Dear Comrades,

 

            At the outset let me – belatedly – wish every member a Happy and Prosperous New year.

 

            The year that went by has been very tumultuous– nationally and internationally. The scams of gigantic proportion did immense damage to the credibility of the present day government. The movement against corruption initiated by certain individuals under the banner of India Against Corruption did take off once they could rope in Shri Anna Hazare. The fast programmes undertaken by him at New Delhi first in April 2011 and then again in August 2011 did strike a chord with the middle class – but failed to keep momentum for the movement was limited only against corruption without touching its root causes and also because the movement considered other issues agitating the common masses as non issue.

 

            The agitation led by Anna Hazare was a feast to the media – giving a glimpse to the agenda behind. Though the core theme ie corruption is worth fighting by one and all nation loving citizens, the movement as it progressed gave an impression that it intend to torpedo the whole democratic system in the country which no reasonable thinking person can agree to. By the end of the year, it seemed that there are some hidden agendas to the whole movement, but not the people's agenda.

 

            The elections to the state assemblies gave vent to the anger of the people against corruption as well as to the arrogance of those in power. The people, the one who struggle day in and out for a mere existence – not those who sit in cosy comforts of their drawing rooms and criticise everybody and everything - have once again demonstrated that it is they who can bring about a change. Probably this is what Anna Hazare and team did not take cognizance of.

 

            Around the world we could witness to people's uprising – in Middle East, in Europe and in US. The totalitarian regimes of Hosni Mubarak of Egypt and Muamar Gadafi were overthrown – with a worldly difference between the two. While in Egypt it was a truly a people's movement – starting with the issue of food security – where the US felt shaky as one of its true companion was thrown out, in Libya it is the US that took lead to ensure that Shri Gadafi is outsted and murdered with the help of certain 'pro democracy' (read pro US) elements who could muster some support amongst the masses with the developments in Egypt helping. The situation in Syria is still fluid with President Hafez Al Assad refusing to step down and using force to continue.

 

            The most heartening development is the cry 'WE ARE 99%' that arose in the Wall Street in US with thousands of youth – unemployed and under employed – starting the movement 'Occupy Wall Street' facing the odds – the sub-zero temperature and adamant and arrogant US administration. The movement has caught the imagination of the youth and workers in Europe with similar protests continuing even today in Britain and Australia.

 

            The pro democracy US and European Nations became totally worried and decided to deny the basic democratic right to protest to the youth and workers in those countries. Repeatedly the protesters are physically attacked and evicted – with the protesters returning to the venue despite all such attacks.

 

            The Indian corporate media that talk repeatedly of freedom of expression – like the US and European Union - has practically backed out the 'occupy wall street' movement. How can they propagate on a struggle that questions the very foundation of political and economic philosophy that they stand for?

 

            The year that went by give positive signs that people's power prevail.

 

CONFEDERATION HAS GIVEN THE LEAD – IT IS FOR US TO TAKE IT FORWARD

 

            The Confederation of Central Government employees and workers took the lead in mobilising the central and state employees against the PFRDA bill and could force certain political parties to re-think – despite the fact that they were party to the bill's introduction. A late realisation is also a welcome step – even if it out of compulsion caused by the movement of the employees. It is good that mass signature campaign and Parliament March could persuade some political parties to rethink. It is for us to ensure that the momentum is kept up.

 

            The decisions of the Confederation in its National Council meeting to

 

1.      Join the mainstream of working class movement against the ruinous economic and anti-people policies of the government by participating in the one day strike on 28th February 2012  and

2.      Develop an independent action including march to parliament and one day strike late in the year on the 14 point charter of demands

enjoins upon us an onerous responsibility.

 

            We should take note that through sustained negotiation backed by organisational actions has made the government to concede one of the anomalies – the question of increment between 2nd Jan - 1st July 2006. The struggle would ensure that we can force the government to concede some more demands – including setting up of another pay commission. MUCH ADO ABOUT NOTHING ?

