Dear Comrades,

NE DECIDES:

·         HQr Quota Dues should be cleared by 30th November 2009

·         Units failing to clear the Dues by 30th November 2009 ineligible to attend Conference

·         Appeal to all Units to revise their rate of subscription substantially to cope up with the reducing membership and increasing expenditure.

·         Remit Special Fund to HQr immediately

 

The National Executive meeting held at New Delhi on 19, 20, 21 July 2009 noted with satisfaction that some of the units against whom arrears on account of HQr quota has since remitted the quota. These Units are ; Accounts Category III, Mumbai, Audit Category III, Mumbai, Madras Civil Accounts (II&III), Chennai, P& T Audit , Cat II & III, Nagpur & Accounts Category II Association, Bangalore.

Similarly some units like AG (A&E) WB Association, Cat III, Accounts Cat II, Raipur and P&T Audit Cat III, Kolkata have informed that some of the amounts shown in the circular as unidentified are remitted by them. These amounts have been since shown against them.

The NE after detailed discussion came to the conclusion that financial discipline is a must for any organisation to function efficiently and it has to be enforced without any further delay. The meeting therefore decided that all the units which are in (huge) arrears be given time to remit the HQr Quota upto 31st March 2009 on or before 30th November 2009.

The meeting further decided that those units fail to clear the HQr quota fully for the years 2006-07, 2007-08 and 2008-09 by 30th November 2009 shall not be entitled for delegate status in the 45th Conference. The Conference shall decide whether these units should be given observer status or not.

The meeting directed the Secretariat to prepare and widely circulate the details of remittance towards HQr quota for the years 2006-07, 2007-08 and 2008-09 by each unit immediately after 30th November 2009, clearly mentioning whether any amount is outstanding against each unit.

It was further decided that the circular should clearly mention the number of delegates' entitlement for each unit.

            All the units are, therefore, requested to ensure that the dues on the HQr quota are paid immediately.

REVISE MEMBERSHIP RATES

The National Executive felt that with the revision of the pay on implementation of 6 CPC recommendations, the rate of subscription should be revised upwards. With the reduction of membership every month on account of retirements and non recruitment of freshers, it is the time to revise the membership rates appropriately upwards keeping in mind the need of the organisation in the coming years.

 

            It is important to note that we are having the lowest membership rate amongst the salaried class in India. Even in the unorganised sectors, the rate of membership is much higher.

            All the units may initiate steps to revise the membership. This may be done after taking up enough education campaign and after getting the approval for the same in a special General Body meeting called for the purpose. The National Executive feels that we may even propose to make it Rs 50/- per member per month so that no immediate revision may be required.

SPECIAL FUND –

NE CALLS FOR IMMEDIATE REMITTANCE OF Rs 200/- per MEMBER

            The NE noted that only 40% of the Units have abided by the decision of the Special Conference to collect Rs 200/- per member towards special fund from the arrears of 6 CPC. Details of the Special Fund received is given below

            The NE meeting commented that despite facing the worst onslaught from the audit bureaucracy, the Kerala Unit has contributed towards the Special Fund especially when collection from the membership is very difficult in the given situation.

            The members present in the meeting – from whose units no special fund has been remitted – committed that the collection would be completed and the amount would be remitted without any further delay.

            NE meeting calls upon every unit to rush the Special Fund to HQrs without any further delay.

KERALA DEVELOPMENT

            The AG (A&E) Kerala has been transferred on promotion as Pr AG (A&E) Hyderabad. As far as Kerala is concerned it is a good riddance!

            When posts at the Gr D, Gr C and Gr B are gradually reduced, the posts of Pr AG are being increased!

CORRIGENDUM

            In Circular 16, the date of Demands Day was wrongly given as 28th September 2009. The Demands Day may be observed on 28th August 2009 as given in the Circular 17-2009

            The National Executive Committee of the Association met on 19th, 20th & 21st July 2009 at New Delhi. The meeting was attended by 11 members vis Coms: G.K. Gohain & Subhash Chandra Pandey Vice Presidents, MS Raja, Secretary General, V Nageswara Rao and V Sreekumar Additional Secretaries General, VK Bhambhi, Finance Secretary, Ashok Kumar Sarma, AS Rawat, KC Mathai and Jagmohan Thakur , Assistant Secretaries General and VS Jaitha, Convener, Women's Committee. In addition, the meeting was attended by Coms SK Vyas, Jagdish Panchal, J Sreenivasan and Hari Shankar Tiwari and Som Prakash as Special Invitees. Comrades Shamsher Singh (Haryana) and Hari Singh Meena (Jaipur) also attended the meeting on 20th July 2009.

 

            Com M Duraipandian had informed his inability on account of ill-health while Com Sitaram Singha, Addl Secretary General and Com Anindya Mitra Asstt SG could not make it to the meeting due to the cancellation of their train because of Bengal Bandh, along with Com Gautam Pramanick. Com K Udayakumar had also intimated about his inability due to pressing family problem.

 

            The NE held detailed discussion on the state of affairs of the organisation and decided that the challenges would be met and overcome by sustained effort based on programmatic approach. The meeting adopted a common charter of demands with All India Audit & Accounts Officers Association (Please see Circular 16-2009).

 

            As given in the Circular 16, Demands Day will be observed on 28th August 2009 jointly with All India Audit & Accounts Officers Association by holding lunch hour General body meetings and adopting the Charter of Demands.

 

            It was decided that each station shall be put in-charge of 2-3 NE members who shall have periodic visits to those stations.  

 

            To start with, certain stations are identified for the visit in the first phase. During the visit of CHQ leaders, the units in the respective stations shall conduct meetings of Executive Committee, activists one the first days and General Body on the second day. These programmes would be conducted with the purpose of preparing the membership and thus the organisation for a sustained agitation on the charter of demands.
