RUSH HELP TO KERALA

            The “God’s own Country” i.e. Kerala is facing worst flood in nearly 100 years – the last one reported was in the year 1924. Nearly a hundred people have lost life in the last 72 hours, and nearly 300 since May 18 when south west monsoon set in in Kerala.

            Nearly 60000 houses are submerged and totally damaged, 12 out of 14 districts are under red alert and two districts (Idukki and Wynad) are totally cut off. 33 dams are full and are opened to avoid the worst; 41 rivers (out of 44) are overflowing well past the red mark submerging the neighbouring villages and towns/cities. Landslides have taken lives of dozens. Kochi International airport is closed due to flooding. Rail and Road transport has come to a stand-still.

            Rescue operations are still going on with the help of Indian Navy and other central forces along with Disaster management force of Kerala and the local people. More than 40000 people are in the relief camps across the state.

            It is reported that the central government has refused to declare it as a national calamity and thus refusing the required financial help to tide over the immediate crisis.

ON CADRE RESTRUCTURING

Questions, rather anxious queries, are coming on the issue of cadre restructuring. Though no confirmed reports are available, sources reveal that the presentation to top management – i.e. DAI & ADAI – is over and the file has gone to CAG.

We were assured that another round of discussion would take place with staff side after this. We are awaiting confirmation.

Unconfirmed reports say that level 7 is proposed to SA, what not the way we have demanded.

Sources indicate that there may be some recommendations on the overall cadre structure taking into account the future requirements of the Department.

Integration of DEO with main stream cadre is also expected.

We will have to wait to know exact nature of the recommendations.

Once approval by CAG, it has to get approved by the MOF and finally by the Cabinet.

We are hopeful that there is going to some upward movement in respect of Group B & C cadres.

Remember – Only All India Audit & Accounts Association has demanded career progression for all cadres.

Any improvement would be welcome; even if it is not exactly what we demand – our fight for further improvement would continue.

But we foresee a certain situation if the cade restructuring committee give some positive recommendations on promotional avenues – somebody coming forward and claiming the parentage of anything positive that cadre restructuring might have – though as of now, we are not sure what it would be and how far it would be or whether it would be at all.

Let me state again – nothing conclusive right now, only some indications that also from some sources.

We should be ready to welcome whatever is positive while preparing our rank and file to fight against negative recommendations.
