NATIONAL EXECUTIVE CALLS FOR

SUSTAINED, INTENSIVE CAMPAIGN ON CHARTER OF DEMANDS

 

The National Executive of the Association met at New Delhi on 23-24 July 2013. The following were present.

Com V Sreekumar, Additional Secretary General and Com Partha Guha, Asstt. Secretary General applied for leave of absence. There was no intimation from Com Ninakumari Kujur, Convener, Women's Committee.

 

Comrades SK Vyas, Subrata Saha, and R. J. Iyer - special invitees – attended the meeting.  Comrades V. K. Bhambhi and Veer Singh also attended the meeting as special invitees. Comrades M Nalini, Chairperson, Women's Committee, JK Prajapati, Amitava Chatterjee and Arul D Rajkumar also applied for leave for absence.

 

46th Conference – Review

The NE meeting reviewed the conduct of 46th Conference, noted that despite the Conference having been held at a station in the North East, it had a good participation. Security aspects in the region and the restrictions imposed by the Government had to be followed, causing clubbing of agenda items for want of time. Because of the security conditions, night sessions – an integral part of our Conferences – had to be completely done away with. The NE decided to hold a CWC meeting at the earliest to discuss the agenda on organisation.

 

Organisation

NE held a detailed discussion on the organisational position prevailing today. The meeting identified certain deficiencies in the functioning of the Association at different levels and decided to address them in a time bound and phased manner.

 

The meeting decided that a team of Office-bearers would be made in charge of stations where they would visit periodically and hold extensive discussions on organisational matters and lead campaigns on common issues of central government employees and departmental issues. Three teams under the leadership of Com M Duraipandian, President, Com MS Raja, Secretary General and Com V Nageswara Rao, Additional Secretary General has been decided. Other members of each team would be decided by the Secretariat. Each unit would be intimated separately about the visit of the team and their schedule in advance.

 

Meeting with CAG, DAI

We have sought meeting with CAG. CAG is yet to grant meeting to any Federation. We have also submitted agenda for formal (bilateral) meeting with DAI. It is expected that the meeting may materialise in the month of August 2013. Agenda items are published in the July 2013 issue of Auditlekha Samanvay.

 

Departmental Council

The last meeting of Departmental Council was held in July 2012 for electing Leader and Secretary, Staff Side. Since then we have been writing to members of the departmental Council nominated by other Federations to forward agenda items for submission to the Chairman, Departmental Council. Nobody from other Federations had responded. Consequently we have submitted the agenda for Departmental Council Meeting. The detailed agenda with explanatory memorandum is being published in Auditlekha Samanvay. The agenda in brief is given as annexure to this Circular.

 

The National Executive requests all the units to propose items or give inputs for finalising the agenda for departmental council.

 

Nominations to Departmental Council

The National Executive Committee considered vacancies in the Departmental Council – due to Com V Sreekumar becoming AAO and Com. R Venkataraman's ill-health and decided to replace them with Com Subrata Saha from Defence Audit and Com Vasant K Bhambhi, Accounts Cat III, Ahmedabad.

 

The National Executive Committee further decided to invite Com Veer Singh and Vasant Bhambhi (Departmental Council Members) to the National Executive and CWC meetings.

CONFEDERATION CALLS FOR MASSIVE DHARNA ON 20TH JUNE 2013

 

            The 24th Conference of Confederation of Central Government Employees & Workers had decided to hold parleys with AIRF and AIDEF so as to persuade them to join the struggle on common demands such as wage revision on every 5 years, merger of DA up 50% etc. There had been some informal confabulations on this line and it has been agreed that the representatives of these organisations would meet on 15th June 2013 to chalk out a common strategy and finalising a common charter of demands. But it may so happen that the meeting may be delayed.

 

            The 24th Conference also decided to continue the struggle on the 15 Point Charter of Demands on which the Central Government employees had gone on a day's strike on 12th December 2012. The Conference called upon every affiliate and State Committees of Confederation to organise one day massive dharna on 20th June 2013 in every state capital and in every city.

