National Secretariat of Confederation in its meeting on 13th April 2017 decided to carry forward the struggle on the charter of demands on which one day strike was organised on 16th March 2017.

The provocation is from the government which is dragging its feet from its commitment to revisit the minimum wage and allowances.  The picture is clear – we the employees have lost the allowances on the revised pay for a year, at least. Even today, none is clear when the report of the Lavasa committee would be submitted and then, when will it be implemented. Govt has refused to exclude government employees from the ambit of NPS and also refused to ensure minimum pension.

It is also clear that a united movement of all CG employees looks quite bleak with the dominant Federations in JCM not showing any inclination for any sustained struggle, leave aside indefinite strike. As on today, in effect, the NJCA does not exist – it can at best be NJC, as ACTION is missing.

It is in this context the Confederation came to the inescapable conclusion that we have to continue with the campaign and struggles through various forms of agitation. It therefore decided to organise

1.      MASS DHARNA on 23rd May 2017 (from 12 noon to 4 pm) in front of Finance Ministers office at North Block, New Delhi

2.      Demonstration in all stations

3.      Human chain in front of all government offices on 20th June 2017.

All our Units are requested to take the message of struggles to the mass of employees and prepare them for a sustained agitation on the charter of demands. Units near to Delhi are requested to mobilise for the Dharna on 23rd May 2017. The quota for the Units is:

            Jaipur – 5, Gwalior – 5, Haryana – 5, Punjab – 5, Shimla -3, Bhopal -3, Allahabad – 3
            Nagpur -2, Kolkata – 5, Dehradun - 4 & Delhi – 30

NATIONAL CONVENTION ON NPS

The Secretariat of Confederation agreed to the proposal from All India State Govt. Employees Federation (AISGEF) to hold a joint convention on NPS. The Convention will be held at Delhi on 10th of June 2017. The above quota would hold good for the Convention also.

DEPARTMENTAL FRONT
On grant of 5400 to AAOs

A WhatsApp message was going around saying that grant of 5400 to AAOs is in the final stage. Authorities have informed us that the issue has gone for a "spin" i.e. it has become quite unpredictable. It is referred to the committees that are looking into Railway and Defence issues. A decision exclusively for us –excluding Railways and Defence - is difficult, rather it looks impossible. (As reported earlier, the recommendation of 7 CPC is in respect of Defence Accounts, extended to us - having rejected in IA& AD chapter). The issue is still with the committee that looks into the Railway and Defence related issues, not with DOPT.

We should expose the rumour mongers, who are hell bent on causing confusion and disruption – for they never fight, rather they only try to take benefit out of our struggles, but keep on floating rumours to cover up their failure and belittle our struggles.

Amendment to RR of SA &  Auditor/Accountant

The issue is still with UPSC. UPSC has raised some queries on the per centage earmarked for promotion to the cadre of SA saying that it exceeds the ratio prescribed for promotion by DOPT. CAG administration has replied to the query reiterating its proposition, stating that it is the organisational requirement.

REVIVAL OF AUDIT COC

The joint meeting of the National Executive of All India Audit & Accounts Association and CWC of All India Audit & Accounts Officers Association on 15th December 2016 at New Delhi identified the following issues vis.

        1.  To demand holistic cadre restructuring in IA&AD and keeping in abeyance of the rationalisation of staff strength in audit.
        To enable the Audit COC to submit a scientifically and socially acceptable proposal on cadre restructuring, the meeting decided to form an 8 Member Committee with Com. S Mohan as Convener and MS Raja as Chairman. Presidents of both Federations and two more members from each Constituent shall be Members of the Committee.
        All the Units – of both the constituents - are requested to co-operate/help by making suggestions/proposals to the Committee.
2.     To adopt a resolution identifying and concretising the demands
3.     To submit a copy of the resolution to the CAG of India from Audit COC
4.     To form Audit COC in each office and station latest by 31st March 2017.        
5.     To request the field formations to adopt the said resolution, preferably from the platform of Audit COC. (Date of the programme shall be communicated later).
6.     To hold convention in every station by 31st March 2017
The schedule for programmes and conventions were decided considering the date of strike as 15th February. With the change in the date of strike, the whole schedule has to be reworked out in consultation with the leadership of All India Audit & Accounts Officers Association
The HQr is in touch with Com. OS Sudhakaran, Secretary General, All India Audit & Accounts Officers Association. The meeting of the National Executive on 26-27 May 2017 at Shimla would finalise the revised schedule and tour programme.

