Dear Comrades,
After a long, long gap the CAG administration has shown some inclination (if it can be termed so) to settling the long pending demands of the personnel of IA & AD. As the formal meeting with DAI – agenda items for which has already been submitted – is awaited, one of the 16 point charter of demands, ie item No 10 - Grant promotion to employees against the direct recruitment quota – has been settled. Orders regarding amending recruitment rules enabling diverting vacancies under direct recruitment quota for promotions (for this panel year) were issued in respect of Auditors & Accountants in the last days of December 2008 itself. The recruitment rule for Clerks has also been amended making the vacancies in the direct recruitment quota available for the promotion of eligible Gr D under examination/seniority promotion quota for this panel year. Also, the Recruitment Rule for Clerks has further been amended so that panel shall be closed every year. The Circular in this regard has been issued by CAG office on 28th January 2009.
Every Unit should take care that promotion do take place in each of these cadres against the vacancies in the direct recruitment quota. This relaxation would be of great help to those waiting for promotion for quite number of years.
Also, we should ensure that every beneficiary and general member is made aware that it is through constant and relentless organisational pressure we could make the CAG administration see reason and concede to our demand. We must remember that this is the first time since 1992-93 relaxation by diverting vacancies in the direct recruit quota towards promotional quota has been done.
This is a vindication of the struggles that we launched during the last few years on departmental issues. It reassures us that we will be able to achieve further by intensifying our agitational programmes.
Strengthen the Organisation, Increase the Mass Base
The need, so as to launch intensified agitations on departmental issues, is to strengthen the organisation. This is, in the first step, by bringing about democratisation in the organisational functioning along with transparency in the functioning of the Associations at all levels. This will help us to reach out to every member while also enabling us who are not inclined towards Association activities. The result will be that the participation in the programmes as well as decision making processes will be much more.
Secondly, we should continue our effort to win over those sections of employees who have left the mainstream of Audit & Accounts Employees and gone astray. The leadership in the field level should take lead and special effort to engage these employees and their leadership in a continuous dialogue, bringing them closer to us first by ensuring participation in the actions on departmental front as well as common front of CG employees. The circulars of All India Audit & Accounts Association should be circulated amongst them.
The Extended National Executive would discuss these issues and take appropriate decisions in its meeting on 24-25 February 2009 at Thiruvananthapuram.
JAC Call - Observe Demands Day on 19th February 2009
The Apex JAC met at Chennai on 11th January 2009 and adopted a Charter of Demands. The meeting was attended by Chief Executives of all the Constituents of JAC except All India Defence Accounts Employees Association. The meeting decided to observe 10th February 2009 as Demands Day by holding lunch hour meeting wherein the Charter of Demands would be adopted by each field formation of every constituent organisation.
For certain reasons the date of observance Demands Day has to be rescheduled to 19th February 2009. JAC Circular is enclosed.
All India Audit & Accounts Association endorses the decisions of the Apex JAC and call upon every unit to observe Demands Day on 19th February 2009.
CSV Warrier Memorial Trust Registered
After a long tortuous journey, we are successful in registering the Trust, the constitution of which was unanimously approved by the Special Conference held on 16,17th October 2009, on 21st January 2009. Com V Sreekumar, Addl Secretary General, signed the documents on behalf all other Trustees. The Trust has been given the name "CSV Warrier Memorial Trust", after Com CSV Warrier, our Secretary General from 1981-1988.

OBSERVE DEMANDS DAY ON 19TH FEBRUARY 2009
The Apex JAC that met at Chennai on 11th January 2009 at Chennai adopted 7-point Charter of Demands and decided to submit the Charter of Demands to to the Government through the respective heads of departments by observing Demands Day on 10th February 2009, holding lunch hour meetings and adopting resolution. These decisions were stated vide JAC Circular 02 dated 17th January 2009.
It was further decided in the 11th January '09 meeting that while the there will be meetings in all field formations of all Constituent, the Apex JAC leadership will submit the Charter of Demands to the Government after holding arranged before Parliament by Delhi based units of Constituent organisations.
To make the programme more effective and purposeful, observance of Demands Day has been rescheduled to 19th February 2009, when the Parliament will be in session.
All the Constituent organisations are requested to instruct their field formations to effectively co-ordinate with other constituents in their respective stations for effective observance of Demands Day and send reports to JAC headquarters without fail.
The constituent organisation may specially instruct their units in Delhi for massive mobilisation on 19th February 2009.

This meeting of ………..Association held at …. On 19th February 2009 here-by unanimously endorses the 7-point Charter of Demands adopted in the meeting of Apex Joint Action Committee of Officers and Employees Organisations on 11th January 2009 at Chennai.
This meeting notes with dismay that negotiation on implementation of arbitration award on audit and accounts pay scale has not been held despite the fact that the staff side has made clear-cut suggestions.
This meeting urges upon the Government of India to immediately initiate discussion with the Apex JAC leadership to settle the following demands-
1. Implement arbitration award by granting higher pay scale notionally w.e.f.1-1-1986 and effectively w.e.f 1-1-2006.
2. upgrade LDCs by re-designating them as Acctts/Audit Assistants and following pay sales to different cadres-
Accounts/Audit Assistant PB-1 with Grade Pay Rs.2400
Accountant/Auditor/ Steno Gr.II PB-2 with Grade Pay Rs.4200
Sr. Accountant/Auditor/ Steno Gr.I PB-2 with Grade Pay Rs.4600
SO/JAO/AAO/PS PB-2 with Grade Pay Rs.4800
PB-3 with Grade Pay Rs.5400
On completion of 4 years.
Accounts/Audit Officer PB-3 with Grade Pay Rs. 6600
Sr. Accounts/Audit Officer PB-3 with Grade Pay Rs. 7600
3. Grant ACP on departmental hierarchy basis.
4. Grant one increment and Grade pay of Rs.4800 from the day of passing JAO/SOG examination.
5. Grant three increments on passing departmental confirmatory examination.
6. Step up pay of Senior Promotees who exhausted ACP in the event of junior drawing more pay and getting ACP in compliance with apex court judgment.
7. Grant recognition to Railway Accounts Staff Association.
This meeting further urges upon the Ministry of Railways to treat Railways Accounts as a separate entity and grant recognition to the representative body of Accounts Employees of Railways i.e. All India Railway Accounts Staff Association without any delay.
The meeting resolves that the resolution shall be handed over to head of the Department/ office for onward transmission to the higher authorities.
