ON PROPOSED CADRE RESTRUCTURING

 

First about  a correction in our Circular 14-2012 - It was stated in the circular that the post of Audit Manager would be 10% of AO/SAO cadre. It would be 10% of SAO posts. This correction may kindly be taken note of. CHQ expresses regret for the error.

 

CHQ is receipt of some mails from some of the AAOs on the proposals. But any of the unit is yet to give their views – may be units are in the process of convening meetings and summing up the views. It is requested that all Units should take the task seriously.

 

Some tips on the past cadre re-structuring in IA&AD may help us to understand the whole issue in its entirety.

 

The first and the only cadre restructuring that took place in IA&AD was in 1984 – w.e.f. 1st March 1984. That was a culmination of long drawn struggle for pay parity for Auditors with Assistants in CSS (remember that there was only auditors then, Senior Auditor/Senior Accountant, AAO all came thereafter, an aftermath).

 

There was no Auditor up to early 1970. It was UDC. The then CAG, in his memorandum to 3rd CPC in 1971-72 stated that the UDC of the IA&AD would there-after be called Auditors – conveying that the then UDC of IA&AD is of higher stature and cannot be equated with UDC of subordinate offices.

 

In 1984, the cadre restructuring came into being after prolong struggle under the banner of All India Audit & Accounts Association and protracted negotiation with CAG Administration and government of India. The All India Audit & Accounts Association was involved at every stage, disagreements were taken note of, consensus was attempted and the cadre restructuring came into effect after All India Audit & Accounts Association agreed.

 

In the restructuring of 1984, no benefit was accrued to Gr. D and Clerks – though immediately after the restructuring, there were quick promotions to Clerks as Auditors/Accountants – the waiting period for clerk to become an Auditor was not less than 14 years prior to restructuring of cadres.

 

Similarly AOs (then only Accounts Officers) were also not benefitted. Senior Auditor was carved out of the total strength Auditor & Asstt Audit officer out of Section Officer – with 80% of the cadre being upgraded to higher pay and the offices of Accountants General were bifurcated into Audit & Accounts. It is the 4th CPC which restored parity between audit and accounts stating that only a good accountant can be a good auditor. (Senior AO – both in audit and accounts – was created in the early 1990s).

 

In the present proposals no cadre up to and including AAO is benefitted financially or career wise. The long pending demand for parity with Assistants in CSS is altogether ignored. In the case of SAO also, what is offered is not what we were championing for – Gr. A status and 6600 GP. Both are denied.

 

As an organisation when we approach the whole proposals you may kindly take into consideration –

 

·        How far these proposals live up to our demands – not only financial but status wise also - the auditor's (includes up to SAO) pay and status should be above that of auditee.

·        Whether these proposals would enhance our morale and thus efficiency?

·        Whether these proposals would attract better talent to IA&AD?

·        The proposed direct recruitment to Sr. Ar./Sr. Acctt. will be a boon or bane in pursuance of our demand for parity.

·        Whether we should agree to Deptt's stand of not going by the DOPT's instructions that Committee with Staff side be constituted for cadre restructuring.

 

Each unit may consider the situation specific to their station with the all India picture in the background.

 

Each unit may finalise and communicate its views by 30th June 2012. Kindly note that the unit views or individual views may not be conveyed through phone or sms.

The Conventions being organised by the Confederation in every state is underway. Rather it is over in many states/stations.

 

A serious organisational shortcoming in respect of the affiliates of All India Audit & Accounts Association is reported by the leaders of the Confederation who attended the Conventions and also by the General Secretaries of state unit of Confederation.

 

In certain stations the participation of our units was just token – with either President or General Secretary being present. Some stations nobody from our Associations attended. Of course, there is no denying to the fact that there are units which lead the confederation in the respective stations and are doing commendable job in mobilising the employees – but, sadly, their numbers are coming down.

 

It could well be understood what will be the fate of the campaigns on the charter of demands finalised by the Confederation, when the leadership even do not care for attending the conventions or meetings of the Confederation at their station.

 

Glory of the past won't take any movement anywhere –only hard work would keep it up. It is time our leadership realise this.

 

The issues raised by the Confederation - price rise, wage revision after 5 years, removal of anomalies of 6 CPC, withdrawal of PFRDA bill and universal statutory pensions scheme for all employees, filling up of all vacant posts and abolition of contract, contingent, casual labour system and regularisation of all such workers, removal of restrictions on compassionate ground appointment, vacation of victimisation and merger of DA with pay as and when it crosses 50% -  have to be taken to the mass of employees and they should be mobilised for a sustained agitational programme culminating in one day strike.

 

 

All the units should take initiative in organising the conventions and meetings under the banner of Confederation and should mobilise the rank and file on the charter of demands and also ensure that good number of our members do participate in all such conventions, meetings and campaigns.

 

The conventions in the following stations are to take place in the coming days –

           

            Orissa (Bhubaneswar, Cuttack)  – 26, 27, 28 June 2012

            NE region (Guwahati, Shillong & Agartala) – 26, 27, 28 June 2012

            UP (Kanpur, Lucknow & Allahabad) – 3, 4, 5 July 2012

            Chandigarh & Shimla – 12, 13 July 2012

            Delhi – 16-17 July

           

Our units in these stations should mobilise themselves for successful conventions by co-ordinating with other organisations of the station.

 

All our units should ensure best mobilisation for the March to Parliament on 26th July by fulfilling the quota assigned to them in Circular 13-2012.

 

The CWC meeting that will be held on 27-28 July 2012 will be attended by the accredited member of the CWC ie General Secretary – in addition to the members of NE – elected as well as Special Invitees..

