* HOLD LUNCH HOUR DEMONSTRATION
As stated in Circular 05-2009, all the units may plunge into education and mobilisation of total membership about the dangers on the democratic rights of employees at a time when the CAG administration is out to contractorise and outsource functions and drastically curtail the auditorial functions.
The members may be made to understand that the attacks in Kerala, Rajkot (where Com P.C. Parikh, President, Civil Audit Association is kept under suspension since August 2008 for no valid reason except that he leads a vibrant Association), West Bengal, Gwalior and Mumbai (dies-non & Rule 14 chargesheets were issued for participating in the lunch hour demonstration) are resorted to with the sole intention of suppressing any resistance to the outsourcing and also to the abdication of constitutional responsibilities.
The statements such as "I don't believe in minor penalties" etc smacks authoritarianism and mocks at the very fundamentals of Indian Constitution. Also, attempts to deny the right to demonstrate and holding Dharna is nothing but total contempt of judiciary (which has many a times upheld the right of employees to resort to such actions to ventilate the grievances).
We have to rise to occasion and defend our rights and defend the functions entrusted to the Department by the Constitution. We owe allegiance to this nation and our Constitution. We will fight to uphold it in true sense.
The resolution circulated along with Circular 05-2009 may be translated into the regional language and circulated amongst the membership. Group meetings may be held to convince the membership of the need to embark upon a long fight.
Lunch hour demonstration shall be held every day during and strictly within lunch hours. Where administration creates situation, we should not hesitate to move out and demonstrate. We would carry ahead the task of fighting the atrocities by the audit bureaucracy and for our rights and demands should be made loud and clear through determined programmes and actions.
INDEFINTE FAST RESCHEDULED
The proposed indefinite fast by the Secretary General before the CAG's office against the dismissal of Com KA Manuel and massive victimisation of our comrades in Kerala and other stations has been rescheduled to 30th March 2009. This has been done on the advice of Confederation.
Accordingly the unit leadership may start 24-hour relay fast from 1st April 2009. Preparations with sufficient campaign may be started with the right earnest.
RUSH LEGAL FUND TO KERALA
The decision of the National Executive held on 24-25 Feb 2009 at Thiruvananthapuram in this regard has been conveyed vide Circular 05/2009.
Every unit may send their share, ie Rs 10/ per member, without any delay.

Concerned officials informed that DOPT has referred the ACP issue to Election Commission for clearance. Any order ACP or on any other issue could be expected only on receipt of clearance from EC or we may have to wait till 16 May 2009.
