OUTRAGEOUS! AUDIT IS OUTSOURCED!
FIXED TERM EMPLOYMENT ENTERS IA&AD

The much dreaded fixed term employment is being introduced into IA&AD. This is what a circular issued by CAG under the title “Young Professionals Programme” means. Copy of the ‘circular’ is attached. This move is, in other words, nothing but combination of outsourcing and contractorisation of hitherto ‘sacrosanct” functions of IA&AD – i.e. audit. It is three in one – fixed term employment, outsourcing and contractorisation.

As per the above programme, young professionals would be recruited for two years (on contract basis) to conduct the audit that are till date done by the personnel working in IA&AD.

This move of the CAG is nothing but negation of the spirit of the constitution and is a direct onslaught on democratic India.

It is in the interest of the personnel of IA&AD and the people of this country that we oppose, fight and defeat this move to contractorise the functions hitherto discharged by personnel of IA&AD as well the concept of fixed term employment.

All Units should take special efforts to take the danger involved in the move of the CAG in outsourcing the functions of IA&AD by raising the slogan “No Outsourcing/contractorisation of functions of IA&AD”. Wide circulation may be given to the CAG’s notification and our comments against it.

HOLD DHARNA ON 5TH DECEMBER 2018

The CWC held at New Delhi on 4-5 September 2018 decided for phased agitations on the charter of demands, especially focusing on 5 –time promotion, cadre restructuring, restoration of statutory pension (i.e. old pension) scheme amongst other demands.

We observed Demands Day on 25th October by holding lunch hour meetings and submitting the charter of demands adopted in the meeting.

It was also decided to hold a day long dharna by the Executive Committee members on 28th November 2018 as second phase of the agitation.

The proposed dharna on 28th November 2018 is rescheduled to 5th December 2018.

All the Units may make campaign on cadre restructuring, 5 time promotion, NPS, promotion and integration of DEO cadre with the mainstream cadres and other issues in the charter of demands. The danger of fixed term employment cum outsourcing-contractorisation of audit should be given wide publicity and all personnel (irrespective of whether certain section is our members or not) be contacted and mobilised on the demands.

The Dharna shall be by the Members of the Executive Committee. Executive Committee members should apply for leave “for organisational work” (not special casual leave) and participate in the dharna.

The handbills and other propaganda materials used for the campaign on 5th December 2018 Dharna may be sent to HQr by speed post/email (and not through whatsapp).

In addition, massive meeting should be organised during lunch hour.

COURTESY MEETING WITH ADAI
On 27th September 2018, this Association had a courtesy meeting with Shri RS Mathrani, DAI (HR & LB). Immediately thereafter, charges of DAsI and ADAsI were reshuffled by CAG and HR& LB charge was allotted to Shri AWK Langsteih, ADAI.

We had a courtesy meeting with Shri AWK Langsteih, ADAI (HR & LB)  on 19th November 2018. The Association was represented by, in addition to the Secretary General, Comrades Tapas Bose, President, V Sreekumar & Anilkumar, Additional Secretaries General and G Rajagopal, Assistant Secretary General. Shri KB Jamal, Pr. Director, Staff and RK Choudhary, SAO/JCM were also present during the meeting.

The following issues were discussed:
1.      Cadre Restructuring - we raised our concern over the delay and expressed our apprehension that the enthusiasm that was seen at the official end is not visible as of now.

We were informed that the draft report is getting finalised and is expected to be submitted by end of December 2018.

2.      Denial of NFU to AAOs and Supervisors - all the facts were presented including functional responsibilities. The fact that Adhoc AAO is designated as Gazetted was also brought to the notice of ADAI.

ADAI assured to have a fresh look on the issue.

3.      Functional Facilities to Associations at field level -

* Delay in recognition of Civil Audit Association, Allahabad – It was assured to effect check off system without any further delay.
** Denial of functional facility to Commercial Audit Cat 3 Association, MAB 1 & 2 Mumbai – It was assured to give time for the Association to enroll membership from MAB 2 (as the HQr office itself reversed its decision on Constitutional amendment)
*** Transfer of President of Defence Audit Association, Kolkata – It was informed that CAG’s standing order in this regard has been conveyed to DGA (Defence). As it has not been enforced, ADAI assured to intervene.
**** Non transmission of Resolution by AG/DG/PDA: We brought to the notice of ADAI that resolutions adopted by the field level Units are not forwarded by the field offices raising silly objections.
                  ADAI assured to look into the matter.

4.      Shifting of AP office to Vijayawada: We presented the hardship and the loss that the personnel of undivided AP office would be faced with when posted to Vijayawada (on deputation). The fact that nearly 300 personnel – from MTS to AAO – would be forced to maintain two establishments was also presented. Loss on account of HRA, Transport Allowance and deprivation of CGHS facilities were also taken up. We requested for rescheduling of shifting of office to 2022.
      ADAI stated that all concerned were notified about shifting of office from Hyderabad to Vijayawada in December 2017 itself. He further stated that the Accounts sections are already functioning from Vijayawada. He expressed the fear that if we don’t shift the office - i.e. the entitlement functions - in April 2019, the State Government may get a ruse to take over the functions in which case we will be the total loser.
      (After meeting ADAI, President and Secretary General of Assistant Accounts Officers Association and Com G Rajagopal, General Secretary, Accounts Category III Association met Pr Director, Staff along with Secretary General and discussed the issues involved in detail. PD, Staff informed that HQr office took up the issue of grant of HRA and TA at Hyderabad rate to those deputationists who will be posted to Vijayawada with Deptt. Of Expr which did not agree with the proposal).

5.      Recruitment in the Canteen and Regularisation of contract labour employed with Canteens
      ADAI agreed to examine the issue.
      While discussing this issue, we also raised the question of regularisation of personnel working on contract basis in different cadres in the Mizoram. ADAI did not comment on this.
