IMPLEMENT
THE PROGRAMMES; SEND REPORTS
The
National Executive Committee of the Association that met on 11-12-13 November
2014 decided to carry the campaign and mobilisation on the proposal on the
cadre restructuring in IA&AD. As a first step, it was decided to hold
meetings in all Units on 8th January 2015 and endorse the resolution
adopted by the NE meeting. A brief note explaining the charter of demands was
also circulated along with Circular 01-2014 – to help the unit leadership in
the campaign and mobilisation.
Unfortunately,
very few units have reported the implementation of the programme of 8th
January 2014. Even those units that informed about implementation of 8th
programme have not reported how the campaign was conducted and how much
effective it was.
HQr
functioning is quite affected because of the absence of proper and factual
reporting from the units. If the programme could not be carried out, that also
could be conveyed – with reasons and alternative(s).
Unit(s) to
which elected office bearers of the Association belong to are also in the list
of these defaulters is quite disturbing.
The
members of the National Executive Committee have to ensure that the programmes
are implemented in their unit as well as all the Units in their station; they
should start preparatory work immediately on receipt of intimation on the
programmes. They should send a detailed report immediately on the
implementation of the programme by their unit as well as all the units in their
station, to the Secretary General.
Every
Units Secretary should also take steps such as convening the meetings of the
Executive Committee, the activists to decide and explain the successful
implementation of the programmes. Immediately after the implementation of the
programme, they should send a detailed report by mail on the same day, to the
HQrs.
The second
stage of the programme ie signature campaign is to be commenced in the month of
February 2015.

called upon every Unit to go to membership and conduct “dabba” or bucket
collection to help our brethren in J&E offices who are the victims of the worst
flood that hit Kashmir. The letter from General Secretary of Civil Accounts
Association, J&K, Srinagar was heart-rendering.
But it
seems, these pleas had no impact on our minds, our conscience. We failed to be
trade unionists, we very much like to be petty bureaucrats – ‘one day’s pay has
been deducted from our salary’ is the refrain of some of our comrades.
Please
rise to the level of a worker, who never hesitates to extend a helping hand to
own brethren who are in need; please raise the level of trade union
consciousness that enable you to identify with the deprivation and agony of
others where-ever, whoever they are.
An
Association, a Union is not worth its name when it fails to rush help to own
brethren who are in dire strait.
Please
rise to the occasion, go to the mass of employees and explain to them on the
pathetic condition in which our brethren in Kashmir are; rush help. And send
report.

The case
came up on 28th January 2015. But as the Govt of India did not file
their affidavit on our OA, further time has been granted by the Pr CAT. We have
been given 4 weeks thereafter (i.e. after the govt files its affidavit) to file
our counter affidavit.
FORM
JCA
As you are
aware, the National Council for Joint Action has already been formed with Shri
M Raghavaiah as Chairman and Com Shiv Gopal Mishra as Convener. (Circular
29-2014). The meeting of the NJCA on 11th January 2015 has decided
to form JCA at every station. All our Units should take lead in the formation
of Joint Council of Action (JCA) in their respective stations.
