In the meeting of Staff side on 16th July 2012 this issue of total paralysis of JCM functioning was hotly discussed and it was decided that it should be raised very strongly in the Anomaly Committee meeting. Accordingly, both Sri M Raghavaiah, Leader, Staff Side and Com Umraomal Purohit, Secretary, Staff Side raised the issue of non-functioning of JCM forum at different levels in their introductory remarks opening up a detailed discussion there-of.
Staff side pointed out that even the National Council has not met for the last two years (The last meeting was on 15th May 2010, that also after a gap of 3 years). The items are to be decided in the same meetings as per the scheme and constitution of JCM which is seldom done. Except in Railways and Defence, the Departmental Council meetings is not held in any other Department. Departmental Anomaly Committee has not been formed in any of the Departments except in the two. It was further pointed out that in IA&AD, the authorities have even redrafted the constitution of the Departmental Council unilaterally, subverting the very scheme of JCM.
Secretary, DOPT agreed that the scheme's functioning is in the interest of all and all efforts should be made to ensure its effective functioning. He assured that meeting of the National Council would be convened immediately after the monsoon session of Parliament is over. He also stated that DOPT will write to every department on the need of effective functioning of JCM forum – Departmental Council and regional/office council – seeking a report there-on. (DOPT has since written to every Department, copy of the letter is published in the September 2012 issue of Auditlekha Samanvay).
Departmental Council Meeting
There was a stalemate in the IA&AD on account of the unilateral redrafting of the constitution of the departmental council which is against the very foundation of the Joint Intent on which Joint Consultative Machinery (JCM) is founded. The Joint Intent states that the any provision in the Constitution can be amended by mutual consent.
Attempt is even made to dictate who should be the Secretary and Leader Staff side and infringe upon the solemn right of the staff side. We had demanded that a special meeting of the Departmental Council may please be convened so as to enable the staff Side to elect Leader and Secretary.
The administration convened a meeting of the Departmental Council on 23rd August 2012 for the very purpose that we had sought for – ie to elect Leader and Secretary, Staff side. Though the administration has no role in this and it is purely an affair of the staff side, we decided to attend it so that we can raise the fundamental issues.
At the start of the meeting itself we demanded abrogation of the unilaterally drafted constitution and restoration of the constitution that was approved on mutual consent. This will be raised as agenda item in the 28th ordinary meeting of the departmental council.
The meeting elected Com Subhash Chandra Pandey as Leader, Staff Side and Com MS Raja as Secretary, Staff Side.
Courtesy Meeting with DAI
Courtesy meeting with DAI was held on 24th July 2012. In the meeting we raised the issue of continued victimisation of Association leaders and activists in various field offices like Kerala, Andhra Pradesh, Rajkot, West Bengal and Uttar Pradesh. The issue of banning of demonstration was also raised.
We requested DAI that the informal channel of negotiation upto the level of DAI should be made available which alone will curb the whimsical actions of certain Accountants General.

All Units are requested to send items – functional, work-related etc – with explanatory note by 30th August 2012.
VISIT OF CONFEDERATION LEADERS
The Confederation has decided to hold campaign on the 15 point charter of demands for the strike on 12-12-12 and chalked out visit of leaders to various stations. Leaders would stay put in every station for two or three days, would meet leaders of every affiliate in the station, would hold joint and separate meetings in addition to visit to different offices.
All the units should ensure that the visit of leaders of Confederation and also of our leaders (being worked out) is made use of to the fullest extent.
NATONAL WORKERS' CONVENTION
12 (twelve) Central Trade Unions have decided to hold a National Workers' Convention on 4th Sept 2012 at Talkatora Stadium, New Delhi. Confederation has decided that in addition to the Secretariat Members of Confederation, National Executive members of all affiliates should also attend the convention. All NE members including special invitees may ensure their participation in the Convention on 4th Sept 2012.