 

            CHQ of All India Audit & Accounts Association endorses the call of the Conference of Confederation and call upon on every unit to take leading part in participation as well as in mobilisation for the day long Dharna on 20th June 2013.

ON RAISING OF RETIREMENT AGE TO 62

 

            Reports say that the government of the day is serious about the raising of the retirement age. Formally, the official side is denying it. There was a move for the same in 2008 itself, but immediate change of incumbency in Finance Ministry had put a full stop to it then. The government may be feeling that the government employees could be won over with the lolli-pop of raising of retirement age without addressing any of the issues that confront the employees like wage revision, DA merger, price rise, PFRDA bill etc.

 

            All India Audit & Accounts Association is of the firm view that any move to raise the retirement age is an affront to the unemployed of the country and it should not be done. The government may be planning to imitate the OECD countries many of which have raised the retirement age to 65 and above. Govt may be expecting to tide over the current financial crisis by delaying the payments by two years.

 

            The move to raise the retirement age, if correct, is not only a blow to the educated unemployed but it would adversely affect the efficiency in Government offices.

The National Conference of Confederation held at Kolkata from 4th to 6th May, 2013 had directed the Secretariat to pursue the efforts to have a joint platform for struggles along with the Railways and Defence Federations. As a step towards that end, a meeting with the General Secretary of the All India Railway- men Federation has been arranged to take place on 28th inst.  We shall convey to you the outcome of the discussions on 28th.

 

The next meeting to discuss the pension related issues with the Secretary (Pension) will be held on 28th May, 2013. Com. S.K. Vyas, Advisor and Com. K.K.N. Kutty, President will attend the meeting. A brief note on the outcome of the discussions will be placed on the website after 28th inst.

 

The Conference had also decided that the Confederation must pursue the 15 point charter of demands through independent endeavours.   Accordingly the Conference had called upon all affiliates and the State Committees to organise a massive dharna  programme on 20th June, 2013. The State Committees are requested to organise the programme in consultation with the respective units of the affiliates at all State Capitals as also other important towns and centres.  A report on the implementation of the programme may please be sent to the CHQ by 10TH July, 2013.

GRAND ALLINACE OF DISRUPTORS DEFEATED IN KERALA

 

The disruptors formed a grand alliance in Kerala. The only objective of the grand alliance consisting of National Audit Federation units and the desperate elements in A&E office was to defeat the Audit & Accounts Association.

 

The occasion was election to the L&R Club – Thiruvananthapuram. The voters were all the personnel of Gr C & B & A (including PAsG) from Audit and A&E offices. (Branches at Thrisur, Ernakulam, Kottayam and Kozhikode have separate elected bodies).

 

The fight was a direct one – between the panel placed by Audit & Accounts Association, Kerala and the one jointly by self proclaimed Audit Champions ie National Audit Federation who has declared accounts staff as their enemy and new avatar of National audit in Accounts Side.

 

The employees gave the verdict – an emphatic one. Employees told in one voice – keep off these divisive slogans, we are with Audit & Accounts Association. The employees – from MTS to SAO – have seen it with their eyes and learnt it from experience during the last seven years who is what.

 

There was simple choice before the employees and officers of Kerala – to identify with valiant leadership and members of Audit & Accounts Association and elect its panel or take the department back to colonial days by backing the fifth columnists who "served' the administration during the bitter days when two of our comrades were dismissed and hundreds were punished.  

 

Kerala comrades did the right thing – they gave the Audit & Accounts Association panel a thumping majority – majority in almost all the posts was more than the votes polled by the grand alliance.

GRAND ALLIANCE ATTEMPTS AT ALL INDIA LEVEL

 

This grand alliance is attempted at all India level. Some former leaders of our movement are taking lead in forming a National Accounts Federation. The aim is to have a grand alliance against All India Audit & Accounts Association.

 

Every unit of All India Audit & Accounts Association is contacted by these desperate elements. They had a "Conference" in Kerala. They are working in tandem with those who broke away for 'championing' the cause of audit (and doing all disservice to the cause of audit).

 

It is very clear – it is neither the interest of audit nor the interest of accounts that is the driving force. It is the eagerness to wreck the unity of employees to serve the interests of the administration that is the driving force.