 

            The restructuring in IA&AD is in the air for the last three years. Many papers are in circulation. Similarly many calculations on the staff strength are also being circulated. May be it is done deliberately. From whatever that has come out, it seems supervisory level posts are being considered for a rise with lower allocation at lower level.

 

            Being a government department it cannot be otherwise – the government of the day plans for 15% - leaving the 85% to fend for themselves!

 

            But we hope actuals will be the base and realistic approaches based on Indian realities – not on ASOSAI/INTOSAI mandate – would be adopted. We have to ensure this through mass campaigns.

 

REMEMBER …, FORGET NOT…

 

            We were able to get some of the burning issues resolved over the years – may be bit slowly - regularisation of adhoc Section Officers, self certification of TA bills and now regularisation of all daily wage employees are some of them. We should remember that some of it is unique to IA&AD.

 

            The scar caused by the vindictive action of the administration over the Mass CL on 8th April 2010 still remains –but let us not forget what we could achieve. The scars caused by a particular Accountant General in Kerala and now in Andhra Pradesh also cannot be just forgotten. The fight on this has to continue. But the scars shall not be permitted to overshadow and we have to march forward unitedly.

 

QUALIFICATION PAY REVISED

 

            Govt has issued order revising the qualification pay to Rs 120. The copy of the order is attached.

BRIEF ON THE DISCUSSIONS HELD IN

ANOMALY COMMITTEE MEETING

 

The IV meeting of the National Anomaly Committee was held on 5.1.2012. The meeting was chaired by Shri Mishra Secretary DOP&T.

 

The Chairman welcomed all members of Official and Staff Side and expressed New Year Greetings while making his introductory remarks.

 

The Leader Staff Side also welcomed the Chairman and gave new year's Greetings. The following issues were raised by him and by other Staff Side Members:-

 

1.      Meeting of the National Council and other forums should be convened as often as possible and at least once in four months.

2.      The issue relating to increment should be resolved in this meeting.

3.      Issues relating to MACP may be allowed to be settled departmentally.

4.      The 2 (actually 11) items which have not as yet been included in the agenda should be included and discussed by arranging another meeting.

5.      The meeting of the National Council which has not met for about 2 years may soon be convened.

6.      Issues relating to Loco Drivers (not getting any benefit of MACP) should be discussed and resolved on priority basis.

7.      Several decisions taken in the Railway Departmental Anomaly Committee have been referred to Department of Expenditure long time back, but these have not been disposed of. This may be expedited.

 

The following agenda items were then discussed on the basis of Status Note given by the Official Side:-

 

Items No. 1 to 4 & 5 (iii) - Anomaly in fixation of pay band in case of merger of pay scales.

 

The Staff side reiterated that since the pre-revised scales 5000-8000 [S9]; 5500-9000 [S10]; 6500-9500[S11]; and 6500-10500[S12] were merged and all are given the benefit of placement in the new Grade Pay 4200 equivalent to pre-revised 6500-10500 scale, the starting of the Pay Band 2 cannot be computed on the minimum of the erstwhile S9 Scale of Pay viz., Rs.5000/-. In fact the commencement point of the Pay Band 2 should be at Rs.12090/- based on the minimum of S12 scale [6500X1.86 = 12090] instead of Rs.9300/- computed by multiplying Rs.5000/- by 1.86.

 

The Official Side however insisted that what has been recommended by the Commission is correct in terms of the above principle stated by the Commission; This was not acceptable to the Staff Side.

 

The official side then stated that this item may be further discussed in the next meeting.

 

Item No 5 (i) and 34 & 35 - Reopening of the option for fixation of pay on promotion.

 

The Staff Side pointed out that the orders reopening the option up to 31.12.2010 was received in the lowest formations late & therefore all persons could not exercise the reopening option and therefore it should be extended up to 31.12.12. Defense Staff Side also raised the issue of not allowing this option to those who have been promoted to Master Craftsman upgraded post as because final orders have been issued late.

