Dear Comrades,

Courtesy Meeting with DAI was held on 11th October 2017. Comrades Tapas Bose, President, V Sreekumar and Anilkumar, Additional Secretaries General represented the Association in addition to the Secretary General. PD, Staff, AC (N) and AO (JCM) were also present.

During the freewheeling discussion, the following issues were brought to the notice of DAI, requesting personal intervention.

Denial of trade union facilities at Allahabad Audit and MAB-I, Mumbai – the position was explained in detail.

Chennai situation – explaining the situation, we pointed out that AG is questioning the authority of DAI and CAG and also of the acts passed by Parliament raising a question on office decorum and rule of law.

Additional Chances for SAS exam – elaborating the position, we requested that the issue may be looked at afresh considering the post 2010 situation where there was no cap on the number of chances for SAS Part II. We requested that atleast those left with one or two papers may please be permitted additional chances, as a first step.

Compassionate Ground appointment – the rigidity that is followed by many field units were pointed out. Adding cost of dwelling unit as income is prevalent leading to rejection of many otherwise deserving applications. In many cases the report of the Welfare Officer is without any compassion. There is a need to issuance of liberalised guidelines in this regard – including a refresher course to Welfare Officers on Compassion.

Induction Training – We pointed out that in the earlier days all the new recruits were to undergo induction training that gave every new entrant a fair idea about the functioning of the IA&AD as a whole and also wing wise. This helped to inject sense of commitment to the discharge of our duty as a noble one, in service of the nation, in service of probity in public life. There is a need to re-introduce the same so as to inculcate the basic ethos of the Department as ‘watchdog of Indian finances’.

We also conveyed our apprehension that HQr office is failing in asserting itself when faced with aberrations/deviations committed by officers at field level. This has led to situations where certain officers have dared to question even CAG in their interaction with personnel working under them.

In the course of discussion we also pointed out various deviations that are committed by various officials at field level who try to divide the personnel working field offices on various grounds.

DAI, actively intervening in the discussion, agreed to attend to the issues raised by the Association.

ENSURE SUCCESSFUL DHARNA ON 17TH OCTOBER 2017

Confederation has called upon the central government employees to hold day long Dharna at all State Capitals on the following charter of demands

