CENTENARY CELEBRATION OF THE ASSOCIATION ENDED WITH GREAT SUCCESS

The Centenary Celebration of the All India Audit and Accounts Association held at Raja Ram Mohan Roy Memorial Hall, New Delhi, Near ITO Metro, on 22nd September, 2023. A good number of existing field Associations and veteran leaders attended the said Centenary Celebration programme. The programme has started at 10.00 am by flag hoisting. The Secretary General announced the name of Com. K. Ramesh, the President, for hoisting the Association’s flag. The historical flag of the Association hoisted with thunderous slogan by our Comrades including the Veteran Comrades. After offering flower to the martyrs, all comrades entered into the hall.

In the Hall, one copy of brief history prepared by Com. Radhakrishna and one copy of list of All India Conference of our historical Association from 1922 to 1923 distributed to all comrades. The Secretary General formed the Presidium with Com. K. Ramesh, Com. Anil Kumar and Com. Rupak Mukhopadhyay. The entire programme conducted by our one of the Veteran Leader, Com. K. L. Gautam. Before starting the programme lighting of Panchdeep done by our 3 nos of former President, Com. Duraipandian, Com. Subhas Chandra Pandey and Com. V. Sreekumar, existing President, Com. K. Ramesh and one seniormost Veteran Leader, Com. S. Radhakrishna. The opening song performed by Com. Satya Pal, Asstt. S.G, All India Audit and Accounts Officers Association. After that, Com. K. Ramesh, President, delivered his small speech about the history of the Association.

            A memento with the symbol of the All India Audit and Accounts Association was released by Com. K. Ramesh, President and the first memento was received by Com. S. Radhakrishna.            

Com. S. Yadav, Secretary General, Confederation of Central Government Employees and Workers, New Delhi and Com. Shiv Gopal Mishra, General Secretary, AIRF and Secretary, Staff Side, National Council, JCM, Staff Side attended the meeting as Guest speakers. Both of them thanked the Association for inviting into the grand Centenary Celebration Programme and greeted the house and shared past history and struggles of the Association. Com. Mishra invited our Association for their Centenary Celebration programme scheduled to be held on 24th April, 2024 at New Delhi.

 In what circumstances, our veteran and militant leader organized the fight and struggled during British period as well as after independence of our country was described and traced by Com. S. Radhakrishna, Com. M. Duraipandian, Com. Subhas Chandra Pandey, Com. K. L. Gautam, Com. V. Sreekumar, Com. S. Mohan, Com. G. Gohain, Com. K. C. Mathai, Com. Jagdish Panchal, Com. Khounish Chandra Mitra, Com. Hemant Srivastava, Com. A. K. Sharma. All the speakers informed about the sacrifices and the struggles done by Com. E. X. Joseph, who was dismissed from the service at the age of 26 years.

On behalf of the fraternal organization, Com. Jagmohan Thakur, Secretary General of All India Audit and Accounts Pensioners Association and veteran leader of the Association, Com. Sudhakaran, Secretary General, All India Audit and Accounts Officers Association and former Assistant Secretary General of the Association, Com. Janak Raj Pokhriyal, Secretary General, All India Sr. AO”s Commercial Audit Association greeted the house.

Due to shortage of time, on behalf of the existing field level Association, Com. Upendra Yadav, Com. Balmukund, Com. Dalip Singh, Com. N. Dass, Com. Maninder Singh, Com. Natarajan expressed that the Association will continue to the level best to complete the incomplete work of our veteran leaders and will struggle for the members of the Association.

All the speakers expressed special thanks to Delhi Unit for tireless support to the All India Audit and Accounts Association for organizing the gala programme.

Com. Tapas Bose, Secretary General, thanked all the speakers for expressing the past history of the Association. He informed that after the first World War, in what circumstances our veteran leaders had taken the decision to form the All India Association through its first conference at Calcutta in the year 1922. He expressed special thank to Delhi unit for every assistance of smooth running of the grand historical programme. The Secretary General assured that the old traditions will be carried forward by the existing Association. He expressed that it would be better if all the field units hold similar type of programme in every states.

On behalf of the Presidium, Com. K. Ramesh requested all the units to hold a similar type of programme in all the units so that the present generation knows about the sacrifices and the history of the All India Audit and Accounts Association and declared the end of the historic programme.

CONFEDERATION AND AISGEF DECIDED TO MEGA RALLY ON 
3RD NOVEMBER, 2023 AT NEW DELHI

    The Confederation of the Central Government Employees and Workers alongwith the All India State Government Employees Federation jointly hold convention on last 8th December, 2022 at Talkotra Stadium, New Delhi and finalized the 7-points Charter of Demands, like, 1) Scrap

    NPS – restore OPS, 2) To constitute 8th CPC immediately, 3) Release of 18 months DA/DR immediately, 4) Filling up of 30 lakhs vacant post in Central and State Government offices, 5) Stop Privatizations/ contractualizations in Government Sectors and permanent all casuals, 6) Restore Trade Union/Association facilities, 7) Remove all riders from the Compassionate Appointments. For the last few months all the State Level Conventions were completed by the both organizations.

