to the country, such restructuring had been proposed in many forums, important among these being the three AsG conferences in 2005, 2008 and 2010.

  1. Principles of Restructuring

a.      Sectoral Integration – Hqs as well field offices (Horizontal). Moving away from a function based audit approach to a department based (or a sector based) audit approach.

b.      Vertical Integration – CCO based audit – Audit of Ministry/Department, CGO/SGO, Abs and PSUs under the Ministry/Department.

c.       Minimal Reporting lines – Single ADAI for each AG (Audit) in a State.

d.      Segregation of Central audit from State Audit.

  1. Restructuring for Audit of State Government.

3.1  Structure at Headquarters

a.      Four ADAI will supervise audit of all activities of the State Governments within the States under their charge. The jurisdictions in terms of States will remain same as that of existing ADAI (RS-I, II, III and IV).

b.      Each of the four ADAIs will be supported by 2 PDs each looking after specific states within an ADAI's jurisdiction.

c.       Three Sr.AO/AO/AAO will report to each PD; one each drawn from Civil audit, SRA and Commercial audit stream.

3.2  Restructuring of State Audit Offices

Currently the distribution of audited entities within various audit offices in a State or within various group charges in an audit office (States having one AG only) is based on functions, like Revenue Audit etc. Through this restructuring, the State audited entities will be redistributed between AG (Civil) and AG (C&RA)/ AG (W$RA) (as applicable) on sectoral basis. Generally, Audit of Departments/Directorates and State Abs in Economic/Revenue sector to be transferred from Civil Audit (now to be called 'Social and General Services Sector') to C&RA/W&RA (now to be called 'Economic and Revenue'). Similarly, some State PSUs to be transferred from C&RA offices (i.e. 'Economic and Revenue') to Civil Audit offices (i.e. 'Social and General Services Sector'). Principles underlying this restructuring are as follows:

a.      Minimalist movement of staff outside their current place of posting;

b.      Two state audit offices in each State- AG(Social and General Sector including Local Bodies) and AG(Economic and Revenue) in lieu of AG (Civil) and AG (C&RA)/(W&RA), respectively;

c.       In States having one AG office, sectoral readjustment within various Group charges;

d.      Audit of centrally sponsored schemes where State agencies are the implementing agencies will continue to be done by State AG;

e.      Mainstreaming of LB Audit offices;

f.        Six new PD (Central) offices to be created at Chennai, Bangalore, Hyderabad, Chandigarh, Ahmedabad and Lucknow (tentative);

g.      Audit of Central Government offices i.e. Revenue, Expenditure transferred to the respective PD (Central) and audit of Central Abs also to be transferred to MAB offices/ PD(Central);

h.      Proposed Location and Jurisdiction of PD (Central) offices are Chandigarh (Punjab, Haryana, HP and J&K); Ahmedabad (Gujarat & Rajasthan); Chennai (Tamil Nadu & Kerala); Bengaluru (Karnataka & Goa); Hyderabad (Andhra Pradesh, Orissa & Chhattisgarh); and Lucknow (tentative) (MP, UP, Uttarakhand & Bihar).

3.3  Accounts offices

ADAI (Accounts) will be responsible for overall supervision of the State (A&E) offices.

4.      Restructuring of the Central Audit offices

4.1. Central Audit would also be organised on sectoral basis. Apart from DAI, the existing four Deputy C&AG charges would be reorganised Sectorally into.

·         DAI (Economic & Infrastructure)

·         DAI (Social Services & Local Bodies)

·         DAI (General Services and Defence)

·         DAI (Central Receipt and Finance)

4.2. Field audit offices (offices auditing Central Ministries i.e. DGA(CE), PD(ESM) and PD(SD) and P&T/Railways/Defence) would be given sectoral profiles and report to the DAI in charge of the sector.

      Similarly, PDCA offices will also be given a sectoral profile and report to concerned DAI.

4.3 Six proposed PD(Central) offices will audit all Central Government Receipt and Expenditure (including Abs) in the States under their respective jurisdiction except expenditure under Centrally Sponsored Schemes.

