Dear Comrades,

RE-VERIFICATION OF MEMBERSHIP

Of the Field Level Associations

            The process of verification of the membership of field level Associations was initiated in March/April 2018 by the Administrations.

            It yet not clear how many of our units have completed the process and how many units have been granted recognition for another 5 years. The result of the verification may kindly be intimated (such as number of membership, copy of letter granting recognition, list of executive committee etc.) to HQr. without delay by sending the hard copy by speed post.

            It may also be intimated how many units have completed 5 years (or more) and still verification of membership has not been initiated. All such units may kindly intimate the name of the Association, list of office bearers and the date of last recognition.

Of the Federations

            CAG has ordered verification of membership of the Federations. We have certain genuine apprehensions of the move to conduct the verification more than a year earlier (it is due only in October 2019). But despite our objections, we have to prepare for the verification.

            All the Units are requested to submit the authorisation letter in the given format (copy enclosed) to CAG through proper channel with a copy of the same in original (no photo copies, nor scanned ones) to HQr immediately on receipt of this Circular.

            As you will see in the enclosed letter from CAG, the units also have to furnish details such as number of membership and details of remittances of the Head Quarter quota to the Federation. Please ensure that your authorisation letter reaches HQr with all relevant, required information without loss of time.

            The Units may also contact other Associations in the station which may not be as active as yours and persuade them to submit authorisation (affiliation) letter in favour of All India Audit & Accounts Association.

            The NE members who have been allotted station may contact all Units in their charge so as to mobilise the affiliation letters from all Associations in the station of their charge.

NATIONAL CONVENTION ON 10TH JUNE 2018

            Confederation is organizing a National Convention at Hyderabad on 10th June 2018 on the following demands.
·         Scrap New Pension scheme and extend defined pension to all
·         Settle 7 CPC related issues including increase in Minimum Pay and fitment formula, HRA arrears, MACP bench mark, option 1 for pensioners
·         Fill up all vacant posts
·         Regularise GDS and grant Civil servant status, regularise all casual, contract workers
·         Ensure equal pay for equal work
·         Stop closure of Govt establishments. Withdraw closure orders of Govt of India Press and other Departments
·         Implement 7 CPC to autonomous bodies employees and pensioners
·         Remove 5% condition imposed on compassionate appointments
·         Grant 5 time-bound promotions
·         (a) Stop attack on Trade Union Rights. Ensure prompt functioning of various negotiating forums under JCM scheme at all levels.
(b) Withdraw the draconian FR 56 (j) and Rule 48 of CCS (pension) Rules, 1972.

            The Convention, to be presided by Com KKN Kutty, President, Confederation would be inaugurated by Dr. G. Sanjeeva Reddy, President, INTUC and would be addressed by Com. Amarjeet Kaur, General Secretary, AITUC amongst others.

            The convention would chalk out future course of struggles on these demands.

Dear Comrades,

It is ofcourse heartening to note that good number of Units have observed May Day, either independently or under the banner of Confederation or Central Trade Unions. In every such occasions we should ensure that in addition to observance independently, we participate in the programmes organised by the Central Trade Unions to develop –in the minds of our members - a sense of being an integral part of the toiling masses of country.

In pursuance of the decisions taken by the Conference and the CWC meeting, the National Executive Committee decided to involve the entirety of the membership on the issues that stark large at personnel of IA&AD in specific and the entirety of central government employees and the workers in general. It has also been decided that National Executive Committee should undertake extensive visits to all the Units to educate and mobilise the membership through close interactions on the multiple issues, departmental as well as general issues of central government employees.

The visit of the NE leaders (given elsewhere in this Circular) is spread over three months – June, July and August 2018.   

The Units may organise meetings Executive Committee, Section Activists and General Body during the visit of the leaders. In addition these meetings the Units may arrange any further meetings as they deem necessary/fit.

As per CCS (RSA) Rules, 1993, all the Units are to complete their elections, Annual General Body meetings and then submit the list of executive committee and audited accounts to the administration by 30th June. All Units may necessary care to ensure that all these mandatory steps are completed before the NE leaders’ visit.

All the Units should bear the travel expenditure of the visiting leaders. It may kindly be seen to it that schedule of visits are not changed. Further, all the Units are requested to contact the concerned visiting leader(s) so as to make proper arrangements.

NATIONAL CONVENTION ON 10TH JUNE 2018 AT HYDERABAD

All NE members are to attend the convention. In addition, it is requested that nearby Units such as Nagpur, Bengaluru and Chennai may depute two delegates each to the Convention. If any other Unit wants to attend the Convention, they intimate the same to HQr without any further delay. All the delegates to the Convention including NE members are requested to intimate HQr as well as Com G Rajagopal of the details of their arrival at Hyderabad etc. without further loss of time.
