SHIMLA HOLDS TRADE UNION CLASS

 

Shimla Units conducted the Trade Union Classes on 17-18 October 2011, thus becoming the first station to implement the decision taken by the National Executive committee in this regard. This will definitely give a fillip in our determination in carrying out the decision on Trade Union Classes.

 

PREPARATION FOR PARLIAMENT MARCH

 

Certain units are yet to send report on the preparation on Parliament March on 25th November 2011 against the PFRDA Bill and also on the signature campaign, though the dates for sending the reports are over on 15th October 2011.

 

Where does your Unit stand – amongst those that send report or amongst the few yet to send report?

 

If you have not sent report, please do it today.

 

SPECIAL FUND

 

Please refer to Circular 24 on the financial position of head quarters. All Units are requested to collect Rs 100/- per member and remit it to HQr immediately.

 

RE-ORGANISATION OR WINDING UP?

 

It is learnt that CAG administration has issued circular on revised staff strength on Gr B & C cadres effecting drastic reduction in the strength of Auditor/Sr Auditor. No discussion has been held with staff side. The assurance was that there will be no reduction and all the vacant posts would be filled up.

 

The recent actions of the administration such as new audit criteria, winding up of Resident audit parties and the latest one reducing the strength of auditor cadre naturally creates a doubt in the minds of any right thinking, nation loving citizen: is it a re-organisation or winding up of the concept of public accountability?

 

If the reports are true then we will be forced to go public against all the recent actions aimed at torpedoing the Auditorial and Accounting concepts by the departmental authorities themselves.

 

SEND REPORT ON PROGRAMME ON 31ST OCT 2011

 

All the Units were to hold demonstration on 31st Oct 2011 and send telegrams against the directive to close down the RAPs in Commercial Audit – in the commercial audit all personnel were to send telegram to CAG – Circular 25.

 

All Units may please send the report on the implementation of the programme today itself.

Sir,

           

            I am to invite your kind attention to Circular letter 560CA/V/8-2011 dated 8th August 2011 from Director General (Commercial)-II stating there-in that a decision to "phase out" RAPs to "strengthen audit quality and discourage development of vested interests".

 

            We are dismayed at this decision and, more so, on the reasons cited for the closure of RAPs.

 

            The system of RAPs was evolved to create sector wise expertise and optimise the quality of audit and the system has stood the test of time. The volume of business of the PSU, its turnover and the capital invested – all were the criteria applied for the creation and operation of a RAP. There has never been a question mark  ever raised on the quality of audit by any of the existing RAPs is something that itself will go against the statement that the present move to move to 'zero RAP' is to improve audit quality. The Local Audit Parties (LAP) which has been destined to replace the RAP cannot have the reach and effectiveness of an RAP.

 

 In brief, the decision conveyed through the circular dated 8th August 2011 by the Director General (Commercial)-II will adversely affect the quality of audit.

 

            Another reason cited as justification for closure of RAPs is 'to discourage the vested interest'.

 

            I am afraid that the statement is not in good taste and cannot be accepted as it is an extension of the conclusions drawn in the document titled "Ethical issues in IA&AD, Service Introspection" a booklet brought out by National Academy of Audit & Accounts, Shimla which has been withdrawn formally.

  

 Further the expenditure aspect on account of TA/DA by changing the system of RAP to LAP would be quite huge. With the money that would be spent on an avoidable expenditure, the department could manage more audit parties elsewhere which will give better results.

 

It is therefore requested that DG (Commercial)-II may kindly be advised to withdraw the Circular letter mentioned above and permit the RAP system to continue.

 

            This Association is of the considered view that decisions communicated by the DG (Commercial)-II since March 2011 on audit criteria as well as the one on closure of RAPs is not at all in the interest of the Department or the nation, rather it is a dilution of, if not abdication, of the auditorial responsibilities vested with the Department.

PROTEST AGAINST THE CLOSURE OF RAPs IN COMMERCIAL AUDIT

 

            The CAG's office has directed all the MABs and Accountants General to close down the Resident Audit Parties in Commercial Audit by 31st October 2011. This will cause dislocation to more than hundred personnel working in many RAPs across the country. Hence forth the audit would be conducted through audit parties. The audit has already been drastically reduced by prescribing new audit criteria which inter-alia ensures that the supplementary audit of more than 80% of Public Sector Undertakings – Central as well as State – will not be done annually as is done till date.

 

            The reason advanced for closure of Resident Audit Parties in PSUs is nothing but to be deplored – to avoid vested interests being developed!

 

            Every one in the Department and PSUs knows who has vested interests and how the vested interests of the IA&AS officers are met. The RAPs are made to beg with PSUs for extending many a facility – including A/C care for families of IA&AS officers – to the IA&AS officers and the blame is put on the Gr B and C personnel.

 

            We have to protest emphatically against this move – not only against the curtailment of audit reach and dislocation of personnel but also against the casting aspersion on integrity of Gr B and C personnel.

 

            Every Unit may hold protest demonstration on 31st October 2011 and adopt a resolution given below and forward it CAG of India through proper channel, with a copy to the HQrs.

Draft Resolution

 

                This meeting of …………………………..Association,….. held on 31st October 2011 is of the considered opinion that the decision of the Chairman, Audit Board to close down the Resident Audit Parties in the Commercial Audit wing will have serious repercussion on the personnel working in the RAPs and also on the reach and quality of audit.

 

                This meeting takes strong exception to the reason advanced as one of the reason to close down the RAPs ie 'to discourage development of vested interests' is nothing but an insult to all the Gr B & C personnel in the department. The meeting strongly protests against casting aspersion on the integrity of personnel working in the Department.