Dear Comrades,

              After reviewing the unprecedented success of the nationwide one day strike organised by Confederation of Central Government employees and workers on16-03-2017, the National Secretariat of Confederation which met at New Delhi on 13-04-2017 has decided to continue its struggle against the totally indifferent and negative attitude of the BJP-led NDA Government against the Central Government employees, Central Govt. Pensioners, Autonomous body employees and Autonomous body pensioners.

              The four months time limit fixed by the Group of Ministers on 30-06-2016, for implementation of the assurances given to NJCA Leaders was over on 30-10-2016. Now almost ten months are over, Confederation was compelled to organise independent protest action such as dharna, Black Day, Parliament March and one day strike on 16-03-2017, as the leadership of NJCA (other than Confederation and Postal Federations) are not ready to revive the deferred indefinite strike of 2016 July 11th.  Even after a lapse of ten months there is no visible change in the stand of NJCA leadership.  Taking advantage of this situation the Government has gone back from all its assurances and has succeeded in indefinitely delaying the implementation of assurances given by Group of Ministers to NJCA including grant of revised HRA and other allowances with effect from 01-01-2016.  It is in this background, the National Secretariat of the Confederation has decided to organise massive dharna in front of Finance Minister’s Office at North Block, New Delhi on 23rd May 2017.

              There is no improvement in the revision of minimum wage and fitment formula.  Allowance committee headed by Finance Secretary has delayed its report indefinitely as per the wishes of the Finance Minister and Government. Pension Committee headed by Secretary, Pension has submitted its report rejecting the demand of the JCM staff side for implementing Option-I parity for pensioners, recommended by 7th CPC.  The NPS Committee constituted, after giving much expectations to the younger generation employees who are under NPS, has belied their hope by stating that withdrawal of NPS or guaranteeing minimum pension is not under the purview of the NPS Committee, due to the stringent conditions imposed on MACP thousands of employees are denied eligible promotion, revision of pay of autonomous body employees could not be implemented by the Ministries due to many retrograde conditions imposed by Finance Ministry, orders for revision of Pension and grant of Dearness Relief to Autonomous body Pensioners are not yet issued by the Government.  Wage revision of three lakhs Gramin Dak Sevaks of Postal Department is still pending.  The demand for regularisation of Casual, Contract and Daily rated mazdoors are not considered favourably.  All other demands including upgradation of LDC/UDC Pay Scale, grant of parity to various cadres with Central Secretariat staff etc. submitted to Government by NJCA and Confederation still remains unsettled.

              As the NJCA leadership is not ready to revive the indefinite strike, for reasons best known to them, Confederation has to take the lead to channelise the anger, protest, disappointment and discontentment of entire Central Government employees and pensioners, including autonomous body employees and Pensioners.

              It is decided that not less than 2000 (two thousand) employees and pensioners shall sit on dharna in front of the Finance Minister’s office on 23-05-2017.  Confederation National Secretariat calls upon all affiliates and COCs and also all Central Government employees and Pensioners including Autonomous body employees and Pensioners to participate in large numbers in the massive dharna on 23-05-2017.  All pensioners organisations are also requested to extend full support and solidarity by ensuring maximum participation of their members in the dharna programme. 

              Travel arrangements for those who are participating in the dharna should be made well in advance.

              Protest demonstrations may be organised at all other places of the country on 23-05-2017.