 

The official side agreed to refer these matters to DOPT, which would be considered and decided.

 

Item No. 5 (iii) - Special Allowance & Qualifying Pay.

 

The Staff Side pointed out that special qualifying pay may have been treated as allowance but it is treated as pay for purpose of fixation of pay on promotion to higher post. The result is that senior employees who have been promoted during the period 1.1.2006 to 31.8.2008 get the benefit of pre-revised qualification pay when they have been promoted whereas the junior employees promoted on or after 1.9.2008 have been granted the benefit of doubled qualification pay and therefore the seniors are getting fixed at lower stage.

 

The official Side agreed to look into this matter  

 

Item No.5 (iv) - Anomaly in fixation of pay between Direct Recruits & Promotees.

 

The Staff Side pointed out that in terms of FR 22 no person who is promoted should be fixed below the minimum of the Pay Scale of the higher post and as the system of Pay Bands have been introduced clubbing several posts, the Commission has devised a formula for fixing the entry pay (which is always the minimum) for fresh recruits. That being the case all promotes have to be fixed not below the said minimum i.e. the entry pay of the fresh recruit for each grade pay.

 

Official side insisted that what they have ordered i.e. stepping up the pay of promotes to the post subject to certain conditions is more than enough and if there are certain difficulties, these may be referred to be considered.

 

The Staff Side however insisted that all the conditionalities may be withdrawn and all Promotees may be fixed at the entry pay of that post for the direct recruitee if there is a quota for direct recruitment in that post irrespective of any new recruitee has joined the post or not.

 

The official side stated that the matter may be discussed in the next meeting.

 

Item No (v) - Date of Next Increment.

 

The Staff Side urged for grant of one increment in pre revised pay scale on 1.1.2006 as one time measure in respect of all those whose next increment would be between 1.2.2006 to 30.6.2006 and then re-fixing them in the revised pay band and to grant next increment on 1.7.2006. This is only as a one-time measure and we would not demand similar treatment in respect of others.

 

The official side then agreed to the above formulation.

 

Item No 5 (vii) - Temporary Status casual labourers.

 

The Staff Side pointed out that as per the scheme of Temporary Status, these employees have been granted the pre-revised minimum of Rs.2550-3200 applicable to the lowest post with the benefit of annual increment etc. Therefore so far as pay scale are concerned they are being treated as regular employees. They have to be granted the Grade Pay of Rs.1800 and fixed at Rs.7000 with effect from 1.1.2006 if they are already matriculates and if not they should be given the training and then fixed at Rs.7000 with grade pay of Rs.1800 w.e.f. 1.1.2006.

 

The official side noted this demand and assured consideration.

 

Item No.11 - Grant of Revised Allowance w.e.f. 1.1.2006.

 

After discussion it was indicated that the issue may be discussed further in the next meeting before recording a disagreement if necessary.

 

Item No 12& 13 - Transport Allowance.

 

The Staff Side pointed out that the calculations desired by the official side are already available in item no. 13. It has been pointed out that Transport Allowance at the rate of Rs. 3200 granted to those in PB-3 of grade pay Rs.5400 and above is 2.9 times of their pre-revised TA+CCA which was Rs.1100. The Transport Allowance in respect of Grade Pay of Rs.4600 & 4200 has been revised to Rs.1600 which is only 2.28 times of the pre-revised TA+CCA amounting to Rs.700/-.

 

The demand was that the raise granted in respect of grade pay of Rs.4600 & 4200 should also be 2.9.times of Rs.700 which would work out to Rs.2030.

 

The official side stated that this is a new demand and cannot be treated as anomaly.

 

The Staff Side then stated that this item would be included in the agenda of the National Council

 

Item No.14 - Revision of the existing allowance which are to be replaced by new schemes.

 

In the last meeting it was stated that if within six months the new schemes are not finalized and introduced, the rates of these allowance like risk Allowance & Patient Care Allowance would be doubled.

 

The official side agreed to take a decision in this matter within a month's time i.e. latest by 5.2.2012.

