Dear Comrades,

The CWC meeting held at New Delhi on 24-25 February 2011 adopted the
following resolutions (in addition to the six resolutions mentioned in
Circular 06).

7. On enhancement of TA/DA for sports persons
8. On relaxation of Recruitment Rules for sports persons
9. On denial of Child care leave and conditionalities imposed there-on
10. On SAS examination
11. Dilution, abdication of Audit in PRI and P&T audits

The CWC called upon every unit to clear the head quarter quota with
out fail by 31st March 2011 and also to collect special fund of Rs
100/- per member and remit it to HQr immediately. The units which are
yet to revise their rate of subscription may carryout the amendment of
the constitution without any further delay.

The CWC decided to hold Women's Convention by June/July 2011. Mumbai,
Nagpur and Hyderabad have been identified as the possible venue. Each
of them may convey their preparedness to hoist the all India Women's
meet. After hearing from the units the National Executive Committee
may decide the venue from amongst the three.

The CWC exhorted the leaders and members of the Association to take
active part in the functioning of the local COCs taking lead in
mobilising the employees on the charter of demands finalised by the
Confederation of Central Government Employees and Workers.

INTERNATIONAL WOMEN'S DAY

The CWC called upon every unit to observe International Women' Day on
8th April (Pl refer Circular 06). Circular issued by Com Jaitha VS,
Convener, Women's Committee is given below. All the units in the
station may come together and observe the day jointly. If the local
COC is arranging any programme they join in large numbers in that
programme also.

WORKERS MARCH TO PARLIAMENT

Even by the conservative estimates more than six lakhs of workers
marched in the streets of New Delhi to protest against the ruinous
economic policies pursued by the government making the life of the
common man miserable. Thousands were held up at different points by
the way of halting of trains and they could not make it to the rally
in time. It is time that the government recognises the growing
discontent and makes corrective measurers. But the budget presented by
the Finance Minister gives no such indication. More than restoring the
confidence of crores of toiling masses in the government, the Prime
Minister and Finance Minister are concerned about boosting corporates'
confidence! The announcement of the Finance Minister in the budget
speech to re-introduce the PFRDA bill shows very clearly how the
things will be in the days to come.

APEX JAC MEETING

The Apex JAC met at New Delhi on 22nd February 2011. After a long gap
Chief Executives of most of the Constituents attended the meeting.
The Apex JAC decided that two proposals that came for the discussion
be referred to the constituents for their organisational decisions.
These issues are:
1. Remove the demand 'implementation of arbitration award' from the
charter of demands and pursue the demand separately
2. to demand functional independence to audit & accounts (including
organised accounts) and functional integration.

The apex JAC would meet soon at Hyderabad to take decisions there-on.
Apex JAC circular is enclosed.

CONFEDERATION CALL

The Secretariat of the Confederation met on 24th February along with
General Secretaries of State Committees of Confederation. The meeting
decided to hold lunch hour meetings in each office on 20th April 2011
to explain the charter of demands to members and also to submit it to
the respective heads of department. The Confederation shall issue a
detailed memorandum on the charter of demands. The State Committee of
Confederation shall take necessary steps to implement the programme in
a most effective manner.

The Confederation Secretariat also decided to hold Conventions in such
states where state committees are still not formed.

We endorse the decisions of the Confederation and call upon every unit
and member to involve themselves in building up the Confederation and
also a vibrant movement of Central Government employees.

Order for stepping up of pay of promotees vis-à-vis direct recruitees
is expected to be issued by the CAG administration in a matter of
days. We had demanded the same in the pattern of CBDT vide letter
dated 6th Dec 2010.

OBSERVE INTERNATIONAL WOMENS DAY
ON MARCH 8TH
Dear Comrades,

"Womens Day Greetings of peace and Solidarity to you all."

The month of March is dedicated for the women to commemorate the
struggle of the courageous women who fought for equality, justice,
peace and development- who have paved the way for us to continue our
journey for women's emancipation.

"On March 8th 1857 women (garment workers) working in textile
factories in New York staged a protest against inhumane working
conditions and low wages. On 8th March 1908, 15000 women marched
through the New York city demanding shorter work hours, better pay,
voting rights and an end to child labour."

Today we live in a violent world and discrimination and violence
against women are very much prevalent. In a fast changing globalised
world women are not only victims of the violence generated by the
patriarchal system, but also of poverty, exploitation and exclusion
from the mainstream society by the neo-liberal economic system. It is
a human rights violation denying women and girls equality. Violence
against women is present in every country, cutting across boundaries
of culture, class education, income and age, and hence demanding
equality, justice, peace and development has become relevant as a
century ago.

Annually on March 8th events are held through out the world to
inspire women and celebrate achievements. So make it a point to think
globally and act locally. Make every day International Womens Day.

Do your bit to ensure that the future for girls is Bright,
Equal, Safe and Rewarding.

Highlight the need for continued vigilance and action.