II.           NEXT PHASE OF AGITATION- ORGANISE HUMAN CHAIN OF CENTRAL GOVERNMENT EMPLOYEES AND PENSIONERS ON 22-06-2017 (THURSDAY) AT ALL IMPORTANT CENTRES.

              Detailed circular will be issued after 23-05-2017.

III.          NATIONAL CONVENTION ON NPS ON 10-06-2017 (10th JUNE 2017 (SATURDAY) AT NEW DELHI.

              It is decided to organise a National Convention on NPS (New Contributory Pension Scheme) and large scale Outsourcing of Government functions on 10-06-2017 (10th June 2017 Saturday) from 2 PM to 6 PM at New Delhi.  Venue: MPCU Shah Auditorium, Club Road, Ludlow Castle, Civil Lines, New Delhi, Delhi-110 054 (near Civil Lines Metro Station). 

The convention will be organised jointly by Confederation and All India State Government Employees Federation (AISGEF).  About 1000 delegates will participate in the convention.

The quota fixed for various affiliates and C-O-Cs of Confederation are given below:

IV.   ALL INDIA TRADE UNION EDUCATION CAMP:

        As already informed to all, the All India Trade Union Education Camp of Confederation will be held at Thiruvananthapuram on 6th and 7th May 2017.  Venue of the camp is changed to BTR Bhavan, Melai Thampanoor, Near Gandhari Amman Kovil, Manjalikulam Road, Thiruvananthapuram.  It is in the heart of the City, walkable distance from Central Railway Station and Thampanoor KSRTC Bus Stand. The camp will start at 10 AM on 6th May and will continue upto 5 PM on 7th May.  Delegate fee is Rs.800/- (Rs. Eight Hundred only) per head.  Accommodation from 5th May afternoon to 8th May 6 AM will be provided by Reception Committee.  Food will be provided from 6th morning Breakfast to 7th night dinner.

OBSERVE ASSOCIATION DAY

It is on 15th April 1923 first they met to form All India Civil Accounts NG Association, at Nagpur. The only agenda was to request the 'visible God' the CAG, to restore the parity in wages with Assistants in CSS that was disturbed in 1919 on the recommendations of Isligton committee report. For years, the annual gathering was done ritually reiterating the plea. Over the time, the then Assistant Accounts officer - today's AO/SAO - who was at par with Under Secretary of CSS was also downgraded. 

The Independence and the popular movements elsewhere brought life to the All India Civil Accounts NG Association. The focus shifted from parity to self-respect and the movement gained momentum. 

Over the sever sacrifices and untold sufferings of hundreds of known and unknown heroes, we are here today, with respectability.

The question today is whether we are doing our bit to safeguard whatever has been passed on to us by our valiant predecessors. 

We are under attack, in multiple forms. The changes that CAG is bringing about in the department, the dilution and thus subversion of the concept of Public Accountability, the undignified behaviour of good number of IA&AS officers and their utter contempt for norms and rules are not properly exposed and countered organisationally. 

On the other hand, the government is determined to deny the CG employees their legitimate demands - even the assurance by group of ministers to revisit the minimum wage is not honoured. Allowances on revised pay are denied for more than a year. the demand for ensuring minimum pension and exclude CG employees from NPS is rejected. 

Contractorisation is the order of the day. Govt functions are being corporotised as is happening in CPWD. This corporotisation is a prelude to privatisation. 

The personnel of autonomous bodies including Kendriya Vidyalaya, Navodaya Vidyalaya are not paid revised pay scales even though OM extending the 7 CPC recommendations have been issued. Bonus paid to them is being recovered.

All these are warnings to all central govt employees. The hard earned rights could be under attack any time, in the days to come, if we do not resist the policies and decisions that have anything to do with denial of workers rights. 

A vibrant, democratic Association alone can organise a fight back. 

The Association Day is the occasion to recollect the path that we have travelled, to asses our present day position, to decide the task for today and the immediate tomorrow and to rededicate ourselves to work to achieve the tasks at hand.

