POLICY & PROGRAMME RESOLUTION
Adopted by the 47th Conference of at Nagpur on 8th to 11th August 2016

The 47th Conference of All India Audit & Accounts Association held at Nagpur, Maharashtra from 8th to 11th August 2016 after having deliberated on developments since the 46th Conference of 2013 at Guwahati in various fronts came to the conclusion that the attack on the livelihood of the common man is on the rise. Misery upon misery is heaped on the common man through different policy initiatives and legislations at the behest of crony capitalist forces. The promised “achhe din”,  the thrust of the 2014 electioneering by the present day ruling dispensation, has just remained as slogan, as the common man is subjected to every kind of misery, be it because of rising prices of essential commodities or rising tensions on trivial issues.

The decisions to allow unbridled entry of FDI in every sector including Railways, Defence and retail has thrown big question mark on the future of the nation and its economic independence. The fast moves to open up the Indian labour markets to the mercy of corporate world are something that should alarm each one of us. The hard earned rights that the worker earned through sacrifices of many are being upturned. The proposed changes to the labour laws of the country are to be fought back at any cost.

The All India Audit & Accounts Association welcomes the efforts of the Trade Unions and mass organisations to bring the unity of all the working class and democratic movements in the fight against these anti people policies of the government. The united action of organising one day strike on 2nd September 2015 and the decision to go for another one day strike on 2nd September 2016 are the only hopes of suffering people to resist and repulse the attack of the government on their livelihood. We hail the unity achieved by these movements and now the Audit employees can safely join the movement under the broad umbrella of the Central Trade Unions. This Conference is of the conscious view that the naked anti people, anti worker and pro-capitalist force policies of the government can be resisted and fought back through sustained and continuous united actions of the working class and people at large. The 47th Conference of All India Audit & Accounts Association held at Nagpur from 8th to 11th August 2016 therefore, unanimously resolve to join every struggle decided by the Central Trade Unions and independent Federations and endorsed by Confederation of central Government Employees & Workers against the anti worker, anti people economic policies, including the proposed one day strike on 2nd September 2016.

Part – II

The 47th Conference records its total rejection of the recommendations of the 7 CPC on the demands of the central government employees on minimum wage, fitment factor, MACPS etc. The Conference further rejects its proposals on the pay scales recommended to Audit & Accounts cadres, ignoring all scientific and factual presentations. This Conference concludes that the recommendations of the 7 CPC has perpetuated the ill-treatment of the audit and accounts cadres at the hands of the executive.

The 47th Conference further resolves to continue the struggle under the banner of Confederation of Central Govt Employees and Workers for securing negotiated settlement on all the outstanding issues and also for revival and effective functioning of JCM at all levels.

The demand for restructuring of cadres in IA&AD is not going to be achieved by merely raising demands.  This Conference of the considered view that long drawn struggles are required to achieve it. The 47th Conference, therefore, resolves to pursue the demands organisationally and legally, wherever required and feasible, independently as well as under the banner of Joint Action Committee of Accounts and Audit Employees and Officers Organisations.

This 47th Conference calls upon all the personnel in IA&AD to rally under the banner of All India Audit & Accounts Association in pursuance of the charter of demands given below. Members of Women’s Committee

Dear Comrades,
SUCCESSFUL STRIKE ON 2ND SEPTEMBER 2016 -
MORE THAN 15 CRORE WORKERS STRUCK WORK
HQrs of All India Audit & Accounts Association extends its warm greetings to more than 15 crore workers for the successful strike on 2nd September against the disastrous economic policies pursued by the government of the day and in pursuance of the 12 point charter of demands. We also greet all the central government employees for their participation in the strike called by the Central Trade Unions.

