MEETING ON 18TH JULY 2014
TO
FINALISE PROPOSAL ON PAY STRUCTURE IN THE
MEMORANDUM TO 7 CPC
The Apex
JAC met on 28th May 2014 at New Delhi. The All India Audit &
Accounts Association was represented by Coms: M. Duraipandian, President, M. S.
Raja, Secretary General, V. Sreekumar, Additional Secretary General and Mahavir
Singh, President, Civil
Audit Association, Delhi.

The meeting was attended by – in addition
to All India Audit & Accounts
Association – All India Civil Accounts Employees Association, All India Civil
Accounts Employees Association, Category II, All India Postal Accounts
Employees Association, All India Defence Accounts Employees Association, All
India Audit & Accounts Officers Association and All India Pay &
Accounts Officers (Civil) Association. The All India Federation of Divisional
Accountants and Divisional Accounts Officers conveyed their concurrence with
the consensus emerged at the meeting and assured to co-operate with the JAC in
the future programmes. The meeting had the presence and guidance of Com SK
Vyas.
The meeting after a detailed discussion decided to demand a revised pay structure for audit & accounts cadres in its memorandum to 7th CPC.
It was decided that the draft
memorandum (with the revised proposals) shall be made available to the
Constituent Organisations of JAC by 10th June 2014. Each Constituent
shall cause detailed discussion on the draft memorandum in their field
formations through meetings of all sections of membership and explaining the
memorandum to them. The memorandum shall be made a subject matter of discussion
in such meetings and the sum and substance of the discussion shall be conveyed
to the respective HQrs by 25th June 2014.
It was further decided that a joint CWC of all
constituents be convened on 18th July 2014. (The 7 CPC has consented
to extend the last date for submission of memorandum by individual Federations
upto 31st July 2014 on the insistence by Staff Side, JCM in its
meeting with 7 CPC on 28th May 2014).

ENSURE DISCUSSION OVER THE DRAFT
MEMORANDUM
The HQrs of the Association endorses
the decision of the Apex JAC to have a relook on the pay structure available to
Audit & Accounts cadres. The proposal of the JAC should be discussed at all
levels. Units are, therefore, requested to discuss it their respective
Executive Committee and then amongst activists and lastly amongst the general
membership. Thereafter, the Executive Committees shall sit and sum up the
discussion and send a detailed report to HQr.
Each unit should ensure that they
contribute in the finalisation of our memorandum to 7 CPC by sending their comments and also being
present in the CWC meeting to be held on 18th July 2014 at New Delhi
(jointly with other constituents of JAC).
CWC MEETING AT NEW DELHI
As mentioned in the earlier
paragraphs, CWC meeting of the Association will be held at New Delhi on 18th
July 2014 for organisational endorsement proposals. The Notification for CWC is
being sent separately. Every unit is requested to attend the CWC without
failure. The CWC shall be a joint one along with Constituents of JAC – a
National Convention of Audit & Accounts Employees and Officers.
CAMPAIGN PROGRAMMES DEFERRED
Proposed changes in the pay
structure – this will be reflected in the draft memorandum that will be
circulated – would necessitate changes in the Charter of Demands adopted by the
CWC held at Shimla – especially on item No 1 of the Charter of Demands.
Therefore, campaign & agitational programmes starting from Demands Day on 4th
June 2014 decided by the Shimla CWC will also have to be rescheduled. The CWC
that meets on 18th July 2014 shall decide the future course of
actions.
All the Units, without fail, shall
implement the directions given above on receipt of the draft memorandum by JAC
to 7 CPC and send detailed report to HQr giving there-in the views of members
and the leaders of the unit.

The Apex

The meeting had thorough
discussion on the pay scales (ie Pay Band and Grade Pay) available to audit & accounts cadres, the
charter of demands the JAC is pursuing and the changes that the JAC should
demand with 7 Central Pay Commission.
After a detailed
discussion the conscious and consensus decision was to demand a re-structure in
the pay structure of audit and accounts cadres. It was felt that the new pay
structure that the Apex JAC would like to demand should be first be placed
before the membership.
In thing regard, the following
decisions were taken:
1. The draft memorandum (with the
revised proposals) shall be made available to the Constituent Organisations of
JAC by 10th June 2014.
2.
Each Constituent shall cause detailed discussion on the draft memorandum
in their field formations through meetings of all sections of membership and
explaining the memorandum to them. The memorandum shall be made a subject
matter of discussion in such meetings and the sum and substance of the
discussion shall be conveyed to the respective HQrs by 25th June
2014.
3. The
Constituent Organisations of Apex JAC shall, after going through the comments
received from its field formations shall sum up the same and convey it to
Convener, Apex JAC by 1st
July 2014.
4.
Chairman & Convener of Apex JAC shall do the primary task of
drafting the memorandum to 7 CPC.
5. A
joint National Convention of all the Constituent Organisations of Apex JAC
shall be held on 18th July 2014 at New Delhi. Each Constituent shall
issue necessary notice for the same. (The last date for submission of
memorandum to 7 CPC has been extended upto 31st July 2014 at the
instance of Staff Side, JCM).
All the Constituents of
the Apex JAC is requested to communicate the above decisions to its field
formations and copy of the circular may please be endorsed to Apex JAC HQr.
