OBSERVE INTERNATIONAL WOMEN’S DAY

Universally, 8^th March is observed as International Women’s Day.

International Women's Day honors working women and women’s struggle everywhere. The International Women's Day originated in honor of two all women strikes which took place in the U.S.

First all women strike was on March 8, 1857 when the garment workers in New York City marched and picketed, demanding improved working conditions, a ten hour day, and equal rights for women. Their ranks were broken up by the police. The second all women strike was fifty-one years later, (again) on March 8 in 1908, when the women in the needle trades in New York marched again, honouring the 1857 march, demanding the vote, and an end to sweatshops and child labor. The police were present on this occasion too.

The first National Woman's Day was observed in the United States on 28 February, 1909. The Socialist Party of America designated this day in honour of the 1908 garment workers' strike in New York, where women protested against working conditions.

The Socialist International, meeting in Copenhagen in 1909, established a Women's Day, international in character, to honour the movement for women's rights and to build support for achieving universal suffrage for women. The proposal was placed by German socialist Clara Zetkin which was greeted with unanimous approval by the conference of over 100 women from 17 countries, which included the first three women elected to the Finnish Parliament. This Copenhagen initiative finally traversed to today’s International Women’s Day as given below.

           

• 1911   As a result of the Copenhagen initiative, International Women's Day was marked for the first time (19 March) in Austria, Denmark, Germany and Switzerland, where more than one million women and men attended rallies. In addition to the right to vote and to hold public office, they demanded women's rights to work, to vocational training and to an end to discrimination on the job.
• 1913-1914   International Women's Day also became a mechanism for protesting World War I. As part of the peace movement, Russian women observed their first International Women's Day on the last Sunday in February. Elsewhere in Europe, on or around 8 March of the following year, women held rallies either to protest the war or to express solidarity with other activists.
• 1917   Against the backdrop of the war, women in Russia again chose to protest and strike for "Bread and Peace" on the last Sunday in February (which fell on 8 March on the Gregorian calendar). Four days later, the Czar abdicated and the provisional Government granted women the right to vote.
• 1975 During International Women's Year, the United Nations began celebrating International Women's Day on 8 March.
• 1995 The Beijing Declaration and Platform for Action, a historic roadmap signed by 189 governments, focused on 12 critical areas of concern, and envisioned a world where each woman and girl can exercise her choices, such as participating in politics, getting an education, having an income, and living in societies free from violence and discrimination.
• 2014 The 58th session of the Commission on the Status of Women (CSW58) – the annual gathering of States to address critical issues related to gender equality and women’s rights — focused on “Challenges and achievements in the implementation of the Millennium Development Goals for women and girls”. UN entities and accredited NGOs from around the world took stock of progress and remaining challenges towards meeting the eight Millennium Development Goals (MDGs). The MDGs have played an important role in galvanizing attention on and resources for gender equality and women’s empowerment.

The Observance of the International Women’s Day should be utilised to enhance the social and trade union consciousness of the women employees in our offices, all the while ensuring that the men colleagues are also part of it.

It would be quite appropriate to organise Debates, Seminar etc on the Day with some eminent personalities working on the social arena on women issues being invited. The whole idea should be to ensure women participation at grass root level as well as at leadership level, raising the level of consciousness to fight the social depravation that women are subjected to. The women employees should be equipped through this process to fight the patriarchal system and obscurantist ideologies that would like to confine the women in the four walls of kitchen.

MEETING WITH EMPOWERED COMMITTEE OF SECRETARIES

As you have learnt by this time, Standing Committee of JCM will have discussion, on the charter of demands submitted, with the Empowered Committee of Secretaries headed by the Cabinet Secretary at 6.45 pm on 1^st March 2016. The meeting initially convened for 26^th February 2016 was rescheduled as per the request of the Staff Side as many of them who were out of station found it difficult to reach on time.

It would be wrong to expect too much from this single meeting. We should enter into negotiation with the government with the backing of the mobilisation and preparation for strike from 11^th April 2016. Any let up by us in the preparation of the indefinite strike from 11 April 2016 would have serious repercussions. All the units are requested to prepare the rank and file for the serving of strike notice on 11^th March 2016.

SERVE STRIKE NOTICE ON 11^TH MARCH 2016

The NJCA has decided to serve the strike notice on 11^th March 2016 to the respective Heads of Department with massive demonstration at New Delhi as well as at every station.