 

Some of our comrades are contacting the CHQ on this enquiring what are all these about.  Our responsibility is to strengthen the audit and accounts unity. We are sure the employees would pooh-pooh all these disruptive elements.

 

We all should remember one thing – if one has earned a name as leader of audit movement that was/is because you were/are the leader of All India Audit & Accounts Association. One command respect so far he/she is with the banner of All India Audit & Accounts Association. The members realise your character once you try to ditch the movement – either by joining hands with disruptors or trying to engineer disruption. History will not absolve such traitors.

Dear Comrades,

 

            The 46th Conference of the Association held at Guwahati identified some pressing issues that have to be addressed urgently. The National Executive Committee that met at the sidelines of the Conference of Confederation decided that the issues need detailed discussion in a wider forum and hence decided to convene a meeting of the CWC.  All the Units may, in the meantime, take enabling decision on the participation in the CWC meeting and identify issues to be discussed and decided upon.

            During the discussion on the Report and the organisational matters, many a proposals had come up, including on how to overcome the financial hardship faced by the CHQ. Some had even gone to the extent of proposing that Secretary General may function from his station or seek transfer to any of the Delhi offices. The Conference, while appreciating the concern expressed by these units of the financial health, categorically rejected these suggestions.

            Conference specifically directed the Members of the National Executive Committee members that they should ensure that their units shall clear the CHQ dues by 30th April 2013.

            The proposed CWC meeting will discuss only the organisational issues ie building up of the Association to enable the organisation to pursue the Policy and Programme Resolution adopted by the 46th Conference, meeting the challenges of the day. The CWC meeting is proposed to be held in the 1st half of August 2013. The dates and venue shall be communicated shortly.

            Report on implementation of "REMOVE CURBS ON THE EXERCISE OF FUNDAMENTAL (Right to Association & Right to Expression) & DEMOCRATIC RIGHTS DAY" on 23rd April 2013 has not been received from all the units. Units may remember that this slackness on  timely  reporting adversely affects our future planning.

 

CONFEDERATION CONFERENCE

            24th Conference of Confederation of Central Govt. Employees and Workers was held on 4th, 5th and 6th May 2013 at Kolkata. Coms KKN Kutty (ITEF) and M. Krishnan (NFPE) elected as President and Secretary General. Com SK Vyas will be Adviser. Coms MS Raja, M Duraipandian and V Nageswara Rao have been elected as Working President, Vice President and Organising Secretary respectively. A report on conference of Confederation is attached.

CONFEDERATION 24th NATIONAL CONFERENCE

24th NATIONAL CONFERENCE OF CONFEDERATION OF CENTRAL GOVERNMENT EMPLOYEES AND WORKERS WAS HELD AT COM. MONI BOSE NAGAR, COM. AJOY BHOWMICK MANCH, KOLKATA FROM 4TH TO 6TH MAY, 2013.

            On 4th May before commencement of National Conference a colourful procession was organized in which all National and State leaders, Delegates and many Comrades from all Central Government Departments of West Bengal and other sectors participated.

            The programme commenced with Flag hoisting. The Confederation Flag was hoisted by Com. S.K. Vyas, President. Homage was also paid to the martyrs by offering flowers on the martyrs' column by all leaders of Confederation, delegates, observers and other Comrades of Kolkata.

            The open session commenced in the afternoon of 4.5.2013 under the Presidentship of Com. S.K. Vyas , President. The open session was inaugurated by Com. A.K. Padmanabhan, All India President CITU. In his speech Com. Padmanabhan elaborately described the adverse impact of neo-liberal economic policies allover world and as well as in India. He described the unity of all trade unions on the issues of working class as a positive development in trade union movement of India. He congratulated the Central Government Employees for their participation in 2 days General Strike 0n 20-21 February, 2013 on call of Central Trade Unions and one day strike on 12.12.2012 by the Central Government Employees exclusively on the call of Confederation for the issues related to them. He appealed to all to fight unitedly to resist the disastrous economic policies of Govt. of India and compel the Govt. to reverse these policies.

