The Central Working Committee of All India Audit & Accounts Association met at New Delhi on 27th and 28th July 2012 under the chairmanship of Com M. Duraipandian, President of the Association.       

 

112 delegates/observers (including members of National Executive Committee) representing 44 units participated in the meeting. The CWC was addressed by Com SK Vyas, President, Confederation and Com KKN Kutty, Secretary General, Confederation, both on 27th July afternoon session. Com Vyas reported on the discussion on MACP anomalies that was held on that day morning.

 

Organisation

The situation available after the barbarous attacks by the administration after the Mass Casual leave on 8th April 2010 was subjected to detailed discussion. The involvement of the leaders of the movement at field level in the confederation activities and our participation in the 7th Sept 2010 and 28th February 2011 were also subjected to discussion.

 

The CWC was unanimous that the organisational shape is much to be desired and there is an urgent need to go for systematic campaign and mobilisation. To this end CWC authorised the Secretariat to chalkout a detailed action plan including visit of group of All India leaders  to every station, camping there for atleast three days, interacting with Executive Committee, activists and general members. CWC also directed the NE to review the results in the first half of November 2012 so that further corrections, wherever necessary, could be initiated.

 

Strike on 12-12-12

The house was one in endorsing the call of Confederation to go for one day strike on 12th December 2012 on the 15 point charter of demands. It directed the NE that the visit of leaders should be so planned so as to help the units in preparing for the strike action.

 

Cadre Restructuring

The CWC recorded its disappointment over the proposals on cadre restructuring in IAA&D. The proposals does not contain anything to boost the morale of any section of Gr B & C officials. It directed the Secretariat to take up the issue of higher pay scale to all cadres as already in the Charter of Demands adopted by the 45th Conference and as per decision of the JAC.

 

The meeting noted that in Postal Accounts under Department of Posts, a committee comprising the staff side has been formed and the committee has finalised the proposals. The reason for not forming the Committee with representation to staff side is not acceptable.

 

A draft paper on our views on the cadre restructuring as finalised by the CWC is attached. Units may please communicate their view there-on by 3rd August 2012 evening by e-mail (only on omission and commission there-of).

 

46th Conference

CWC ratified the decision of the National Executive to hold the 46th Conference at Guwahati.

 

Com AK Biswas, General Secretary, Accounts Cat II Association, Assam, Guwahati reported that proposed date of the conference is from 11th March to 14th March 2012.  He on behalf of Accounts Cat III and Accounts Cat II Associations informed that all out efforts are on for the comfortable stay of delegates and observers during the conference.

 

Departmental Council

The National Executive decided to fill up the vacancy in the Departmental Council by nominating Com KL Gautam, General Secretary, Himachal Pradesh Civil Audit Association. It was further decided that Com GK Gohain, who has already retired from service, may be replaced  with Com Amitava Chatterjee, General Secretary, Accounts Category III Association, Assam, Guwahati. The same was reported to the CWC.

On Proposed Cadre Restructuring

 

(The below given note is to be refined in the proper manner which would be done at the time of submitting to CAG)

 

General

 

This Association is of the considered view that, whatever may be the constraints, the department should have strictly abided by the standing instructions of the DOPT that for the purpose of restructuring of cadres a committee be formed with representation to the staff Associations.

 

            It is unsure whether the proposals can be called 'proposals on cadre restructuring' as such, as there is no proposal on restructuring of any of the Gr C & B  cadres – except that of creation of a post of Audit Manager in Gr B gazetted. The proposals are far away from the core concern of the majority of the personnel in the department – ie higher grade pay for auditor/accountant, Sr AO/Sr Acctt. and of AAOs. Even the demand for Gr A status for SAO has been ignored and a pittance is offered in compensation against the demand and expectation of granting grade pay of 6600 to SAOs.

 

            This Association is of the firm opinion that cadre restructuring which does not cover majority of the personnel and does not give any financial upgradation to any of the cadre cannot be accepted.

 

            The field formation of IA&AD should also have the same structure as available at HQr office – with senior most PAG/DGA being in charge of administration – other PAG/AG/PDA being heads of functional wings. Also, future recruitments will have to be in a single/joint cadre. This will allow man power flexibility.