We may take special care to ensure that the discussions with the Govt do not dilute our enthusiasm and earnestness in the preparation for the indefinite strike and the serving of strike notice on 11^th March 2016.

Every unit may please ensure that the strike notice is served to the respective PAG/DG/AG/PD/Director/Dy Director with massive meetings during lunch hour. HQr would serve strike notice to CAG at New Delhi. The format of strike notice will be posted in our blog and mailed too by 8^th March 2016.

CONVENTION CALLS FOR REORGANISING LOCAL JACS

            The National Convention of Accounts & Audit Employees and Officers held at Hyderabad on 10^th January 2016 was attended by nearly 200 delegates representing All India Audit & Accounts Association, All India Audit & Accounts Officers Association, All India Civil Accounts Employees Association, All India Civil Accounts Employees Association Category II, All India Postal Accounts Employees Association, All India Pay & Accounts Officers Association (Civil), All India P&T Accounts & Finance Officers Association and ,  All India Federation of Divisional Accounts Officers and Divisional Accountants Associations.

            The Convention was inaugurated by Com Venugopal, former General Secretary, All India Insurance Employees Association.

            In all 20 speakers participated in the discussion on the declaration presented by Com V Bhattacharjee, Convenor.

            The Convention called upon the constituent organisations and its field formations to ensure formation of JAC in all stations so as to carry out the calls of the Apex JAC effectively and purposefully.

            The Convention called upon all the audit and accounts employees and officers to observe day long dharna at a centralised place in every station, under the banner of JAC, on 11^th February 2016. This will be followed by Signature campaign on the charter of demands. The
Convention also decided to organise Dharna at New Delhi in June-July 2016.

            Copy of the declaration adopted by the Convention and the JAC circular are attached.

AMENDMENT TO RECRUITEMENT RULES

            The Recruitment Rules for Auditor/Accountant, Senior Auditor/Accountant were expected to be notified in the month of February. But the new condition introduced by the DOPT that the draft notification has to be first placed in the public domain for comments before it being processed has delayed it.

            It means that after the statutory one month, the whole process for approval by DOPT and Law Ministry will have to be repeated, causing delay.

            This also would result delay in the promotion of DEO as Auditor/Accountant till the revised recruitment rule for Auditor/Accountant is notified in the Gazette. It may take another 6 -8 months for the whole process to be over.

            In the mean time, CAG administration has issued circular on training and promotion of DEO as Console operator – DEO Gr II with GP 2800 – for those who have put 5 years of service.

            This has caused doubts in the minds of DEOs that they will not have chance to become Auditor/Accountant.

            This issue was raised with administration – especially in the background of the RR for Auditor/Accountant getting delayed. We have requested that those who get promoted as Console Operator may also be given opportunity to become Auditor/Accountant as and when the revised Recruitment Rules for Auditor/Accountant are notified, maintaining their original seniority in DEO cadre. This has been positively responded by the administration. We will have to be vigilant to ensure that the same is implemented.

            The extended meeting of the National Executive Committee on 9^th January 2016 decided that leaders should visit the units to prepare the units for the forthcoming indefinite strike. The following tour programme is finalised within the shirt time available.

DECISIONS OF NATIONAL CONVENTION

As decided, the National Convention of the Accounts and Audit employees and officers’ organizations was held in Hyderabad on 10^thJanuary 2016. Nearly 200( two Hundred) delegates representing All India Audit & Accounts Association, All India Civil Accounts Employees Association, All India Postal Accounts Employees Association,  All India Audit and Accounts Officers Association, All India Association of Pay & Accounts Officers (Civil), All India Civil Accounts Employees Association, Category-II, All India Federation of Divisional Accounts Officers and Divisional Accountants Associations and All India P&T Accounts & Finance Officers Association from different parts of the country participated in the convention.

A presidium comprising Com. M.S. Raja, Chairman Apex JAC and Secretary General, All India Audit and Accounts Employees Association, Com. Shantanu Bhattacharjee, President, All India Civil Accounts Employees Association, Com. Santosh Kumar, President, All India Postal Accounts Employees Association,  Com. P. Prabhakar, President, All India Audit and Accounts Officers Association, Com. Dinesh Shetty, Vice- President, All India Association of Pay & Accounts Officers (Civil), Com. Com. M.S. Raja, Chairman introduced the background and necessity of the convention to the participants. Then the convention had extended its condolences to the departed leaders like Comrade S. K. Vyas, Comrade A. B. Bardhan and Martyrs of terrorist attack in Air Force base, Phatankot and also others by observing two minutes silence.

