- UPDATED THE
CHARTER OF DEMANDS
- CALLS FOR
SUSTAINED AGITATION IN PURSUANCE OF CHARTER OF DEMANDS
The CWC meeting at Shimla on 12-13 March 2014 will be remembered for the
direction that has been given to the organisation. It will also be remembered
for how the warm hospitality could beat even the inclement weather, keeping the
delegates and observers warm, happy and involved.
36 Units attended the CWC – the inclement weather and the ongoing Board
exams notwithstanding. 11 National Executive Committee members, 5 Special
Invitees, 36 delegates and 116 observers attended the meeting. Of the four NE
members who did not attend the meeting, Com Kamalesh Choudhury is indisposed
and just been out of hospitalisation, Com Anindya Mitra had to cancel the
ticket at the last moment because of the sudden illness of his mother and Com
Partha Guha because of some unexpected developments at home front. There was no
communication from Com: Nina Kumari Kujur, Convener, Women’s Committee.
27 delegates participated in the discussion over the note on agenda items
presented by the Secretary General while other units submitted detailed note on
the issues concerning their units.
The CWC meeting updated the charter of demands and decided the following
programmes in pursuance of the Charter of Demands.
The updated Charter of Demands is:
1.
i) Merge Auditor/Accountant with Senior Auditor/Accountant and grant the
GP of 4600 in PB 2.
ii) Grant the GP of 5400 in PB 2 to AAOs, GP of
6600 in PB 3 to AOs and 7600 to SAOs in PB 4
iii) Revive the cadre of Record Keeper by
de-merging from MTS and grant GP 1900 in PB 1.
2.
Grant atleast 5 promotions in the career.
3. i) Fill
Up all vacant posts through local recruitment
ii)
Reassess the staff strength on scientific work norms
4. Permit Graduate MTS to negotiate SAS exam
5.
Re-designate DEO as Audit/Accounts Assistant; open up 100% promotion chances
for DEOs as Auditor/Accountant.
6. Ensure equal opportunity in promotion to
stenos of the same station.
7.
Restore transaction audit to the fullest extent.
8. Strengthen Audit & Accounts to
Safeguard People’s Rights
Stop down-sizing; Stop outsourcing & privatisation of Audit &
Accounts; Scrap Curtailment/shedding of Audit
functions in the name of Audit Plan; ensure continuance of the existing Accounting and
Auditing methodologies and appropriate party days with scientific work norms;
ensure effective Panchayati Raj Audit & Accounts by sanctioning adequate
posts; revisit restructuring of Audit effected from 1..4. 2012.
9. a)
Amend Company Law and DPC Act for Audit of Public Sector Undertakings & Corporations even after reduction of
Government share to below 50%.
b) Amend Company Law to ensure the Audit by
IA&AD of all Public Limited
Companies listed with Securities and Exchange Board of India (SEBI)
c)
Enact necessary law to bring audit of all public Financial Institutions by
IA&AD.
10. a)
Vacate victimisation of Association activists.
b) Allow democratic functioning of Association
without interference from administration
11. i)
Withdraw annual audit criteria introduced vide letter dt 27 January 2011.
ii) Stop unilateral implementation of
transfer policy in Commercial Audit & P&T Audit
12. Implement Arbitration Award on SA pay Scale
13. Declare
placing as AAO on passing of SAS exam as direct recruitment and extend benefits of
MACP to Assistant Audit/Accounts Officers.
14. Designate
Supervisor as AAO & Earmark 20% of AAO post for seniority cum fitness promotion
15. Remove differential treatment on pay fixation
on promotion vis-à-vis direct recruitees in
all cadres
16.
Stop downsizing of P&T Audit Offices; conduct audit of private service
providers as per TRAI regulations.
17.
Re-imburse hotel charges to Railway
Audit personnel wherever Railway accommodation is not allotted while on tour.
18. Restore
unilateral transfer policy.

The dates for the programmes at 5 and 6 will be decided later. The
campaign material on the charter of demands would be circulated later. All the
Units are requested to ensure serious mobilisation on the charter of demands.

As decided by the joint NE meeting of apex JAC constituents on 11th
January 2014, the third stage of action
ie Joint Dharna in every station is to be organised on 26th March
20-14 in pursuance of the following demands
1.
Pay

by Courts to audit & accounts cadres.