 

            The different nomenclatures such as (Sr) Auditor/Accountant, Asstt Audit/Accounts Officer, (Sr) Audit/Accounts Officer may be changed into (Sr) Auditor, Asstt Audit Officer, (Sr) Audit officer, irrespective of wings.

 

            The erstwhile record keeper may be de-merged from MTS and may be granted GP of 1900.

 

            The cadre of LDC may be upgraded to GP of 2400 and re-designated as Audit Assistant. Existing LDCs may be promoted as Auditor (Accountant) as a onetime measure.

 

            Other cadres may be granted the following GPs

 

            Auditor (Accountant) – 4200, SA – 4600, AAO 4800 & 5400 on completion of 4 years, AO – 6600.

 

            Recruitment in all cadres should be done locally.

Further, SA may be classified subject to that JCM facility would be available to SA, otherwise it may be reverted back to Gr C.

 

On the proposals made by Administration

 

Without compromising on the above proposals from our side, we here-by give our views on the proposals from the administration.

 

            Item wise response is given below:

 

            1. Creation of Audit Manager:

 

We re-iterate our stand that SAOs be granted GP of 6600 with Gr A status.

 

At present there are many offices, where under the 10% quota of Audit Manager none of the existing SAOs will be benefited. The condition of 7 years as SAO is a deterrent. This will have to be looked into and resolved. 

 

2. AAO – introduction of All India cadre & two channels of promotion

 

This proposal will create functional difficulties as well as heartburns amongst AAOs at ground level. There should not be two set of AAOs working in the same office. 

 

The option can be exercised at a later stage of all india posting on promotion. If the requirement is to get more hands inducted into IA&AS, the scheme of conducting special exam (as was done in mid 1990s) could be attempted. 

 

            3. SAS Exam.

 

            We are of the view that present system of wing/function-wise exam should continue.

 

            4. Supervisor

 

The recent circular (re-iterated in the proposals on cadre restructuring) fixing the Strength of Supervisor as 4% of AAO cadre is quite inadequate and it may be upwardly revised to 20% of the AAO cadre. This Federation has already submitted how the scheme is operated in Organised Accounts.

 

            5. Change of designation

 

            The proposal is to change the designation of SA to Audit/Accounts Assistant.

 

It was in the memorandum to the 3rd CPC, the then CAG stated that the designation of the then UDC is changed into Auditor so as to give weightage to the demand for parity in pay scale with Assistant in CSS. Any change to Audit/Accounts Assistant would weaken our position.

The present designation may be continued.

 

            6. Direct recruitment in the SA cadre

 

Senior Auditor/Accountant posts (not cadre) were created as a result of cadre restructuring with effect from 1.3.1984. The proposal to convert the post of SA to cadre with element of direct recruitment would tantamount to doing away with the restructuring of cadres of 1984.

 

As per the restructuring of cadres of 1984, IA&AD stood gained as 80% posts in Auditor cadre was upgraded. That position may not be reversed. Direct recruitment in SA cadre may not be introduced. 

           

The proposals may not be implemented without taking into account the reservation/views expressed by the staff side and without arriving at a consensus through further discussions with staff side.

MASSIVE MARCH to PARLIAMENT BY CENTRAL GOVT EMPLOYEES

DEMANDING 7TH PAY COMMISSION

 

RALLY CALLS FOR ONE DAY STRIKE ON 12TH DECEMBER 2012

 

            On 26th July 2012, nearly twenty thousand central government employees from across the country marched to Parliament demanding settlement of 15 point charter of demands which includes revision of wages of central government employees in every five years, merger of DA upto 50% with pay for all purposes and withdrawal of PFRDA bill.

            The change of venue of assembly of the rally by the Delhi Police in the last minute – on account of the fast by "India Against Corruption" led by Shri Anna Hazare – created some confusion in the last minute. Despite this, employees thousands of employees reached the venue in time and the march commenced at 11.30 am.

            The march was addressed by Comrades Basudev Acharya, MP and CPM group leader in the Lok Sabha, Tapan Sen, General Secretary, CITU and Amarjeet Kaur, Secretary, AITUC in addition to Coms SK Vyas, President, KKN Kutty, Secretary General, K Raghavendra, Working President and M Krishnan, Secretary General, NFPE.

