Dear Comrades,
During
the last one week, Secretary General has been flooded with phone calls from the
new recruits of North East region demanding transfer from the station of
posting to Delhi and nearby places. Somebody even stated over phone that the only
option left, if transfer is not granted, is suicide.
All the
phone calls could not be attended as it should have been, as the callers were
emotionally charged. And attending phone
calls one after another on the same issue from quite number of persons was
humanly impossible.
Two
things came out of those calls/attempted calls – one, there is a fear psychosis
amongst those posted in the NE region from the northern part of the country and
two, local Associations are not listening to them. Part two of this may not be
fully true, the fact being that the local Associations do not have any reply
that will satisfy the transfer aspirants. That makes them to contact the
Secretary General. (Some of the callers are not members of our Association;
probably they might be contacting somebody else also).
I tried
to make reason with some of them, but many refused. They insisted that the
Association do as they desire. I told them it is not possible.
The ban
on unilateral transfer in IA&AD has got a background which cannot be put in
words here.
Today
the situation is two-fold. On the one hand there is a huge vacancy on account
of the no recruitment for more than a decade. On the other, vast majority of
those recruited since 2011 hail from states of Bihar & Haryana. And those
offices cannot accommodate all the personnel even if the unilateral transfer is
restored. All have accepted the terms and conditions and there was no
compulsion – the one and only compulsion was of getting an employment.
We have
made proposed a scheme to the CAG administration by which many could be
transferred to their home state or nearby state. But that scheme can function
only if Department make its own recruitment, region/state wise. If acted upon
that can give relief to many personnel posted outside their state. But transfer
of all may not be possible even then, considering the huge number of personnel
recruited from those states and posted to states from Nagaland to Kerala.
All the
Units are requested to appreciate the feelings of those from outside their
state and try to assuage their feelings, telling the reality.
These
new recruits are to be told that for the CAG admn. to accept our proposals, strong
movement is to be built up. That movement will have to be on issues that cover
maximum of the personnel in the Department. An issue like unilateral transfer
may not be in a position to enjoy support of majority of personnel in the
department, as of today.
Keeping
away from the movement on general issues will be detrimental to their cause,
those transfer aspirants may be informed.
All
India Audit & Accounts Association is the first one to take up the issue of
unilateral transfer and to submit a concrete proposal to CAG administration.
Only organisational activities/actions would ensure positive results.
We
don’t want to give false promises, we won’t. The reality may not be liked by
many. But it will be told.
To sell
dreams, no Association is required. Association is required to change the
unchangeable, to fight for getting just treatment, to fight against injustice.