National Women Convention
The first National women convention of Central Govt. employees was
held at Maulali Yuba Kendra, Kolkata on 7th and 8th Feb. 2011. The
convention began with the inaugural session chaired by Com. S.K. Vyas.
President, Confederation and addressed by Com. K.K.N. Kutty, Secretary
General. It was followed by an impressive procession taken out from
K.G. Bose Bhawan, the Hqrs. of the COC West Bengal to the venue of the
convention hall, participated by not only delegates but by thousands
of women workers of various Central Govt. offices in Kolkata. The
processionists carried placards, banners, flags and traversed a
distance of about 3 to 4 Kms shouting slogans on demands specific to
women workers. The processionists were greeted by various Central
Government organizations; BSNL employees union and the Pensioners
Association on the way
On convergence at the Yuba Kendra, which had been jam packed and
overflowing, the open session was addressed by Com. Sudha Sundaraman,
General Secretary, All India Democratic Women Association, New Delhi.
In her hour and half speech, Com. Sudha Sundararaman touched upon
various national and international issues, the problems and
difficulties confronted by the working women employees in particular
and the women in the Indian society in general. She exhorted the
participants to be active in the Trade Union movement along with their
men counterparts to bring about a strong and militant resistance
movement to the neo liberal economic policies the pursuance of which
has made the common people to suffer.
Earlier Prof. Jasodhara Bagchi, Chairperson, Reception Committee
welcomed delegates and guests. In her speech she underlined the
significance of the Convention, the background and history of the
women's movement, the sterling role played by the women in the
evolution of a civilized society.

Resolution adopted
The house was composed of 190 delegates and 13 observers representing
various States and different Organizations of the CG employees. This
apart the inaugural function was witnessed by 373 observers
representing different CG employees' organization located in the city
of Kolkata. After discussions the house adopted unanimously the
report. On the basis of the deliberations in the house and
presentations made by the above mentioned 22 delegates the house also
decided to adopt the following resolutions. The full text of which
will be published later.
A. To observe the International Women's day on 08.03.2011 at all State
Capitals by organizing meetings/convention etc. to explain the
significance of the women's movement and the need for organizing
working women.
B. To demand that the Govt. take steps to pass the Women's Reservation
Bill in the Lok Sabha.
C. To set up committees in all offices to prevent sexual harassment as
per the guidelines issued by the Govt.of India in this regard and
ensure that such committees are headed by judicial officers of
appropriate levels. To demand for an enactment in the Parliament to
give the guidelines a statutory status.
D. To demand that the Govt. accepts all recommendations made by the
6th CPC in respect of women issues and orders issued thereon.
E. The orders presently issued by the Govt. in the matter of Child
care leave has stipulated that the said leave has to be treated like
Earned Leave. Since this has afforded discretion for the controlling
officers to either grant, reject or reduce the period of leave. The
house had decided to demand that such discretionary powers are not
given to the sanctioning authorities.
F. To support and popularize the issues on which working class would
be organizing march to Parliament on 23rd Feb.'11.
G. To ensure larger participation of women employees in all struggles
against the neo-liberal economic policies.
Election of Womens' committee
In the post lunch session the house discussed the formation of a
women's committee to give an organizational shape to carry out the
decisions of the convention. Since a few of the affiliated
organizations and certain states could not depute delegates to attend
the convention, it was decided that the committee so formed should
have the power to co-opt members to provide wider representation. On
this understanding the convention selected the following comrades to
constitute the committee.

The composition of the House
As per the credential committee's report submitted to the house of the
190 delegates who attended the convention 44 were office bearers of
various Organizations; 22 Organizations and 13 States were represented
in the convention; of the 373 observers 13 were pensioners; the
youngest comrade who attended the convention was 28 years old and the
oldest 58; the oldest amongst the pensioners was 76 years old and
youngest 60. The convention was concluded with vote of thanks proposed
by Com. M S Raja. On behalf of the delegates and observers and on
behalf of the Central Hqrs. Of Confederation Com. M S Raja profusely
thanked the co-ordination committee of West Bengal for the excellent
arrangement made for the conduct of the convention and for the
boarding and lodging of the delegates. The full text of the welcome
speech, the Secretary General's report and the Introductory pamphlet
issued by the Reception committee are enclosed. A few Photographs of

this Circular letter.
Workers March to Parliament 23rd February, 2011
Even as per the very conservative observation 6 lakhs workers are
reported to have participated in the great rally organized by the
Central Trade Unions along with various Employees Federation on 23rd
February, 2011 at New Delhi. It was a grand show of workers might and
determination to fight against the neo-liberal economic policies of
the Govt.of India. Confederation and its affiliates can be proud of
the fact that the Central Govt. employees were part and parcel of this
huge demonstration. Large number of comrades came from Delhi and
neighboring States to participate in this rally. Many could not reach
in time before we could start the procession from the identified spot
of Jantar Mantar. Allahabad, Lucknow, Kanpur, Varanasi, Gorakhpur ,
Bariely, Meerut, Agra, Ghaziabad, Moradabad in Uttar Pradesh brought
large number of Central Govt. employees to participate in the rally.
Similarly Jaipur, Jodhpur, Udaipur, Alwar were the stations in
Rajasthan which took pains to mobilize the Central Govt. Employees to
go over to Delhi and be participants in the rally. Ambala, Faridabad,
Rohtak, Gurgaon, Rewari where the stations in Haryana which sent in
large number of employees to take part in the procession. Chandigarh,
Jalandhar in Punjab also mobilized a good number of comrades to be at
Delhi. The state committee of Delhi and its affiliated organisations
worked hard to mobilize large number of employees to participate in
the rally and obviously it did fructify in as much as unusually a
large number of comrades came on their own and also in vehicles
arranged by the respective organization to swell the number of Central
Govt. employees in the rally. Almost all the states have sent in
comrades to participate in the rally as per quota fixed by the
Confederation. It was by far the best participation of the Central
Govt. Employees in the mobilization of the workers against the Govt.
India's economic policy in the recent days. We are pleased to inform
that the quota we had fixed as the minimum number has been surpassed
by all the States as also the affiliates. We place on record our
sincere thanks and gratitude to the State level leaders and affiliates
for the yeomen efforts undertaken by them to make this programme
memorable. This had emboldened the National Secretariat of the
Confederation which met on 24th to embark upon a mass Rally of Central
Govt. Employee alone in the ensuing Monsoon session of the Parliament
in pursuance of the demands specific to Central Govt. Employees. We
request our affiliates and State Secretaries to convey our gratitude
to each and every member who responded to this call and participated
in this rally.
In order to enable the Secretariat to review the efforts undertaken
by the States and Affiliates, which you will agree is a pre-requisite
for effective and efficient functioning of the orgasnisation, we
request you to send us a report within ten days of placing this
circular to the website in the following format.
1. Details of the campaign programme undertaken by the leaders and the
places visited.
2. Whether any pamphlet has been issued and if so the copy thereof may
be sent to the CHQ.
3. The number of comrades participated from each station.
4. Whether the quota fixed could exceed/ be met or not met.
5. Amount spent for hiring bus, affording traveling expenses to the
participating comrades etc.