 

Item No.15, 16, 17 - Parity in pension.

 

In Para 5.1.47, the VI CPC has stated that in order to maintain the existing modified parity between present and future retirees it will be necessary to allow same fitment benefit as is being recommended for existing employees.

 

Having so recognised the maintenance of parity between the present and future retirees, the Commission has not extended the following liberalization benefits.

 

-          Full pension after completion of 10/20 years of qualifying service

-          Last pay drawn for determination of pension if it is more advantageous than the average emoluments and

-          50% of Grade Pay as against 40% of pre-revised basic pension

 

Benefit of these liberalisations may be extended to present pensioners w.e.f. 1.1.2006 (we do not want arrears) so that parity between present and future retirees is ensured as desired by the VI CPC.

 

The official side suggested that the matter may be discussed in the next meeting and disagreement if necessary will then be recorded.

 

The Staff Side also pointed out the latest judgment of full bench of Principal Bench of Central Administrative Tribunal according to which the clarificatory orders issued by Department of Pension dated 30th October 2008 for determining the modified parity has been quashed and Government has been directed to grant 50% /30% of sum of minimum pay in the pay band and grade pay of the corresponding pay scale of the post from which the employee had retired and re-fix the pension / family pension with effect from 1.1.2006 and pay arrears.

 

The official side stated that the Judgment is being considered and decision would be soon taken.

 

Item No. 20 - Daily Allowance on Tour.

 

The Staff Side insisted that rates of daily allowance may be doubled if the present system of reimbursement on the basis of actual expenditure on conveyance, boarding and lodging etc. are not suitable / practicable in the case of employees who go on tour to places where there are no such hotels / restaurants and the Auto drivers do not issue the receipts.

 

They also pointed out that when all allowances have been doubled and the Railway has also already doubled the rate of daily allowance on tour, why the Government should insist that DA should be at the pre-revised rates which are quite inadequate to meet the expenses on conveyance, boarding and lodging.

 

The matter was deferred to be discussed in the next meeting.

 

Item No. 24, 25, 26 - Commutation of pension.

 

The Staff Side demand is that option of Commutation had been given when a person retires. The commutation was allowed in terms of pension then fixed on the basis of pre-revised pay etc on the day following the date of retirement and in terms of the Table then in force.

 

If as a result of revision of pay and consequent revision of pension, additional amount of commutation arose the table which was applicable on date of retirement will have to be operated.

 

The New Table which has come in to force on or after 1.9.2008 cannot be made applicable in determination of additional commutation value which Table was not in existence on date of retirement.

 

The official side deferred this item for next meeting and to consider recording of disagreement if need be only in that meeting.

 

Item No. 28 - Grant of Grade Pay of Rs. 5400 in PB-2 for Asstt. Accounts/Audit Officer.

 

In the last meeting it was agreed that this and other connected issues would be discussed separately outside this forum by the Jt. Secretary (Estt.) & Jt. Secretary (Pers) with the Staff Side.

 

Though a detailed note has been sent to the above officers, no meeting has been fixed to discuss the note.

 

It was stated that a meeting would soon be fixed.

 

As there was no time, it was decided that next meeting of the National Anomaly Committee may be fixed soon and before the Budget session of Parliament commences.

PFRDA BILL DEFERRED TO NEXT SESSION OF PARLIAMENT

 

The Pension Fund Regulatory Development Authority (PFRDA) bill slated to come up for approval of the Lok Sabha in the last week has been deferred to the budget session. The massive march to parliament and the lakhs of signatures that we submitted to the Prime Minister demanding the withdrawal of the bill did not have enough impact as what has happened is just a deferment not withdrawal.

 

The Prime Minister who assured to the delegation of the Steering Committee led by Com Basudev Acharya and Com Tapan Sen MPs that his Government will consider the submission made out in the memorandum and stated that his government is not against the workers. Of course, he did not say that his government is for the workers!

