Dear Comrades,
THIS MAGNIFICENT UNITY, SPIRIT OF STRUGGLE NEEDS TO BE CARRIED FORWARD
The working class has stated in one voice – reverse the economic policies that are for one percent of the population that deprives the 99% of the people of the country even the bare minimum needs achieved through sustained struggles over the years.
The Central Government employees, joining the strike on 28th February 2012, have unequivocally declared their intention to intensify the struggle for wage revision after 5 years.
The Central Head Quarters of the Association salute the more than 10 crores of working people – including government employees – who made the strike on 28th Feb 2012 a memorable and epoch-making one.
It needs to be stated quite plainly that the participation of audit & accounts employees was quite unsatisfactory, though compared to 7th Sept 2010 one could say that there is marginal improvement. The best part is the resurgence of the Kerala Unit which has recorded more than sixty percent participation in the strike, despite a hostile administration. In Chennai and Kolkata both audit & Accounts joined the strike enmasse. In Assam and Tripura also the strike was 100% in A&E offices.
Some units did not take much pain in mobilising, with the result that the participation was marginal. In Andhra Pradesh where the administration is hell bent on disturbing the employees' unity and the right to express the executive committee along with some activists participated in the strike.
There is a need for serious introspection on organisational matters in the CWC meeting which will be convened shortly.
The Press Statement issued by Confederation is given along with this Circular.
BLATANT ATTACK ON TRADE UNION RIGHTS
The circular issued by the CAG administration under the signature of Pr Director, Staff refuses permission to hold demonstrations with in the office premises?
Does it mean that when we hold demonstration against the maladministration and misuse of authority (including rampant corruption amongst IA&AS officers) we should take it to public domain, instead of the closed walls of the Department?
This directive that no demonstration shall be permitted within office premises shall have to be fought back with all might at our command.
The administration has been on the duty to defeat the strike on 28th February 2011 at stations like Mumbai and Kolkata. In Mumbai police force were requisitioned with a special instruction targeting the General Secretary, Accounts Category III Association. Even the Pr Accountants General – who otherwise are inactive on staff welfare – were very active standing at the gates of the office.
IT IS CLEAR NOW, WHAT IS BEING COOKED
The moves by the administration by trying to strangulate the dissenting voices and denying the bare minimum space to the staff side is indicative of the ulterior designs – to carry on with 'strategic plan' which is against the mandate given under the constitution and against the interest of the people at large.
Temporary setbacks are to be overcome and each unit has to mobilise the entirety of the membership to resist the onslaught on the democratic rights of the employees.
With regards
Yours fraternally

CONFEDERATION OF
CENTRAL GOVERNMENT EMPLOYEES AND WORKERS

PRESS STATEMENT
The General Strike of Indian working class for which the call was given by the Central Trade Unions and endorsed by all the Federations and the Central and State Govt. Employees elicited the largest participation today. The increased participation of workers in the industrial action was indicative of the growing realization of the need to struggle against the present economic policies of the Govt. of India.
The Central Govt. employees throughout the country responded to the call admirably in as much as the strike was almost total in Kerala, Tamil Nadu, West Bengal, Madhya Pradesh, Jharkhand, Chhattisgarh, Maharashtra, Assam, Meghalaya, Tripura, Manipur and about 80% in Andhra Pradesh, Karnataka, Bihar and Uttar Pradesh, and partial in Delhi, Punjab, Haryana, Arunachal Pradesh, Rajasthan, Himachal Pradesh, Orissa and Gujarat.
The strike was no doubt an impressive reflection of the total discontent of the employees over the various policy decisions like scrapping of the existing pension scheme, outsourcing, contractorisation and privatisation which have threatened the job security. The increasing prices of essential commodities had added to the agony and despite periodical wage increase through the system of Dearness Compensation, the employees found it difficult to make the both ends meet with the existing emoluments.
The Confederation National Secretariat while congratulating the Central Govt. Employees in general for the total co-operation in making the strike action a grand success, particularly place on record the exemplary and magnificent achievement of Income Tax Employees Federation and All India Central Ground Water Board Employees Association, who could make cent percent of their members to participate in the strike.
We once again call upon the affiliates to go ahead with the preparation of the next strike action in pursuance of the 14-point Charter of Demands which are of exclusive concern to Central Government Employees.

WOMENS COMMITTEE
Dear Comrades,
MOBILISE AND UNITE ! OBSERVE INTERNATIONAL WOMENS DAY !
This is the opportunity to unite and mobilise for a meaningful change. To recognise the fact that for securing peace and social progress and full enjoyment of our fundamental rights and freedom the active involvement of women is essential. Use your full potential and contribute to develop a healthy society.
International Women's Day is meant for assessing the achievements of women and to promote their freedom and social and economic equality. Looking back to the turn of 20th century women were denied basic rights including right to vote. The inception and growth of labour movements and the struggles that followed protesting poor working conditions and low wages in the textile industry in the 19th & 20th century have relevance even in the present day working class movements as such discrimination is still prevalent in many parts of the world and many a sectors.
There has been progress in the lives of women in general over the years but much remains to be fought for. Women have forged ahead in many spheres of life. There are women Astronauts, Pilots, Administrators, and the financial status of urban women has also changed but alongside discrimination against women is still prominent and atrocities against women are increasing in this modern developed society. Women's lives are still unsafe. Political representation has increased but women's representation in parliament is still a minority.
We have to come forward to partake in the decision making and sort out solutions to issues and involve actively in all the organization activities. Only then there will be empowerment of women and strength to the organization.
This International Women's Day let us celebrate the struggles for women's rights in the economic, social, political and cultural domain and reaffirm our solidarity in the struggle for peace.
WE CANNOT GO BACK AND START FROM THE BEGINNING SO LET US MAKE A NEW BEGINNING!
Yours Fraternally,
Jaitha V. S.