4.4 There will be minimalist staff movement outside their current place of posting.

Bilateral meeting with DAI was held on 24th January 2012.

 

The meeting was held with Shri Anupam Kulshresta, DAI. Smt Annie G Mathew PD, Staff, Shri Saurabh Narayan, AC (N) and Shri ML Tamrakar, AO/JCM were also present.

 

The Association was represented by – in addition to the Secretary General - Coms M Duraipandian, President, Subhash Chandra Pandey, Vice President, V Nageswara Rao, Additional Secretary General and V Sreekumar, Additional Secretary General

 

A brief on the discussion held is given below.

 

  1. Fill up vacant posts in all cadres through local recruitment

 

DAI informed that 5000 dossiers were received in 2011 of which 2500 have already reported. Another 4500 dossiers are expected by March 2012.

 

From our side we raised the need for localised recruitment and insisted that non-local recruitment is causing social tensions in many stations in addition to the problem faced by the non local employee as well as by the administration.


DAI expressed his helplessness stating that can't go against government's decisions. He further clarified that the allotment is made strictly on the basis of option exercised by the candidate and the candidates' position in the merit list.

 

  1.  Re-designate Supervisor as Section Officer and assign 20% of AAO post for seniority cum fitness promotion (Supervisor)

 

DAI stated that this position of Supervisor is unique to IA&AD and it is not getting clearance from Finance Ministry.

 

We pointed out that the scheme was in vogue prior to 1.3.1984 and as far as A&E offices are concerned MIR provides it. The Scheme of Supervisors was introduced in Audit offices in 1988-89 after an agreement in the Department al Council. In the case of deficit offices it was revised to 20%, again as per the agreement arrived at the Departmental Council in 1992.

It was further pointed out that the offices such as Controller General of Accounts and Dir. General of Accounts (Postal) where the scheme of Supervisor was not in operation, the scheme was introduced in 1999 so as to ensure that the Sr Accountants in those offices do get benefit of ACP scheme.

 

We also pointed out that DGA (Postal) in 2009 itself revised the percentage of Supervisor to 10 % of AAO post.

 

In the light of the above submissions DAI agreed to verify the factual position and do needful.

  1.  Declare SOGE (A&E) – common paper – passed candidates as promoted

 

We pointed out that there are three categories of affected personnel as detailed in the note submitted by this Association.

 

DAI stated that where ever it is taken to court, we will have to wait for the result of the appeal to be filed by the Department. As regards the case of those personnel who have been declared as 'deemed to have passed' will be positively considered.

  1. Treat Promotion to AAO (Section officer, prior to 1.1.2006) as (deemed) Direct Recruitment  and extend consequential benefits under MACPS

 

There was detailed discussion over the subject.

 

DAI agreed to look into the issue afresh in the light of the submission by us that as per MSO (Admn) it is appointment as Section Officer (AAO) not a promotion.

 

  1. i) Hold verification of Membership of Federations after re-verification of membership of field level Association on a common date.

 

DAI assured to examine the feasibility of the submission

 

ii) Notify or call for applications for recognition of Associations where-ever no Association is recognised till recognised Association comes into being.

 

DAI assured that the DOPT instructions in this regard would be followed

 

  1. Grant of annual increment in Dies-non or EOL cases

 

We submitted that the dies non for one day (ie 8th April 2010) should be treated at par with EOL for the purpose of drawal of increment. It was explained in detail how the employee would be completing 180 days despite having been under dies-non for one day

 

DAI stated that if the rule is such, then it would be applied.

 

  1. Replace Qualification Pay with 4 (four) advance increments

 

After detailed discussion DAI agreed to keep the issue open.

 

  1. Revise the DA rates for sports and cultural activities and treat participation in sports and cultural activities as tour.

 

DAI informed that the rates are being revised. He also assured that positive approach would be taken to the demand to treat the participation as tour and extend the benefits there-under.

  1. i) Functioning of scheme of JCM at all levels, as per the scheme and joint intent.

 

There was a detailed discussion over the subject. We stated that what we submit is for the implementation of rules and the scheme of JCM as is envisaged.

