            For the last couple of years we have been demanding that limitations imposed by the administration on number of chances in SAS examination should be done away with.

            We also pointed out repeatedly that in the earlier ‘avatar’ of the SAS examination, the restriction on number of chances was only for Part I of the SAS examination. And, there was no restriction for Part II of the SAS examination, one could have attempted any number of times.

            Repeatedly, we put forward this argument. The administration would agree, but when the Circular is issued the number of chances is limited to 10. Hundreds of candidates are suffering because of this untenable restriction. There are many candidates who have only or two papers left to pass.

            In IA&AD, the promotional avenues for SA are quite skewed. And the administration is hell bent on even denying it by imposing such restrictions.

            Similarly, the negative marks for CPD and incentive/RA examinations are really a disincentive. First they deny promotions, then they try to fool us with negative marks.

            To register our protest and to demand justice to all, all units are requested to HOLD LUNCH HOUR MEETINGS AND ADOPT RESOLUTION demanding unlimited chances for SAS and withdrawing negative marks in all examinations on 25th July 2018.

             It is reported that some offices refuse to forward the resolutions to CAG of India through proper channel. All Units, therefore, may send the resolutions - duly signed – to HQr by speed post. We will submit all the resolutions together to CAG from HQr.

HIGHER PAY SCALE FOR SR.AUDITOR/SR.ACCOUNTANT
            We had submitted two items to National Anomaly Committee (NAC) that are specific to our Department and organised accounts, listed at item No. 12 (Implement the recommendation on Parity in Pay Scale between Sr. Auditor/Sr Accountant of IA&AD and organized Accounts with Assistant Section Officer of CSS) and Item No 14 (Grant of GP 5400 to Senior Section Officer of Railways & AAOs of IA&AD and Organised Accounts (Civil Accounts, Postal Accounts and Defence Accounts).
            In the preliminary sitting of the NAC on 11th January 2018 (which our Secretary General who is the member of NAC could not attend) to screen and finalise the items that could be taken up as anomaly, the official side informed that a committee has already been set up to consider Item No 12 and the item can be taken up for discussion at a later date if the item remain undecided.
            We all know that the Govt has already issued OM granting 5400 to AAOs of IA&AD, Civil Accounts and P&T Accounts.
            In the NAC meeting held on 17th July 2018, it was clarified by DOPT that the question of extending GP 5400 (level 9) to Sr SO of Railways and AAO of Defence Accounts is under the consideration of Govt.
            It was also clarified that the committee set up to look into the demand of parity in pay scales to Senior Auditor/Sr Accountant is expected to submit its report in a month’s time.
            We may take this development to our members and the attached JAC circular may be given wide publicity.

The issues of grant of higher pay scale to Sr. Accountant/Sr Auditor at par with the cadre of Assistants now re-designated as Assistant Section officers of Central Secretariat as well as the issue of grant of GP 5400 to AAOs on completion of 4 years of service were being pursued with the Government since the implementation of 6th CPC. We went to the 7 CPC and placed our arguments, pleading for justice for audit & accounts personnel.
After the 7 CPC submitted its recommendations including our issues in different forms, the Cabinet referred these recommendations to a committee under DOPT.
In this context, we referred both this items to National Anomaly Committee (NAC) in which Com. M.S. Raja, Chairman, Apex JAC is one of the members.

In the meeting of NAC held on 11th January 2018 to have a preliminary discussion on admission of items, it was reported by the official side that the demand for higher pay scale to Sr. Accountant/Sr Auditor (item No 12) is under the consideration of a Committee. Copy of the minutes attached.

The item on Grant of GP 5400 to Senior Section Officer of Railways and AAOs of IA&AD and organised Accounts (Civil Accounts, Postal Accounts and Defence Accounts) was admitted as an anomaly.

In the meantime, as we all know, the Govt. has issued order granting GP 5400 to AAOs of IA&AD, Civil Accounts last month and Postal Accounts, keeping out Senior Section Officer of Railways and AAO of Defence Accounts. However, in the meeting of the NAC on 17th July 2018 it was informed by the official side that grant of 5400 to the remaining sections (Railway accounts and Defence Accounts) is under the consideration of the Govt.

Our representative in the NAC (Com M.S. Raja) was informed by Joint Secretary (Personnel) that the committee set up to consider the demand for GP 4600 to Sr. Accountant/Sr Auditor (at par with Assistant SO of CSS) is expected to submit its report in a months’ time.

It is indeed a positive development that the government is acting upon our demands, with constant persuasion from the forum of JCM.