The National Secretariat meeting held on 24th February, 2011and decisions
45 comrades (Secretariat members and the State Secretaries)
participated in the meeting held on 24th February, 2011 at the CHQ.
The meeting was convened as per the decision taken at the National
council meeting held on 1st December, 2010 at Mumbai. The main Agenda
for discussion was organizing the State/District committees and to
ensure that conferences of these committees are held as specified in
the constitution.
After discussion it was decided that UP state committee is to be
reorganized as a single committee on 17th March 2011, at Lucknow. The
NFPE has decided to organize a camp near Lucknow on 16th and 17th and
the State Conference of the Confederation will be held on 17th at 10
AM at the same venue. It was also decided as a matter of fact that the
Districts where there are few Central Govt. Organisations the District
secretary shall be the nominee of NFPE and the committee shall have
two other members selected by other prominent organization as of the
Central Govt. employees in the District. The conference will be held
on the same lines in AP, Karnataka, Tamil Nadu, Andaman & Nicober
Islands, Rajasthan and Maharashtra. Com Piyush Roy will take
initiative to explore the possibility of setting up State committees
in Tripura and Nagaland. The meeting noted that Meghalaya
co-ordination committee was functioning well. In the absence of the
representative from other State Committees, the meeting authorized the
Secretary General and the available members of the Secretariat at
Delhi to get in touch with those State Committee and ensure that the
State Committees are formed wherever it is not functioning.
In order to propagate the demands included in the charter,
conventions will be organized in all states. On 20th April, 2011
demonstration/lunch hour meetings will be organized in front of all
offices to submit the charter of demands to the concerned Heads of
Department. The National Secretariat will meet on 11th of June, 2011
at New Delhi to fix the date for the various programmes of action
decided by the National Council meeting. The period between March to
June is required to utilize for the purpose of Organizing
state/District level conventions to popularize the demands. The
affiliates will also organize all India meetings/conventions to
popularize the demands in the charter so that horizontal and vertical
campaign programme will be unleashed simultaneously.

The meeting took the stock of the situation with reference to the
call given for observance of Awakening Day on 15/02/2011. The
reporting received so far by Apex JAC indicates that the programme has
been implemented in select stations only.
As far as the issue of implementation of Arbitration Award on grant
of higher pay scale to Sr. Accountants/Auditors with effect from
01.01.1986 is concerned, the meeting noted that through the matter was
placed in the Parliament during monsoon session of 2010, it could not
be tabled in the Parliament by the Government due to the intervention
of Com. Basudeb Acharia, M P. Loksabha and also due to disruption of
Parliament in the winter Session. It is expected that in all
likelihood it would be introduced in the budget session of Parliament
for rejection.
The meeting observed that, though the demand of grant of higher pay
scale has been met with effect from 01.01.1996, but it is necessary to
continue persuasion for settlement of this issue in the form of
implementation of arbitration award to avoid danger of down-gradation
of status and Pay Scales of Accounts and Audit Cadres in future. The
meeting therefore, decided that the issue shall be pursued.
The meeting also reviewed the status of Charter of Demands adopted by
apex JAC and decided that on the following issues views of the
Constituent organisations- after discussion in the respective decision
making forums - may be sought for taking a final call.
1. The demand "implement arbitration award on pay scales" may either
be taken out of the charter of demands and pursued separately placed
appropriately in the re-oriented charter of demands (furnished below).
2. The JAC may focus on core/functional issue of Accounting and
Auditing Organizations as the system is facing grave threat from the
executive by holding a National Convention and through wide campaigns
etc demanding Functional Independence to Audit & Accounting
organisations. The issue of demanding "functional integration" may
also be discussed and opinion there-on may be communicated.
The Apex JAC shall meet at Hyderabad on 11th April 2011. It is
requested that every constituent organisation communicate their views
on the above proposal before 11th April 2011.

Dear Comrades,

The CWC of the Association met at New Delhi on 24-25 February 2011.
115 comrades attended the CWC representing 42 units – 53 delegates
(42+11, NE Members), 7 Spl Invitees to NE and 44 observers. (Some
Units were represented by Spl Invitees to NE; hence they are shown
against the Unit). List of delegates and observers attended the CWC
would be published in the next issue of Auditlekha Samanvay.