 

DAI assured that the administration will fully abide by the rules.

ii) Bilateral meeting with staff Associations at field level

 

DAI categorically stated that all (Pr) Accountants/Director General/PDs should meet the Association periodically. He even suggested to the Association that names of such Heads of offices who refuse to meet the Association may be placed in the blog of the Assocaition so that the administration will come to now of it.

 

  1. Implementation of National litigation policy on service matters

 

DAI assured to have a detailed look into the prevailing situation, assuring that the Department is bound by the policy of Government in this regard.

 

  1. Disclosure of the report of work study, discussion with staff side there-on.

 

DAI informed that a meeting of all the recognised Federations would be held on 25th Jan 2012 to brief the Federations on the proposed restructuring of the audit offices. He also stated that the staff side would be taken into confidence on all important matters.

 

The Association pointed out that every other Central Govt department involves the staff side in the process of the cadre review/restructuring and the extant DOPT order on the subject mandates inclusion of staff side representatives in the committee for the cadre review.

 

DAI assured to keep this requirement in mind.

           

We also raised the issues related to insistence on quorum. It was pointed out that the quorum is mandatory for business GBs and not for ordinary GBs which are called to explain certain demands etc. We further pointed out that even in the Parliament – which is the supreme law enactment body – the opposition and the treasury benches are in unique unanimity that the issue of quorum would not be or should not be raised.


DAI assured to examine the issue afresh.

            At the outset let me – belatedly – wish every member a Happy and Prosperous New year.

 

            The year that went by has been very tumultuous– nationally and internationally. The scams of gigantic proportion did immense damage to the credibility of the present day government. The movement against corruption initiated by certain individuals under the banner of India Against Corruption did take off once they could rope in Shri Anna Hazare. The fast programmes undertaken by him at New Delhi first in April 2011 and then again in August 2011 did strike a chord with the middle class – but failed to keep momentum for the movement was limited only against corruption without touching its root causes and also because the movement considered other issues agitating the common masses as non issue.

 

            The agitation led by Anna Hazare was a feast to the media – giving a glimpse to the agenda behind. Though the core theme ie corruption is worth fighting by one and all nation loving citizens, the movement as it progressed gave an impression that it intend to torpedo the whole democratic system in the country which no reasonable thinking person can agree to. By the end of the year, it seemed that there are some hidden agendas to the whole movement, but not the people's agenda.

 

            The elections to the state assemblies gave vent to the anger of the people against corruption as well as to the arrogance of those in power. The people, the one who struggle day in and out for a mere existence – not those who sit in cosy comforts of their drawing rooms and criticise everybody and everything - have once again demonstrated that it is they who can bring about a change. Probably this is what Anna Hazare and team did not take cognizance of.

 

            Around the world we could witness to people's uprising – in Middle East, in Europe and in US. The totalitarian regimes of Hosni Mubarak of Egypt and Muamar Gadafi were overthrown – with a worldly difference between the two. While in Egypt it was a truly a people's movement – starting with the issue of food security – where the US felt shaky as one of its true companion was thrown out, in Libya it is the US that took lead to ensure that Shri Gadafi is outsted and murdered with the help of certain 'pro democracy' (read pro US) elements who could muster some support amongst the masses with the developments in Egypt helping. The situation in Syria is still fluid with President Hafez Al Assad refusing to step down and using force to continue.

 

            The most heartening development is the cry 'WE ARE 99%' that arose in the Wall Street in US with thousands of youth – unemployed and under employed – starting the movement 'Occupy Wall Street' facing the odds – the sub-zero temperature and adamant and arrogant US administration. The movement has caught the imagination of the youth and workers in Europe with similar protests continuing even today in Britain and Australia.

 

            The pro democracy US and European Nations became totally worried and decided to deny the basic democratic right to protest to the youth and workers in those countries. Repeatedly the protesters are physically attacked and evicted – with the protesters returning to the venue despite all such attacks.

 

            The Indian corporate media that talk repeatedly of freedom of expression – like the US and European Union - has practically backed out the 'occupy wall street' movement. How can they propagate on a struggle that questions the very foundation of political and economic philosophy that they stand for?

 

            The year that went by give positive signs that people's power prevail.

