47th
Conference – Hats off to Hosts & Participating Units
The 47th Conference of
All India Audit & Accounts Association held at Nagpur from 8th
August 2016 to 11th August 2016 commenced at SK Vyas Nagar (South
Central Zone Cultural Centre, Nagpur) with the hoisting of the Association flag
by Com Subhash Chandra Pandey, President at 2 pm on 8th August 2016 amidst
thunderous sloganeering, in the presence of Com AK Padmanabhan, President,
CITU, Com KKN Kutty, President, Confederation of Central Govt Employees and
Workers, Com RK Shrivastava & T Narayanan, former Presidents, Com S
Radhakrishna, former Vice President and leaders of fraternal organisations.
After the flag hoisting, the leaders,
delegates and observers and guests paid floral tributes to Martyrs columns
erected at the venue.
Comrade KC Mathai, Convener,
Reception Committee invited Comrade Subhash Pandey (President) to preside over
the inaugural session. Coms. AK Padmanabhan, President, CITU and Chief Guest, RK
Shrivastava, Chairman, Reception Committee, MS Raja Secretary General, KKN
Kutty, President, Confederation of Central Govt Employees & Workers, RN
Parashar, Secretary General, NFPE & Com. VV Asai, Vice President, CITU
Maharashtra State Committee, were introduced and invited to the dais.
Com RK Shrivastava, Chairman, Reception Committee
formally welcomed all the guests, leaders, delegates and observers.
Com AK Padmanabhan, President, CITU, inaugurating the
Conference, stressed on the need to strengthen the unity of working class in
furtherance of the struggle against the disastrous economic policies. The hard
earned rights of the workers are under attack. The forthcoming strike on 2nd
September 2016 should be a forceful statement by the workers that they are
determined to carry the struggle till the end, serving an ultimatum to the
government. The campaign on the charter of demands and educating the workers on
the charter of demands is equally important as participating in the strike on 2nd
September 2016, stated Com AK Padmanabhan.
Com KKN Kutty, President, Confederation of CG Employees
and Workers & main speaker, spoke elaborately on the issues related to 7
CPC and the need to prepare for another struggle if the government drags its
feet from the commitment to revisit the minimum pay and fitment factor.
Comrade RN Parashar, Secretary General, NFPE who
enthralled the house, recalled the role of Confederation in ensuring that the
strike was not deferred without any formal commitment forthcoming from the government.
He spoke in details about the move of the government to privatise the postal
functions through back door.
Com VV Asai, Vice President, CITU, Maharashtra State
Committee spoke about the attacks on the workers’ rights by the Maharastra
government. He also spoke about the resistance/struggles by the workers with
specific reference to Maharashtra. Com Asai called upon the house for ensuring
total success of strike on 2nd September 2016.
Com MS Raja, Secretary general spoke on the challenges
before the audit & Accounts personnel and the task before the Conference to
strengthen the organisation to withstand and outgrow the challenges.
Com Subhash Chandra Pandey, President, spoke on the
hospitality of the host unit and the fine arrangement made by them. This, Com
Pandey said, has created a conducive atmosphere for healthy debates, discussions
and decisions that will definitely help the Association in its march forward.
Comrade YK Khapre offered vote of thanks to guests,
leaders and all others.
The inaugural session was concluded
at 5.40 pm
The subject committee met at 6.30

President announced the composition
of the house, subject to final report by the Credential Committee.
Secretary General moved the resolution
on condolences and homage. The house observed two minutes’ silence in memory of
all who left us since the 46th Conference at Guwahati in March 2013.

Taking up item No 3 of the agenda
given in the Notification for the 47th Conference, President sought
the approval for the minutes of the 46th Conference held at Guwahati
from 11th to 14th March 2013 which has already been
circulated, if no amendments are proposed. As no amendment was proposed by any delegate,
President declared the minutes of the 46th Conference as adopted.
President invited Com T Narayanan,
former President, to address the house. Com T Narayanan in his speech stressed
the need of education of the cadres. He stated that it is high time the
Association give enough importance to “Save
Audit to save the nation” campaign, in a sustained manner, till it
catches the imagination of the nation.
Taking up items 4, 5 & 8 together,
President directed the Secretary General to present the report on activities
since the 46th Conference along with policy and programme resolution.
Secretary General supported by
Additional Secretaries General Coms V Nageswara Rao, V Sreekumar and KL Gautam
read the report in full and presented the same before the house.
President sought the permission of
the house to treat the Accounts (that has already been circulated to all
delegates and observers) as presented. On getting the approval of the house the
Accounts for 2012-13, 2013-14, 2014-15 and 2015-16 was declared as presented
before the house.
Com KC Mathai read out the message
from Com S Mohan, Secretary General, All India Audit & Accounts Officers
Association.
President announced that the
discussion on Secretary General’s report and Accounts would commence in the
first session of 9th August (2nd day) and called for
names of participants in the discussion.