 

The government of the day understands the language of street power – of
Anna Hazare type. The big question before us is whether the government employees could create such a situation. The fact of the day is that only if we could create such a situation, we could save the Pension.

 

The agreement between the government and the principal opposition party on the PFRDA bill has once again brought to light the unholy alliance in favour of the corporate finance capital – Indian and foreign. How the today's principal opposition party not be a party to snatching away of the hard earned pension of the government employees when it is they who in 2003 first brought the new pension scheme through an ordinance.

 

The employees have to see through the game of the two big political formations and ensure that both are forced to retract from the stated anti-employee, pro-corporate slant.

 

Let us not forget – the bill has only been deferred, not withdrawn. We have some more time to accelerate the movement to defend pension.

 

CONFEDERATION NATIONAL COUNCIL MEETING

ENDORSES STRIKE CALL ON 28TH FEBRUARY 2012

 

National Council of Confederation that met at Ernakulam, Kerala on 16th December 2011 endorsed the decision of the Central Trade Unions to go on one day strike on 28th February 2012. The Demands on which the strike has been decided are:

 

1.      Concrete measures to contain price rise

2.      Concrete measures for linkage of employment protection with the concession/incentive package offered to the entrepreneurs

3.      Strict enforcement of all basic labour laws without any exception or exemption and stringent punitive measures for violation of labour laws

4.      Universal social security cover for the unorganised sector workers without any restriction and creation of a National security Fund with adequate resources in line with the recommendation of NCEUS and Parliamentary Standing Committee on Labour and

5.      Stoppage of disinvestment in central and state profit making PSUs.

 

6.      No contractorisation of work of permanent/perennial nature and payment of wages and benefits to the contract workers at the same rate as available to the regular workers of the industry/establishment.

7.      Amendment of Minimum Wage Act to ensure universal coverage irrespective of the schedules and fixation of statutory minimum wage at not less than Rs 10,000/-

8.      Remove all ceilings on payment and eligibility of Bonus, Provident Fund; increase the quantum of gratuity.

9.      Assured Pension for all (Scrap PFRDA bill/NPS; ensure pension for all).

10.  Compulsory registration of Trade Unions within a period of 45 days and immediate ratification of the ILO Convention nos 87 & 98.   

 

 The Steering Committee of Government Employees Organisations on PFRDA Bill in its meeting held on 20th December 2011 decided to modify the Demand at No 9 as "Scrap PFRDA bill/NPS; ensure pension for all".

 

The National Council upon detailed discussion decided for a Massive March to Parliament and one day strike on the 14- point charter of demands formulated by the National Council meeting held at Mumbai in December 2010. The Secretariat which would meet after the one day strike on 28th February 2012 was authorised to decide the follow up actions and the date of strike.

NATIONAL EXECUTIVE MEETING

 

The National Executive of the Association would meet at New Delhi on 25-26 January 2012 to take appropriate decisions.

 

NATIONBAL ANOMALY COMMITTEE MEETING

 

After a gap of nearly a year the National Anomaly Committee meeting is being held on 5th January 2011. Whether it would resolve any of the anomalies raised is yet to be seen. The government is not habituated to hear peaceful pleadings and of late the central government employees' movement has learnt the art of peaceful pleading.

 

Only strong united movement of the employees would force the government to negotiate and settle any of the outstanding issues of the employees.

National Council meeting and decisions.

 

            The National Council meeting as scheduled was held at Gananam Hotel Conference hall, Ernakulam, Kochi, Kerala on 16th December, 2011.  The National Council was inaugurated by Com. P. Rajiv, M.P. and was presided over by Com. Narasimhan, Vice President.  The meeting commenced with observance of two minutes silence to condole the death of comrades who passed away during the period between December, 2010 and December, 2011. The meeting specially moved and adopted a resolution to condole the death of Com. M.K. Pandhe, Member of the Polit bureau of CPI (M) and former General Secretary and President of CITU. 