1. Honour the assurance given by the Group of Ministers to NJCA on 30th June 2016 and 6th July 2016, especially increase in minimum wage and fitment factor. Grant revised HRA at the rate of  30%, 20% and 10% with effect from 01-01-2016. Settle all anomalies arising out of implementation of 7th CPC recommendations, in a time bound manner.
2.  Implement option-I recommended by 7th CPC regarding parity in pension of pre-2016 pensioners.
 3.  Scrap PFRDA Act and Contributory Pension Scheme and grant pension and Family Pension  to all Central Government employees recruited after 01.01.2004, under CCS (Pension) Rules 1972.
4.   Treat Gramin Dak Sewaks of Postal department as Civil Servants, and extend all benefits like pay, pension, allowances etc. of departmental employees to GDS.
5.    Regularise all casual, contract, part-time, contingent and Daily rated mazdoors and grant equal pay and other benefits.
6.     (a)         No Downsizing, Privatisation, outsourcing and contractorisation of Government    functions.
           (b) Stop proposed move to close down Government of India Presses
7.   Withdraw the arbitrary decision of the Government to enhance the bench mark for performance appraisal for promotion and financial upgradations under MACP from “GOOD” to VERY GOOD” and also decision to withhold annual increments in the case of those employees who are not able to meet the bench march either for MACP or for regular promotion within the first 20 years of service. Grant MACP pay fixation benefits on promotional hierarchy and not on pay-level hierarchy. Personnel promoted on the basis of examination should be treated as fresh entrants to the cadre for grant of MACP.
8.   (a) Withdraw the draconian FR 56 (J) and Rule 48 of CCs (Pension) Rules 1972 which is being misused as a short cut as purity measure to punish and victimize the employees.
      (b) Withdraw all trade union victimisations and attack on trade union facilities.
9.   Fill up all vacant posts including promotional posts in a time bound manner. Lift ban on creation of posts. Undertake cadre Review to assess the requirement of employees and their cadre prospects. Modify recruitment rules of Group-‘C’ cadre and make recruitment on Regional basis.
10.  Remove 5% ceiling on compassionate appointments and grant appointment in all deserving cases.
11.  Grant five promotions in the service career to all Central Govt. employees.
12.  Abolish and upgrade all Lower Division Clerks to Upper Division Clerks.
13.  Ensure parity in pay for all stenographers, Assistants, Ministerial Staff in subordinate offices and in all organized Accounts cadres with Central Secretariat staff by upgrading their pay scales. Grant pay scale of Drivers in Lok Sabha Secretariat to Drivers working in all other Central Government Departments.
14.  Reject the stipulation of 7th CPC to reduce the salary to 80% for the second year of Child Care leave and retain the existing provision.
15.     Introduce Productivity Linked bonus in all department and continue the existing bi-lateral agreement on PLB wherever it exists.
16.  Ensure cashless, hassle free medical treatment to all Central Government employees & Pensioners in all recognized Government and Private hospitals.
17. Revision of Overtime Allowance (OTA) and Night Duty Allowance (NDA) w.e.f 01.01.2016 based on 7thCPC pay scale.
18. Revision of wages of Central Government employees in every five years.
19. Revive JCM functioning at all levels. Grant recognition to the unions/Associations under CCS (RSA) Rules 1993 within a time frame to facilitate effective JCM functioning.
20. Implementation of the Revised Pay structure in respect of employees and pensioners of autonomous bodies consequent on implementation of CCS (Revised Pay) Rules 2016 and Revised Pension Rules in respect of Central Government employees and pensioners.
21. Implementation of the “equal pay for equal work” judgment of the Supreme Court in all departments of the Central Government.

All our Units are requested to ensure participation of leaders and activists in the Dharna and massive participation of general members in the demonstration.

CONFEDERATION CALL – HOLD DHARNA ON 17TH OCT AT ALL STATE CAPITALS

The Secretariat of Confederation that met at Bengaluru on 8th August 2017 decided to carry the struggle on 7 CPC related issues further. Though the meeting felt that the struggles could be really effective only when held at under the banner of NJCA, it was decided to conduct independent actions till other constituents of NJCA get ready for struggles including indefinite strike.

Accordingly, the meeting decided to hold Massive Dharna on 17th October 2017 at all State Capitals.

All our Units are requested to take leading role, ensuring maximum participation of rank and file, in the successful conduct of the Dharna under the banner of State COC.

3-DAY MASS DHARNA AT NEW DELHI ON 9, 10, 11 NOV. 2017

The central Trade Unions have called for 3day mass Dharna (Maha Padav) at New Delhi on 9, 10, 11 November 217. The secretariat of Confederation decided to partake in the 3-Day Dharna by mobilizing the members across the country. The CWC meeting held at Allahabad endorsed the decision of the Confederation.

It is felt that all our Units may assemble at Delhi on a single day, i.e. 10th November 2017 and march to the venue under our Association banner. The quota for each station is given below;

            1. Shimla – 25, 2. Punjab – 15,          3.Haryana – 15, 4. Rajasthan (Jaipur) – 15,
            5. Gwalior – 15, 6.   Bhopal   – 5, 7.Nagpur (including P&T Audit) - 10,  8. Mumbai-8,

DHARNA ON 25TH OCTOBER 2017
BY NATIONAL CO-ORDINATION COMMITTEE OF PENSIONERS ASSOCIATIONS (NCCPA)

            The NCCPA has called for one day Dharna at Jantar Mantar, New Delhi on 25th October 2017 in pursuance of the following demands

            CHARTER OF DEMANDS.

