        The Staff Side of the I.A. & A.D. had submitted the agenda items for discussion in the    coming Departmental Council Meeting in the I.A. & A.D. vide letter no. B-7/DCM/3/2022 dated 12/12/2022. It is observed by the Members of the Staff Side that even after completion of 5 (five) months the Hd, Qrs. Office is unable to convene the meeting. The Government of India, Ministry of Personnel, Public Grievances and Pension, Department of Personnel & Training, Establishment (JCA) Section in their O.M.No.4/3/2019-JCA dated 16/01/2020 once again re-iterated that as per JCM Scheme “the meetings of the Departmental Council shall be held as often as necessary, and not less than once in four months”. It is very unfortunate that the Official Side of the Department Council in the I.A. & A.D. is taking very casual approach for non-adherence of the instructions of the said O.M.

      The Staff Side of the Departmental Council is requested to convene the Departmental Council Meeting without further delay as the next meeting is overdue.

Madam,

Kindly refer to the circular mentioned above communicating the date of examinations for SAS and other examinations scheduled to be held from 02-05-2023 to 08-05-2023 except 05-05-2023.

The All India Audit and Accounts Association received information that the Centre of the said Examination chosen by the Hd. Qrs Office which is far away from the Hd. Qrs Office, especially in some States like Chennai, Rajasthan and ors. The local Administration has issued a circular that the employees who are appearing the examination should not travel by their own car/ two-wheeler, as there is no parking space. As a result, members of staff will face trouble to reach the examination hall. The Association would like to state that the office administration may provide staff cars to the examinees.

Apart from the above it will be extremely difficult to conduct the examination on 07/05/2023 i.e. Sunday as 2 or 3 States in India where majority people are from Christian Community and they are going to Church in every Sunday positively. Therefore, the examination on 7th May, 2023 may please be rescheduled accordingly. Otherwise, the examination scheduled on 07th May, 2023 may at lease be postponed to a suitable date.

Enclosed please find a copy of Resolution taken by the field level Association which speaks for itself.

Right now, the working atmosphere in the office of the Accountant General (A&E), Punjab is not in a good condition. By using the power, the Deputy Accountant General (Pension) is neither maintaining the work norms issued by the Hd. Qrs Office nor maintaining the office hours. One circular has been issued under his signature that from the very next day the office hours would be from 9 am to 7 pm instead of 9 am to 5-30 pm, without going through the O. P. Manual. Moreover, the work norms fixed by the Hd. Qrs Office is not maintained.

It is a sad commentary that the toolkit of Office Council Meeting is not using by the administration. The DAG (Pension)’s attitude towards the lower level employees was so rude and furious. He has broken the Employer and Employee relations. During informal meeting with the AAOs, he used to threat that the APARs shall be downgraded. It is also reported that the threatens the employees that he will file FIR (?) against them. It is needless to be mentioned here that the employees are working in the office and not in any corporates/private organisation.

In these circumstances, it is requested to intervene immediately into the matter to overcome the unrest condition and direct to the DAG (Pension) to maintain harmony relations with the employees otherwise be transferred him immediately from that office.

Comrades,

         Special C.L. of 42 days for Kidney Donor- order issued by the DOP&T

We are aware that in the earlier days no such facility was provided for the Kidney Donor. Few months back, the Kerala Unit, especially our former President, V. Sreekumar, raised the issue. Being one of the Standing Committee Member of the NC, JCM, Staff Side, I raised the issue to the DOP&T, through the Secretary, Staff Side. After scrutiny of the case, now DOP&T issued general circular in this regard that the Central Government Employees will get maximum 42 days Special C.L. for voluntary Kidney Donation.

Parity with CSS pay scale from 1/1/1986

After November, 2022 meeting, the Expenditure Wing has asked to the budget wing for exact monetary involvement in this regard. It is learnt that the Budget wing forwarded views to the Expenditure Wing. Now the Expenditure Wing will finalize the case with the Standing Committee Members shortly.

AAO to SAO promotion

Right now, out of 89 units, only 12-14 units have submitted 4 years (Upto 2024) panel to the Hd. Qrs. Office which are under scrutiny. Besides that, one huge panel of Commercial Wing for the panel year of 2020 is not yet cleared by the UPSC. Some employees, they are not our members, sought clarification through RTI to the UPSC. As a result, the file returned back to the C&AG office to clear the queries.

Revised Sanction Strength in different Audit and Accounts Wing

The C&AG has formed few different committees to review the sanctioned strength in different Audit and A&E offices from Sr. A.O. to M.T.S. cadre. It was also instructed to those committee to present the report latest by 30th September, 2022 later on enhanced to 31st October, 2022. Only A&E committee submitted to the report to the Hd. Qrs Office in the month of December, 2022 which is now examining by the Hd. Qrs Office. But no others Audit Committee submitted the report till date. As a result, members of staff are not getting their legitimate promotion. 

Department Of Post withdrawn the recognition of NFPE and AIPEU, Gr-C arbitrarily

It is highly shocking that the recognition of National Federation of Postal Employees (NFPE) and All India Postal Employees Union (Group-C) has been withdrawn by the Postal Administration on the strength of false, fake, fabricated complaint of one unrecognized organization i.e. Bharatiya Postal Employees Federation, affiliated under B.M.S., labour wing of BJP. In the last verification procedure, the said organization managed only 3 – 4% membership throughout the India in Postal Department.