 

            Com. Secretary General presented a brief report to the Council meeting touching upon the events of importance both at national and international arena. He also submitted a work report for the consideration of the house.  Decisions taken at the meeting on various agenda items are briefly as under:

 

Agenda Item Nos 1 to 4. These agenda issues were discussed together.  The following were the conclusions.

(a)    Review of 25th March to Parliament Programme and the signature campaign

The meeting evaluated the participation of CGE in the programme as very good.  It however felt that had some State Committees and the affiliates taken a little more efforts to comply with the quota fixed, the target could have been achieved.  The campaign for eliciting the participation of large number of comrades from nearby stations in Delhi had not been properly undertaken.

Reviewing the efforts undertaken by the affiliates and state Committees in the matter of signature cam0paign, the meeting decided to record its disappointment over the laxity in the matter shown by many affiliates and State Committees.   The Committee praises on record the endeavour of the Kerala State Committee in the matter as that State alone accounts for almost 1/3rd of the total 3.5 lakhs signatures collected.

(b)   Subscription: The Secretary General informed the house that no improvement has been registered in the matter of remittance of subscription to CHQ by the affiliates.  He assured to present the receipt and payment position since the last conference to the next National executive.  The non-payment of subscription, he added, had a cascading effect in as much as the decision to start a journal, to effect intensive campaign on demands amongst the mass of the employees, the setting up of District level Committees etc., could not be implemented.  The Council asked the Sectt. to get in touch with each affiliate to ensure remittance.

(c)    Com. R.P. Singh informed the house that the Maharashtra State Committee will try to host the next Conference at Mumbai.  No final decision in the matter could be taken at the Council.

(d)   The Council felt that the charter of demands must be pursued with action programmes.  However, taking into account the fact that the Central Trade Unions have decided to organise a day's strike on 28th Feb. 2012, the National Sectt. of the Confederation was authorised to chalk out campaign programme to popularise the demands and organise agitational programmes culminating in a day's strike action  in the monsoon session of the Parliament (i.e. July- August, 2012). The earlier decision to organise a massive march to Parliament on the charter of demands was reiterated.  The date will be finalised by the National Sectt.   The campaign on the charter of demands will commence after 28th Feb. 2012. 

(e)    The Steering Committee's decision to organise two hour walk out and demonstration on the next day of the taking up the PFRDA Bill in the Parliament was reiterated.  It was also decided that campaign on the ill effects of the Bill must be brought to the notice of all MPs and they may be requested to oppose the Bill.   Taking into account the unanimous decision of the Standing Committee to incorporate a minimum guaranteed pension, the Council decided to emphasise that the Central Government employees must be ensured with the guarantee of Minimum pension of 50% of the last pay drawn, family pension benefit and such other facilities as are presently available.

Participation in the ensuing strike action on 28th Feb. 2012.

 

The Council unanimously endorsed the decision of the Central Trade Unions to organise a day's strike action on 28th Feb. 2012 and a resolution was adopted to call upon all CGEs organisations affiliated to Confederation to take strenuous efforts to ensure the participation of all members in the strike action on 28th Feb. 2012.

 

Agenda Item No. 6, National anomaly committee - Secretary General informed the council that the National Anomaly Committee is slated to meet on 5th Jan. 2012.  He however, informed the members that no settlement on serious issues is likely to come out in the said meeting. 

 

Agenda Item No.7

The Council adopted a resolution to be submitted to the Cabinet Secretary demanding the revival of the functioning of the Departmental Councils of Various Ministries.

Another resolution was adopted to extend the solidarity and support of the Confederation to the Postal Employees who have decided under the auspices of the Joint Council of Action of Postal organisations to embark upon indefinite strike in Jan. 2012 for the Postal Board did not honour the commitment made earlier especially in the matter of closure of RMS offices as per the suggestion of the McKenzie Committee report.

The Council decided to deplore through a resolution the terror attacks on T.U. Activists going on in West Bengal after the last general election. 

The Council also adopted a resolution demanding grant of regular recognition to NFPE enabling it to be represented in the NC of JCM.