11 of the 15 members of the National Executive attended the CWC meet –
Coms V Sreekumar, VS Jaitha and R Venkataraman had applied for leave
of absence on account of certain pressing domestic problems. There was
no communication from Com VK Bhambhi, Asstt. Secretary General.

CWC was conducted by a Presidium comprising of Com M Duraipandian,
President, Coms G.K. Gohain and Subhash Chandra Pandey, Vice
Presidents.

25 delegates participated in the discussion on the Secretary General's
note on agenda items. The house was unanimous in deploring the action
of the CAG administration on the employees and officers for their
participation in the Mass Casual Leave on 8th April 2010.

After an in depth discussion on the situation prevailing in the
country and in the department particularly, the CWC concluded that the
employees and officers have no other way but to mobilise the employees
and wage a relentless struggle against the anti-employee policies
pursued by the government and departmental authorities.

The CWC, after assessing the organisational position in the units
identified certain deficiencies in the functioning such as democratic
functioning, role of our units in the local COCs and JAC etc. The
degree of deficiency might be varying from station to station. The
meeting, therefore, decided to hold station-wise workshops in the next
three months on various issues relating to the employees and the
workers at large. for conscious rectification of organisational
deficiencies. The Secretariat was authorised by the CWC to finalise
the details of the workshop.

The CWC adopted the policy and programme resolution moved by the
Secretary General - copy enclosed.

The CWC also adopted resolutions on the following issues:

1. On Price Rise
2. Vacation of victimisations
3. On Filling up of vacancies through local recruitment
4. On the new guidelines issued by CAG's office curtailing the quantum
of audit in CPSUs
5. On formation of Women Committees in every station
6. On regularisation of Casual leave on 8th April 2010

Full text of the resolution would be published in the Auditlekha Samanvay.

The CWC decided to hold National Convention/seminars on the two
important issues agitating the audit and accounts employees and
officers' vis-à-vis strengthening audit & accounts with functional
independence and the attack on the trade union rights of the
employees. As apex JAC also has decided to organise National
Convention on functional independence and functional integration of
audit and accounts, the National Executive has been authorised by the
CWC to coordinate with the Apex JAC and finalise the details.

CWC meeting called upon every unit to observe "International Women's
Day" -100th Year – by holding meetings, lectures or seminars on 8th
March.

The CWC decided to re-nominate Coms SK Vyas and MS Raja to the
National Council, JCM for another term.

The CWC also decided that Com O. S. Sudhakaran, General Secretary,
Commercial Audit AAO Association (in place of Com K Udayakumar who has
since been promoted as AO) and Com Hari Shankar Tiwari (Allahabad)
shall be Special Invitees to the National Executive Committee.

The CWC authorised the National Executive to take appropriate steps
with regard to transfer of house no 1089.

Com SK Vyas briefed the CWC on the various issues confronting the CG
employees and on the decision of the Confederation to mobilise the
employees independently on the issues, especially on revision of wages
on every five years and merger of DA with pay for all purposes.

RESOLUTION ON POLICY & PROGRAMME
Adopted by the Central Working Committee Meeting of
held at New Delhi 24th and 25th February 2011

Part I

The Central Working Committee meeting of All India Audit & Accounts
Association held at New Delhi 24th and 25th February 2011 welcomes the
militant uprisal by the common people in the countries like Tunisia
and Egypt in protest against the agonies thrust upon them on account
of the neo-liberal economic policies nakedly pursued by their
totalitarian regimes. The CWC salutes the unknown thousands who made
history with utmost commitment which was hitherto considered
impossible.

The CWC notes that the food crisis and unemployment that made the
impossible into a possibility in these countries is alarmingly on the
rise in India too. The insensitivity of the powers that be is pushing
the country into a situation that hitherto not existed. Revelations on
the various scams like CWG, 2G-spectrum and S-band - where the loss to
exchequer is in lakhs of crores of rupees -and the shameless effort to
cover up these loot of the people of the country are really
disturbing.

The spiralling prices of essential commodities have made the life of
the common man miserable. The abandoning of the administered price
mechanism on petroleum products and the resultant frequent prices in
the diesel and petrol is causing over all price rise. The common man
is left to the mercy of the merciless market forces.

When the government of the day is nakedly pursuing the policy of
helping the loot of the nation by few corporate houses – native as
well as foreign – by extending few hundred corporate houses all
facilities and benefits while heaping misery upon misery on the common
man, the only silver line in the horizon is the growing unity of
workers as was manifested in the one day strike on 7th September 2010
and in the workers march to Parliament on 23rd February 2011.

The CWC meeting whole-heartedly welcomes this and declares that the
All India Audit & Accounts Association, its affiliates and members
shall strive its best to mobilise the employees in favour of the
struggle against the disastrous economic policies that are pursued by
successive governments since 1991. It further declares that the All
India Audit & Accounts Association shall be in the forefront of these
struggles along with other sections of Central Government employees
under the banner of Confederation of Central Govt. Employees &
Workers.

Part II

This Central Working Committee meeting of All India Audit & Accounts
Association held at New Delhi on 24-25 February 2011views with all
seriousness the continuing attacks on the social security schemes of
the employees like Pension and Health scheme etc. With the attack on
the employees on the rise and the policies of down sizing, outsourcing
and contractorisation being implemented with increased vigour, this
CWC meeting is of the considered opinion that the employees are left
with no option but to oppose these policies and resist and defeat it
through collective actions and authorises the National Executive to
give appropriate directions.