Com. K. Venugopal, ex-Secretary General, All India Insurance Employees Association inaugurated the Convention. In his inaugural speech he explained various aspects of the retrograde recommendations of 7^th pay Commission. Com. Venugopal also explained the conspiracy and dangers involved in the anti-employee (new) National Pension Scheme (NPS) and the disastrous affect of pension reforms and thereby the need to build up a strong movement by the Central Government employees unitedly to resist the onslaughts. 

After the inauguration, Com. A. P. Shastri, former president of the All India Postal Employees Accounts Employees Association released a Calendar commemorating Com. S. K. Vyas, the legendary leader of Audit & Accounts and Central Government Employees and Workers.

There after the Reception Committee for the Convention had offered felicitation to Com. V. Bhattacharjee, Convener for his induction as one of the members of the staff side, National Council JCM for the first time.

On behalf of the apex level Joint Action Committee, the Draft Declaration was placed by Com.V. Bhattacharjee, Convener.

All the speakers on the draft declaration were unanimous on the need of intensified struggle under the banner of JAC for achieving the demands of Audit and Accounts cadres.

The house unanimously adopted the declaration with minor amendments and took following decisions:-

1.      Formation/Revival of Local JACs’-

All stations/Branches/Units/ Circles shall form/ revive local JACs in war footings and inform JAC headquarters. The task would be completed within 10^th February 2016.

2.      Daylong Dharna - 

 The local JACs shall organize day long, centralized Dharna on 11^th February 2016 under the banner of JAC.

3.      Signature  campaign –

Signature campaign shall be organized and initiated immediately.  All Units/Circles/ Branches shall deposit the Signatures to their respective Central Headquarters within 28^th February 2016.  Draft of the representation on which the signatures are to be collected shall be circulated by apex JAC. 

4.      Massive  Dharna at Delhi –

A massive Dharna shall be organized in Delhi by the apex JAC. The Dharna would be in the month of June/July, the exact date shall be decided by the apex JAC.

While speaking all speakers had expressed their tremendous happiness for the arrangements made by the local JAC, Hyderabad and immensely praised the leadership of the local JAC of Hyderabad for providing best food, accommodation and venue for the convention.

The Convention was declared over after offering of vote of thanks by Comrade D. Narasimha Murthy, Chairman, JAC Hyderabad unit.

NATIONAL CONVENTION ON THE DEMANDS OF GRANT OF APPROPRIATE PAY SCALES TO EMPLOYEES AND OFFICERS OF ACCOUNTS AND AUDIT

DECLARATION

The representatives of  All India Audit & Accounts Association, All India Civil Accounts Employees Association, All India Postal Accounts Employees Association,  All India Audit and Accounts Officers Association , All India Association of Pay & Accounts Officers (Civil), All India Civil Accounts Employees Association, Category-II, All India Federation of Divisional Accounts Officers and Divisional Accountants Associations met in the  National Convention on 10^th January 2016, Conference Hall, 4^th Floor, Nirman Bhawan, CPWD, Koti, Hyderabad.

The Convention, in conformity with the observations given by the National Joint Council of Action of the Central Government Employees, totally rejects the anti-employee recommendations of the 7^th CPC. The mutilation of Dr. Aykroyd formula in computation of minimum wages based on the 12-monthly average (ending on 1.7.2015) prices of essential commodities supplied by Labour Bureau at Shimla was a total jugglery on the part of 7^thCPC. 

The convention considers that, reduction in the wages of women employee who avail CCL, forcing the employees to go on voluntary retirement on completion of 20 years of service in the name of ‘inefficiency’, earmarking ‘very good’ for MACP, withdrawal of all types of short term advances like festival/cycle/ LTC etc, refusal to recommend for scrapping of new Pension scheme, refusal to propose for dispensing with the outsourcing/casualisation/ contractorisation by regularizing the  employees engaged through such methods for regular government functions  are the most retrograde and  the anti-employee recommendations of the 7CPC.

