NE meeting
held on 19th July, 2023 at
New Delhi
The National
Executive Meeting of the All India Audit
and Accounts Association was held on 19th July, 2023 at New Delhi. Inspite of water-logged situation
at New Delhi, all most all the NE members
attended the meeting.
The meeting presided
by Com. K. Ramesh, the President of our organization. At the outset,
President welcomed all the NE members participated the meeting. All the NE members
observed 1 minute silence paying homage to those who expired after Thiruvananthapuram conference.
After that the President read out the Agenda Items of the meeting.
The President
expressed special congratulation to Com. R J Iyer for
his excellent performance in the field of art.
Review of the last 49th
AIC and finalization of revised Charter of Demand: All the NE members expressed
thanks to the Kerala Unit for holding
one of the best All India Conference at Thiruvananthapuram, Kerala.
No problem faced by our members. After discussion at length, the revised
Charter of Demand finalized by the NE,
is enclosed in the annexure.
Organizational review and the programme thereof: The Secretary General informed that the Staff Side, Departmental Council,
IA&AD had submitted the agenda items to the Hd. Qrs Office more than six months ago. As per JCM norms, the DCM
should be convened by the Department
every after four months but the Hd. Qrs Office did not take any initiative in
this regard. As a result,
so many long pending demands
are not settled. To achieve
the demands, series
of the agitational programmes are required. After
discussion, it was decided that all the field
units may hold meeting at lunch hour to popularize the Charter of Demands to
every member of the Association
throughout the week starting from 21 – 25th August, 2023. Due to Onam festival, the Kerala
and one other unit can change the dates as per convenient time.
The Secretary General informed
that right now all the NE members are very much efficient to face any challenges and will visit all
the nearest units. All the NE members will take care to perform the week-long programme not only to their units but also
to the nearer units. If necessary, the Secretary General will visit the units.
JAC with the AIA&A Officer
Association- programme thereof: The SG informed that the right now there are some shortcomings on the part of JAC. The AIA&A Officers Association is very busy on court case. The JAC will finalize the common Charter of Demands with programme.
Preparation of the Centenary
Years Celebration: In
the last 49th AIC, it was decided that the unit level Associations would hold various programmes like
sit and draw, extempore, musical,
recitation and etc competition throughout the month of February and March, 2023 and the AIAAA would organize
the Centenary Programme
in the month of April, 2023. But due to some
unavoidable circumstances it could not
be held. The NE decided
to hold the Centenary Celebration of our All India
Audit and Accounts Association in the third week of September, 2023 at New Delhi. The Delhi unit will take initiative to make it
colorful and successful programme. Participation must be ensured by every field level Associations.
Financial position of Hd, Qr at Ghaziabad: After the last 49th Conference held on 27-29th January, 2023, it was observed that the Hd. Qr quota @ Rs.12/- upto March, 2023 not yet paid by some units. The SG informed that from April, 2023 the Hd. Qrs quota has been revised @ Rs.20/- per member per month. The SG informed the house it is the duty of the field Associations to reimburse the TA expenditure during the visit. After discussion, the NE has taken the decision that the field level Association should clear the Hd. Qrs quota upto March, 2023 without further delay and try to release the revised subscription from April, 2023 onwards. It was also decided that the visiting unit will reimburse the SG’s TA expenditure.
Report on Property case: Com. S. C. Pandey, the applicant of the court case, expressed in details about the latest position in this regard. The NE unanimously thanked and expressed that he is still maintaining the herculean task to save our property. The NE has taken the unanimous decision that being the Permanent Invitee, Com. Subhas Chandra Pandey will continue the case on behalf of the All India Audit and Accounts Association.
Finalization of place and date of next C.W.C. meeting: The NE and Special Invittee members, those who have attended the meeting, did not come forward to host the next C.W.C. meeting. As a result, if possible, Special Working Committee Meeting will be held at New Delhi in the month of September, 2023. The date will be announced shortly.
Any other matter with the permission of the chair: The NE members have raised some common issues like filling up of all the vacant post, players quota recruitment, transfer policy etc and requested to the Secretary General to take up the matter once again.
At last,
the President thanked
to all members for participating in the discussions. He also informed that in coming days it is our
task to popularize the Charter of Demand amongst our members and will direct them to participate in coming all the
struggles and declared the meeting as closed.
March to Parliament on 10th August, 2023: The NJCA (National Joint Council of Action) on its 1st Meeting of this year
held on 21st January, 2023 has formed one platform commonly known as JFROPS (Joint Federation for
Restoration of Old Pension Scheme) alongwith all the constituents, Railways,
Defence, Confederation of Central Govt.
Employees and Workers,
College teachers, University Teachers, State Govt. Employees and ors.
with a single point agenda, “SCRAP
NPS – RESTORE OPS”. Only after the programme performed by the JFROPS on 21st February and 21st March, 2023, the present Finance
Minister was compelled to announce in the last day of the budget session that one
committee will review the present NPS system.
In the meantime, the said committee headed
by the Finance Secretary met twice with
the Standing Committee Members of the NC, JCM, Staff Side. After that the JFROPS has launched
Mashal Jolush, Daylong
Dharna in main cities. Now it was decided that more than 1 lakh employees will participate in the
Rally, March to Parliament on 10th August, 2023. Accordingly, in the last meeting of the
Confederation National Secretariate fixed the quota of 1000 employees to All
India Audit and Accounts Association.

Charter of Demands.
1. Demanding withdrawal of NPS and restoration of OPS.
2. Cadre Re-structuring may be completed after meaningful discussion with the staff side. All piece meal R.R. should be kept in abeyance.
3. Departmental Council Meeting should be convened every after 4 months as per JCM norms.
4. Against downsizing of Audit office. Bank, LIC, SEBI, NGO may come under the purview of C&AG Audit.
5. Demanding filling up all vacant post including Departmental Canteen through recruitment of local people.
6.
Vacate victimisation of Association Leaders and Activists.
7.
Stop annual audit criteria
introduced vide letter
dated 27/1/2011.
8. Implement Arbitration Award for SA pay scales.
9. Allow metal pass to AAOs in Railway Audit. Re-imburse hotel charge to Railway Audit employees when Railways is not allowing accommodation for Audit Party.
10.
Grant five promotions to all employees
in IA&AD.
11.
Immediate attention may be taken for the promotion of AAO to SAO.
12.
Stop discrimination of AAOs as Adhoc,
RT & Regular.
Allow same benefits to all AAOs.
13.
Stop downsizing of P&T Audit Office.
14. Remove 5% criteria on compassionate appointment.
15. Introduction of efficiency examinations in all cadre from Auditor/Accountant to Supervisor like CPD exam.
16. Grant equal pay to the all Stenographer/Manager posted in field office at par with the Hd. Qrs. Office.
17.
Reasonable transfer
policy should be adopted for Hindi officials
in IA&AD.
18.
Removal of 45% bench mark for
SAO examination.
19.
CPD examination bench mark should be 45% instead
of 50%.
20.
House Building Loan and other loan should be considered for compassionate appointment.