This meeting of CWC welcomes the decision of the Confederation of
Central Govt employees and Workers to mobilise the employees and
launch agitation in pursuance of the 14 point charter of demands
formulated in its meeting of National Council at Mumbai on 1st
December 2010, including revision of wages with effect from 1.1.2011
and merger of DA with Pay for all purposes as and when the DA crosses
50%. The CWC meeting calls upon every Audit and Accounts employee to
be part of the struggle to achieve the charter of demands framed by
Confederation of Central Government Employees and Workers and
authorises the Secretariat of the Association to take appropriate
decisions for the successful implementation of all the calls of
Confederation of Central Government employees and Workers.

This CWC meeting notes with concern the non implementation of
arbitration award on pay scales and further enhancement of pay scales
of assistants in CSS. The conference records its resentment over the
naked discrimination meted out to audit and account cadres from
auditor/accountant to SAOs and resolves to fight against this
discrimination and authorises the National Executive Committee to
chalk out agitational programmes in consultation with other
constituents of Joint Action Committee of Audit & Accounts Employees
and Officers Organisations.

Part III

This CWC meeting of All India Audit & Accounts Association held at New
Delhi on 24-25 February 2011 is of the considered view that the stand
of the CAG administration in the aftermath of the Mass Casual leave on
8th April 2011 is reminiscent of colonial days.

The CWC notes that huge vacancies in the cadres of LDC and (Sr)
Auditor/Accountant are adversely affecting the discharge of the
constitutional obligations. Despite repeated assurances the filling up
of vacancies has not gained momentum. The posting of outstation
candidates is leading to the same old situation with good number of
those recruited leaving the job or declining the offer. This meeting
of the CWC is of the firm opinion that vacancies in the department may
be filled by local candidates, preferably through local recruitments.

The moves to implement the Report on changing the Accounting
methodology will have serious implications to the personnel working in
the Department.

This CWC meeting visualises an increased role for the Indian Audit &
Accounts Department in the days to come. But unfortunately the
departmental authorities are not interested in capitalizing on the
situation. While the executive tries to enslave the IA&AD the
departmental authorities are more than willing to kow-tow. Except for
some sensational reports – that also once in a decade – the depth and
range of audit has been minimized by the departmental officers.

This CWC meeting considers that it is the duty of the Association to
go to the people at large on the issue of accountability by holding
seminars, conventions etc and authorises the Secretariat to take
necessary steps to popularise the issue of "Public Accountability"
with functional independence and authorise the National Executive to
take appropriate steps in this direction.

The attempt to modify the scheme and Constitution of JCM/Departmental
council unilaterally raises a question mark on the commitment of
administration to healthy relationship with staff side and rule of
law.

The attacks on the democratic rights of the employees are still
continuing. The events in Kerala - where two comrades have been
dismissed and hundreds have been heavily penalised all for pure trade
union actions - Rajkot, Nagpur, Kolkata and Gwalior are naked
manifestations of the bureaucracy's anti-democratic,
anti-constitutional machinations. This CWC meeting re-iterates the
decision of the 45th Conference to organise seminars etc on the issue
of victimisation of Association activists for trade union activities,
right to collective bargaining and civil rights to government
employees.

This CWC meeting calls upon every one working in Indian Audit &
Accounts Department to strengthen the joint movement of audit and
accounts employees and officers in defence of the right to organise,
freedom of expression and collective bargaining

The CWC meeting adopts the following Charter of Demands authorises the
National Executive Committee to pursue these demands with CAG's
administration through meaningful dialogue either bilaterally or
through departmental council and also organisationally.

Charter of Demands

1. a) Vacate victimisation of Association activists.
b) Allow democratic functioning of Association without
interference from administration
c) Hold independent enquiry into the administrative excesses
in AG's office Kerala as directed by ILO

2. Strengthen Audit & Accounts to Safeguard People's Rights

a) Stop down sizing; Stop outsourcing & privatisation of Audit &
Accounts; Scrap curtailment/shedding of Audit functions in the name of
Audit Plan.
b) Ensure continuance of the existing Accounting and Auditing
methodologies and appropriate party days with scientific work norms.
c) Ensure effective Panchayati Raj Audit & Accounts by sanctioning more posts.

3. a) Amend Company Law and DPC Act for Audit of Public Sector
Undertakings & Corporations even after reduction of Government
share to below 50%.
b) Amend Company Law to ensure the Audit by IA&AD of all
Public Limited Companies listed with Securities and Exchange Board
of India (SEBI)
c) Enact necessary law to bring audit of all public Financial
Institutions by IA&AD.

4. Fill up all vacant posts including Gr D through local recruitment,
no matching savings at the cost of Gr B, C & D cadres.

5. Upgrade all LDC to PB 1 GP 2400 (4000-6000 pre-revised) as
Audit/Accounts Assistant; merge LDC & DEO and grant the following pay
scales to other cadres

Auditor/Accountant: PB2, GP 4200
SA/Steno Gr I : PB2, GP 4600
AAO/Private Secretary: PB2 GP 4800,
PB3, GP 5400 on completion of 4 years
AO : PB3, GP 6600
SAO : PB3, GP 7600


6. Extend benefits of MACP to Assistant Audit/Accounts Officers by
treating promotion to AAO as direct recruitment; withdraw the order
treating promotion from Section Officer to Assistant Audit Officer
between 01.01.2006 to 01.09.2008 as null and void.