CADRE RESTRUCTURING PROPOSALS

 

The CAG administration had convened a meeting of recognised Federations on 6th June 2012 to brief on the proposals on cadre restructuring. No representative from All India Audit & Accounts Association could make it to the meeting as Secretary General was hospitalised.

 

The administration took pain to arrange another briefing for the Secretary General and the same was held yesterday ie 15th June 2012.

 

The proposed cadre restructuring does not envisage any financial benefit or career advancement to cadres below AOs.

 

The proposals are given below. Every Unit may discuss the proposals in detail in the Executive Committee, activists meeting and general body and give their comments within a fortnight without fail.

 

1. The scheme proposes to create post of Audit Manager, Group B Gazetted, in every office – both in audit and A&E with a Grade Pay of 6600. The cadre Strength of Audit Manager will be 10% of AO/SAO cadre, but over and above the existing strength of the cadre –without any matching saving.

            These posts will be mainly HQr based– touring liability will be limited to performance audit reviews etc. There will be no all India transfer liability.

            It will be a selection post, 'good' being the bench mark for promotion. There is an age & service restriction – only those who have completed 55 years with 7 years of service as SAO will be considered for promotion as Audit Manager. (In other words, the selection to post of Audit Manager will be to those who could not make it into IA&AS – roughly 1% of AO/SAOs are inducted into IA&AS every year).

            As of the day the cadre strength of AO/SAO is 3800 (approximately) and at the initial stage there could be 380 posts of Audit Managers across the country.

            The DPC will be a local affair as Audit Manager is a Group B post.

            Audit Managers will be intermediary between SAO and Group officer functioning as Technical Assistant to Group officer. The functions that will be assigned to Audit Manager are:

In Audit offices -        

Desk oriented/routine matters, Vetting of IRs, follow up of IRs, draft objections and performance Reviews, adherence to auditing standards/field audit standards by the local Audit

In A&E offices

Preparation of Appropriation and Finance Accounts, Treasury Miscellaneous & Liaison with the Reserve Bank of India and lead Banks

 

            It was told that the Department has already moved the Govt for the creation of this post i.e. a decision has already been taken and a detailed proposal is pursued vigorously with the government.

 

2. A new cadre Non IA&AS Gr A is contemplated; the modalities are being worked out. The thinking is on the following pattern.

 

            The induction to this cadre will be from AAOs. As a result the AAO will be of two streams –1. State cadre as is now and 2 All India cadre.

            The promotee AAO will have an option – to be in the state cadre and avail the existing promotional avenues including the proposed Audit Manager post or opt for all India cadre for being inducted into non - IA&AS Gr A (again all India cadre) with further induction into regular IA&AS and promotional avenues upto Sr DAG (non Functional) with a Grade Pay of 8700. Those opt for this will not be considered for promotion to the post of Audit Manager.

            As for Directly recruited AAOs, there will be no option – they will be automatically placed in the all India cadre.

            This will be of the nature of fast track promotion.

 

3. Henceforth only two streams of SAS will be there – audit and accounts. Separate exams for commercial audit, P&T Audit, Railway audit etc is discontinued (already being implemented). In the case of direct recruitment, it will be through UPSC.

 

4. Supervisors post will be 4% of the AAO cadre.

 

5. The Senior Auditor and Senior Accountant is proposed to be re-designated as Audit/Accounts Assistant. The cadre has already been classified as Gr B Non Gazetted. An element of direct recruitment is proposed in the cadre of Sr. Auditor/Accountant.

 

Auditor/Accountant, Gr. C, is proposed to be re-designated as Junior Audit/Accounts Asstt.

 

The recruitment will be through Staff Selection Commission.

 

6. Other cadres do not find any mention in the proposals.

 

7. It was told that the present strength of IA&AD is 44000 against the sanctioned strength of 68000.

            At present the shortages in each cadre is as follows:

            Gr B – SAO/AO/AAO 22% vacancies against SS of 18500 posts

            Sr Ar./Acctt-Auditor/Accountant 38% vacancies against SS of 37000 posts

            MTS and support staff 35% against SS of 12000 posts

It is proposed to gradually increase the SS roughly to 117000.

Approximately 26000 Gr B and C posts are to be filled up by 2020.

RE-VERIFICATION OF MEMBERSHIP

 

The administration might be asking every unit to submit fresh authorisation letter from members as per the instructions of the CAG administration – wherever 5 years are over or about to be over.

 

In older days, we used to go to every employee to enroll them as members. Through that process, a regular interaction with the members and the employees in general used to take place. Collection of membership every month remained as mainstay of every Association that ensured proper interaction with every member.

 

With the advent of the realisation of membership through check-off system on implementation of CCS (RSA) Rules, 1993, a visible slackness in the regular touch/contact with the membership is observed in many units. To overcome this widening gap with the membership and to ensure that democratic functioning is strengthened, the National Executive Committee had given directive to every unit to evolve a system of activists. Unfortunately majority of the unit leadership were lukewarm towards implementing an idea that would have helped the organisation to face many of the challenges of the day.

 

The re-verification of membership is an opportunity to go to every employee to enroll them as member. Every unit leadership should take special initiative to ensure that every one is contacted and all are made members of the Association.

 

Some units have reported that the process has already started. Wherever it is still to be communicated by the administration, we may initiate the process without delay so that we will have sufficient time to fill in the gaps, if any.

 

MARCH TO PARLIAMENT ON 26TH JULY 2012

As communicated vide Circular 11/2012, Confederation has decided to organise March to Parliament on 26th July 2012 in pursuance of the 14 point charter of demands finalised. Confederation leaders would be undertaking tour to various stations for mobilisation purpose. Our units are requested to make use of the visit of the leaders of Confederation and ensure massive participation in the March to Parliament.

 

Each unit/station may ensure participation in the March to Parliament by deputing as many (and not less than) number of comrades as given below:
