STRIKE NOTICE SERVED;
HOLD GATE MEETING ON 21ST DEC ‘18, ENDORSE STRIKE NOTICE

Head Quarter of All India Audit & Accounts Association served the strike notice for the 2-day strike on 8th & 9th January 2019 to CAG of India today. Copy is attached to this Circular.

All the Units are requested to endorse the strike notice by adopting the given resolution (given elsewhere) in a general body meeting during lunch hour on 21st December 2018. The resolution, along with the copy of the strike notice served by HQr may be handed over to the Pr AG/DGA/AG/PD/Director/DDA by a delegation of members.

Copy of the resolution may be forwarded to HQr.

RESOLUTION
This meeting of ………………….Association, O/o…………………………………………..held on 21st December 2018 after discussion endorses the decision of the Central Working Committee of All India Audit & Accounts Association held at New Delhi on 4th  5th September 2018 to join the trade union actions for which the Central Trade Unions and Confederation of Central Govt Employees & Workers decide to achieve its demands.
This meeting therefore endorses the decision of the All India Audit & Accounts Association to participate in the 2-day strike on 8th & 9th January 2019 in pursuance of the charter of demands given below.


Charter of Demands
Part A
  1. Containing unemployment through concrete measures for employment generation
  2. Strict enforcement of all basic labour laws without any exception or exemption and stringent punitive measures for violation of labour laws.
  3. Universal social security cover for all workers
  4. Minimum wages of not less than Rs 18,000/- per month with provisions of indexation
  5. Assured enhanced pension not less than Rs.3,000/- p.m. for the entire working population
  6. Stoppage of disinvestment in Central/State PSUs and strategic sale
  7. Stoppage of contractorisation in permanent perennial work and payment of same wage and benefits for contract workers as regular workers for same and similar work
  8. Removal of all ceilings on payment and eligibility of bonus, provident fund; increase the quantum of gratuity.
  9. Compulsory registration of trade unions within a period of 45 days from the date of submitting application; and immediate ratification of ILO Conventions C 87 and C 98
  10. Stop Pro Employer Labour Law Amendments
  11. No FDI in Railways, Insurance and Defence

Part B
1.     Scrap New Contributory Pension Scheme. Restore old defined benefit Pension Scheme to all employees.
2.     Settle 7th CPC related issues including increase in Minimum Pay and fitment formula, HRA arrears from 01-01-2016, MACP Bench Mark, promotional heirarchy and date of effect from 01-01-2006, Option-I for pensioners and anomalies arising out of implementation of 7th CPC recommendations.
3.     Fill up all vacant posts. Reintroduce Regional Recruitment for Group B & C posts. Withdraw orders for abolishing posts lying vacant for more than five years. Revive all posts abolished during 2001 to 2008 under Annual Direct Recruitment plan as per May 2001 orders of former NDA Government.
4.     (a)   Regularisatin of Gramin Dak Sevaks and grant of Civil Servant status. Implement remaining positive recommendations of Kamalesh Chandra committee report.
(b)   Regularise all casual and contract workers including those appointed on or after 01-09-1993.
5.     Ensure equal pay for equal work for all. Remove disparity in pay scales between Central Secretariat Staff and similarly placed staff working in field units of various departments.
6.     Stop closure of Govt. establishments and outsourcing. Withdraw closure orders of Govt. of India Presses. Stop proposed move to close down salt department. Stop FDI and privatisation of Railways and Defence department.
7.     Implement 7th CPC wage revision and pension revision of Autonomous body employees and pensioners. Grant Bonus to Autonomous body employees pending from 2016-17 onwards.
8.     Remove 5% condition imposed on compassionate appointment.
9.     Grant five time bound promotions to all Group B&C employees. Complete Cadre Reviews in all departments within a time-frame.
10.   (a)   Stop attack on trade union rights. Ensure prompt functioning of various negotiating forums under the JCM scheme at all levels.
        (b)   Withdraw the draconian FR-56(j) and Rule 48 of CCS Pension Rules 1972.

It is resolved to submit a copy of this resolution to the PAG/DGA/AG/PD/Director/DDA.

            The Central Trade Unions & independent Federations have decided to organise 2-day strike in pursuance of the charter of demands. Confederation of Central Government employees & workers endorsed the decision of the Central Trade unions and has decided to participate in the 2-day strike on 8th & 9th January 2019.
             All India Audit & Accounts Association, which is an affiliate of Confederation of Central Govt Employees, in its Central Working Committee meeting held on 4-5 September 2018 endorsed the decision of Confederation of Central Government Employees & Workers to participate in the aforesaid 2-day strike.
            I am, therefore, to inform that members of this Association would participate in the 2-day strike called by Central Trade Unions and independent Federations on 8th & 9th January 2019.
            The Charter of demands in pursuance of which we will be going on 2-day strike is attached.

Dear Comrades,

The Central Working Committee meeting held at New Delhi on 4-5 September 2018 decided to participate in the strike action that would be decided by the Central Trade Unions in its Convention on 28th September 2018 which, in turn, declared 2 day strike on 8-9 January 2019 against the disastrous policies that take away the livelihood of workers, the social security and job security.

As we know, the New Pension Scheme has come to stay and nearly 50% of the workforce of the day is covered under NPS depriving them of the one of the best social security scheme that this country had.

We know that restoration of the defined benefit pension, i.e. old pension scheme, is only possible when the policies pursued by the successive governments since 1991 is paused, stopped and reversed.

In addition, the job security of all sections of employees and workers are threatened with adoption of fixed term employment policy by the present day government. The move of the CAG to recruit personnel on a two year contract extendable by two years is nothing but the introduction of this policy in IA&AD.

As we experience, after the implementation of 7 CPC, DA that the Central Government employees get is not even a fraction of the actual price rise on the ground. The prices go up and the employees are denied of 100% neutralisation – even though by terminology it is a hundred percent neutralisation.
The 12 point charter of demands upon which the Central Trade Unions have called for the 12 day strike is:
  1. Containing unemployment through concrete measures for employment generation
  2. Strict enforcement of all basic labour laws without any exception or exemption and stringent punitive measures for violation of labour laws.
  3. Universal social security cover for all workers
  4. Minimum wages of not less than Rs 18,000/- per month with provisions of indexation

The mobilisation and the campaign should invariably focus on our departmental demands such as
      • implementation of cadre restructuring after arriving at a consensus with staff side
      • 5 time promotion from entry level
      • Promotion of DEOs as Auditor/Accountant
      • Promotion of Sr. Auditor/Sr. Accountant as AAO
      • Additional chances for SAS exam
Confederation Charter of Demands –given below- should also be explained to the rank and file.

Effective campaign may be started without delay for ensuring a successful 2-day strike on 8-9 January 2019. To add impetus to the strike mobilisation, HQrs. has chalked out a tour programme to limited stations.

All the Units must conduct a NPS convention on one of the days of the visit by HQr.leaders with maximum participation from NPF ‘victims’, irrespective of whether they are members of the Association (members of splitter organisation).
