START MOBILISATION FOR INDEFINITE STRIKE FROM 20TH JAN 2009
Confederation decides to embark upon indefinite strike demanding further improvement in fitment formula, revision of minimum wage amongst other
· All India Federations/Associations to serve Strike Notice on 2nd Jan. '09
· Mass Rally at New Delhi on 2nd Jan '09 after serving Strike Notice
· Massive demonstration at every station on 6th January '09
· Confederation leaders to participate in the State/regional level Conventions
The National Executive of Confederation met on 13th December 2008 and unanimously decided to start the indefinite strike from 20th January 2009. All the affiliates of the Confederation will serve strike notice to the respective head of departments on 2nd January followed by a massive rally in front of the Parliament. Confederation Circulars are attached.
It was further decided that Convention would be held at every state capital. The date, venue and details of the Confederation leader attending the Convention are given in the attached circular.
The National Executive of our Association that met on 10th and 11th Dec 2008 reviewed the preparation and called upon the every member to put maximum effort for massive mobilisation in support of the strike action.
Campaign material would be dispatched soon. Our units should mobilise the local COC for successful strike. We should also take advantage of the visiting Confederation leaders for mobilisation.

REMIT SPECIAL CONTRIBUTION
The National Executive reviewed the implementation of the decision of the Special Conference on Special Contribution @ Rs 200/- per member. It is noted that hardly 20% of the total amount committed in the special conference has been received by Head Quarters till this date. The National Executive appealed to every unit to complete the targeted collection without any further delay and remit the same to Head Quarters latest by 15th Jan 2008. The National Executive reminds the unit leadership and the members that even the arrear payment of the Secretary General and Office Secretary could not be made for want of funds. Other obligations await further. A list of the units that have remitted the special fund is given elsewhere in this circular.

National Executive hailed the contribution of Com Prava Sarkar, Convener, Women's Committee who will be retiring from service on superannuation on 31st Dec 2008. The National Executive wishes healthy retired life.
National Executive decided to co-opt Com VS Jaitha, Audit & Accounts Association, Kerala, as Convener, Women's Committee in place of Com Prava Sarkar with effect from 1st January 2009.

Dear Comrade,
The National Executive of the Confederation met today as per the notice issued. The meeting was presided over by Com. S.K.Vyas. The meeting reviewed the implementation of the decision taken at the meeting held at New Delhi on 26th August, 2008. Taking into account that most of the affiliates have endorsed the decision taken to organize an indefinite strike action in pursuance of the 20 point charter of demands, the meeting took the following decision.
a) To delete point No. 10 (in part I of the charter of demands) i.e. SDA to employees ion NE Region.
b) To amend point No.4 in part II of the charter of demands as under:
"Replace adhoc bonus with PLB and remove the 60 days ceiling. Implement the decision of raising the Bonus computation ceiling (Rs 3500) to all persons employed by Govt. of India.
c) To serve the strike notice on 2.1.2009 by all affiliates and the Confederation CHQ at Delhi to the respective Heads of Department and Cabinet Secretary respectively. by holding a massive demonstration on that day. Comrades from Delhi, Rajasthan, Punjab, Haryana, UP and selected comrades from all other states will participate in the rally. The number of Comrades each state should deploy to participate will be intimated in our next circular letter. The meeting desired that atleast ten thousand comrades should assemble at Jantar Mantar for the rally in order to manifest our unity and determination in organizing the indefinite strike.
d) Such Demonstrations will be held on 6th Jan. 2009 in all State capitals with massive mobilization of members and will serve the copy of the strike notice on each heads of Offices.
e) The indefinite strike will commence from 20th January, 2009.
f) Besides the 20 point common charter of demands the affiliates may add the sectional demands as is decided upon by the respective organizational fora.
g) The State COCs will hold state level conventions as part of campaign Programme at the respective State Capitals between 6th to 9th January, 2009. The National leaders of the Confederation and of the affiliates will participate in such conventions. The meeting decided to have the following dates for the conventions.

