CWC FINALISES THE MEMORANDUM TO 7 CPC;
DECIDES MOBILISATION OF MEMBERSHIP
The Central Working Committee of the
Association met at the Recreation Club Hall of DGACR office in New Delhi on 18th
July 2014.
The house paid homage to the memory of
Comrade R Umanath, veteran leader of the toiling masses, Com Barada
Bhattacharya, leader of audit & accounts movement and Com KT Sreedharan,
former President of MCAA.
The CWC was inaugurated by Com SK Vyas.
Com Vyas, in his hour long speech, covered in
detail the non implementation of the 6 CPC recommendations with regard to the
pay scales of Auditor/Accountant and AAO and the distortions brought about in
the pay scale of SA vis-à-vis Assistants of CSS. He stated that it is the right
of the audit & accounts personnel to get better treatment from the 7 CPC
Com Vyas stated that only sustained agitations would ensure justice to the
audit and accounts personnel. Com Vyas also explained the finer points of the
memorandum that has been submitted by the Staff Side, JCM, National Council.
The most business-like discussions made the
CWC meeting lively and meaningful. All the comrades who participated in the
discussion contributed in enriching the draft memorandum that was circulated.
All the delegates congratulated the leaders
activists of Civil Audit Association, New Delhi for the arrangements. Com M
Duraipandian, President thanked the leaders and members of Civil Audit
Association for the efforts undertaken for the successful conduct of the CWC.
MOBILISE RANK AND FILE, CALL BY THE CWC
The CWC made updation of the charter of
demands adopted by the Shimla CWC in line with the demands that are being
raised with 7 CPC. It further decided to organise series of programmes on the
charter of demands and decided to organise:
1. Submission
of the demand for restructuring of IA&AD by holding massive meetings and
adopting the Restructuring Proposals on 20th August 2014
2. Moblisation Month – September 2014.
The NE will fan out to different stations during
this period, mobilising the rank and file in favour of the Charter of Demands
and cadre restructuring proposals.
3.
24 – hour fast by Unit leadership on 25-26 October 2014
4.
48 hour fast by Secretary General in front of CAG’s office in November 2014
5.
Massive Dharna before CAG’s office in February-March 2015.
The schedule of the visit of the leaders and
the updated Charter of Demands would be circulated soon.
NATIONAL CONVENTION BY AUDIT &
ACCOUNTS EMPLOYEES & OFFICERS
National Convention under the banner of Joint
Action Committee of Audit & Accounts Employees and Officers Organisations
was held on 19th July 2014 at Azad Bhawan auditorium, New Delhi.

of All India Audit & Accounts
Association, All India Civil Accounts Employees Association, All India Postal
Accounts Employees Association, All India Defence Accounts Employees
Association, Kolkata, All India Accounts & Audit Officers Association, All
India Association of Pay & Accounts Officers (Civil), All India Civil
Accounts Employees Association, Category-II, All India Federation of Divisional
Accounts Officers and Divisional Accountants Associations participated in the
Convention.
The Convention
adopted a declaration echoing the demands and aspirations of audit and accounts
employees and officers of IA&AD and Organised Accounts that shall be
projected before the 7 CPC. The declaration adopted by the National Convention
is enclosed.
The Convention
called upon every Constituent organisation and its Units to take all out efforts
for the revival of local JAC latest by 30th September 2014 so as to
pursue the demands raised by the Convention effectively.

NATIONAL CONVENTION ON
MEMORANDUM TO VII CPC

DECLARATION
The representatives of All India Audit & Accounts Association,
All India Civil Accounts Employees Association, All India Postal Accounts
Employees Association, All India Defence Accounts Employees Association, Kolkata,
All India Accounts & Audit Officers Association, All India Association of
Pay & Accounts Officers (Civil), All India Civil Accounts Employees
Association, Category-II, All India Federation of Divisional Accounts Officers
and Divisional Accountants Associations met in the National Convention on 19th July
2014 at Azad Bhawan at New Delhi.
The Convention endorses the
Memorandum submitted by the Staff Side, National Council, JCM as also the
memorandum submitted by the Confederation of Central Government Employees &
Workers, New Delhi with regard to common cadres such as MTS etc.
The Convention considering the
status, duties and functions of IA&AD and organised Accounts Organisations
such as Civil Accounts, Postal Accounts, Defence Accounts and Railway Accounts
under Government of India unanimously resolve to raise the demand for a pay
structure befitting its stature and duties to various Audit and Accounts Cadres
with the VII CPC.
The Convention, therefore, decide
to submit our proposals for pay structure for Audit & Accounts Cadres and
hope that the VII CPC will consider our submissions on total parity with CSS
cadres on merit, duties and responsibilities and the accepted principles and
the recommendations of the 4th and 6th CPC.
The Convention further decides
that for the following grounds different cadres in IA&AD and Organised
Accounts be given a better treatment by 7th CPC.
The Accounting and Auditing
Departments are not administrative offices and in these departments, all items
of work are of technical nature. Like administrative offices there is no method
of receiving Dak/letters and dispatch of those in the Accounts Organization or
in any other departments of Accounts and Audit.
The LDCs in the Accounts and Audit Departments are discharging technical
responsibilities and performing the duties of Accounts Assistants. Therefore,
the cadre LDC in the Audit and Accounting formations should be upgraded as
Accounts/Audit Assistants.
The Auditor/Accountant – more
than 67 % Graduates - have to pass a departmental Confirmatory examination on completion
of 1 year failing which he/she is liable to be demoted and appointed as fresh
LDC. They are promoted as SA on completion of 3 years as Auditor/Accountant and
after passing a Departmental Confirmatory examination. This definitely put the
SA above the Assistant in CSS. Hence the convention proposes for same pay for
SA Gr I and Assistants of CSS and higher pay for SA Gr II.
The Assistant Audit/Accounts Officer in IA&AD & Organised Accounts
has an element of direct recruitment where as the Section Officer of CSS is a
promotee from Assistant – 50% through seniority and 50% through LDCE. The
Auditor/Accountant or SA has to negotiate one of the toughest departmental
examinations (SAS Examination) to become AAO. The AAO in IA &A D &
Organised Accounts is thus above the SO of the CSS while it is treated as
inferior. Minimum what is expected is grant of same pay with SO of CCS at
maximum while a higher pay at entry level.
This Convention
therefore decides to demand the following pay restructure for Audit &
Accounts cadres with the VII CPC.

The Convention further resolves to reorganise and reactivate the local
committees of the Joint Action Committee at every station through the joint
visits of the leaders of the Apex JAC and sustained agitational programmes. The
Convention call upon every field formations of the constituent organisations to
ensure total participation of its membership in all the agitational programmes
call for which shall be given by the Apex JAC in the days to come.

MEETING
The CWC
meeting will be held at the Recreation Club Hall, AGCR, New
Delhi on 18th July 2014 and at Azad Bhawan
Auditorium, I.P. Estate (ITO), (Adjacent to ‘Y’ Shape Building), New Delhi” on 19th July 2014. Both the venues are at ITO, New Delhi.
The
meeting shall commence at 10 am on 18th July 2014. For security
reasons, the meeting will have to be closed at 6 pm. All the delegates &
observers may therefore ensure that they do reach the venue on time. On 19th
July 2014, the meeting shall commence at 9.30 am.
Delegation
fee would be Rs 200/- per delegate/observer.
Every Unit
is requested to clear the HQr quota dues upto June 2014.
The
special fund at the rate of Rs 100/- per member as decided by the Shimla CWC
may also be remitted.

copies are not sent by post.