The house adjourned for the day at
9.10 pm.
The second day’s (9th
August 16) session commenced at 10 am.
Com P Prabhakar, President, All
India Audit & Accounts Officers Association, recalling his long Association
with All India Audit & Accounts Association greeted the Conference. Com
Prabhakar also conveyed the greetings on behalf of Com S Mohan, Secretary
General, All India Audit & Accounts Officers Federation who is indisposed
and hence could not make it to the Conference.
Com KKN Kutty, President,
Confederation spoke at length on the history of audit movement, the leading
role by it in the yesteryears and the contribution it makes to the common movement
of the Central Government employees. Speaking on the role of employees’
organisations in the present days’ context and the challenges before it, Com
Kutty placed before the house certain proposals for its consideration that would
help us to develop a really democratic, vibrant organisation encompassing all
sections of personnel working in the department.
Com S Radhakrishna, former Vice
President, greeted the Conference saying that this is his 11th
Conference. Recalling the yester years, he said the first strike decision,
after his joining the service, was taken at Nagpur Working Committee in 1981.
In Ghaziabad Conference in 1981, demand was raised for Vyasji’s stepping down.
Vyasji was criticised for giving more time for Confederation.
Com Radhakrishna urged everyone to
study the books ‘Inception and Growth of Trade Union movement in India’ by Com
Sukomal Sen and ‘Panorama of P&T Trade Union Movement’ by NJ Iyer. He said
that these books have guided him all through these years. Attempts made by Com
Raja in 2011 to revive the movement, after the mass victimisation in the
aftermath of mass casual leave in 2010, did not succeed. He recalled the old
days when the Vyasji or Warrier visited a station, the whole unit leadership
would spend time with them upto midnight. Now a days the visiting leaders are
left alone in their rooms after the days business is over. The interaction with
the leaders would help the unit leaders and would also make the leaders alert.
He concluded by stating that there is no short cut to success except hard work,
but to expect the apex leader alone to work hard and bring results would be
quite self damaging and all have to work
together to bring better results and strengthen the organisation.
Secretary General welcomed Com PK
Mittal and AK Shrivastava, Secretary General and Vice President of All India
Federation of Divisional Accounts Officers and Divisional Accountants and
invited them to the dais. Both Com Pavi Kant Mittal and AK Shrivastava greeted
the Conference. Com Mittal thanked for the help rendered to his Federation by
Com Raja during the 7 CPC deliberations.
President then announced the
discussion on Secretary General’s report and Accounts and invited the delegates
in the order of request received.

Com
Shiva Gopal Mishra, Convener NJCA and General Secretary, AIRF addressed the
subject Committee in the afternoon session of 10th July 2016.
Delegates and observers greeted Com Mishra with sloganeering. Com Mishra
explained the efforts of NJCA with 7 CPC and there after including the strike
preparation and meeting with group of ministers. He stated that the strike is
only deferred not abandoned. If the government backtracks from its commitment,
then we would not hesitate to go organise the strike action, he stated.
Com
Shiva Gopal Mishra also answered queries from the house. Com Nageswara Rao
offered vote of thanks to Com Mishra.
Comrade
Anindya Mitra submitted the report of the credential Committee – the Conference
is attended by 55 units, 133 delegates (including 12 from National Executive
Committee) and 88 observers. The House adopted the credential Committee report.
List of delegates and observers with Unit name was made available to all Units.
After adoption of the credential Committee Report, President announced the composition
of the house as final.
Item
No 6 of the agenda was then taken up.
The
Report on Organisation prepared by the Secretary General was already circulated
to the house.
The
proposal on the organisational part with regard to financial position of the
organisation was moved by Com KL Gautam. Com Gautam, in detail, presented the
present position and the need to have a financially healthy organisation. Com
Gautam proposed a special fund of Rs 500/ per member from the arrears of 7 CPC
to be collected and remitted to HQR by every Unit. It was also proposed to
collect another Rs. 1,000/ from those AAOs who are benefitted from the CAG’s
order treating AAO as direct recruit for the purpose of MACP. It was further
decided that all the Units should pay the special fund of Rs 500/ per member
before 31st December 2016.
After
some discussion, the proposals were unanimously adopted by the House.
Com V Nageswara Rao presented the
organisation report on one day strike on 2nd September, explaining
in detail the charter of demands and the situation prevailing in the central
government employees’ front. The House unanimously resolved to organise the one
day strike on 2nd September 2016.
Item No 7 of the agenda, amendment
to Constitution, was moved by Com KL Gautam. It was proposed to raise the HQr
quota per member per month to Rs 15 and the Units raising their subscription to
atleast Rs 30/- per month from April 2017. Units from West Bengal raised
objection to HQr quota being raised to Rs 15/- per member per month and
insisted that it should be revised to only Rs 12/- per member per month.