            On behalf of Chairman Reception Committee Com. S.S. Roy presented the Welcome speech. He also read out the address of the Chairman Reception Committee, Com. Shishir Bhattacharya. Among the prominent speakers Com. V.A.N. Namboodiri, President BSNL Employees Union, Com. Pradeep Biswas General Secretary BEFI, Com. S.K. Brahma Vice President A.I.R.F., Com. Jayanto Mukherjee, Jt. Secretary, AIIEA, Com. Samir Bhattacharya Joint Convenor of 12th July Committee, delivered their speech and extended best wishes for success of the Conference. Com. Jyotsna Bose, Com. Kunal Biswas, R.L. Bhattacharjee and other Senior Trade Union Leaders of West Bengal were also present on the dais. All the leaders and guests were honoured by Reception Committee by garlanding and presenting mementos. On behalf  of Confederation Com. K K N Kutty Secretary Generally welcomed and thanked all the leaders and guests. Com. S.K. Vyas gave his Presidential address. Formal Vote of thanks was given by Com. J.C. Bose, (Reception Committee)

On 5.5.2013 the Subject Committee was addressed by Com. Sukomal Sen., Sr. Vice President of All India State Government Employees Federation. In his speech he has thrown light on the challenges faced by the Trade Union movement. He appreciated the role of Confederation for continuous struggle for the protection of interests of Central Govt. Employees.Com. S.K. Vyas President Confederation presided the session. One minute silence was also observed to pay homage to the martyrs.

            Com. KKN Kutty Secretary General Presented the Draft Report on the activities of Confederation during the last three years. In the discussion on report Chief Executives of 16 State COCs and 28 representatives of various organizations took    part, Com. K.K.N. Kutty Secretary General concluded the debate after giving replies to the queries and questions raised by the delegates. The report was adopted unanimously by the house. Triennial Audited Accounts was presented by Com. Giri Raj Singh Financial Secretary which was unanimously adopted by the house. 48 Resolutions were presented by the members of Resolution Committee headed by Com. K.V. Jairaj. Credential Committee Convenor Com. K.V. Sridharan presented the credential report before house.

            In his concluding address Com. S.K. Vyas gave a very inspiring speech in which he elaborately described the role of Confederation since it's formation in 1956 and the various struggles conducted including historical strikes of 1960,1968, 1974 and at least one strike each year after 1991, and two days strike on 20-21 February, 2013.He also told about the important role of Confederation in setting up of all Pay Commission since 2nd Pay Commission to VIth Pay Commissions and redressal of various grievances related to the staff . He extended his best wishes to the newly elected body and hoped that under their able and militant leadership, Confederation will march forward and will be able to settle the problems of Central Government Employees.

            Formal Vote of thanks was presented by Com. Pijush Roy General Secretary Reception Committee.

            The Reception Committee under leadership of Com. S.S. Ray, Pijush Roy and other Comrades of West Bengal made excellent arrangements for the successful conduct of the Conference including food, accommodation and transport which deserve every appreciation.

 

           The session ended with shouting of revolutionary slogans.

II.            Resolution moved by the Resolution Committee:

 

A Resolution Committee under the convener ship of Com. Jayaraj KV was appointed. The committee invited resolutions from the delegates and affiliated organizations participated in the Conference. About 136 issues were brought to the notice of the Resolution Committee by the participants. 18 Federations/organizations were submitted their proposal.

       After scrutinizing the subjects, 48 resolutions proposed to adopt in the 24th All India Conference Confederation of Central Government Employees & Workers. Following are the resolutions moved by Com. Jayaraj K.V. Convener, Resolution Committee:

