MOBILISE THE EMPLOYEES & OFFICERS;

PREPARE FOR A LONG DRAWN STRUGGLE

 

            The move to down size the Indian Audit & Accounts Department is in the full swing. The downward trend can be arrested and reversed only through sustained struggles, ably assisted by mobilisation of general public through seminars, conventions, signature campaigns etc.

           

            Limiting ourselves to either of it would not bring the desired results. The employees and officers have to be educated and mobilised on the danger to audit and accounts and such a situation would have on their service conditions and career where as before the general public the attempt to subvert of public accountability by drastic changes in the audit methodologies, contractorisation and shedding of audit and accounts functions to the extend of tokenism etc has to be projected.

 

            To take the fight in the right direction, it is necessary that we do have a vibrant and democratic organisational set up. The hurdles put up by the administration in the functioning of the Associations and venomous attacks it launched against the Associations at various stations like Kerala, Rajkot, Gwalior and Kolkata are to be explained to one and all.

 

            The point that if anybody is violating rule it is the CAG's administration is to be brought before the employees and officers. Naturally, the first task would be to protect the rights of the workers for conducting their activities as decided by themselves without interference from administration.

 

            The fight against authoritarianism in IA&AD and against down sizing can be effectively waged if we have a vibrant and democratic organisation.

 

            The Units may utilise the proposed visit of the CHQ leaders in this direction.

 

STRENGTHEN THE ORGANISATION FINANCIALLY

 

            Organisations gain strength to fight back victimisations and attacks on the TU rights as well the retrograde policies of the department and the government when it has got resources at hand – the man power  and finances.

 

            We are making the concerted effort on the first front, ie man power, through sustained campaigns, repeated visit of Chq leaders as well as through phased but intensified agitational programmes. But the second one, ie finances, has to be raised from amongst the membership as part of our campaign and struggle against the policies that discriminate the Gr C and B employees and officers.

 

            On disbursement of first part of arrears on Pay on account of implementation of 6 CPC recommendations, the Special Conference had given a call for collection of Rs 200/ per member towards Special Fund.

 

            Many units have paid up fully. Certain Units have defaulted in the remittance of this Special fund while some units have remitted partially.

 

            Now the 2nd and final part of the arrears (bigger in percentage and quantum) on account of implementation of 6 CPC recommendations has been ordered.

 

            Also a good number of personnel are benefitted out of MACPS, arrears of which are also on the anvil, if not paid already.

 

            All SOGE passed candidates and Adhoc SOs have been benefited out of March 25, 2009 order of CAG regularizing all adhoc SOs and promoting all waitlisted SOGE passed candidates as Adhoc SO (AAO). This is the result of relentless struggle that we waged for nearly 10 years.

 

            Therefore all Units are called upon to collect atleast Rs 100/- towards special fund from these arrears in addition to Rs 200/- call for which was given by Special Conference. Units may also collect extra in addition to Rs 100 (+200) to create a corpus fund for them.

 

            Units should take steps to revise the rate of subscription to Rs 50/- per month with immediate effect.

 

CWC MEETING AT NEW DELHI ON 29, 30 OCT 2009

 

            The CWC of the Association will meet at New Delhi on 29,30 October 2009 the Notification for which is enclosed.