    Both the Confederation and the AISGEF, on its last joint meeting held at Faridabad on 11th September, 2023 decided to mobilize maximum number of employees from the surrounding states of Delhi. Accordingly, all the affiliates are requested to concentrate maximum participation from the States of Delhi, Haryana, Punjab, Himachal, Rajasthan, U.P., Uttarakhand, West Bengal and ors.

    No doubt, within this period, the Railways, Defence and Central Government Employees were performed historical rally at New Delhi on 10th August, 2023 with a single point demand, i.e., Scrap NPS – Restore OPS.

    In the earlier occasions, the Confederation of the Central Government Employees and Workers was the only platform struggled for the consecutive CPCs. We cannot ignore a single demand raised by the both organizations.

    Being the affiliates of the Confederation, the All India Audit and Accounts Association always performed our best on these issues. Some of our units has already started their preparation
in this regard. In some States, our members are the Secretary, State C-o-C, and they have already convened joint meeting with the All India State Government Employees Federation. But the other units should start campaign immediately considering the 7 points Charter of Demands, which are some of the burning issues as on date for the Central Government Employees. We don’t show any slack in this issue. The tentative quota fixed as follows:

    Kerala-25, Tamil Nadu – 75, Karnataka -25, AP & TS – 25, Maharashtra- Mumbai & Nagpur – 50 x2 (100), Bhopal -50, Gwalior – 50, Raipur -25, Rajkot & Ahmedabad – 25 X2 (50), Rajasthan -50, Allahabad – 50, Lucknow -10, Bhubaneswar & Puri-25, WB – all units – 100, Assam -20, Meghalaya -5, Tripura -5, Manipur- 5 , Nagaland -5, Chandigarh -50, Punjab – 50, Himachal -50, Delhi -50.

    Some of the units have already informed of the ticket booking. There will be huge rush for tickets and hence all the units may do the reservation/tickets without any further delay.

Week long programme with the Officer’s Federation to be observed
 From 3rd October to 6th October, 2023


    The employees of the IA&AD are passing through a very critical situation. The departmental works are getting outsourced day by day. The JCM functioning is completely paralyzed. In spite of repeated reminder, the Office Council Meeting at field level as well as Departmental Council Meeting at Department Level is not taking place. The employees noticed that the number of posts in the higher level has gone up in the recent years while the staff strength at lower level, in contrary, has been drastically reduced. We know the IA&AD, being a watch dog of Public Money, is a department to be strengthened with adequate manpower for discharging its duties and responsibilities cast upon by the Constitution of India. Now a days, it is explicit that the strength of the field level officers and officials from MTS to SAO who do the original work has been reduced to the barest minimum than the actual requirement leading to many compromises like quality of audit, coverage of minimum number of audit entities in audit, physical and mental suffering of the existing employees etc. “More officers at management level to oversee a few”- this seems to be the mantra of the IA&AD this day.

    The quantum of audit is decreasing day by day. There is no provision for arrear audit in the Audit Plan on the floor to the State and Central Legislature. Instead of increasing the scope of coverage of audit, the IA&AD is engaged in the systematic dismantling of the department by reducing audit coverage and audit scope. So many hasty closures in RAP unit in different commercial wing in recent past. Again, the closure of RAPs under MAB Chennai, without analyzing the concept of functioning of RAPs.

    The All India Audit and Accounts Officers Association on its last All India Conference at Rajasthan in this year also taken serious view that the legitimate promotion from AAO to SAO are pending for the last 4 years in so many field offices. Vacancies are there but the Hd. Qrs Office is failed to clear the promotion. As a result, the members of the both Associations are frustrated. Till date the S.R. has not been framed by the Department. The panel for the year 2020 in case of the Commercial Wing and some of the Railways Audit unit are not cleared.
In this situation, it has been decided by the National Executives of the Association that joint programme of this Association alongwith the Officer’s Association are mandatory.

    Considering the demand, the All India Audit and Accounts Association and the All India Audit and Accounts Officers Association decided to observe “Weeklong Demands Day” wearing of black badge alongwith demands badges from 3rd October to 6th October, 2023 culminating with a lunch hour demonstration/meeting on the concluding day, i.e., on 6th October, 2023.

We Demand:

1) Filling up of all vacant posts on a war footing basis.

2) Issuance of promotion order in all cadres like MTS to Auditor/Acctt. Auditor/Acctt to SA and ors within due date.

3) Resolving all the resultant issues on unilateral implementation of restructuring of cadres, so many units have been affected.

4) Withdraw the closure of RAPs across the country including recent closure of RAPs under DGCA, Chennai.

5) Urgent action for holding of DPC on time and issuance of orders promoting AAOs as SAOs forthwith.

6) Immediate implementation of cadre restructuring for SAOs.

7) Extension of all benefits available to Group-A service to the SAOs as well since they are now Group-A Officers.

8) Initiation of immediate action to convene DCM to have meaningful discussion on issues faced by the cadres.

    All Unit leaderships are requested to sit with the Category-II and Category-I leaderships and formulate the implementation of the programme. It is advisable to the unit Leaders to go to every member on 3rd October, 2023 and hand over the black badge and demands badge.

    All the Units are requested to implement the Weeklong Programme in a very successful manner and report to the All India Association.