 

CONFEDERATION HAS GIVEN THE LEAD – IT IS FOR US TO TAKE IT FORWARD

 

            The Confederation of Central Government employees and workers took the lead in mobilising the central and state employees against the PFRDA bill and could force certain political parties to re-think – despite the fact that they were party to the bill's introduction. A late realisation is also a welcome step – even if it out of compulsion caused by the movement of the employees. It is good that mass signature campaign and Parliament March could persuade some political parties to rethink. It is for us to ensure that the momentum is kept up.

 

            The decisions of the Confederation in its National Council meeting to

 

1.      Join the mainstream of working class movement against the ruinous economic and anti-people policies of the government by participating in the one day strike on 28th February 2012  and

2.      Develop an independent action including march to parliament and one day strike late in the year on the 14 point charter of demands

enjoins upon us an onerous responsibility.

 

            We should take note that through sustained negotiation backed by organisational actions has made the government to concede one of the anomalies – the question of increment between 2nd Jan - 1st July 2006. The struggle would ensure that we can force the government to concede some more demands – including setting up of another pay commission. MUCH ADO ABOUT NOTHING ?

 

            The restructuring in IA&AD is in the air for the last three years. Many papers are in circulation. Similarly many calculations on the staff strength are also being circulated. May be it is done deliberately. From whatever that has come out, it seems supervisory level posts are being considered for a rise with lower allocation at lower level.

 

            Being a government department it cannot be otherwise – the government of the day plans for 15% - leaving the 85% to fend for themselves!

 

            But we hope actuals will be the base and realistic approaches based on Indian realities – not on ASOSAI/INTOSAI mandate – would be adopted. We have to ensure this through mass campaigns.

 

REMEMBER …, FORGET NOT…

 

            We were able to get some of the burning issues resolved over the years – may be bit slowly - regularisation of adhoc Section Officers, self certification of TA bills and now regularisation of all daily wage employees are some of them. We should remember that some of it is unique to IA&AD.

 

            The scar caused by the vindictive action of the administration over the Mass CL on 8th April 2010 still remains –but let us not forget what we could achieve. The scars caused by a particular Accountant General in Kerala and now in Andhra Pradesh also cannot be just forgotten. The fight on this has to continue. But the scars shall not be permitted to overshadow and we have to march forward unitedly.

 

QUALIFICATION PAY REVISED

 

            Govt has issued order revising the qualification pay to Rs 120. The copy of the order is attached.

BRIEF ON THE DISCUSSIONS HELD IN

ANOMALY COMMITTEE MEETING

 

The IV meeting of the National Anomaly Committee was held on 5.1.2012. The meeting was chaired by Shri Mishra Secretary DOP&T.

 

The Chairman welcomed all members of Official and Staff Side and expressed New Year Greetings while making his introductory remarks.

 

The Leader Staff Side also welcomed the Chairman and gave new year's Greetings. The following issues were raised by him and by other Staff Side Members:-

 

1.      Meeting of the National Council and other forums should be convened as often as possible and at least once in four months.

2.      The issue relating to increment should be resolved in this meeting.

3.      Issues relating to MACP may be allowed to be settled departmentally.

4.      The 2 (actually 11) items which have not as yet been included in the agenda should be included and discussed by arranging another meeting.

5.      The meeting of the National Council which has not met for about 2 years may soon be convened.

6.      Issues relating to Loco Drivers (not getting any benefit of MACP) should be discussed and resolved on priority basis.

7.      Several decisions taken in the Railway Departmental Anomaly Committee have been referred to Department of Expenditure long time back, but these have not been disposed of. This may be expedited.

 

The following agenda items were then discussed on the basis of Status Note given by the Official Side:-

 

Items No. 1 to 4 & 5 (iii) - Anomaly in fixation of pay band in case of merger of pay scales.

