"CRUELTY, THY NAME IS CAG ADMINISTRATION"

The CAG office has issued a circular on appointment on compassionate ground – the circular is most insensitive and inhuman. (Circular No 05 vide No 109-Staff (Appt. II)/87-2011 Vol I Date 09.02.2012).

 No department under the government of India would dare to issue such a circular except that under the CAG.

 

The Circular states that henceforth appointment on compassionate ground would be restricted to MTS and clerks and not to auditor and accountant or AAO cadres, whereas as of now the appointment under compassionate ground is admissible to all cadres having an element of direct recruitment.

 

The circular further states that in the case of old cases 'very fact that the family has been able to manage somehow all these years should normally be taken as adequate proof that the family had some dependable means of subsistence' and hence need not be considered!

 

What a compassion!

 

It is not understood what the administration means by it – does it want to explicitly say that the family members of the deceased employee should commit suicide immediately on knowing that there is no outright vacancy in the office? (in that case, the question of compassionate appointment does not arise – an easy way to reduce such cases!). Or does it propose that all widows should opt for 'sati'?

 

This is most cruel, insensitive and inhuman. Instead of applying a soothing balm to the family of an employee where breadwinner was snatched away by fate, our administrators want to torment them further! It is not their fault that they were not offered an employment immediately on the death of the breadwinner of the family, it is the red-tapism and sadistic approaches of those decision makers make life miserable for them. Instead of addressing this problem with utmost sympathy and with compassion, the administration wants to resolve the problem in the only manner they know.

 

There are scores of cases where delay in granting appointment on compassionate ground has occurred only because of the administrative apathy – like in Odisha office where no compassionate ground appointment was even attended to since mid-1990s. Requests and appeals to CAG administration yielded no solace to the bereaved family members. Now the administration has resolved everything in one stroke!

 

Every unit may adopt a resolution on this and send it to CAG through proper channel. Letter written by us to CAG is enclosed.

 

REMIT HQR QUOTA, SPECIAL FUND

 

All the Units might have finalised their Accounts for the year 2011-12 by this time. Units which have not remitted HQr quota fully for the year (some units are in arrears for the previous year also) may remit it immediately – latest by 30th April 2012.

 

The NE had given call for special fund to tide over the immediate financial difficulties faced by HQr.

 

All our members would be receiving DA arrears in this month. Also, the arrears on account of re-fixation of revised pay scale in respect of those employees where the date of increment was between Feb 2006 and July 2006 – as per the decision in the National Anomaly committee - would also be disbursed soon.  

 

All Units are requested to collect special fund and remit the same to HQr as and when the arrears are disbursed.

Subject: Appointments on compassionate grounds – Reg.

 

Sir,

            I am to invite a reference to Circular No 05 vide no 109-Staff (Appt. II)/87-2011 Vol I Date 09.02.2012 on the subject above.

 

            Restricting compassionate appointments to MTS and clerks and enforcing a blanket ban on appointment to the auditor/accountant cadres may kindly be revisited and corrected. Appointments under compassionate ground may continued to be permitted against cadres that has an element of direct recruitment.

 

            Further, the statement 'the very fact that the family has been able to manage somehow all these years should normally be taken as adequate proof that the family had some dependable means of subsistence……" (Para 4) is a cruel joke on the dependants of those deceased employees who served the department all these years. It is requested that the  afore-mentioned statement may kindly be deleted from the circular as it is in negation of the positive approach enunciated vide Circular dated 09.03.2009 with regard to appointment on compassionate ground.           

 

            The circular dated 9th February 2012 is insensitive to the plight of the family which is deprived of its breadwinner and also is in total violation of recommendations made by the parliamentary committee on the subject.

 

            It is therefore requested that a fresh circular may kindly be issued after addressing and rectifying the two negative aspects spoken above.
