Implementation
of NE Decisions
Mobilisation
on NPS
The
NE meeting held at Bhubaneswar decided to hold a convention in each station. As
the background paper could not be sent on time, the Convention may be held on
15th February 2018. The work paper (background paper) would be made
available in the first week of Februray.
TU Camp
The
TU camp at Jaipur is being held on 29-30 January 2018.
The
Units that have been mentioned in the Circular 26/2017 are requested to
intimate the date for TU camp. In the absence of any
communication/confirmation, HQr would decide the date and communicate.
On cadre Restructuring
The
Committee set up to finalise the draft report will meet on 17th
February 2018 at Bengaluru. The same would be circulated to the Units
thereafter for their comments and inputs. The NE would meet at Hyderabad on
27-28 March 2018 to take a final call.
In
the meanwhile, we had written to the CAG for forming a committee on
restructuring of cadres in IA&AD with representation to staff side. Copy of
the letter is enclosed.
The
CAG’s administration, in turn, has asked us to submit our proposals to a
Committee on Cadre Restructuring. It is not clear what the composition of the
Committee is and who heads it. The letter is silent on staff side
representation also.
We cannot accept an (anonymous)
committee of officers with no staff representation. We don’t want a committee
like pay commission which will hear us but will not do anything and even if
they do, it won’t be in our interest. It is the career prospects of Gr C &
B personnel at stake and we cannot compromise on it, especially because we have
to wait 33 years for a cadre restructuring.
DOPT
has clearly stated that the Committee on cadre restructuring should have staff
side representatives. In all other Departments, it is implemented in its true
spirit. IA&AD cannot be allowed to be an exception.
Hold Lunch hour meeting and adopt
Resolution
Every
Unit may adopt a resolution demanding a Committee on cadre restructuring with
representation to the Staff Side by holding lunch hour meeting on 8th
February 2018. (Draft Resolution is given elsewhere) submitting to respective
HOD for onward transmission to CAG.

Resolution
This meeting of the general
members of …………………………………………Association, O/o……………………………………. held on today, 8th
February 2018 considers the decision of the CAG to form a committee on
restructuring of cadres in IA&AD as a welcome step.
This Association is of
the considered view that the Committee’s function should be transparent,
necessitating representation to the Staff side in the Committee set up for
restructuring of cadres in IA&AD. This meeting would like to remind the CAG
administration that DOPT’s standing instructions on the Committee on
restructuring of cadres insists representation to the Staff Side.
This meeting of general
members of this Association, therefore, urges upon the Comptroller &
Auditor General of India to reconstitute the Committee on restructuring of
cadres in IA&AD with representation to recognised Federations in IA&AD
making the committee’s constitution known to all concerned.
Resolved to submit a copy
of this resolution to CAG of India through proper channel.
Further resolve to
forward a copy of this resolution to Secretary General, All India Audit &
Accounts Association, CSV Warrier Bhawan, 15/1089-90, Vasundhara, District
Ghaziabad, UP- 201012 for information.