DAY LONG JOINT DHARNA ON 26TH MARCH, 2014
We
are sure, all of you have received the JAC Circular No. 4 dated 15th
February 2014 and learnt about the outcome of the discussion held with the Jt.
Secretary (Pers), Ministry of Finance on 14th February 2014. It was
already indicated clearly in the said Circular itself that, we shall have to go
ahead with our programmatic approach with all seriousness to create compulsion
on the Government to concede our long pending demands.
In
the Joint National Executive meeting of the constituents of apex JAC held on 11th
January 2014 in Delhi, it was decided to organize phased programmes till we
meet in the National Convention in June/July 2014.
In
pursuance of the decisions of the above mentioned Joint National Executive
meeting, the call for one day Unit/Branch wise Dharna on 29th
January 2014 was given. Many units and Branches of different constituents had
implemented the call seriously and there was enthusiasm among the rank and file
membership.
The next course of
action being station wise joint Dharna by local Branches and Units of the
constituents at every station under the Banner of local JAC, it has been
decided that the programme shall be held on 26th March 2014. In
order to implement the programme successfully, all local constituents of JAC
are requested to take following steps:-
Step 1. Hold
a Joint meeting of the representatives of constituents of JAC immediately after
the receipt of this Circular.
If the local JAC in
non-functional, the Chief Executives of the local constituents shall come in touch with each other and constitute JAC
immediately.
Step 2. The local JAC shall decide the
venue of Dharna. It shall also take all other measures necessary to make the
Dharna successful.
Step 3. The local JAC shall hold General
body/Gate/activists meeting in all offices/constituents and appraise the members about issues and also
the decision of JAC to hold the Dharna.
Step 4. Local JAC shall organize the Dharna
on 26th March 2014 in a centrally located place. Leaders of COCs and
other fraternal organization to be invited to address the meeting. The lunch
hour meeting shall also pass the following resolutions and forward those
to all concerned.

The
lunch hour meeting of the Accounts and Audit Employees & Officers held

Dharna, reviewed the outcome of the discussion held on 14th February
2014 between the Joint Secretary (Personnel), Ministry of Finance, Department
of Expenditure and the staff side members of the National Anomaly Committee and
representatives of apex JAC on item 28 of National Anomaly Committee. The
meeting observed with great concern that the official side is not inclined to
hold a meaningful discussion and settle the long pending issues, which is
untenable.
The meeting therefore, urges
upon the Government of India to discuss the pending items with the
representatives of staff side/apex JAC and settle them across the table without
further delay.

Dear Comrades,
The
Union Cabinet approved the Finance Ministry’s proposal on terms of reference of
the 7thCPC. We have placed the full text of the same on our
website. None of the suggestions made by the Staff Side was accepted by
the Government.
However,
our concern over the date of effect seems to have been taken note of. The
terms of reference has left the effective date of its recommendations to be
decided by the Commission itself. A united stand backed up by struggles
will enable us to clinch this demand in our favour. Undoubtedly it has
been our endeavours and the two days strike action that has compelled the
Government to have a rethinking on their earlier stand of Decennial (Ten years}
wage revision for Central Government employees and the date of effect as
1/1/2016
Unlike
on the earlier occasion, the Government has not decided to grant Interim Relief
and merger of Dearness allowance. Nor has it asked the Commission to
consider and make appropriate recommendation in this regard specifically. As pointed out in our earlier
communication, inclusion of a labour representative in the Commission being not
an idea the UPA Government cherishes, for it is diametrically opposite to its
economic policies and ideology, they have stuck to the position of sandwiching
the Honourable Judge with bureaucrats. In the light of the agreement
penned by Com. Mahadeviah, the General Secretary of the recognised GDS union
with the Postal Board to the effect that a separate one man committee will look
into the service conditions of the Grameen Dak Sewaks, it is not surprising
that the Government chose to ignore our demand to cover them within the ambit
of the 7th CPC. Our demands for parity between the
past and present pensioners and scrapping of the new pension scheme also stand
rejected.
As
you are aware, the 6th CPC (and the earlier Commissions also)
had refused to entertain the demand for removal of anomalies despite Government
referring the same to the Commission specifically. Therefore, the omnibus
clause in the terms of reference requiring the Commission to submit interim
reports may not be of any help to us to raise the anomalies before the 7th CPC.
At
the conclusion of the meeting held on 24/10/2013 by Secretary, DoPT, with the
staff side on terms of reference of the 7th CPC, it was agreed
that the Government will consider our suggestion in the matter and will convene
another meeting with the presence of Secretary (Expenditure) to iron out the differences,
if any, and explore the possibilities of an agreement in the matter. But no
such meeting was convened and no attempt was made by the official side to
arrive at an agreed Terms of Reference.
We
must now react to the arbitrary and unilateral decision of the
Government. We appeal all the State
Secretaries, District Secretaries and Branch Secretaries of the affiliated
organisations and the State/District COCs to immediately send the following
Savingram to the Prime Minister.

(iv) Date
of effect from 1/1/2014
(v) Parity
in pension entitlement between the past and present pensioners
(vi) Coverage
of the existing defined benefit pension scheme to employees recruited on or
after 1.1.2004.
(vii) Include
a representative of the Labour in the 7th Central Pay
Commission.
(viii) Settle
the anomalies raised in the National Anomaly Committee
While
the National Convention scheduled to be held at Nagpur will chalk out detailed
and phased programmes of action, we call upon our State Committees and
Affiliated Unions to organise massive
demonstration in front of all offices and important centres on 7th March, 2014 (Friday) or any other immediate convenient date. Kindly
instruct all the Branches to mobilise their members so that the demonstration
has the participation of cent per cent of the membership of the concerned
branch. The State Units and affiliated Unions may issue pamphlets and
posters and ensure its wide circulation throughout the country.
As
already declared by the National Secretariat of the Confederation, we shall have to go for an indefinite strike action
immediately after the General Election if our demands are to be settled.