 

            The Kerala State Committee had made excellent arrangements for the conduct of the Council meeting and for the stay of the Council members.  On behalf of the National Secretariat Com. KV Sreedharan, Vice President, Confederation profusely thanked the State Committee and the volunteer comrades who made it possible.  Com PG Saseendran, Secretary, Ernakulam District Committee of Confederation offered vote of thanks.

Minutes of the meeting of the Steering Committee of Government Employees Organisations on PFRDA Bill held on 20th December 2011 at AIRF Head Quarters

The steering Committee of Government Employees Organisations on PFRDA Bill met at AIRF Head Quarters ie 4, State Entry Road, New Delhi on 20th December 2011. Following were present.

3.       Com C. Sreekumar, General Secretary, AIDEF

Decisions:

1.       The PFRDA bill is expected to come up in the Lok Sabha on 21st Dec.2011.  The Steering Committee calls upon to hold 2-hour demonstration in the work place on 22nd December 2011 against passage of the bill and demanding its withdrawal.

2.       In case the bill does not come up in this session for some unforeseen circumstances (which has been extended upto 29th December 2011), the Steering Committee shall write to all MPs on the need to withdraw the Bill. The field formations shall contact the MP of their station and submit the letter.

3.       Future agitational programmes shall be decided after the one day strike called by central trade unions on 28th February 2012. The demand 'Assured Pension for all' formulated by Central TUs shall be modified by the constituents of Steering Committee to "Scrap PFRDA bill/NPS; ensure pension for all".

 'STRATEGIC PLAN', CADRE REVIEW AND?

 

The Department has brought out a document called "Strategic Plan 2020" finalised in September 2010 (we are late by one year to get hold of it!). To put it in brief the 'strategy' is all about how to liquidate IA&AD and make it an ineffective, impotent agency and hence useless for the nation. Executive summary of the 'Strategic Plan 2010' is given in the December 2011 issue of Auditlekha Samanvay.

 

Along with it comes the proposed cadre restructuring. We are hearing about it for more than three years. Once we were told that in a fortnights' time copy of which will be given to this Association. But nearly three years have passed nothing has happened.

 

CBDT (ie Income Tax Deptt) has finalised and implemented cadre restructuring – the cadre restructuring committee consisted staff side representatives. In the Department of Atomic Energy ( a ministry directly under PM) also one cadre restructuring is over, discussion on the second one is going on – of course with staff side members on board.

 

The last cadre re-structuring in IA&AD was done 27 years back, in 1984. The process that was reported to have started in 2009 is yet to see light. The staff side is not at all consulted till this date.

 

The issue has been raised with administration of CAG. We have pointed out that elsewhere the staff side was involved in the whole exercise of cadre restructuring and the directive of Govt of India in this regard makes it mandatory that staff side is involved. We are informed that as the exercise has been entrusted to an outside agency there was no occasion to involve staff side. But we are assured that staff side views would be taken before anything is finalised and soon a presentation would be arranged.

 

We have also conveyed our opposition to the strategic plan 2020 and the visible moves to do away with transaction audit. We are told that nothing is finalised and there is no move to do away with transaction audit. We are also told that the proposed sanctioned strength charts going around has no credence as of now as things are in a fluid state. It was assured that there will be no reduction in the sanctioned strength.

 

PREPARE THE ORGANISATION FOR ANY EVENTUALITY

 

We have to guard against any attempt to scuttle the quantum of audit, attempts to persuade state governments to take over the A&E functions and reduce the staff strength. Only strict vigilance and organisational preparedness to face any eventuality would ensure that assurances would be fully honoured.

 

A CORRIGENDUM

 

Please refer to Circular 29-2011. It was given there-in that 'CETRAL TUs DECIDE ONE DAY STRIKE ON 28TH FEBRUARY 2011' – it may be please corrected as CENTRAL TUs DECIDE ONE DAY STRIKE ON 28TH FEBRUARY 2012.