1.      Implement Option No. 1. Recommended by the 7th CPC .
2.      Revise the pension of all BSNL Pensioners on IDA pay scale with 15% fixation benefit.
3.      Revise the pension of all pensioners of the Central Autonomous bodies.
4.      (a) Notional fixation of pay under Option No. 3. Must be based on the pay scales/Pay levels of the cadre or grade from which an employee retired.
(b) Implement the judgements of the Courts in the case of all pre-2006 pensioners, whose notional pay for the purpose of pension must be on the basis of the pay level/Grade Pay or pay scale of the grade/cadre from which he/she has retired.
5.      (a) Extend the benefit of the CCS(MA) Rules to all pensioners who are not covered by the CGHS (b) Do not discriminate the pensioners of the Union Territory; bring all pensioners  under the coverage of CGHS.
6.      Increase the FMA  to Rs. 2000/- as has been granted to the PF pensioners w.e.f 1.1.2016
7.      Raise the minimum pension to Rs. 12,000/- (2/3rd of the minimum wage) and make pension net of income tax.
8.      Restore the commutation loss of pension after 10 years
9.      Provide increased rates of pension on attainment of the age of 70 years
10.  Restore the Defined benefit  pension scheme as was in vogue prior to 1.1.2004 in respect of all Central Government employees by scrapping the Defined contributory pension scheme
           
            We all know that the All India Audit & Accounts Pensioners Association is on the formative stage. All our Units are, therefore, requested that they may mobilise the audit and accounts pensioners for the Dharna by all means and ensure good participation in the Dharna on 25th October 2017 at New Delhi. Dear Comrades,
The Adhoc Committee meeting of All India Audit & Accounts Pensioners Association held on 24th January,2017 at Thrissur, Kerala (Circular dtd. 9th Feb,2017) has decided that the Convention would be held after Durga Puja festival i.e, after 15th of October,2017 in New Delhi. It was also decided that at least 20 units of Audit & Accounts Pensioners Association should be formed before the proposed convention. So far information received the following A&APA has been formed in 1) Assam, 2) West Bengal, 3) Shimla, 4) Bengaluru, 5) Hyderabad, 6) Kerala. Further in the Thrissur meeting it was discussed seriously that there is urgent need to form A&APA in every state under one umbrella for unity and united struggle. Our comrades might be enlightened with day today developments taken place through the circular of NCCPA.
The National Executive meeting of NCCPA held on 19th August,2017 at Nagpur has taken some important decisions along with programme of Action (NCCPA Circular dtd. 26th August,2017 in its Website):
(1)   Massive Dharna on 25.10.2017 from 11 A.M. to 3 P.M. at Jantar Mantar, New Delhi. Quota for All India Audit & Accounts Pensioners Association is given 50. The Units and Pensioners of IA&AD are requested to mobilise the members to participate  in the Dharna. (2) Mass Dharna programme will be held from 9th to 11th Novemeber,2017 at Delhi under the auspices of platform of Central Trade Unions. Members of A&APA are requested to take part in the programme.
As mentioned above, it is noticed that a few number of A&APA has been formed so far. The members of Adhoc Committee are therefore, requested to put forward their opinion/ suggestion that whether it is feasible to hold the proposed convention as decided in the Thrissur meeting.
Com. Secretary General of All India Audit and Accounts Association is requested to direct the affiliates to extend their possible help in forming the Audit & Accounts Pensioners Association in their stations.

Dear Comrades,

We write this in continuation of our circular letter dated 26th August, 2017.  We have been in consultation with the members of the Sectt in finalising the quota for the 25th October, programme.  We have taken note of the relative strength of the organisations in  respect of their membership as also their capacity to mobilise them to take part in the programme.  We have tried to keep a balance of the ground reality in finalising the quota.  But still there may be aberrations.  We would request you to kindly bear with us and co-operate so that the programme slated for 25th October, 2017 must ultimately be a resounding success.  Please therefore, ensure that the quota is exceeded so that our precept and practice would be in complete sync. (please see annexure for the quota)  To compel the present Government to retrace their steps(howsoever erratic and wrong it was), we are aware is quite difficult, as their political mobilisation is not based on the common perception of welfare of the downtrodden. We must realise that the lessons from the history is that the ultimate victory is of vox populi.  We are beginning our struggle on Wednesday, 25th October, 2017.confident of its final outcome howsoever prolonged it may be. 