 

The Staff side reiterated that since the pre-revised scales 5000-8000 [S9]; 5500-9000 [S10]; 6500-9500[S11]; and 6500-10500[S12] were merged and all are given the benefit of placement in the new Grade Pay 4200 equivalent to pre-revised 6500-10500 scale, the starting of the Pay Band 2 cannot be computed on the minimum of the erstwhile S9 Scale of Pay viz., Rs.5000/-. In fact the commencement point of the Pay Band 2 should be at Rs.12090/- based on the minimum of S12 scale [6500X1.86 = 12090] instead of Rs.9300/- computed by multiplying Rs.5000/- by 1.86.

 

The Official Side however insisted that what has been recommended by the Commission is correct in terms of the above principle stated by the Commission; This was not acceptable to the Staff Side.

 

The official side then stated that this item may be further discussed in the next meeting.

 

Item No 5 (i) and 34 & 35 - Reopening of the option for fixation of pay on promotion.

 

The Staff Side pointed out that the orders reopening the option up to 31.12.2010 was received in the lowest formations late & therefore all persons could not exercise the reopening option and therefore it should be extended up to 31.12.12. Defense Staff Side also raised the issue of not allowing this option to those who have been promoted to Master Craftsman upgraded post as because final orders have been issued late.

 

The official side agreed to refer these matters to DOPT, which would be considered and decided.

 

Item No. 5 (iii) - Special Allowance & Qualifying Pay.

 

The Staff Side pointed out that special qualifying pay may have been treated as allowance but it is treated as pay for purpose of fixation of pay on promotion to higher post. The result is that senior employees who have been promoted during the period 1.1.2006 to 31.8.2008 get the benefit of pre-revised qualification pay when they have been promoted whereas the junior employees promoted on or after 1.9.2008 have been granted the benefit of doubled qualification pay and therefore the seniors are getting fixed at lower stage.

 

The official Side agreed to look into this matter  

 

Item No.5 (iv) - Anomaly in fixation of pay between Direct Recruits & Promotees.

 

The Staff Side pointed out that in terms of FR 22 no person who is promoted should be fixed below the minimum of the Pay Scale of the higher post and as the system of Pay Bands have been introduced clubbing several posts, the Commission has devised a formula for fixing the entry pay (which is always the minimum) for fresh recruits. That being the case all promotes have to be fixed not below the said minimum i.e. the entry pay of the fresh recruit for each grade pay.

 

Official side insisted that what they have ordered i.e. stepping up the pay of promotes to the post subject to certain conditions is more than enough and if there are certain difficulties, these may be referred to be considered.

 

The Staff Side however insisted that all the conditionalities may be withdrawn and all Promotees may be fixed at the entry pay of that post for the direct recruitee if there is a quota for direct recruitment in that post irrespective of any new recruitee has joined the post or not.

 

The official side stated that the matter may be discussed in the next meeting.

 

Item No (v) - Date of Next Increment.

 

The Staff Side urged for grant of one increment in pre revised pay scale on 1.1.2006 as one time measure in respect of all those whose next increment would be between 1.2.2006 to 30.6.2006 and then re-fixing them in the revised pay band and to grant next increment on 1.7.2006. This is only as a one-time measure and we would not demand similar treatment in respect of others.

 

The official side then agreed to the above formulation.

 

Item No 5 (vii) - Temporary Status casual labourers.

 

The Staff Side pointed out that as per the scheme of Temporary Status, these employees have been granted the pre-revised minimum of Rs.2550-3200 applicable to the lowest post with the benefit of annual increment etc. Therefore so far as pay scale are concerned they are being treated as regular employees. They have to be granted the Grade Pay of Rs.1800 and fixed at Rs.7000 with effect from 1.1.2006 if they are already matriculates and if not they should be given the training and then fixed at Rs.7000 with grade pay of Rs.1800 w.e.f. 1.1.2006.

 

The official side noted this demand and assured consideration.

 

Item No.11 - Grant of Revised Allowance w.e.f. 1.1.2006.

 

After discussion it was indicated that the issue may be discussed further in the next meeting before recording a disagreement if necessary.

 

Item No 12& 13 - Transport Allowance.