7. Designate Supervisor as AAO & Earmark 20% of AAO post for seniority
cum fitness promotion.

8. Remove differential treatment on pay fixation on promotion
vis-à-vis direct recruitees in all cadres as is done in many other
departments.
9. Replace Qualification Pay with the scheme of four advance
increments on passing Departmental Confirmatory Examination
10. Stop down sizing of P&T Audit Offices

11. Re-imburse hotel charges to Railway Audit personnel wherever
Railway accommodation is not allotted while on tour.
12. Regularise all casual, temporary, contract, daily wage workers

13. Restore unilateral transfer policy.

14. Withdraw the fresh criteria issued by Chairman Audit Board for
selection of CPSU annual accounts audit.

15. Restore metal Pass facility to AAOs in Railway Audit

16. Grant increment and Grade Pay of 4800 from the day of Passing of SOGE

17. Maintain Status Quo Ante on recruitment Rules on promotion to AOs cadre

HQR QUOTA, AUDITLEKHA REMITTANCES

Statements on Head Quarter quota remittances and dues, remittances of
special fund and remittances and dues on Auditlekha are attached
herewith. The dues prior to 01-04-2009 have not been included. (If we
include that too it will be a mind blowing figure).

If the present state of affairs continues, functioning of head quarter
will be put into hardship.

All the units are requested to clear the head quarter quota dues and
Auditlekha dues at the time of CWC.

It will have to be decided by the CWC – if there is a failure to clear
the dues by any unit – whether to permit the unit to be permitted to
participate in the CWC meeting on 24-25 February 2011 at New Delhi.

Also the call for Special Fund has been responded to by very few
units. Units are requested to collect the special fund and remit the
same at the time of CWC.

ON 4 ADVANCE INCREMENTS

Please recall the discussion with DAI on 18th January 2011 on the
issue of implementation of the court ruling universally. DAI had
assured us that it would be done if there is no legal obstruction.

The order giving the benefit of 4 advance increments on passing the
departmental confirmatory examination to those Auditors who passed the
DC examination between 1973 and 1981 has been issued by CAG office.
Wide publicity may please be given to this.

The replacement of qualification pay with 4 advance increments on
passing of DC examination will have to be taken to its logical
conclusion by vigorously pursuing it organisationally.

A brief note on agenda items is given along with this circular. All
units are requested to discuss the agenda items in their executive

It will be the right thing to present the decisions arrived at
democratically in the organisational forum in a precise and concise
manner in the CWC meeting. Each unit is requested to make a written

WOMEN'S CONVETION
The 1st Women's Convention under the aegis of Confederation of Central
Government Employees and Workers was held at Kolkata on 7th and 8th
February 2011. 19 comrades representing All India Audit & Accounts
Association participated in the Convention – in addition to comrades
from West Bengal. (Quota for the Association was 15). Kerala-1, Tamil
Nadu (Chennai)-6, Karnataka (Bangalore)-5, Maharashtra-Mumbai-2,
Orissa (Bhubaneswar)-1, Himachal Pradesh (Shimla)-4.

Com Ninakumari Kujur, Chairperson, Women's Committee, All India Audit
& Accounts Association was one of the members of the Presidium of
Convention. Comrade Narmada, Madras Civil Audit Association, Chennai,
Com VB Aruna, Audit & Accounts Association, Kerala and Com Premalata
Ramaswamy, Audit COC, Mumbai spoke in the Convention.

Women's Committee with Com Geeta Ghoshal (Organising Secretary,
Confederation – ITEF) and Com Shobhana (NFPE - Kerala) have been
elected as Chairperson and Convener respectively. Comrades Ninakumari
Kujur, Narmada and Devki Devi (HPCAA, Shimla) are elected to the
Committee from All India Audit & Accounts Association.

Dear Comrades,

At the very outset, wish you all a very happy and prosperous New Year
2011. Our New Year resolution should be, on priority, getting the
resolution on rejection of arbitration award on grant of parity in pay
scale with central secretariat called back from Parliament and getting
the award implemented.
Reports receiving from the field formations of the constituent
organisations indicate that the non implementation of the award and
the move of the government to reject it is not generating sanction –
and hence action – as it should. Many reasons are cited by many a
comrades. The common refrain is that the direct beneficiaries of the
arbitration award who are still in service are getting dwindled day by
day.
There is a failure on the part of the leadership in educating the
mass of employees on the adverse impact of the rejection of the
arbitration award on grant of parity in pay scale with central
secretariat.
One should remember that irreparable damage has already been caused
to our demand for parity in pay scale with Assistants of CSS by the
simple action of certain misguided colleagues knocking the doors of
judiciary and the Supreme Court knocking out the demand in the
expected lines.
The sixth CPC has also not done what was expected of it – stating
that, relying on the Supreme Court judgement rejecting the parity with
Assistants of CSS, parity has never been accepted by the government.
Though the SCPC gave the same grade pay to both SAs and Assistants,
the Assistants have again manipulated to be at a higher grade pay,
against the very recommendation of the SCPC.
The award given by the Central Board of arbitration in 2004 granting
parity in Pay scale to SAs of Audit & Accounts with Assistants of CSS
from 1.1.1986 is the basis for the demand of audit and accounts
fraternity for the parity with Assistants of CSS – with judiciary
going against us.
If the Parliament also rejects the concept of pay parity with
Assistants of CSS by the rejecting the arbitration award, the result
would be that forever the audit and accounts personnel would have to
be at a lower pedestal in the pay hierarchy vis-à-vis Assistants of
CSS.
Let us remember that audit and accounts employees achieved the long
pending demand of pay parity with Assistants of CSS in 1984/1987 and
also in 2003 not through judicial process, but through negotiations
backed by sustained agitation.
The story is not different today. It should be our endeavour to
defeat the forces that are working against the interests of audit and
accounts fraternity – in and out. For that a strong movement is to be
built up, the local JACs will have to be functioning and active.
The local MPs should be contacted and they be persuaded to write to
the Finance Minister calling upon him to recall the resolution and
implement the award given by the Central Board of Arbitration in CA
ref No 03/2001.
Keeping in mind that any laxity in mobilising the membership and the
MPs of your area would be suicidal for the cause of audit and accounts
personnel for ever to come, the Apex JAC appeal to every one of you
plunge into education and mobilisation of Members of the Association
simultaneously trying to enlist the support of the Members of the
Parliament.