We have prepared the charter of demands on the basis of the deliberations we had at the National Executive Committee meeting.  It has covered almost all the points that figures in the discussion.  Together it covers the aspiration, hope and anxiety of all pensioners.  We are confident that the movement will gather momentum over the years and those who still hope against hope that benevolence will usher in will realise the folly to give the requisite acceleration, for we believe in all earnestness that wider the platform, earlier the event of victory.

Dear Comrades,

WELCOMING THE NEW CAG

            Shri Rajiv Mehrishi, former Home Secretary to Govt of India, has taken over as new Comptroller & Auditor General of India. We welcome him.

             His might be the shortest tenure as CAG of India, hardly two years and eleven months or upto August 2020, in the independent India.

            For one to deliver, it is sufficient. The reverse also would hold good. But let us think positive and expect good.

            Our expectations, genuine ones, are quite few. Let there be a good beginning, rather rewriting of the approach towards the non-IA&AS personnel of IA&AD, towards discharging the duties bestowed by the constitution and being loyal to the people of the country by strengthening the audit & accounts at grass root level and championing the cause of public accountability.

            Performance audit, a worthless postmortem which only brings publicity to certain officers promoted by Vinod Rai, has become a bane for the Department. Manpower is diverted to performance audit at the cost of Compliance audit, the pillar of public accountability. This has to be corrected.

            Audit and accounts of Panchayati Raj Institutions is another important area which is totally neglected where 80% of revenue is spent. The Department has a big screen which it has ignored so far. The department has potential to grow and reach throughout the country.

            The manpower of the IA&AD has been drastically reduced over the last two decades, where as the number of IA&AS personnel has gone up, especially their promotional avenues. There is total reduction and deduction at lower level. The rationalisation of staff strength in audit is the latest nail towards that. There is a need to increase the man power at base level cadres, i.e. auditor and accountant and SA with more phased promotional avenues.

            The administration has to become responsive to issues raised by staff side in IA&AD. There is need to correct the amoral officers at field level.

            We will expect the dispensation under the present CAG Shri Rajiv Mehrishi to be responsive to the above which will chart a new course for IA&AD.

            We still remember Shri Narahari Rao and Ranganathan.  We even forgot other names. Hope Shri Rajiv Mehrishi would make us remember him for the good that he may do for the Department and its personnel.

            We have raised these expectations through a letter addressed to the CAG of India, copy enclosed.

Sir,
            I, on behalf of audit & accounts employees and officers, congratulate you on your appointment as the Comptroller & Auditor General of India. We also welcome and greet you as the Head of the Supreme Audit & Accounts Institution.

            It is our hope that under your leadership this institution would be further strengthened in its independence from the Executive, achieve expansion of its jurisdiction to encompass the audit and accounts of Panchayati Raj Institutions and become much more effective than what it is today in rendering the Executive Government accountable to Public. We offer our all out support and cooperation to you in these endeavours.

            We take this opportunity to suggest that existing employer – employee relations in the Department needs to be improved by instituting a system of regular and more frequent discussions between officers and the Staff representatives and quick settlement of the collective grievances and demands of employees. Few cases of punitive measures against some staff representatives and activists in some few field offices and restrictions imposed on the peaceful protest have to be given fresh consideration and undone so as to balm on scars of collective entity of the employees and generate new climate of happiness and cheer.

            Finally, we suggest that both at the field offices level and at the HQrs staff representatives may be consulted periodically on how to improve audit systems and practices. If for this purpose, standing committees are constituted, employees would welcome it.