 

Charter of Demands improved

            Secretary General announced that the Secretariat of the Confederation that met on 25th July decided to improve the charter of demands by including the demand 5 promotions during the career as an additional demand making the charter of demands with 15 demands.

            Com KKN Kutty, Secretary General declared the decision taken by the Secretariat of Confederation to go for one day strike on 12th December 2012 which was received with thunderous slogans.

PRESS STATEMENT

 

                More than 20000 Central Government employees participated in the March to Parliament programme organised by the Confederation of Central Government employees and workers.  Every State in the country and organisation in each Department of Government of India took part in this programme.  The rally was addressed by Com. Basudeb Acharya and Com. Tapan Sen, Members of Parliament and leaders of CITU. Leaders of AITUC, BMS and INTUC also addressed the gathering. Besides, the following leaders of the Confederation spoke at the rally.

 

                Com. S.K. Vyas, President, Confederation, Com. K.Raghavendran, Working President, Com. M. Krishnan, Secretary General, National Federation of Postal Employees, Com. K.P.                 While concluding the rally, Com. K.K.N. Kutty, Secretary General said that the Confederation has submitted a detailed memorandum on the charter of demands  to the Prime Minister and the Central Government employees expect the Prime Minister to consider and settle the issues within a reasonable time frame.  To ensure an expeditious consideration of the issues by the Government the Confederation  has decided to call upon the employees to organise State/District level conventions, demonstration, rally, dharna etc. in the coming three months.  If no satisfactory settlement is brought about within the next three months on the charter, he announced that the Confederation will organise a day's token strike on 12th December, 2012.

 

                The major demands included in the charter are (a) setting up of 7th Central Pay Commission for wage revision with effect from 1.1.2011, (b) merger of DA with pay, (c) withdrawal of PFRDA Bill (d) revival of the negotiating forum JCM at all levels, (e) stopping privatisation, downsizing etc,(f) regularisation of casual workers, (g) grant of five promotions in the career as is given to the officers etc.

 

                The rally was concluded with the vote of thanks proposed by Com. Giriraj Singh, President, Delhi State Committee of the Confederation.

More than 15,000 Central Govt. Employees from all over the country representing various affiliates of the Confederation of Central Government employees and workers have marched to Parliament today  to present this Memorandum containing a brief note on the 14 point Charter of  demands and seek your kind intervention in finding a settlement of these issues. The employees and workers in all Departments of the Government of India are distressed over the total breakdown of the negotiating machinery. i.e. JCM .  The Council meetings are not being held in any Ministry other than Railways, Defence and to a limited extent in the Postal  and Atomic Energy Departments. There is no channel of communication that exist between the employees and the heads of Departments with the result that none of their grievances are attended to or addressed.  This apart, in quite a number of Departments, the Associations /Federations have not been granted recognition in- spite of fulfilling all the conditions stipulated under the CCS (RSA) Rules, 1993 with the result even bilateral discussions at the level of heads of offices have been dispensed with.

 

 We, therefore, once again request your good-self to kindly give necessary direction to the concerned that the issues we have presented through this memorandum are addressed immediately.

                The 4th meeting of the National Anomaly Committee was held on 5th January, 2012.  All the items could not be discussed on that day.  The meeting was postponed and the same was held today on 17th July, 2012.  The gist of discussions and decisions are given hereunder. 

 

Item No.1. Pay band of the merged pay scales: The demand to reconstruct the pay band in respect of merged pay scales (S8 to S10) by multiplying the minimum of the highest pay scales (6500-10,500) with 1.86 by virtue of which the pay band will commence with Rs. 12100 instead of 9300 is not agreed and as per the scheme disagreement has been recorded.

 

Item No.2. Extending the date for exercise of option to come to the new pay scale as also to the next increment date on promotion was discussed at length.  While the official side will agree to reopen the promotional cases where such change of option becomes necessary on account of an unforeseen event, the question of extending the date in general will have to be examined.  In the case of necessity to change the option once exercised in view of the recent order on increment was raised by the Staff Side. The Official side agreed to issue  a clarificatory order. 