AWAKENING DAY ON 15-02-2011
The Apex JAC calls upon every constituent and its field formations to
observe 15th February 2011 as "AWAKENINGDAY" by holding lunch-hour
demonstration in each office and adopt the enclosed resolution. Copy
of the resolution may please be forwarded to Apex JAC as well as to
the CHQ of each constituent organization.

APEX JAC MEETING
It has been decided that, apex JAC shall meet at AGCR Building, ITO
New Delhi on 22nd February 2011 at 3.P.M. to review the latest
situation and decide about the future course of action.

All Chief Executives of constituent organizations of apex JAC are
requested to attend the meeting without fail. However, formal notice
for the meeting is being issued separately.

Hope all would have be in receipt of the notification for the CWC
meeting at New Delhi on 24th and 25th February 2011. The venue of the
CWC meeting shall be Gandhi Peace Foundation Hall, DDU Marg near ITO.
Accommodation has been arranged at Garhwal Bhavan for 24-25 Feb 2011.

HQr Quota: All the affiliates should clear HQr quota upto and
including 31st December 2010 failing which they shall not be
entitled either as delegate or observer.
Auditlekha Dues: Remittances are very poor. All Units shall have to
pay up all the dues on this head upto 31st Dec 2010.
The unit wise dues on both the heads will be circulated separately.
Special Fund : Very few units have responded to this call. All may
remit the special fund collected at the time of CWC meet.

WOMEN'S CONVETION
Good number of units has informed about the participation of
representatives from their unit in the Convention at Kolkata on 7-8
February 2011, but some are still lagging even in informing about the
factual position.

All the units are requested to depute women delegates as per the
quota given vide circular 32-2010.

Dear Comrades,
The present day political and economic developments in the nation
such as of rocket rising prices of essential commodities and
insecurity in day to day life demand that the women have to come
forward and take up the challenges head on.
The responsibilities of women have increased both in the domestic
front and the official front. It is the women who have to see to it
that there is economy in usage of all facilities like electricity,
water, food grains etc. and on the other hand women have to be in the
forefront of all struggles for basic rights and to redefine lives to
find more space in society free from violence.
Women's organisations are growing and getting a say in every activity
on earth, but the involvement of women from each family must be
ensured- to join in the collective movement.
In India and all over the world the importance of unity among women is
very much necessary for obtaining social justice at all levels. As
long as there is no unity among women, injustices against women will
continue.
Thus to live in peace free from fear and to ensure security for our
children and ourselves we must unite and fight for our rights.
The IA&AD is in the lime light with more importance in the present
political scenario and this is also the time for us to act to support
the good cause and assert our righteous position.
The Women's Convention being held at Kolkata on 7th & 8th February
2011 under the aegis of Confederation of Central Govt employees and
Workers is the first step in this direction to organise the women work
force in the various offices under the central government.
Let us meet in the Convention to discuss and deliberate our present
position updating information from all the units and also from other
organisations and chalk out a programme for the healthy advancement of
our official and domestic lives.
Subsequently we would be organising a Women's Convention under the
banner of our Association.
I appeal to all Units to the participation of women comrades in the
Convention at Kolkata on 7th, 8th February 2011.

March 8th - International Womens Day

Let us remember the legacy of struggles for democratic rights of the
working class while preparing to observe International Womens Day on
March 8th 2011. This is the time for revitalizing our energy to
prepare for a sustained struggle on various legitimate demands.
We have to strengthen our organisation take up issues and develop more leaders.
There is no alternative to struggles.
Let our main objectives this season be:-
1. Increasing participation of women in both local and national level meetings.
2. Educating and persuading women to play an effective role in trade
union so that they can exercise pressure in the society and create

Dear Comrades,

MEETING WITH DAI

We had a meeting with DAI yesterday, ie 18th January 2011. The
Association was represented by Coms M Duraipandian, President, Subhash
Chandra Pandey, Vice President and V. Nageswara Rao, Additional
Secretary General in addition to the Secretary General. PD, Staff, AC
(N) and AO/JCM also attended the meeting.

A brief on the discussion is given below.

1. Replacement of Qualification pay with four advance increments

DAI stated that the question of granting four advance increments to
all for the period 1973-1981 would be considered provided there is no
legal issue involved.

As regards re-introduction of the scheme for future DAI informed that
a scheme withdrawn by CPC cannot be reconsidered. But Association is
free to raise it as a fresh item at a later stage.

