MASSIVE
RALLY ON 28TH APRIL 2015 BY CG EMPLOYEES IN FRONT OF PARLIAMENT;
INDEFINTE
STRIKE TO COMMENCE FROM 23RD NOVEMBER 2015
More than
50000 Central Government employees assembled at Jantar Mantar in New Delhi on
28th November 2015 declared in one voice that if the 10 point
charter of demands that includes statutory pension for all and revival of all
forums under JCM are not negotiated and settled in a time bound manner, the
30-lakh strong central government employees – including Railway and Defence
workers – would be compelled to commence indefinite strike from 23rd
November 2015.
The rally
adopted a resolution moved by Com KKN Kutty, President of Confederation on
behalf of the National Joint Council of Action listing the grievances of the
employees and also pointing out the disastrous policies accelerated by the
present day government.
Every
speaker from each of the constituent organisation spoke about perilous impact
of the policies of the government in their sector and committed their resolve
to ensure the success of the indefinite strike from 23rd November
2015. (Railway and Defence Federations have to conduct strike ballot before
embarking upon any industrial action, as per the Industrial dispute act under
which they are recognised.)
The
resolution adopted by the rally is enclosed with this Circular.
SUBMISSION OF MASS SIGNATURE TO CAG
ON 29TH APRIL 2015
Delhi
police refused permission to us to hold demonstration before CAG office citing
the ongoing Parliament session and proposed that we hold the programme at
Jantar Mantar. Instead we chose to hold
the demonstration at the DGACR premises on 29th April 2015.
More than
200 comrades from stations participated in the demonstration on 29th
April and more than 10000 (ten thousand) signatures were collected from the
personnel of IA&AD across the country. The demonstration at DGACR was
addressed by Com M Duraipandian, President, V Nageswara Rao and KL Gautam, both
Addl Secretary General, Com Subhash Pandey, Vice President in addition to the
Secretary General. Com Anilkumar, Asstt Secretary General and Gen. Secretary,
Civil Audit Association, Delhi welcomed all the comrades while Com Veer Singh,
President, CAA, Delhi offered vote of thanks.
A
delegation comprising of Coms M Duraipandian, MS Raja, Subhash Pandey, KL
Gautam, Nageswara Rao, V Sreekumar and Anilkumar met DG/Personnel and submitted
the petition addressed to the CAG. There was a detailed discussion following
the submission of the petition and we insisted that the grievances listed
therein be addressed. The issue of vicitmisations at various units was also
taken up. DG/P assured to attend to the pressing issues and do her best to
resolve them.
MANIFEST
SOLIDARITY WITH POSTAL STRIKE FROM 6TH MAY 2015
More than
5 lakhs postal workers would be going on indefinite strike from 6th
May 2015 under the banner of Postal JCA, comprising of NFPE and FNPO, demanding
roll back of the move to corporatise and privatise postal services, bringing
GDS under the ambit of 7 CPC, implementation of cadre restructuring agreement
etc. Confederation Sectt that met on 28th April 2015 decided to
manifest solidarity with the strike of postal comrades.
Our units
are requested to hold lunch hour demonstration and take out rally to the post offices
in support of the strike. All the units may also implement the decisions of the
local COC in this regard.

Dear Comrades,
As you are aware, more than five lakhs Postal and RMS employees including
Gramin Dak Sevaks and Casual, Part-time, Contingent employees, under the banner
of Postal Joint Council of Action (PJCA) comprising National Federation of
Postal Employees (NFPE), Federation of National Postal Organisations (FNPO),
All India Postal Employees Union GDS (NFPE) and National Union of GDS have
decided to go on nationwide indefinite strike from 6th May 2015. Main
demands are (1) No Corporatisation or privatisation of Postal Services, (2)
Inclusion of Gramin Dak Sevaks under 7th CPC and grant of Civil Servants
status with all benefits. (3) Implementation of Cadre-Restructuring
agreement and (4) Settlement of other cadre-related issues.
Confederation National Secretariat meeting held on 28-04-2015 at New Delhi, has
decided to extend full support and solidarity to the Postal strike.