 

Item No. 3. Special allowance and qualification pay: Order have been issued in respect of Auditors. In respect of SAS passed hands necessary orders will be issued shortly.

 

Item No.4. Fixation of pay in respect of Direct recruitees and promotees.  The official side agreed to consider grant of entry pay in all such cases, wherever the RR provides for direct recruitment. 

 

Item No.5. Date of next increment:  Orders have already been issued. Item is treated as settled.

Item No. 6. Grant of minimum pay of Rs. 5200 +1800 to temporary status employees.  Orders issued.

Item No. 7. Grant of revised allowance with effect from 1.1.2006.  The item has been withdrawn after discussion.

Item No. 8. Transport allowance.  The revision of transport allowance was not agreed upon.  However, taking a percentage of the TA for the purpose of OTA  and grant of a portion of the TA in respect of persons on tour for more than one month at a stretch will be considered.

 

Item No. 9.  Doubling the Existing risk and patient care allowance.  The matter has been submitted to the Cabinet for its approval and orders are likely to be issued shortly. The Staff side raised the issue of doubling the daily allowance on tour. The Official side agreed to examine this matter also.

 

Item No. 10. Parity in Pension to pre 2006 retirees.  The matter is sub judice. Therefore it could not be discussed.

 

Item No.11. Commutation of pension. The  difference in the  application of commutation table between the pre-2006 and post 2006 retirees  was discussed.  It has been agreed that the difference would be quantified with reference to certain cases as an example.  If it has not implication on the  post 2008retirees, the Govt. May consider the acceptance of the demands of the Staff in the matter.

Restoration of commuted value of pension after 12 years instead of 15years would be considered in the light of the Supreme Court judgement of 1996 a copy of which would be made available to the Staff Side.

 

Item No.12. Grant of Rs.  5400/- to the Assistant Accounts and Audit Officers: To be discussed with the JS(per)/JS(E) separately. The date of the meeting will be fixed soon.

Item No.13. Revision base index for DA. The Staff Side will be provided with the computation made by the 6th CPC in the matter and  on the basis of the same the issue will be discussed further.

Item No.14. Child Care leave: Orders issues. Item treated as settled.

Item No.15. Income criterion for dependency of parents:  The items is dropped after discussion.

Item No. 16. Revision of Grade Pay fixation: After discussion, the item has been dropped.

Item No. 17. Reconstruction of Pay bands: dropped.

Item No. 18. Fixation of pay on promotion to the post carrying same grade pay and PB:  Agreed to grant one increment.

Item No. 19. All MACP items: will be discussed further in the sub committee on 27th July, 2012.

Item No.20. Anomaly in the grade pay of Library information Assistants. The official side will consider the  issue in consultation with the Ministry of Culture and take appropriate decision before the next meeting.

Item No.21. Anomaly in pension of those in receipt of stagnation increments in the pre revised scales of pay. The inclusion of stagnation increment for the purpose of fixation of pay in respect of the persons retired between 2006 and 2008, if not done, will be examined and suitable orders issued.

Item No.22. Anomaly in the pay scales of Stenographers of field offices with reference to Central Secretariat.  It was pointed out that Senior PS in the field offices were on identical pay scale of PPS  of the Central Secretariat and therefore, they must be granted grade pay of Rs. 5400 in PB3.   They have agreed to grant Grade pay of Rs. 5400 in PB.2. applicable to the field offices.  In respect of parity with Central Sectt, the proposal of Railway Board will be expeditiously examined by the Finance Ministry and suitable orders issued.

Item No.23.Date of Annual increment in EOL  cases.; Orders  were issued earlier and the matter is treated as settled. The Staff Side raised the issue of denial of encashment of earned leave and half pay leave for industrial employees.  The official side agreed to issue clarificatory orders in the matter.

Item No. 24. Parity of PB and Grade pay for Official language personnel with the Central Sectt.  The official side said that orders have already been issued.  Wherever, the same is not implemented or different decision taken, the same may be brought to the notice of the Department of Expenditure for appropriate decision.  The proposal sent by the Railway Board will be considered separately.

