The
Central Working Committee meeting held on 4th and 5th
September 2018 at New Delhi, presided over by Com. Tapas Bose, President, was
attended by 33 units represented by 94 delegates & observers in addition to
3 special invitees. 24 delegates participated in the discussion on the note
submitted by the Secretary General.
Senior
Leaders Coms. Subhash Pandey, Nageswara Rao and KL Gautam addressed the house.
Each one of them exhorted the delegates and observers on the need to strengthen
the organisation at grass root level and thus the headquarters –
organizationally and financially. The discussions were summed up by the
Secretary General.
It was
decided to build up a movement on Trade Union Rights, 5 promotions from entry
level, Promotion of DEO as Auditor/Accountant, promotion of Sr
Auditor/Accountant as AAO, Regularisation of casual/contract workers (including
those employed with departmental canteen).
It was
further decided to strengthen the struggle against NPS demanding restoration of
the defined benefit scheme (i.e. old pension system) and attempts by the
administration to curtail the functional facilities of the Association.
The CWC
meeting decided to organise the following programmes in pursuance of the above
demands:
1. Adoption
of Charter of Demands by holding lunch hour meeting – 25th October
2018
2. One Day
Dharna by the Executive Committee at every station/Unit – 28th
November 2018
3. Mass
Dharna in every Station/Unit
4. Dharna
before CAG office
The date(s) for 3 & 4 would be decided later.
The CWC adopted following resolutions:
1. On Kerala flood relief
2. On cadre restructuring
3. On participation in the one day strike on 15 November 2018
4. On Delay in recognition of Associations and denial of functional
facilities
5. Demanding suspension of Shifting of AP office to Amaravathi till
April 2022
6. On continued attacks on the employees’ co-operative societies in various offices
7. Demanding recruitment of local people
8. On grant of permission to contest elections to employees
cooperative societies
9. Demanding regularisation of casual and contract workers including contract workers in the departmental canteen
10. Demanding withdrawal of NPS and restoration of old pension scheme
11. Against downsizing of audit offices
12. On additional work to P&T Audit office, Nagpur
The CWC
in a separate resolution urged upon the CAG administration to extend the check
off system under CCS (RSA) Rules, 1993 to Federation.
Every
delegate attending the CWC recorded their deep appreciation of Civil Audit
Association, Delhi for the magnificent arrangements and warm hospitality. Com.
Tapas Bose, on behalf of the National Executive Committee, thanked the leaders
and activists of Civil Audit Association, Delhi for their humongous effort in
hoisting the CWC meet.