Accordingly the following decision was taken:
ALL CENTRAL GOVT.EMPLOYEES BELONGING TO ALL
AFFILIATED FEDERATIONS/UNIONS/ASSOCIATIONS OF CONFEDERATION SHALL CONDUCT
HALF-A-DAY’S WALK-OUT PROGRAMME AND SHALL ORGANISE MASS DHARNA AND
DEMONSTRATIONS IN FRONT OF SELECTED POST OFFICES/RMS OFFICES THROUGHOUT THE
COUNTRY ON 7TH MAY 2015 THURSDAY ie; THE SECOND DAY OF THE STRIKE. If the strike is prolonged due to the negative
attitude of the Government, the Confederation shall decide and declare further
course of action.
All affiliated organisations and C-O-Cs are requested to take necessary action
to implement the above programme successfully at all centres.

RESOLUTION
ADOPTED AT THE MASSIVE RALLY AT JANTAR MANTAR (PARLIAMENT STREET) ON 28 APRIL
2015
The
massive congregation of the representatives of Central Govt Employees who have
come from various parts of the country held at Jantar Mantar before the Indian
Parliament on 28-04-2015 decided to commence the indefinite strike action from
23rd November 2015 from 6 AM having failed to elicit any positive
response from the Government in settlement of the 10 point Charter of Demands submitted
months back. It was also decided that the Railways and Defence organizations
will conduct the strike Ballot as per the provision of the Industrial Disputes
Act and Recognition Rules before commencing the strike from 23-11-2015.
The
massive gathering adopted the resolution unanimously exhorting the central
Govt. Employees to prepare for the eventual strike action in all earnestness
and make it a historic one.
The
meeting congratulates the employees for forging exemplary unity and carrying
out various programmes chalked out by the National Joint Council of Action
(NJCA) after the national convention on 11th December 2014. Even
though the Govt. was compelled to set up the 7th CPC on account of
the sanctions generated through the action programmes, Govt. has refused to
grant Interim Relief and merger of DA and excluded the Gramin Dak Sewaks of the
Postal Department from the ambit of the 7th CPC.
It
is a matter of regret that in spite of public admission of non-privatisation of
Indian Railways by Prime Minister of India and assurance of Minister of
Railways on various occasions, including Parliament, Dr. Deb Roy Committee had
submitted a report which is a clear roadmap for privatisation of IR.
The
meeting noted that the Government has purposely ensured the closure of Joint
Consultative
Machinery,
the negotiating forum set up in 1966 for Central Government Employees to
discuss and bring about settlement of their demands.
The
meeting chaired by Secretary (Personnel) on 25th February 2015 did not bring about settlement on any single
issue of the Charter of Demands.
The
meeting unanimously decided to demand before the Government to convene the
meeting of National Council, JCM immediately and settle the following charter
of demands, if at all it wants to avoid confrontation with its own employees.
CHARTER OF DEMANDS:
1.
Effect
wage revision of the Central Government Employees from 01.01.2014, accepting
the memorandum of the Staff Side JCM; ensure 5-year wage revision in future;
grant Interim Relief and Merger of 100% of DA. Ensure submission of the 7th
CPC report within the stipulated time frame of 18 months; include the Grameen
Dak Sewaks within the ambit of the 7th CPC. Settle all anomalies of the 6th
CPC.
2.
No
privatisation, PPP or FDI in Railways and Defence Establishments and no
corporatisation of postal services.
3.
No
Ban on recruitment/creation of post.
4.
Scrap
PFRDA Act and re-introduce the defined benefit statutory pension scheme.
5.
No
outsourcing; contractorisation, privatisation of governmental functions; withdraw the proposed move to
close down the Printing Presses; the publication, form store and stationery
departments and Medical Stores Depots; regularise the existing daily
rated/casual and contract workers and absorption of trained apprentices.
6.
Revive
the JCM functioning at all levels as an effective negotiating forum for
settlement of the demands of the CGEs.
7.
Remove
the arbitrary ceiling on compassionate appointments.
8.
No
labour reforms which are inimical to the interest of the workers.
9.
Remove
the ceiling on payment of Bonus.
10. Ensure five promotions in the
service career.
The
meeting authorized the National JCA to take appropriate and necessary steps
needed to make the indefinite strike beginning from 23rd November
2015 an unprecedented and grand success.
