OBSERVE ASSOCIATION DAY

It is on 15th April 1923 first they met to form All India Civil Accounts NG Association, at Nagpur. The only agenda was to request the 'visible God' the CAG, to restore the parity in wages with Assistants in CSS that was disturbed in 1919 on the recommendations of Isligton committee report. For years, the annual gathering was done ritually reiterating the plea. Over the time, the then Assistant Accounts officer - today's AO/SAO - who was at par with Under Secretary of CSS was also downgraded. 

The Independence and the popular movements elsewhere brought life to the All India Civil Accounts NG Association. The focus shifted from parity to self-respect and the movement gained momentum. 

Over the sever sacrifices and untold sufferings of hundreds of known and unknown heroes, we are here today, with respectability.

The question today is whether we are doing our bit to safeguard whatever has been passed on to us by our valiant predecessors. 

We are under attack, in multiple forms. The changes that CAG is bringing about in the department, the dilution and thus subversion of the concept of Public Accountability, the undignified behaviour of good number of IA&AS officers and their utter contempt for norms and rules are not properly exposed and countered organisationally. 

On the other hand, the government is determined to deny the CG employees their legitimate demands - even the assurance by group of ministers to revisit the minimum wage is not honoured. Allowances on revised pay are denied for more than a year. the demand for ensuring minimum pension and exclude CG employees from NPS is rejected. 

Contractorisation is the order of the day. Govt functions are being corporotised as is happening in CPWD. This corporotisation is a prelude to privatisation. 

The personnel of autonomous bodies including Kendriya Vidyalaya, Navodaya Vidyalaya are not paid revised pay scales even though OM extending the 7 CPC recommendations have been issued. Bonus paid to them is being recovered.

All these are warnings to all central govt employees. The hard earned rights could be under attack any time, in the days to come, if we do not resist the policies and decisions that have anything to do with denial of workers rights. 

A vibrant, democratic Association alone can organise a fight back. 

The Association Day is the occasion to recollect the path that we have travelled, to asses our present day position, to decide the task for today and the immediate tomorrow and to rededicate ourselves to work to achieve the tasks at hand.

Because of continuous holidays, it is not possible to observe the Association Day on 15th April or the next day - even preparing for the same need time.

We may therefore observe the Association Day on 19th April by hoisting Association flag and holding meeting in all offices.