Dear Comrades,

           

By this time, the preparation for participation in the March to Parliament on 26th July 2012 might be over and all the units might have made train reservation for the same. All the units should ensure that the quota given to each unit/station is fulfilled.

 

Assembly at Jantar Mantar shall commence by 11 am and the rally is expected to start by 11.30 am on 26th July 2012. The units may bring their banner and rally under the respective COC banner. 

 

Every unit may intimate by e-mail/post the number of persons being mobilised from the unit for the March to Parliament.

 

CWC MEETING

 

As already notified, the CWC of the Association would be held on 27-28 July 2012 at New Delhi. The venue of the meeting shall be Garhwal Bhawan, Near Jhandewalan Metro station, Panchkuia Marg. A delegation fee of Rs 500/- would be charged for each delegate/observer – including NE members.

 

Accommodation on 27th & 28th July 2012 would be available only to those who are delegates/observers in the CWC meeting.

 

Every Unit should make sure that the HQr quota upto 30th June 2012 is remitted fully. The defaulter units may not be permitted to participate in the deliberations. It is seen that some units are yet to revise the rate of subscription and continue to pay at the old rates. Such units cannot be given any more exemption. They may clear the Quota @Rs 8/ per member per month, by raising special fund.

 

Every Unit may submit a copy of audited accounts for the year 2011-12 at the time of registration.

The detailed of remittances and arrears there-of since 45th Conference will be circulated separately.

 

Every Unit may send a report on the Convention held at their station under the banner of Confederation, giving details such as names of affiliated organisations participated in the convention, total number of delegates in the convention, leaders Confederation who addressed the convention. Number of delegates attended the convention representing the unit may be specifically mentioned. 

 

JAC MEETING

 

The Apex JAC had met at Kolkata on 29th May 2012. The meeting decided to hold a wider meeting on 26th July 2012 involving local JAC leadership.

 

The said meeting would be held on 26th July 2012 at 4 pm at Chugh Dharmshala near Mandir Marg. Unit leaders as well as Chairmen and Conveners of Local JAC may see to it that they are present in the meeting at Chugh Dharmshala on 26th July 2012, at 4 pm.

N O T I F I C A T I O N

 

 

It is here-by notified, under Article 9 D of the Constitution of All India Audit & Accounts Association, that the Central Working Committee of All India Audit & Accounts Association will meet at New Delhi on 27th & 28th July 2012 to transact the following business.

 

Agenda

 

To consider the developments in the departmental front, the increasing denial of democratic rights of the employees and continued attack on the leaders and activists of the Association at field level and to decide future course of action.

 

To take appropriate decision to implement the decision of the Confederation of Central Govt Employees & Workers to organise one day strike exclusively on the demands of central govt employees.

 

3.  To report on the decision of the National Executive to hold the 46th Conference at Guwahati and to report the preparations there-of. 

 

3.  Any other matter with permission of Chair.

 

As per Article 9 D of the Constitution only one delegate per affiliated Association can attend the CWC meet. Not more than one observer would be permitted.

 

All the affiliates should clear HQr quota upto and including 30th June 2012 failing which the affiliated Association shall not be entitled either as delegate or observer. .

 

The venue of the CWC meeting shall be Garhwal Bhawan, Panchkuia Marg (near Jhandewalan Metro station), New Delhi.

 

Delegation fee of Rs 500/- shall be charged per delegate/observer.

 

An extended CWC would be held on 26th July 2012 in which more activists may attend.

Article 9D - CENTRAL WORKING COMMITTEE: The Association shall hold Central Working Committee Meeting, at least once in a calendar year, represented by the Central Executive Committee Members of the Association and one delegates from each of the Federating Associations. The Secretary / General Secretary of the Federating Associations shall be delegates to the Central Working Committee Meetings. However, if the Secretary/ General Secretary, for any valid reason, shall be unable to attend CWC meeting, he/she will nominate any other representative as delegate. The representative so nominated by the Secretary/ General Secretary of the Federating Association has to be an office bearer of the Federating Association and shall have to produce authority letter of nomination from the natural authorized delegate i.e. Secretary/ General Secretary.