The Confederation of Central Government Employees, Workers and Unions appealed to all constituent organizations and state C-o-Cs to conduct lunch hour demonstrations in from of all big offices of Central Government on 2nd May-2023 declaring BLACK DAY and all employees should BEAR BLACK BADGE for whole day on 2nd May, 2023. A copy of circular issued by the Confederation is enclosed which speaks for itself).

The All-India Audit and Accounts Association, one of the constituent of the Confederation condemned highly undemocratic, illegal, arbitrary action of the Postal Department and stand behind the NFPE and declare all types of help, co-operation and support to NFPE in coming days. Now, it is requested to all field level Association may participate on 2nd May Lunch Hour Meeting either at the call of local C-o-C or in the Office premises where C-o-C is not active.

Remittance of Hd. Qr quota

The 49th Conference of All India Audit and Accounts Association took a decision that Hd. Qr. Quota is increased from Rs.12/- to Rs.20/- per member per month. It is requested to unit leadership to clear the Hd. Qr. Quota upto the month of March, 2023 @ Rs.12/- per member per month immediately.

Centenary Year Celebration

We are very sorry to inform that the Centenary Year Celebration could not be materialized in April, 2023 due to problems. Within a very short period the Association will organize.

MAY DAY MESSAGES 

On this May Day, 2023, All India Audit and Accounts Association pay tribute to the Chicago martyrs who sacrificed their lives in the struggle to establish eight-hour work day and working class rights. This, year, May Day marks 100 years of observance of May Day in our country. It was in 1923 that Comrade M Singaravelu hoisted the red flag in the then city of Madras. We pay rich tributes to those pioneers of the Indian working class movement.

We are extending warm fraternal greetings to the employees and workers and all sections of toiling people in India who are today valiantly fighting against the onslaught of the ruling classes on jobs, wages, working conditions and hard won rights, benefits and basic entitlements, braving victimisation and inhuman attacks including physical attacks.

The labour codes, enacted during the pandemic are toolkits gifted to the big corporates by the Central Government to enable unfettered exploitation of workers, on the pretext of promoting ‘Ease of Doing Business’. On the one hand, the labour codes legalise the hitherto illegal violation by the employers of what were the laws of the land; on the other, they criminalise the workers’ collective actions to assert their basic trade unions and labour rights. Even the universally accepted ‘Right to 8 hours working day’ synonymous with May Day is being sought to be diluted. Recently in Chennai, the Assembly passed one bill that the workers will perform duties in their work-place at least 12 hours in a day considering 3 days paid holidays. The labour codes are meant to impose conditions of slavery on the working people depriving them of all their hard-won rights.

The public sector Banks, Insurance, Telecom, Port, Civil Aviation, Electricity, Steel, etc. are set to be given to private corporates. Not only industry and service, the government has also opened up agriculture to absolute corporate control. The three farm acts are meant to facilitate corporate takeover of our agriculture, hitherto dominated by small farmers.

The condition of Central Government Employees and Workers are no different. NPS not yet withdrawn, FR 56(j) not withdrawn, unnecessary delay for allowing promotions, arrears of D.A/D.R has been stopped. In this backdrop, this May Day is of unparalleled importance.

The joint platform of Trade Unions and Federations of India calls out to the workers of the nation to make this May Day a success. They congratulate the working class overcoming difficulties like, victimisation by the employers, authoritarian attitude of the bureaucrats, etc. through participate in series of General Strikes.

On this May-day, the day of working-class solidarity, The All India Audit and Accounts Association extends warm greetings to all of our comrades specially to those who are fighting to protect the hard earned rights not only to the Central Government Employees movement but also for the entire working class movement.

We request the sincere cooperation of all our dear Comrades to make the May Day’s programmes a grand success through the lunch hour/recess hour meeting on 1st May, 2023.

Madam,

The Association is constrained to bring your notice the Government of India, DoP&T, OM NO.31011/15/2022 Estt-A-IV dated 11/10/2022 regarding extension beyond 25/09/2022 for further two years to visit North East Region, Jammu and Kashmir, Ladakh and Andaman and Nicobor Islands by air. Air travel by Government employees to NER, J&K, Ladakh and A&N as mentioned in para (iv) and (v) of the said OM is allowed whether they avail the concession against Anywhere in India LTC or in lieu of the Home Town LTC, as permitted. In last paragraph of the said OM it was written that in their application to the persons belonging to Indian Audit and Accounts Department, these orders are issued under Article 148(5) of the Constitution and after consultation with the Comptroller & Auditor General of India.

The All India Audit and Accounts Association issued a letter bearing no.AIA/B-1/06/2023 dated 07/02/2023 requested you to intervene into the matter so that after endorsement of the said OM, the Hd. Qrs Office may issue circular/directions to the field level administration in this regard. The Association received one reply from the Hd. Qrs Office vide no.54/Staff (JCM)/4/2023 dated 14/02/2023 that the matter was examining by the Hd. Qrs. Office. The field level employees are very much disheartened and disappointed about the reply from the Hd. Qrs. Office.

It is very unfortunate that till date, after five months from the date of issue of the said

OM, no such communication/orders of the Hd. Qrs Office has been received by the field offices about the endorsement of the above-mentioned order issued by the DoP&T, GOI. As a result, hundreds of the staff members are not allowed advance to avail the facilities. Moreover, a good number of staff members bill were denied by the local field offices. Due to abnormal delay for coming the order from the Hd. Qrs. Office, a good number of staff members forced to convert the HTC in lieu of LTC to direct LTC for next block year scheme.

It is therefore, requested to intervene into the matter so that the endorsement of the said DoP&T, GOI order may circulate to every field level office immediately.