 

The Staff Side pointed out that the calculations desired by the official side are already available in item no. 13. It has been pointed out that Transport Allowance at the rate of Rs. 3200 granted to those in PB-3 of grade pay Rs.5400 and above is 2.9 times of their pre-revised TA+CCA which was Rs.1100. The Transport Allowance in respect of Grade Pay of Rs.4600 & 4200 has been revised to Rs.1600 which is only 2.28 times of the pre-revised TA+CCA amounting to Rs.700/-.

 

The demand was that the raise granted in respect of grade pay of Rs.4600 & 4200 should also be 2.9.times of Rs.700 which would work out to Rs.2030.

 

The official side stated that this is a new demand and cannot be treated as anomaly.

 

The Staff Side then stated that this item would be included in the agenda of the National Council

 

Item No.14 - Revision of the existing allowance which are to be replaced by new schemes.

 

In the last meeting it was stated that if within six months the new schemes are not finalized and introduced, the rates of these allowance like risk Allowance & Patient Care Allowance would be doubled.

 

The official side agreed to take a decision in this matter within a month's time i.e. latest by 5.2.2012.

 

Item No.15, 16, 17 - Parity in pension.

 

In Para 5.1.47, the VI CPC has stated that in order to maintain the existing modified parity between present and future retirees it will be necessary to allow same fitment benefit as is being recommended for existing employees.

 

Having so recognised the maintenance of parity between the present and future retirees, the Commission has not extended the following liberalization benefits.

 

-          Full pension after completion of 10/20 years of qualifying service

-          Last pay drawn for determination of pension if it is more advantageous than the average emoluments and

-          50% of Grade Pay as against 40% of pre-revised basic pension

 

Benefit of these liberalisations may be extended to present pensioners w.e.f. 1.1.2006 (we do not want arrears) so that parity between present and future retirees is ensured as desired by the VI CPC.

 

The official side suggested that the matter may be discussed in the next meeting and disagreement if necessary will then be recorded.

 

The Staff Side also pointed out the latest judgment of full bench of Principal Bench of Central Administrative Tribunal according to which the clarificatory orders issued by Department of Pension dated 30th October 2008 for determining the modified parity has been quashed and Government has been directed to grant 50% /30% of sum of minimum pay in the pay band and grade pay of the corresponding pay scale of the post from which the employee had retired and re-fix the pension / family pension with effect from 1.1.2006 and pay arrears.

 

The official side stated that the Judgment is being considered and decision would be soon taken.

 

Item No. 20 - Daily Allowance on Tour.

 

The Staff Side insisted that rates of daily allowance may be doubled if the present system of reimbursement on the basis of actual expenditure on conveyance, boarding and lodging etc. are not suitable / practicable in the case of employees who go on tour to places where there are no such hotels / restaurants and the Auto drivers do not issue the receipts.

 

They also pointed out that when all allowances have been doubled and the Railway has also already doubled the rate of daily allowance on tour, why the Government should insist that DA should be at the pre-revised rates which are quite inadequate to meet the expenses on conveyance, boarding and lodging.

 

The matter was deferred to be discussed in the next meeting.

 

Item No. 24, 25, 26 - Commutation of pension.

 

The Staff Side demand is that option of Commutation had been given when a person retires. The commutation was allowed in terms of pension then fixed on the basis of pre-revised pay etc on the day following the date of retirement and in terms of the Table then in force.

 

If as a result of revision of pay and consequent revision of pension, additional amount of commutation arose the table which was applicable on date of retirement will have to be operated.

 

The New Table which has come in to force on or after 1.9.2008 cannot be made applicable in determination of additional commutation value which Table was not in existence on date of retirement.

 

The official side deferred this item for next meeting and to consider recording of disagreement if need be only in that meeting.

 

Item No. 28 - Grant of Grade Pay of Rs. 5400 in PB-2 for Asstt. Accounts/Audit Officer.

 

In the last meeting it was agreed that this and other connected issues would be discussed separately outside this forum by the Jt. Secretary (Estt.) & Jt. Secretary (Pers) with the Staff Side.

 

Though a detailed note has been sent to the above officers, no meeting has been fixed to discuss the note.

 

It was stated that a meeting would soon be fixed.

 

As there was no time, it was decided that next meeting of the National Anomaly Committee may be fixed soon and before the Budget session of Parliament commences.