Because of continuous holidays, it is not possible to observe the Association Day on 15th April or the next day - even preparing for the same need time.

We may therefore observe the Association Day on 19th April by hoisting Association flag and holding meeting in all offices.

COMRADE BHAWANI PADA BHATTACHARJEE

 As has been informed to all, Comrade Bhawani Pada Bhattacharjee, Secretary General of All India Audit & Accounts Association during 1991-93, Vice President from 1993 to 2000 and President from 2000 to 2004 (and Assistant SG from 1986 to 1991) breathed his last on 22nd March 2016. He was with his younger son at Bengaluru on his last days.

The last rites were performed at Bengaluru amidst slogans such as ‘Com Bhawani Bhattacharjee amar rahe’, ‘Comrade Bhawani da amar rahe’. Com Jayashree Raj, Convener, Women’s Committee represented the All India Audit & Accounts Association. Comrade S Radhakrishna, Vice President when Com Bhawani Bhattacharjee was Secretary General and Com Nagendra Reddy, former General Secretary of Civil Audit & Accounts Association, Hyderabad were present. Last tributes were paid by leaders of Accounts Cat 2 and 3 Association – Coms VM Rajeev, Ravindranath, KD Suresh & Raghavendra.

All the Units are requested to hold condolence meetings and send a copy of the condolence resolution to HQrs.

STRIKE ON 16 MARCH - REPLY TO MEMO
Units have intimated that memo has been issued to members who did participate in the strike on 16th March 2017. A draft reply is given along with this Circular.

TU WORKSHOP IN HINDI AT SHIMLA
& NE MEETING
As intimated earlier, the TU workshop – in Hindi medium – will be held at Shimla on 26-27 May 2017. The accommodation will be available from the afternoon hours of 25 May to morning of 28th May 2017. Those who want stay beyond 28th morning shall have to pay for that. Quota for each station is given below. The quota is in addition to the NE member(s).

The Units to whom quota has been allotted and who may not be able to attend may also intimate in advance.

Notice for the meeting is being sent separately.

The NE would meet after the workshop is wound up – till late night on 27th May.

RUSH FUNDS TO HQR

The NE meeting held at Thrisur on 24-25 January 2017 had decided that all Units should remit the special fund on account of revised pay from 7 CPC by 15 April 2017. All Units are requested to make the remittance without fail.

Units are also requested to clear the HQr quota upto 31st March 2017.

REVISE THE RATE OF SUBSCRIPTION

The 47th Conference held at Nagpur decided to revise the rate of subscription of all Units to atleast Rs 30/ p.m. and the HQr subscription to Rs 12/- per member per month with effect from 1st April 2017.

All the Units are requested to take necessary steps to carry out the decisions of the 47th Conference.

The Confederation of Central Govt Employees & Workers had called for one day strike on 16th March 2017 in pursuance of 21 point charter of demands that included implementation of the assurances made by the Group of Ministers on 30th June 2016 to NJCA leaders with regard to minimum wage and fitment factor, exclusion of CG employees from NPS, restoration of HRA at 30%, 20% and 10 % etc.
All India Audit & Accounts Association which is an affiliate of Confederation of Central Govt Employees & Workers had called upon the members to participate in the strike. I being a member of the Association joined the strike.
I request that a lenient view may pl be taken on my participation. I have ensured that no pendency has been caused on account of my absence on 16th March 2017.

It is on 6th July 2016 that the NJCA decided to defer the proposed indefinite strike from 11th July 2016 after Shri Rajnath Singh, Hon’ble Home Minister met the NJCA and re-iterated the commitment made to the NJCA delegation on 30th June 2016 on revisiting of the minimum pay and fitment factor, stating that the commitment has the approval of the Hon’ble Prime Minister.

We all know that neither any Committee has been formed as assured nor any meaningful dialogue – leave aside negotiation – has taken place with Staff Side, JCM till date, forcing the employees and officers to feel deceived.

