Dear
Comrades,
The
National Executive Committee of the Association met at Hyderabad on 27-28 March
2018.
The
following attended the meeting – Coms: Tapas Bose, KC Mathai, V Sreekumar,
Anilkumar, Amitava Chatterjee, K Ramesh, G Rajagopal, T Anandakumar, Rupak
Mukhopadhyay, RJ Iyer, Pramod Mishra and KN Jayashree Raj. Coms Hemant Pant and
Anindya Mitra were absent. Of the special Invitees - in addition to Coms KL Gautam,
Subhash Pandey and V Nageswara Rao – Coms: Balbir Suri, Roshan Lal, Bahadur
Singh, Sohan Lal, Sunil Khanna, Mahesh Verma and Vidya Simha attended the NE
meeting. Com JK Prajapati had sought leave of absence due to ill health of his
father. Coms Amit Roy, Subrata Saha and Shankar Sahoo were absent.
Trade Union Camp
The
review of the implementation of the decisions taken by the Allahabad CWC meet
and the NE meets thereafter on conducting trade union camps brought out the
bare fact of non seriousness on the part of the units in carrying out the
decisions taken unanimously. The meeting noted it very seriously, especially so
because the Units of the National Executive Committee members are also included.
So far, only Jaipur and Guwahati
have implemented the decision in this regard. Though Kolkata reported that it
conducted the Trade Union camp on March 7-8, HQr was not informed in advance.
It did not invite/involve HQr leaders in the TU camp. The NE meeting observed
that though conducting camp is good, non observance of organisational decisions
in its true spirit cannot be appreciated. The TU class at Hyderabad is
scheduled for 29th March 2018, it was reported.
Nagpur and Kerala assured to conduct
the Classes in May-June 2018 while Chennai said it try its best to conduct it
in June 2018 itself.
Cadre restructuring Proposals and
Campaign there-on
It is reported by many that our
proposals on restructuring of cadres is appreciated even by the other
organisations as it touches upon the expectations of each cadre and is
practical.
But discussions over that exposed
our weakness in taking this good work to the mass of employees. Few units
reported about the observance of Campaign week. But many are yet to commence
the campaign.
Units such as Guwahati did hold
general body meeting on the restructuring proposals, whereas some units had its
Executive Committee meeting while many have not done – atleast not reported –
any move to educate the mass of membership.
Revive system of Representative
Assembly/Section Activists (RA/SA)
Discussions revealed that there is
no mechanism to reach the members on the issues that we champion. Even our
journal is not taken to members.
This is resulting in the widening of
the gap between the membership and the leadership, adversely affecting organisational
efficacy. This has a cascading effect on the implementation of various calls
given by HQr or Confederation.
It was therefore decided that the
system of Representative Assembly/Section Activists that was in vogue in the
earlier days be revived by every Unit.
Every Unit may positively complete
the process and have the first meeting of RA/SA on or before 25th April
2018.
Report on formation of RA/SA may be
intimated to HQr by 30th April 2018 along with the list of RA/SA,
their sections and mobile numbers.
It was further decided that so as to
ensure the implementation of the decisions as well as to campaign on our
proposals on restructuring of cadres and other charter of demands, a group of
leaders would visit each station during June-July 2018. The detailed programme would be
finalised shortly and each unit and NE member would be advised accordingly.
Felicitation of Com. V. Nageswara
Rao
Hyderabad Units had organised a
felicitation function in the honour of our senior leader Comrade V Nageswara
Rao who superannuated on 28th March 2018. The function that
commenced at 1.30 pm concluded at 5 p.m. The massive participation of the
general members throughout the function is worth appreciation and all our units
should take a leaf out of this to know how to be with the membership and earn
their confidence, love and affection.
On behalf of the NE, Com. Tapas
Bose, President presented a memento to Com V Nageswara Rao. Coms: Tapas Bose,
MS Raja, Subhash Pandey and KL Gautam spoke during the function. All the NE
members expressed their regards and love to Com Nageswara Rao by offering
shawl, momento etc. President and General Secretary of Civil Accounts
Association, Nagpur also felicitated Com Nageswara Rao.
We wish Com V Nageswara Rao an
active and happy retired life.
National Convention on “Strengthening
Audit & Accounts to safeguard People’s Rights”
It was decided to organise a
National Convention on “Strengthening of Audit & Accounts to safeguard
People’s Rights”, preferably during the monsoon session of Parliament and
latest by winter session of the Parliament, involving political and social
activists and MPs.
Draft Work paper for the Convention
would be circulated soon.
All India Women Convention &
Convention of All India Audit & Accounts Pensioners Association as also the
CWC meeting is also planned along with the National Convention on “Strengthening
Audit & Accounts’ details
of which would follow.
Strike Declaration National
Convention of CG employees will
be held on 10th June 2018 at Sundaraiyya Vignana Kendra,
Bagalingampally, Hyderabad. All the NE members would attend the
convention as delegates. In addition, we may also nominate some members from
Hyderabad, Nagpur, Bengaluru and Chennai. The Concerned Units would be
intimated shortly about the number of delegates from each station.
