HIGHER PAY SCALE FOR SR.AUDITOR/SR.ACCOUNTANT
We had submitted two items to
National Anomaly Committee (NAC) that are specific to our Department and
organised accounts, listed at item No. 12 (Implement the recommendation on
Parity in Pay Scale between Sr. Auditor/Sr Accountant of IA&AD and
organized Accounts with Assistant Section Officer of CSS) and Item No 14 (Grant
of GP 5400 to Senior Section Officer of Railways & AAOs of IA&AD and
Organised Accounts (Civil Accounts, Postal Accounts and Defence Accounts).
In the preliminary sitting of the
NAC on 11th January 2018 (which our Secretary General who is the
member of NAC could not attend) to screen and finalise the items that could be
taken up as anomaly, the official side informed that a committee has already
been set up to consider Item No 12 and the item can be taken up for discussion
at a later date if the item remain undecided.
We all know that the Govt has
already issued OM granting 5400 to AAOs of IA&AD, Civil Accounts and
P&T Accounts.
In the NAC meeting held on 17th
July 2018, it was clarified by DOPT that the question of extending GP 5400
(level 9) to Sr SO of Railways and AAO of Defence Accounts is under the
consideration of Govt.
It was also clarified that the
committee set up to look into the demand of parity in pay scales to Senior
Auditor/Sr Accountant is expected to submit its report in a month’s time.
We may take this development to our
members and the attached JAC circular may be given wide publicity.

The issues of grant of higher pay scale to Sr. Accountant/Sr Auditor at par with the cadre of Assistants now re-designated as Assistant Section officers of Central Secretariat as well as the issue of grant of GP 5400 to AAOs on completion of 4 years of service were being pursued with the Government since the implementation of 6th CPC. We went to the 7 CPC and placed our arguments, pleading for justice for audit & accounts personnel.
After the 7 CPC submitted its recommendations including our issues in different forms, the Cabinet referred these recommendations to a committee under DOPT.
In this context, we referred both this items to National Anomaly Committee (NAC) in which Com. M.S. Raja, Chairman, Apex JAC is one of the members.
In the meeting of NAC held on 11th January 2018 to have a preliminary discussion on admission of items, it was reported by the official side that the demand for higher pay scale to Sr. Accountant/Sr Auditor (item No 12) is under the consideration of a Committee. Copy of the minutes attached.
The item on Grant of GP 5400 to Senior Section Officer of Railways and AAOs of IA&AD and organised Accounts (Civil Accounts, Postal Accounts and Defence Accounts) was admitted as an anomaly.
In the meantime, as we all know, the Govt. has issued order granting GP 5400 to AAOs of IA&AD, Civil Accounts last month and Postal Accounts, keeping out Senior Section Officer of Railways and AAO of Defence Accounts. However, in the meeting of the NAC on 17th July 2018 it was informed by the official side that grant of 5400 to the remaining sections (Railway accounts and Defence Accounts) is under the consideration of the Govt.
Our representative in the NAC (Com M.S. Raja) was informed by Joint Secretary (Personnel) that the committee set up to consider the demand for GP 4600 to Sr. Accountant/Sr Auditor (at par with Assistant SO of CSS) is expected to submit its report in a months’ time.
It is indeed a positive development that the government is acting upon our demands, with constant persuasion from the forum of JCM.
But we should keep our arsenal, i.e. the organisational machinery updated and well maintained so that we should be in a position to assert ourselves to achieve our demands.
Apex JAC requests all the constituents and its field formations to keep the members well informed of the developments and the efforts of the apex JAC leadership in pursuing our demands. We should also prepare them for struggles as and when called for.