2. Permission for AAO (Adhoc) to negotiate incentive exam

DAI agreed to examine the issue in the light of provisions in MSO/Admn.

3. Simplification of syllabus for information Technology (Theory) for
SAS and incentive exam

The Association requested for relaxation as a one time measure.

DAI stated that he would look into the issue and asked the Association
to submit a detailed note on the subject.

Association requested for extension of the waiver of results of the
paper Statistical sampling for the year 2009 to 2008 also. This was
not agreed to.

4. Grant of incentive to Accountant/Auditor & SA for discharging the
duties of DEOs
DAI stated there can not be any uniformity on the additional work.
Where ever there is additional work, honorarium could be paid. This
has to be decided by the concerned Accountants General.

5. Stoppage of transfer on tour basis in NE Region offices.

DAI stated that in the scenario of shortage of man power and own cadre
in these newly created offices the transfer on tour is the (second)
best option available. He agreed to consider if Association submits
any alternate proposal.

6. Declaring SOGE (A&E) –common paper- passed candidates as promoted

DAI asked the Association to submit a detailed note on the subject.

7. Stop intervention in the day to day functioning of the Associations
and extension of functional facility.

After hearing the Association DAI assured to do the needful.


SIGNATURE CAMPAIGN

Hope that by this time all the units might have completed the
signature campaign on the issue of grant of four advance increments.
Those who have not yet submitted the memorandum to the Accountants
General for onward transmission to CAG may please do it without any
further delay.

All Units may please send a copy of the signature campaign to CHQr.

WOMEN'S CONVENTION

Few units have communicated on the participation of women comrades in
the convention at Kolkata on 7-8 Feb 2010.

All the units may please ensure that they send their representatives
for the convention without fail. CHQ may be informed of the details of
the delegates attending the Convention without any further delay. Any
delay in communication would cause difficulties for the host unit and
inconvenience to the participants.

PARILAMENT MARCH BY WORKERS

All the units are requested to mobilise the cadres for the parliament
march on 23rd February 2010 at New Delhi. All Units may take lead in
mobilising the CG employees of the station under Confederation for the
Rally.

FIRM UP ONE'S RESOLVE

The year 2010 had been quite hectic; one cannot say that the year
2011 could be something different.

We had a militant action expressing strong disapproval of
high-handedness of the amoral IA&AS bureaucracy and their total
inaction on the prime concerns of the employees and officers. The
action of mass casual leave on 8th April 2010 was unique in many ways
– for first time every one in the department joined together and
conveyed their vehement resentment over the manner in which the basic
human rights are violated and the status and stature of the department
is eroded. Also, it exposed the administration's colonial mindset,
their inherent intolerance.

Many amongst us feel dejected because after the successful mass
casual leave programme when the administration behaved in a most
uncivilised manner we offered an apology or something of the sort to
get out of the situation.
History is witness that before incivility, civility has to take a
step back - many a time. When we decide to take a step back, it is not
surrendering – it is only a tactical withdrawal to regroup and
strengthen ourselves for the furtherance of future struggles.

There is no defeat in the history of working class struggles, there
are only set backs. And we will rectify the mistakes and go to the
mass of employees to advance the struggle in furtherance of our avowed
goals. Every struggle advances cause of the workers.

Negotiation backed by agitation is our guiding principle; we want
peace but a reciprocated one. We cannot remain silent when certain
officers run amuck like wild bulls in the market and those vested with
authority to correct of the situation play the role of biased umpires.

The vacancy position in the department is getting acute; the present
policy of recruitment (if at all there) has to undergo a thorough
change. We will have to be prepared to face the situation that would
emerge after the cadre review that may come any time now.

On the Common Front of CG employees we can say that nothing happened
for eleven months – and in the 12th month, realising that expecting
the manna to fall- i.e. the dominant leadership amongst the CG front
to rise to the occasion and confront the government on the basic
issues - is a futile one, the Confederation decided to go it alone.

There has been no negotiation on any of the issues, the anomaly
committee – as the name is, that itself is an anomaly – has no meeting
and in the past two years when it met twice no issue was settled. The
attempt to de-link the grade pay from pay is moving fast.
After 3 years the National Council, JCM met in May 2010 with an
agenda submitted three years back. And nothing thereafter.
The staff side in the JCM is a mute spectator.
The Confederation has taken up the cudgel on behalf of all. It is for
one and all of us to rise to occasion and mobilise every segment of
government employees spreading the message even to those sections
where the leadership have ceased to be trade unionists.

The national scenario is quite grim. Corruption has spread to all
spheres of life. The corrupt few decide the destiny of others.

The life of the common man gets harsher and harsher with prices of
all essential commodities sky rocketing on each passing day. The
assured income is getting eroded. The number of those with assured
income also becoming lesser and lesser with more and more
contractorisation of all kinds of jobs in every sector.

Selling of the national properties to few selected corporate houses
is the priority of the present day government.

The government does not have money to implement the arbitration
awards in favour of Central government employees including the award
on parity in pay scales; but has no problem in writing off taxes
amounting more than 8 lakh crores of rupees favouring few hundred
corporate houses terming it revenue foregone!

One has to rise against all these.

The struggle has to be against these policies. The denial of trade
union rights, attack on the basic rights of workers – including
putting those fighting for basic human rights for the poor behind bars
on trumpetted charges of sedition - are natural corollaries of these
policies.

We have to be a part of the struggles against these policies to be
effective in our struggle to protect ourselves against victimisation.
There are no short cuts.