But we should keep our arsenal, i.e. the organisational machinery updated and well maintained so that we should be in a position to assert ourselves to achieve our demands.

Apex JAC requests all the constituents and its field formations to keep the members well informed of the developments and the efforts of the apex JAC leadership in pursuing our demands. We should also prepare them for struggles as and when called for.

STRUGGLE…STRUGGLE ALONE IS OUR SAVIOUR

Immediately after the Govt and the CAG issued orders on grant of NFU on completion of 4 years of service to AAOs of IA&AD, Civil Accounts and P&T Accounts, two questions were put to me.

Some of the comrades contacted me and asked why are we not publicising our role i.e. what all we did in achieving the Non Functional Upgradation (NFU) of AAOs on completion of 4 years of service to Level 9 i.e. GP 5400. One of them even told that the other Federation is aggressively marketing it.

I had a counter query – why should we do that and become so cheap.

We are a Trade Union and we don’t do any trade to indulge in aggressive marketing – this is done by somebody who has doubt in their’ contribution and role.

We raise demands, pursue them organizationally, back-up it with struggles and on the strength of struggles we pursue, persuade and negotiate with Govt. It is a time consuming process, but we are convinced that there is no alternative to struggle which demonstrates the backing of the membership to the demand(s) raised.

Those who never go on struggles, except in printed posters, have to work hard to tell its (misled) members that it is they who did it – through petitioning – because they hardly enter the arena of struggle.

There are people who promised higher pay scale only to audit and spread word every other day that they met PM, they met FM and the order will come tomorrow, day after tomorrow etc.
All India Audit & Accounts Association right from beginning said that after the implementation of 4th CPC recommendations and especially after Upgradation of 80% of AOs as Senior AOs in 1992 (with effect from 1.4.1990) - where the upgradation was done in both audit & accounts despite the fact that the agitation was led by the then Accounts/Audit Officers of IA&AD only – the possibility of only audit being granted parity may not be accepted by the government and hence we should demand for parity in both audit & accounts with Assistant in Central Secretariat.

Some self-styled leaders, in the name of championing audit cause, split the organisation and spread canards and falsehoods.

Our stand was vindicated when the government decided to upgrade the pay scales of auditor/accountant to AAO in 2003 – it was granted to both audit and accounts. It is noteworthy to state that the OM clearly stated that the upgradation is on account of the disparity in pay scales between Sr Clerks of Railways and Accounts Assistants of Railways. i.e. the demand was met because of the disparity in organised accounts.

Those who abused us for demanding parity for both audit and accounts went to 7 CPC and pleaded for higher pay scales for both audit and accounts!

Mass Casual Leave on 8th April 2010 – thousands of personnel in IA&AD went on Mass CL on 8th April 2010 on a charter of demands that included Grant of deemed direct recruitment status and subsequent MACP benefits to AAOs (already granted by CAG and only available in IA&AD), Grant of 5400 to AAOs on completion of 4 years’ service, grant of parity in pay scale to Sr Auditor/Sr Accountant, among other demands. Thousands of our members are still victimised, lost increments for participating in this massive action.

All India Audit & Accounts Association went on strike thrice in the past for the issue of parity in pay scales.

Many agitations including mass petition to CAG, demonstrations and dharnas were held during the period, not to speak of the discussions we had on the platform of JCM through which we could persuade the reluctant bureaucracy.

Great Chanakya had said: “Never argue with a fool, you will also be dragged to their level; …..onlookers may not be able to tell the difference”.

Second issue that was raised by some comrades was on the promotional avenues for Senior Accountants and Senior Auditors, especially in the aftermath of NFU for AAOs.  

We would like to reproduce our recommendations to the cadre restructuring committee wherein we demanded

·         Promotion to DEO as Ar/Acctt
·         Non Functional Upgradation to SA to Level 7 (GP 4600)
·         Promotion of SA as AAO
·         Combined seniority/gradation list of AAOs (including SAS personnel and promotees)
·         Promotional avenue to promotee AAOs as AO/SAO and further depending on service

Only All India Audit & Accounts Association has demanded promotion for DEOs and 5 time promotion to all from the entry level.

We are on war path demanding exclusion of Govt Employees from NPS, ensuring defined pension to all including those joined after 1st January 2004.

We will be going on strike on 15th November 2018 demanding scrapping of NPS.

We know well that submission of memorandum to any committee or government will not bring about desired results. To achieve demands, we will have to educate and mobilise the employees, prepare them for struggles and organise struggles in a sustained manner.

We don’t sell dreams, we prepare our members to live with dignity and security and  fight for it.