President, intervening in the discussion, proposed that the house may agree to
revision of HQr Quota to Rs 12/ per member per month from 1st April
2017. The House agreed to the proposal moved by the President.
The Conference also advised all the
Units to revise the rate of monthly subscription to atleast Rs 30/- per member
with effect from 1st April 2017.
President proposed that item No 9 of
the agenda i.e. developments in the common front of CG employees may be
considered as having taken up and discussed as Coms KKN Kutty and Shiva Gopal
Mishra did speak on the issues elaborately and clarified the position. The
House agreed in unison with the proposal and item No 9 was considered as
discussed and summed up.
The house adjourned for the day at 7
p.m.
The host unit had arranged an
exciting musical evening after 7 pm that reveled the delegates and observers.
The session commenced at 9.30 am on
the fourth day i.e. 11th August 2016.
Com RK Shrivastava, former
President, addressed the house. Com Shrivastava, recalling his experiences with
the movement since 1960s to late 1990s, exhorted the delegates and observers to
give more time to organisation. He reminded the house that no organisation has
ever performed well on the shoulders of one person – it is the collective will
of the organisation that will bring outstanding results. If everybody expects
the Secretary General to perform miracles, it won’t be correct, rather it would
be the beginning of an end, he cautioned.
Com Shrivastava requested all Units,
delegates and observers to implement the programmes given by the HQr
religiously (though the word is bit misplaced) and send communications on time
to HQr. This itself would bring about a electrifying change in the scenario. He
also pointed out one deficiency that is spreading – that is, lack of reading
habit.
Com Shrivastava concluded by stating
that he is proud of audit movement and is confident that if we all work
unitedly, the movement will reach new heights.
Com SV Deshpande, former Assistant
Secretary General and former President of All India Audit & Accounts
Officers Association, Com Harishankar Tiwari, former Assistant Secretary
General and Com CM Phatak, former President of CAA, Nagpur greeted the
Conference. Comrade Gurpreet Singh, Convener, Joint Council of Trade Unions,
Nagpur also greeted the Conference.
The Secretary General summed up the
discussion on Report, Audited Accounts and Policy and Programme resolution.
After summing up of the discussion by the Secretary General, the house
unanimously adopted the Report of the Secretary General and Audited Accounts
and also the Policy and Programme Resolution.
Secretary General reported that the
Women’s Convention held at AG’s Office from 11 AM elected a Committee with Com
Bandana Bhattacharjee (Guwahati) as Chairperson and Com KN Jayashree Raj
(Bengaluru) as Convener. The Convention also elected Coms Jeyajothy (Chennai)
and Rekha Narsikar (Nagpur) as Joint Conveners. The newly elected office
bearers of Women’s Committee were introduced to the House. The House welcomed
the Women’s Committee office bearers with thunderous applause.
Com Ramesh, Convener, Resolution
Committee & Com Subrata Saha, Member Resolution Committee moved various
resolutions during sessions. The House adopted all resolutions.
Various Subcommittees constituted by
the Conference submitted their Reports. The House adopted all the reports with
the direction to the National Executive committee to pursue the issues raised
in each of the report.
Thereafter President declared the
constitution of the Electoral College and proposed Com KL Gautam as Election
officer and Com. Abhay Jha of Audit Cat II Jaipur as polling officer for
conducting elections to the National Executive Committee. The House approved
the proposals, initiating election of the National Executive Committee.
The election procedure was over by 4
pm and the results were declared by the Election Officer at 4.15 p.m.
The Newly elected National Executive
Committee was introduced to the house.
Comrade Jagdish Panchal, Vice
President in the outgoing National Executive was felicitated by the Host Unit
by presenting shawl and momento. The house gave a standing ovation to Com
Jagdish Panchal.
Comrade Tapas Bose, newly elected
President, addressed the House. Com MS Raja Secretary General thanked everybody
for the confidence reposed and assured to carry out the decisions of the
Conference with determination.
Subhash Pandey, President of the Conference
thanked everybody for the co-operation for the smooth conduct of the conference
and assured that he would always be available at the call of All India Audit
& Accounts Association. He specially thanked the host for the excellent
arrangements.
Comrade V Sreekumar Additional
Secretary General offered vote of thanks to the Host Unit – for the warm
hospitality and the best arrangements. All the delegates, observers and the
guests would remember the warmth of Nagpur comrades, he said.
Com KC Mathai thanked all for the
co-operation in the smooth conduct of the conferences. He apologised for any
lapse that could have occurred unwittingly from the Reception Committee. He
also thanked the National Executive Committee for honouring the Nagpur Units
with the responsibility of hosting the 47th conference.
The 47th conference
concluded formally when the flag of All India Audit & Accounts Association
hoisted on 8th August was taken down amidst slogans.
The Conference was formally declared
as concluded at 5.40 pm on 11th August 2016.
