HQR TO SERVE
STRIKE NOTICE ON 17TH AUGUST 2016
Dear Comrades,
The 47th Conference held
at Nagpur from 8th to 11th August 2016 unanimously
endorsed the decision of the Confederation of Central Government Employees and
Workers to participate in the one day strike on 2nd September 2016,
the call for which has been given by the Central Trade Unions.
The HQr would serve the notice to
CAG on 17th August 2016 to CAG of India. All the Units are requested to
serve strike notice to respective Heads of Department (HoD) at field level on 18th
August 2016. In case it could not be served on 18th
August for some practical problems, it may be served on 19th
or 22nd of August. All the Units are requested to hold GB
meeting and endorse the notice served by HQr, handing over the resolution
endorsing the notice served by HQr to CAG to the respective HoD. (Draft
resolution attached). Copy of the resolution adopted may be sent to HQr.
The first item in the charter of
demands is Price Rise. The CG employees may feel that they are somewhat
insulated from the price rise because of the DA that we get. We should remember
that whatever wage hike that we will get through 7 CPC, a negligible rise in
wages, will be washed off because of the galloping costs of essential goods.
The DA may be a small cover, but the price rise too steep that the DA that we
get become quite insufficient. We should also remember that the vast majority of
the working population do not have even this meagre protection against the
price rise.
The Confederation Secretariat while
discussing the issue considered the recommendations of the 7 CPC and other demands of central government
employees and came to the conclusion that:
“The policy offensives of the Govt. like downsizing,
outsourcing, contractorisation, corporatization and privatization have affected
the Central Govt. departments and employees in a worst manner. Ban on creation
of new posts and non-filling up of about six lakhs vacant posts had increased
the work load of the existing employees and adversely affected the efficiency
of the services. The New Pension Scheme (NPS) implemented with affect from
01.01.2004, is nothing but a “No Pension Scheme”, as it is fully dependent
on the vagaries of share market forces. The Govt. is not ready to grant civil
servant status to Gramin Dak Sevaks and to regularize the services of causal,
contingent and contract workers. The 5% ceiling on compassionate appointment is
not yet removed. The bonus ceiling enhancement from Rs.3500/- to Rs. 7000/- is
not made applicable to Central Govt. Employees. Govt. is not ready to modify
the 7th CPC recommendations, which is worst ever made by any
pay commissions. The assurance given to the staff side regarding enhancement
minimum pay and fitment formula is yet to be implemented. All other retrograde
recommendations like reduction in the percentage of HRA, abolition of 52
allowances etc. are yet to be modified. Overall the attitude of the Modi Govt.
is totally negative towards the Central Govt. employees and pensioners.”
The 47th Conference came
to the inescapable conclusion that the strike on 2nd September 2016
has to be made a stupendous success through the massive participation of the
central government including audit and accounts personnel, if we want any of
our demands to be won. Continuous struggles, independent and joint ones, alone
would force the government to take cognizance of our demands.
Every time when the common struggle
of working class takes place, some vested interests would try to portray it as
a political struggle. The fight against the policies of the government is
taking place since 1991, from the day the LPG policy was set on – irrespective
of the party or political alliance in power. Can any one of those charge the 2nd
Sept strike as a political action should answer which demand in the charter of
demands is political. Every one of the demand is affecting the vast majority of
the working population of the country. We love this country, we care for its
people, that is why we are opposing the policies of the successive governments
that pursue the LPG policies.
All the Units are requested to start
mobilisation for strike without loss of time. Due to paucity of time, no visit
by All India leaders could be arranged. The energy that we all got from the
deliberations and speeches during the 47th Conference should be
channelised and the entirety of audit and accounts personnel may be mobilised
for the one day strike on 2nd September 2016.
The strike notice that HQr would
serve to CAG on 17th August and the draft resolution to be adopted
in the GB meeting on 18th August by every Unit is given along with
this Circular.

This
meeting of ….. Association held on … August 2016 hereby endorses the decision
of the National Convention of Workers held on 30th March 2016 to
organise one day Strike on 2nd September in pursuance of the 12
point charter of demand submitted to the Government of India.
This
meeting further endorses the strike notice served by the All India Audit &
Accounts Association to Comptroller & Auditor General of India and here-by
records our resolve to join the one day Strike on 2nd September
2016.
Resolve
to submit a copy of this resolution along with a copy of the notice served by
the All India Audit & Accounts Association to Comptroller & Auditor
General of India through proper channel.
Further
resolve to send a copy of this resolution to Secretary General, All India Audit

given by National Convention of Workers held at New Delhi on 30th
March 2016, participated by 10 Central Trade Unions and 26 independent
Federations/Confederations.

Charter of Demands in support of which the Central Government
Employees would join the Strike on 2nd September 2016
PART A
1. Urgent measures for
containing price rise through universalisation of public distribution system
and banning speculative trade in commodity market.
2. Containing
unemployment through concrete measures for employment generation.
3. Strict enforcement of
all basic labour laws without any exception or exemption and stringent punitive
measures for violation of labour laws.
4. Universal social
security cover for all workers.
5. Minimum wage of not
less than Rs. 18000/- per month with provisions of indexation (for unskilled
worker).
6. Assured enhanced
pension not less than 3000 p.m. for the entire working population (including
unorganized sector workers).
7. Stoppage of
disinvestment in Central/state Public Sector undertakings.
8. Stoppage of
contractorisation in permanent/perennial work and payment of same wage and
benefits for contract workers as that of regular workers for the same and
similar work.
9. Removal of all
ceilings on payment and eligibility of bonus, provident fund and increase in
quantum of gratuity.
10. Compulsory
registration of Trade Unions within a period of 45 days from the date of
submitting application and immediate ratification of ILO conventions C-87 and
C-98.
11. No. FDI in Railways,
Defence and other strategic sectors.
12. No unilateral
amendment to labour laws.
PART B
1. Avoid delay in
implementing the assurances given by Group of Ministers to NJCA on 30th
June 2016, especially increase in minimum pay and fitment formula. Implement
the assurance in a time bound manner.
2.
Settle issues raised by the NJCA, regarding modification of the 7th
CPC recommendations, submitted to Cabinet Secretary on 10th December
2015.
3. Scrap PFRDA Act and
New Pension System (NPS) and grant Pension/Family Pension to all Central
Government Employees under CCS (Pension) Rules, 1972
4. No privatisation,
outsourcing, contractorisation of Government functions
5. (i) Treat Gramin Dak
Sevaks as Civil Servants and extend all benefits on pay, pension and allowances
of departmental employees
(ii) Regularise casual, contract,
contingent and daily rated workers and grant equal pay and other benefits
6. Fill up all vacant
posts by special recruitment, Lift ban on creation new posts.
7. Remove ceiling on
compassionate appointments
8. Extend benefit of
Bonus Act amendment 2015 on enhancement of payment ceiling to the Adhoc
bonus/PLB of central government employees with effect from the financial year
2014-15. Ensure payment of revised bonus before Pooja Holidays.
9. Revive JCM
functioning at all levels.