  1. Against the anomalies in MACP/ACP
  2. To upgrade the Pay Scale of LDC & UDC with Grade Pay of Rs2400 and 2800 respectively
  3. To enhance the Rate of Overtime Allowance
  4. To enhance the Rate of Night Duty Allowance and to remove the ceiling
  5. Against the closure of the Government Offices
  6. To Rationalise all Minerals of the Country
  7. To declare 1st May – MAY DAY – as National Holiday
  8. Demanding stringent action against Scam and corruption
  9. To Scrap the New Pension Scheme
  10. To ensure Five promotion in the Service Carrier
  11. For permanent negotiating machinery with All India Federations/Associations recognized under CCS (RSA) Rules 1993 apart from JCM Forum
  12. To rectify the deficiencies in the existing DA pattern
  13. For parity in the pay of Secretariat Staff and filed office staff – ministerial and auxiliary staff
  14. To rectify the discrepancies in the Transport Allowance – IT Exemption, TA for field staff who are away from office on tour, etc
  15. To improve the CGHS Facilities – entitlement of wards in Hospital under CGHS based on Pay in PB + GP, Revision of packages, Empanelment of more Hospital in CGHS, etc
  16. To remove the restriction in compassionate Ground Appointment
  17. To Amend the Bonus Act on various clauses – Ensure 8.33% of the Gross salary as Bonus, Removal of ceiling on Bonus, etc
  18. To ratify the ILO conventions No 87,98, 151 & 154 to grant of all civilian and trade union rights including the right to strike for Government Employees
  19. Against downsizing, out sourcing and contractuarisation
  20. To fill up all vacancies in all Central Government Establishments and remove ban on recruitment
  21. To implement the arbitration awards
  22. For improvement in the House Building Advances – To reduce the rate of interest, One more chance to avail HBA who already taken earlier to improve the existing accommodation, allowing to avail HBA for extension, renovation of exiting own accommodations, HBA for purchasing resale flats/houses
  23. To exempt Children education Allowance from Income Tax
  24. To restore the Rate of Interest on GPF to 12%
  25. To revise various Allowances such as Winter Allowances, Hill Compensatory Allowances, Tribal Allowances, etc. and to ensure the rate on par with the concerned state Governments.
  26. To revise the Gratuity equal to last drawn one month salary and to extend the gratuity to the employees joined after 01.1.2004
  27. Restore two increments or more  on acquiring additional qualifications
  28. To enhance – double the CEGIS coverage limit
  29. To remove the anomalies in the pay of Direct Recruitees and the promotees in the all cadre
  30. To allow Air fare to the employees of North Eastern Region for the purpose of LTC, TA, Travel on medical ground on referral
  31. To enhance all Allowances such as DA, HRA, Special Allowances by 25% from the date of attaining DA 50%
  32. To extend CCL to the single parent – i.e. in case of the mother expired
  33. To sanction special leave for cancer patent for treatment
  34. To extend medical re imbursement for fertility treatment at least for first sitting
  35. To treat Kalpakkam as a satellite town of Chennai and Tarapur as a satellite town of Mumbai for the purpose of HRA
  36. To give one more option to  switch over from CPF to GPF
  37. To remove the ceiling of Patient Care Allowances                                                                                                                  
  38. To place the Temporary Status employees joined before 2004 and regularized later into Statutory pension Scheme
  39. To modify the OM issued by Dept of Expenditure to fix the Pay on promotion to a post carrying higher duties and responsibilities carrying the same grade pay by deleting the reference previous OM by the Department issued in the year 2000, i.e. prior to the implementation of 6th CPC
  40. For extending Pension to the employees of Brahmaputra Board, Assam
  41. To extend one increment to those employees retiring in between January and June
  42. To notify the Recruitment Rule/Promotion Norms for Canteen employees
  43. To Extend the payment of arrears  to all employees working in audit and accounting organizations from 01.01.1196 to 18.02.2003 as per the Supreme Court verdict pronounced in the case of Sebastian & Others Vs. Govt. of India
  44. To Extend the benefit given to Venkat Raman while implementing ACP by the Railway Board as per the Supreme Court to all other similar placed employees
  45. To stepping up the Pay Scale of Seniors on par with the juniors who are elevated on account of ACPs
  46. To abolish the license fee for the Departmental Quarters allotted to the employees since the HRA is recovering fully.
  47. To allow PF withdrawal for second or third time for similar purposes such as purchase of house Plot, Flat, construction of House, etc
  48. To vacate All Trade Union Victimisation