It is to register our strong protest against this backtracking from commitments and demanding honouring the commitments made to NJCA that the Confederation has decided to observe 6th March 2017 as BLACK Day. Confederation Circular is enclosed.

All the Units are requested to conduct effective campaign so that every employee wears the badge with                       
“HONOUR THE COMMITMENT MADE ON
30th June & 6th JULY, 2016
REVISE THE MINIMUM WAGE AND
MULTIPLICATION FACTOR”
written on it and maximum and participate massively in the demonstration during lunch hour.

We must remember that every action programme is to mobilise the employees so that the one day strike on 16th March 2017 becomes a resounding success.

Trade Union Camp in Hindi
As decided, we have started conducting Trade Union workshops – the first one, in English, was held at Thrissur, Kerala on 24-25 January 2017. At Thrissur itself, Shimla Units offered to host the Trade Union Workshop in Hindi.

Audit COC, Shimla has intimated that the TU Workshop could be held at Shimla on 26-27 May 2017 with accommodation from 25th noon to 28th noon. The HQr would soon intimate the quota for each Unit. Non Hindi speaking Units, if any one of them would like to attend, may intimate the HQr. well in advance.

Dear comrades

We know that all of you are in the midst of hectic preparation and campaign for making the 16thMarch Strike action a great success.  As has been explained in the article, which we have placed on our website, the NDA Government, led by BJP has exhibited the worst anti-employee attitude in the post independent  era of our country.  This Government has treated its own employees as its worst enemy. The decision taken by the Union Cabinet on 29th June, 2016 rejecting even the recommendations made by the high level committee chaired by the Cabinet Secretary was unprecedented. Even the setting up of various committees was nothing but an eye wash. Nothing will come out of that.  Even the NPS Committee on which the young comrades had pinned some hope of at least  getting a minimum guaranteed pension will produce nothing.  The discussions at the JCM fora has been converted into mostly monologues i.e. the official side simply listening and not reacting.  The Government, it appears, has made the Pension department to reject the one and only recommendation of the 7th CPC which was considered to be positive i.e. Option No.1 for pensioners on the specious ground that the same is not feasible to be implemented. The allowances committee has dilly dallied its deliberation and would now submit its report after the extended period of 6 months expires on 22.02.2017. Even if they make any positive recommendation, which is seldom expected, the NDA Government would not act upon it.  They have very successfully postponed the payment of the revised allowanced for 15 months. 
                In the face of such terrible onslaught, betrayal and chicanery, which no Government in the past has every indulged in,  it is surprising that some of our friends who has a predominant role in the movement of the Central Government employees has unfortunately chosen to wait and watch.  It appears that they have chosen to wait endlessly hurting the cause of the workers. 
                We have no hesitation to affirmatively state the obvious that we have chosen the right path, the path of struggles, which can only the choice of the working class against tyrannical attitude of the employer, howsoever, powerful they may be. We must realise that those who are in the saddle of power today are not permanently posted there. We were witness to the abysmal downfall of persons who were arrogant personified.  It appears that the reasonableness, righteousness and patience we had exhibited have been taken as signs of cowardice. The undeniable fact is that those who fight only can win. We, therefore, appeal to you to carry on with conviction and courage.
                Eight months will be over on 6th March, 2017, when the Group of Ministers held out the assurance of revisiting the minimum wage and multiplication factor.  It is now crystal clear that that was an act of chicanery.  No committee was set up and no discussions were held to seriously consider the issue.  We, therefore, appeal to all of you to ensure that the day, i.e. 6th March, 2017 is observed as a day of betrayal and all our members are requested to wear a Black badge with the following words inscribed on it in bold letters and conduct demonstrations in front of all Central Government offices.

6TH March 2017 must be yet another occasion to mobilize our members to ensure their participation in the 16th March, 2017 strike action and ultimately win all the demands in the charter.