The meeting noted that on the issue of formation of Apex Level Grievance redressal mechanism to the Group B Gazetted Officers and Promotee Group A Officers, even after 67 years of independence, settlement has not taken place mainly because of intransigent and adamant stand of the Ministry of Finance, Government of India.  The meeting noted that on all other demands also there is a dilly dallying attitude on the part of authorities resulting in non-settlement.

The Convention congratulates the Central Government employees for observing 27^th November 2015 as BLACK DAY by wearing black badges and holding (lunch hour) demonstration at the work place and organizing lunch hour demonstration on 30^th December 2015 responding to the call of NJCA, which was duly endorsed by the Confederation.

The Convention endorses the 26 Point Charter of Demands on issues related to the recommendations of the 7^th CPC submitted to the Cabinet Secretary on 10^th December 2015 by the Staff Side, National Council, JCM and on behalf of the NJCA and also by the CCGGOO to the Government to discuss and settle the demands immediately.

The Convention also endorses the decisions taken by NJCA on organizational actions including the decision of massive Dharna on 19^th, 20^th and 21^st January 2016 and Indefinite Strike in the 1^st Week of March 2016 with an appeal to the entirety of the Accounts and Audit Employees and Officers of the country  to  prepare  and  participate  in  all  preparatory programmes and the Strike action under the

guidance of the local Co-ordination Committees and JCAs.

The Convention takes the opportunity to congratulate all those employees and officers of Indian Audit and Accounts Department and other organised Accounts Cadre who responded the call of Apex JAC i.e. observance of demands day on 15^th December 2015 and submission of the demands of the Accounts and Audit Employees and Officers in the form of Resolution to local Head of Offices for onward transmission to higher authorities.

The Convention totally agrees with the following proposals for pay structure for Audit & Accounts Cadres submitted by the apex level JAC to secretary, Department of Expenditure ON 11^TH December 2015 seeking mitigation of the injustice done to the accounts and audit cadres by the 7^th CPC.

1.   Accounts/Audit Assistant:

Re-designation of LDC as Accounts/Audit Assistants and grant of replacement scale of PB-1 Grade Pay Rs.2400     --  i.e. level 4 pay scale of Table 5.Pay Matrix.

2.   Accountant/ Auditor:

Correction of error done in implementing 6CPC recommendations by the Government and Grant of replacement pay scale of PB 2 GP 4200 --  i.e. level 6 pay scale of Table 5 in Pay Matrix.

3.   Senior Accountant /Auditor (SA)/DA:

Streamlining the contradictory views and recommendations of 7^th CPC and grant of replacement pay scale of PB 2 GP 4600 --  i.e. level 7 pay scale of Table 5.Pay Matrix to the Senior Accountant/ Auditor/Accounts Assistants (in Railways).

4.   Assistant Accounts Officer/ Assistant Audit Officer/DAO II:

      Acceptance of Para No. 11.12.140 of the recommendations of 7^th CPC and grant of replacement pay of GP 5400(PB-2) to AAOs on completion of four years’ service --  i.e. Pay level 9, in the pay matrix.

5.   Accounts/Audit/Senior Accounts/Audit Officer/DAO I/Sr. DAO:

              Grant of following pay scales to the Cadres indicated:

              Audit/Accounts Officer/DAO Gr. I GP 6600 PB-3 -- i.e.level-11 pay scale of Table 5.Pay Matrix

              Sr. Audit/Accounts Officer/Sr. DAO (15%) GP 7600 PB 3  -- i.e. level-12 pay scale of Table 5.Pay    Matrix.

6.   Qualification Pay

Granting qualification Pay to all Organized Accounts and IA&AD uniformly in terms of the recommendations of 7 CPC in Para’s 8.9.43, 44 and 45 respectively.

7.   Secretarial Staff

Pay scale of secretarial staff working in Account and Audit Organizations may be granted at par with Secretarial staff working in the Ministry.

8.   Cadre review

Since no cadre review of Accounts and Audit departments had been done after 1987, the cadre review should immediately be initiated as per the recommendations of 7^thCPC.

The Convention further resolves to:

·     Reorganize and reactivate the local committees of the Joint Action Committee at every station within 10^th February 2016.

·     Organize following sustained agitational programmes.

1.     Daylong Dharna at all stations by the local JACs on 11^th February 2016 

2.     Signature  campaign – all units/circles/ branches shall deposit the Signatures to their respective Central Headquarters with in 28^th February 2016

3.     Massive  Dharna at Delhi
