Dear Comrades,

As we all know, our views on the proposed restructuring of cadres have already been submitted to the CAG. The cadre restructuring committee formed by CAG has convened joint meeting of all the recognised Federations on 7th March 2018.

Know Our Proposals and its distinctiveness

The proposals that are submitted by us have two parts – one functional and two career progression.

We have visualized the changes that may occur in the days to come and proposed effective mechanisms to face and overcome those changes and strengthen the fundamentals of the functioning.

The implementation of IFMS (or IFHRMS) and its impact on both audit and accounts cannot be ignored; rather it has to be seen with all seriousness. CAG should ensure discharge of the constitutional function related to Government accounts and make it I.T. (Information Technology) based and strengthen it.

Keeping in view of the complex and purely technical, knowledge based functions that we discharge, we have demanded 5 time-bound promotions in one’s career.

The whole of IA&AD should have only one nomenclature – such as Auditor, Sr Auditor, Assistant Audit Officer, Audit Officer etc.

The SA should get a non functional promotion to Pay Matrix Level 7 on completion of 5 years as SA. SA should get further promotion as AAO. And there should not be any direct recruitment in the AAO cadre, it should be filled in through SAS Exam (60%) and promotion of SA Grade II (40%). The AAO cadre shall consist of SAS qualified and promotees from SA Grade II. Further promotion to AO be from the combined gradation list of AAO.
We also propose that the recruitment rule for each cadre should earmark certain per centage for unilateral transfer/ deputation. (Today it is against the direct recruitment quota).

DEO should be integrated with main stream cadres, ensuring their promotion as Auditor and stenographers getting to share the promotional avenues at HQr office are also proposed.

We have also demanded that post of LDC may be upgraded and merged with DEO as the cadre of LDC has become redundant.

Whether Submitting Proposals are Enough?

As stated earlier, the Cadre Restructuring Committee headed by Shri. V. Kurien would meet all Federations from 3 pm onwards on 7th March 2018.

The way the Committee is going ahead – without representation to the Staff Side – creates doubts in our mind that whether the whole exercise is a ploy to implement the ideas the administration have? How far we can expect from this exercise?

Well drafted, well intended proposals and presentation of it in the most effective manner may not bring any desired results. These demands have to be backed up with mass mobilisation. This is the need of the hour.

Every Unit should cause detailed discussion on the proposals and take the message of time bound 5 (five) promotions to everyone (from the entry cadre) to each and every employee to generate enough support. That alone would ensure career progression to personnel of IA&AD. CAMPAIGN WEEK may be observed by every Unit by postering, distributing hand bills, holding group meetings etc. The HQr does not propose any specific period for this Campaign Week. Each Unit/Station may decide the period suiting it, preferably in March 2018. The Campaign Week may be captioned “5 time promotions- our right –know our proposals on cadre restructuring”.

All the Units may inform the HQr of the details of the proposed campaign week. On observance of the programme, a detailed report may be sent to HQrs.