Our members participated in the strike in Kerala, Bengaluru, Guwahati, Agartala, Kolkata and Chandigarh (Punjab). In Hyderabad, Gwalior and Delhi the Executive Committee went on strike and held demonstrations. In Chennai, Allahabad and Bhopal lunch hour demonstrations were held. In Kolkata, the Executive Committee and activists participated in the strike and sat on dharna in offices of AG (A&E), AG (Audit) and DGA (Central) whereas the strike was total in other offices.
We once again greet all the workers for their splendid participation in the one day strike on 2nd September 2016. Press Statement issued by Confederation is enclosed.
We take this opportunity to have self introspection with regard to the participation of audit & accounts personnel in the strike so that corrective steps are taken for future.

CONDEMN INVOKING OF ESMA ON NURSES’ STRIKE IN DELHI
The Aam Aadmi Party led Govt in Delhi and Lt General of Delhi are one in crushing the strike by Nurses of various state & central govt hospitals of Delhi demanding rectification of anomalies out of 7 CPC recommendations. Instead of engaging the striking Nurses through negotiations the Delhi Govt has invoked Essential Service Maintenance Act (ESMA) to deal with the strike. This shows the anti-working class character of AAP Govt of Delhi. We condemn the brutality unleashed on the Nurses of Delhi.

            With greetings,
Yours fraternally

President announced that the discussion on Secretary General’s report and Accounts would commence in the first session of 9th August (2nd day) and called for names of participants in the discussion.

The house adjourned for the day at 9.10 pm.

The second day’s (9th August 16) session commenced at 10 am.

Com P Prabhakar, President, All India Audit & Accounts Officers Association, recalling his long Association with All India Audit & Accounts Association greeted the Conference. Com Prabhakar also conveyed the greetings on behalf of Com S Mohan, Secretary General, All India Audit & Accounts Officers Federation who is indisposed and hence could not make it to the Conference.

Com KKN Kutty, President, Confederation spoke at length on the history of audit movement, the leading role by it in the yesteryears and the contribution it makes to the common movement of the Central Government employees. Speaking on the role of employees’ organisations in the present days’ context and the challenges before it, Com Kutty placed before the house certain proposals for its consideration that would help us to develop a really democratic, vibrant organisation encompassing all sections of personnel working in the department.

Com S Radhakrishna, former Vice President, greeted the Conference saying that this is his 11th Conference. Recalling the yester years, he said the first strike decision, after his joining the service, was taken at Nagpur Working Committee in 1981. In Ghaziabad Conference in 1981, demand was raised for Vyasji’s stepping down. Vyasji was criticised for giving more time for Confederation.
Com Radhakrishna urged everyone to study the books ‘Inception and Growth of Trade Union movement in India’ by Com Sukomal Sen and ‘Panorama of P&T Trade Union Movement’ by NJ Iyer. He said that these books have guided him all through these years. Attempts made by Com Raja in 2011 to revive the movement, after the mass victimisation in the aftermath of mass casual leave in 2010, did not succeed. He recalled the old days when the Vyasji or Warrier visited a station, the whole unit leadership would spend time with them upto midnight. Now a days the visiting leaders are left alone in their rooms after the days business is over. The interaction with the leaders would help the unit leaders and would also make the leaders alert. He concluded by stating that there is no short cut to success except hard work, but to expect the apex leader alone to work hard and bring results would be quite self damaging and  all have to work together to bring better results and strengthen the organisation.

Secretary General welcomed Com PK Mittal and AK Shrivastava, Secretary General and Vice President of All India Federation of Divisional Accounts Officers and Divisional Accountants and invited them to the dais. Both Com Pavi Kant Mittal and AK Shrivastava greeted the Conference. Com Mittal thanked for the help rendered to his Federation by Com Raja during the 7 CPC deliberations.

President then announced the discussion on Secretary General’s report and Accounts and invited the delegates in the order of request received.

If everybody expects the Secretary General to perform miracles, it won’t be correct, rather it would be the beginning of an end, he cautioned.
Com Shrivastava requested all Units, delegates and observers to implement the programmes given by the HQr religiously (though the word is bit misplaced) and send communications on time to HQr. This itself would bring about a electrifying change in the scenario. He also pointed out one deficiency that is spreading – that is, lack of reading habit.
