Dear Comrades,
On Grant of GP 5400 (nonfunctional up
gradation) to AAOs
Since yesterday,
i.e. 15th June 2018, afternoon whatsapp posts are on circulation stating
that the Director, Expr. Deptt has signed the file extending the 7CPC
recommendation to grant Level 9 (i.e. GP5400) nonfunctional up
gradation to AAOs on completion of 4 years of service. All the posts were taking
credits for the 'achievement'.

And we don't go
to town beating the drum.
From the
beginning, All India Audit & Accounts Association identified the fault lines
in the recommendation of 7 CPC as well as the cabinet decision of 29th June
2016 - that there is a chance for the IA&AD to be kept out on Grant of 5400
(level 9).
Realising that
this could be set right only through effective intervention of CAG admn, we got
engaged with CAG admn. and was successful in that effort.
This led to the
Dept. of Expr. issuing an OM last year wherein it was specifically stated that
the decision taken by DOPT will be applicable to IA&AD also.
This very OM by
Deptt of Expr vindicated what we had been telling from day one.
Next stage was
ensuring Ministry of Railways changing their stand against grant of NFU to
level 9 to their senior section officers (i.e. AAO).
The effective
intervention of Com Shiva Gopal Mishra, GS, AIRF and Secretary, Staff Side, JCM
could bring about a desired change in the approach of Min. of Railways. This
was a year back.
Those who know
the Govt functioning will appreciate the fact that meeting an Under Secretary
or Section Officer in Central Sectt. or giving memorandums to PM or any
Minister never leads to any decision in our favour. Only assertive intervention
by concerned Deptt or Ministry will bring about the desired result in matters
of this kind.
Behind the
curtain, All India Audit & Accounts Association was working on the above
lines. It is the role of JCM that worked, through Secretary, Staff Side,
National Council.
Again, nothing
can be said for sure till the OM is issued.
All India Audit
& Accounts Association will not claim parentage of developments that are
not born to us. This issue could be taken to this end only because of the total
involvement of CAG admn as well as the positive role of Com. Shiva Gopal
Mishra. We only tried to co-ordinate. We are thankful to them.
For us,
resolving the issue i.e. getting NFU to Level 9 to our AAOs is important.
Let the Dogs
bark....We shall march ahead.