25.12.2008- New Jalpaiguri-West Bengal
03.01.2009- Delhi.
06.01 2009 Bhopal, Allahabad, Bhubaneswar, Ranchi, Trivandrum.

h) Campaign material will be sent in a week's time. Strike notice proforma alongwith the amended Charter of demands will be circulated alongwith the next circular. The comrades from the CHQ who will be attending the state level conventions will be intimated in the next communication. All affiliates will draw out their campaign Programme separately for the strike action.
The meeting appealed all comrades, affiliates and COCs to take every step for the successful conduct of the Strike action, which will commence on 20th January, 2009.

Dear Comrade.
This is in continuation of our Circular No. D-20/ dated 13.12.08. As discussed in National Executive, the modified Charter of Demand is enclosed.
The National Executive has decided to organize campaign conventions in all state capitals preferably between 6th and 9th June 2009. The tour programme of the members of the Sect. of the Confederation is enclosed. The COC may kindly take steps to convene the convention on the prescribed dates without fail. It will be difficult to change the date as such change will bring about a cascading effect and will make the programme impracticable. Therefore, the COCs may adhere to the date. The Convention for Gujarat has to be changed for 12th Jan. 08 beyond the time schedule prescribed by the National Executive. This was unavoidable due to the reason that Com. S.K.Vyas would not be able to reach Mumbai on 8th Jan. 2009.
The Rally to be organized at Delhi on 2.01.09 must have representative participation from all over the country. The No. of comrades who must be deployed by the concerned COC for the purpose of joining the said rally is indicated hereunder. The COC may kindly ensure that they do deploy the stipulated No. of Comrades i.e. the minimum for participation in the rally.

Part I. 6th CPC related issues
1. Grant Rs 10000 as minimum wage as per 15 ILC Norms.
2. Grant minimum fitment benefit of 2.625 times of pre-revised basic pay to bring about uniform rise of 40% in emoluments and raise grade pay to 50% of the maximum of the pre-revised scales in respect of PB 1,2 & 3 as has been done in the case of PB 4.
3. No abolition of Gr.D. Posts and functions. Lift ban on recruitment, fill up all vacant posts and scrap screening Committee.
4. Grant 10% of pay+ Grade pay as minimum benefit on promotion or financial up gradation.
5. Fix the date of effect of all allowances as 1.1.2006.
6. No performance related pay or bonus scheme
7. Revise the Transport and daily allowances as demanded by the staff side JCM National Council.
8. Remove the condition of 6 months for applying the uniform date of 1st July as increment dates.
9. ACP to be on hierarchical system obtaining in each department.
10. Retain and improve CGHS and make insurance scheme optional
11. Implement flexitime working hours for women/disabled employees as recommended by the 6 CPC and remove clause (iv) of OM No.13019/2/2008-Estt.(L) dated 18th Nov. 2008 on Child Care Leave.
12. Direct all the Departmental Heads to settle 6th CPC related department specific demands/problems within a stipulated time.
13. Grant civil servant status and Pension to 'Gramin Dak-Sevaks.'
14. No reduction in the commutation value and restoration of full pension after 12 years.
15. Compute the pension entitlement on the basis of notional pay as on 1.1.1996
Part II
Demands pending settlement for long in the National Council JCM
1. No outsourcing or contractorisation of Govt. functions.
2. Grant statutory defined pension scheme to the employees recruited after 1.1.2004 and withdraw the PFRDA Bill from Parliament.
3. Implement the Board of Arbitration Awards.
4. Remove the arbitrary 5% ceiling and 3 years condition on compassionate appointment and withdraw court cases and absorb all waitlisted RRR candidates.
5. Implement the revision of bonus ceiling @ 3500/- in the case of all personnel employed by the Government including casual/contingent and daily rated workers and Grameen Dak Sewaks. Replace adhoc bonus with the PLB and remove the 60 days ceiling.
