The record note of discussion with DAI on 23rd
August 2013 has been received and it has been placed in our blog.
The Deptt has already issued orders enhancing the
per centage of Supervisors in deficit offices – where the vacancy position in
AAO cadre is 15% or more, the Supervisor post will be 10% of the Sanctioned
strength of AAO cadre.
Though it
is much below what we have been demanding (20% of the AAO cadre strength across
the department), it still gives relief to seniors to a great extend. CHQ is
continuing its efforts to convince the administration on the need to extend the
enhanced percentage of Supervisor posts in all offices, irrespective of the
vacancy position.
As regards
SAS results, it seems the administration is not in a mood to backtrack on
negative marks. The efforts are continuing. The situation gets worse with
direct recruitee SAS personnel as they face reversion. Additional chances for
those who have already exhausted the chances or a supplementary exam for all
such candidates are the proposals that we have put up, in addition to the
abolition of negative marks. We have also brought to the notice of DAI that no
such condition on negative marks was notified to the candidates at the time of
the Examination. The CHQ is pursuing the matter with the CAG‘s administration.
We are
constantly pursuing the need of going for local recruitment, if necessary, by
delineating/disaffiliating with Staff Selection Commission. The administration
is quite skeptic about having own recruitment mechanism for the reasons well
understood. The present method of recruitment is causing lot of inconveniences
to the newly recruited as well as to the office. Our units should take lead in
mobilising political opinion in every station for forcing the Central
government to change the recruitment pattern adopted by the SSC. The eve of
general election is the appropriate time for such mobilisation.
ON
7TH CPC
The
struggle led by Confederation forced the government to announce the appointment
of the 7th CPC. The CHQ greets all our comrades who joined the
various struggles and also the strike on 12-12-12.
The Govt
has sought comments from the Staff Side, NC, JCM on the terms of reference of
the 7th CPC. The letter from the Govt to Secretary, Staff Side is
placed on the Association site. The Staff side responded by demanding a
meeting. The meeting has been convened on 24th October 2013, at 11
am.
Consequent
upon the decision of the Government to set up the 7th CPC, the
strike ballot scheduled for 11, 12, 13 November has been deferred.
TU
CLASS ON 15-16 NOVEMBER AT MUMBAI
Confederation
has organised 2-day’s TU class at Mumbai. The delegates for the TU class is
requested to inform Audit COC, Mumbai about their arrival, need of

WOMEN’S
CONVENTION AT NEW DELHI ON 25-26 NOVEMBER 2013
Confederation is holding the 2nd Women’s Convention at New Delhi on 25-26 November 2013. We have been given a quota of 15 delegates (minimum). The Units are requested to depute women comrades to the convention. The quota for each station is given below.
HP/Shimla
– 4, Haryana - 2, Punjab – 2, WB/Kolkata -4, Chennai – 4, Bangalore – 2, Kerala
– 2, Mumbai -2, Orissa -2 & Delhi-5, Jaipur -1, Hyderabad -2
The
stations that have not been mentioned may also send delegates. The Units may
intimate the arrival details of the women comrades by 10th November
2013 so as to make arrangements for accommodation etc.
