HOW TO CREAT A MESS; HOW TO SUSTAIN IT & HOW TO UNJUSTIFIABLY JUSTIFY IT – LEARN IT FROM CAG'S ADMINISTRATION
It is nearly two months since the restructuring of audit has been implemented. Even today if you ask the officers in CAG's office or in the field offices about the status of certain function and personnel, you will get conflicting responses.
If in Maharashtra, a particular function comes under Social service sector then in Gujarat the same function will be classified as one under Economic sector. This is visible through out. New offices are created; additional posts of PDAs and DGAs are created; there is acute shortage in the manpower at lower level.
Audit of Port Trusts has been enbloc shifted to commercial audit. One the one hand, the commercial audit is without man power while on the other hand the one working in the port trust audit wing is under threat of transfer.
In the good old days one Accountant General used discharge all the functions in every state – both audit and accounts. Today there is multiple Accountants General – PAG – PDA-DGA. What is the per centage of audit that we conduct, no body knows. No body is bothered and concerned. We get publicity and media coverage – more than enough – when a performance audit report is published. What else you want. Man on the street does not know about what actually public accountability means. He can be fooled with performance audit reports – net result is not a concern at all. This is the era of performance audit cum publicity "melas"!
There was briefing made to the staff side, a perfunctory ritual. The views expressed by the staff side were never given even a thought.
During the briefing assurance was given that nobody will be displaced. Instances are reported from certain offices that certain personnel are shifted as the office/RAO itself is transferred to newly created office. No response from administration.
Similarly change of administrative control is creating havoc with the personal claims of personnel in certain offices.
From the beginning we have been telling the administration that what is required is a unified command which allows man power flexibility within the station. But what has been done is more fragmentation – with the threat of displacement in the near future, especially when somebody qualifies for promotion.
What have been done is not 'restructuring' – it is 'de-structuring' (ie making structureless) if not destructing the very strong foundations of the department.
LONG DELAY IN CLEARING TA/DA BILLS
Some units have reported that TA/DA bills have not been settled for more than 10 months – causing hardship to the personnel who have undertaken the tour. True, advances might have been drawn, that cannot be the excuse for not settling the final claim for such a long period. What would happen if the employee fails to prefer a final settlement bill with in the stipulated time is known to one and all.
The reason offered in some offices are quite interesting – they are checking the authenticity of the bills. Whether the authenticity of any bill preferred by any IAAS officer is ever checked? Kindly do it first. Also please verify where all they had a holiday during the last five years and who footed the bill.
Why this? Nobody is coming clear on this. Every body who matters says there is no scarcity/shortage of funds. Then is it that you do not want to settle it? Something is amiss. Why this hide and seek?

N O T I F I C A T I O N
It is here-by notified, under Article 9 D of the Constitution of All India Audit & Accounts Association, that the Central Working Committee of All India Audit & Accounts Association will meet at New Delhi on 27th & 28th July 2012 to transact the following business.
Agenda
- To consider the developments in the departmental front, the increasing denial of democratic rights of the employees and continued attack on the leaders and activists of the Association at field level and to decide future course of action.
- To take appropriate decision to implement the decision of the Confederation of Central Govt Employees & Workers to organise one day strike exclusively on the demands of central govt employees.
3. To report on the decision of the National Executive to hold the 46th Conference at Guwahati and to report the preparations there-of.
3. Any other matter with permission of Chair.
As per Article 9 D of the Constitution only one delegate per affiliated Association can attend the CWC meet. Not more than one observer would be permitted.
All the affiliates should clear HQr quota upto and including 30th June 2012 failing which the affiliated Association shall not be entitled either as delegate or observer. .
The venue of the CWC meeting shall be Garhwal Bhawan, Panchkuia Marg (near Jhandewalan Metro station), New Delhi.
Delegation fee of Rs 500/- shall be charged per delegate/observer.
An extended CWC would be held on 26th July 2012 in which more activists may attend.

Article 9D - CENTRAL WORKING COMMITTEE: The Association shall hold Central Working Committee Meeting, at least once in a calendar year, represented by the Central Executive Committee Members of the Association and one delegates from each of the Federating Associations. The Secretary / General Secretary of the Federating Associations shall be delegates to the Central Working Committee Meetings. However, if the Secretary/ General Secretary, for any valid reason, shall be unable to attend CWC meeting, he/she will nominate any other representative as delegate. The representative so nominated by the Secretary/ General Secretary of the Federating Association has to be an office bearer of the Federating Association and shall have to produce authority letter of nomination from the natural authorized delegate i.e. Secretary/ General Secretary.