 

                This meeting urges upon the CAG of India to cause withdrawal of the decision to close down the RAPs in commercial Audit wing and withdrawal of the circular letter itself.

 

                Resolve to send a copy of this resolution to CAG of India through proper channel.

 

                Further resolves to send a copy of this resolution to the Secretary General, All India Audit & Accounts Association.

            Please refer to Circular 22 dated 21st September 2011 regarding decisions taken in the meeting of National Executive Committee held at New Delhi on 17-18 September 2011.

 

1.      Financial Position of HQrs

 

The 45th Conference held at Jaipur decided that the rate of subscription should be raised at least to Rs 20/ pm and the head quarter quota shall be Rs 8 per member per month (ie Rs 96 per annum) with effect from 1st October 2010. The gestation period was given so that every unit would be in a position to carry out the necessary constitutional amendments. HQrs has vide circular requested the units to communicate if their request for sanction for the constitutional amendment is pending with CAG's office.

The National Executive Committee observed that despite all these many units are yet to revise rate of subscription and as a result the head quarter quota is also paid at the old rates (in certain cases it is too low, not even equal to three months' HQr quota).

The head quarter is faced with an acute resource crunch. The expenditure on maintaining a head quarter is going up day by day with escalating costs. The lack of remittances in time by units coupled with non revision of rate of subscription and head quarter quota is hurting the functioning.

The National Executive Committee has therefore called upon every unit to raise a special fund of Rs 100/ per member from the DA arrears (and Bonus). Every unit should ensure that the remittance of special fund is done by 15th November 2011.

 

2.      Trade Union Class

 

The decisions of the Shimla meeting of National Executive could not be implemented for financial crunch faced by HQrs. Holding a conclave to discuss and finalise on the documented history of All India Audit & Accounts Association and also training class involves expenditure that the HQrs cannot afford for the time being.

The National Executive therefore decided to side step the conclave on history of Association and also the training class and start with TU classes in identified stations without loss of time.

The programme chalked out by NE is as follows:

 

Shimla – 17-18 October, Mumbai - 12-13 October, Bangalore – 21st October, Thiruvananthapuram 31 Oct -1st Nov., Chennai 2-3 November, Bhopal 7-8 November, Gwalior 9-10 November, Jaipur 14-15 November, Chandigarh 17-18 November. 

As regards other units, the dates will be communicated later. The details of the programme would be communicated to each unit/station separately.

 

On Special Casual Leave

 

It is informed by many units that the local administration is creating hurdles in sanctioning special casual leave for organisational work, especially when the Special Casual leave sought for local activity. The issue was taken up with CAG's office. We have been asked to give details of such denials.

Every unit may therefore communicate in writing (not through sms) the detailed instances of such denial of Special Casual leave. This may be done by return post.

            ENSURE SUCCESS OF SIGNATURE CAMPAIGN AND MARCH TO PARLIAMENT AGAINST PFRDA BILL

 

Signature Campaign

            The national Executive Committee meeting held on 17-18 Sept 2011 at New Delhi (Circular 22 dated 21st Sept 2011) reviewed the preparations on in different units signature campaign and March to Parliament on PFRDA bill and concluded that the campaign on the dangers of PFRDA bill is yet to pick up – rather it is much below the desired level. The meeting therefore decided that:

 

1.      Every Unit/Audit COC should print the format for signature campaign and give one copy to every member.

Every member would be requested to obtain signatures on it from his/her family members, relatives, neighbours and friends with a specific date for returning the signed memorandum. It should not be later than 10th November 2011.

 

2.      Each Unit in Association with other units and CGE organisations of the station should collect signatures from the public at large by arranging booths at different public spots like railway stations, bus stands, market places etc.

 

3.       Each Unit/Audit COC should collect all such signed memoranda not later than 10th November 2011, number it and bind it in a single volume. The bound volume of the signatures obtained should be handed over on 24th November 2011 at New Delhi.

March to Parliament

            The National Executive has decided the following quota for each unit for the March to Parliament on 25th November 2011 at New Delhi.

 

Allahabad-100, Gwalior – 50, Jaipur – 100, Delhi – 100, Haryana – 40, Punjab – 40, Shimla – 40, Ahmedabad – 10, Rajkot – 15, Nagpur – 25, Bhopal – 10, Raipur – 5, Orissa – 20, West Bengal – 40, Assam – 10, Mumbai – 40, Hyderabad – 25, Bangalore – 20, Chennai – 40, Patna – 10, Kerala – 10, Dehradun – 5, Lucknow – 5, Shillong -2, Nagaland – 2, Jammu -2.

 

            Accommodation would be arranged only if unit intimates so by 15th October 2011 and money is sent in advance. This is because in the past, many times, bookings made by HQr was not fully utilised.

           

Formation of Steering Committee

 

Our Units should take lead in forming the steering committee with participating organisations on PFRDA bill.

A detailed report on the status of the steering committee of your station and the efforts taken by our units may be sent to HQr by 10th October 2011.

Dear Comrades,

 

            We have decided the following programmes of action in support of Charter of Demands as also in support of our demand for withdrawal of PFRDA Bill.  On the demand of withdrawal of PFRDA Bill we are organising signature campaign on a memorandum to the Hon'ble Prime Minister.  In support of Charter of Demands Dharma was to be organised in each state by COC or units of affiliates of Confederation in their stations/ office on 28th Sept. 2011.  In support of our demand on PFRDA Bill, besides mass signature from the people at large the following programmes were decided.

 

1.       To hold State level convention by 30th Sept. 2011 to popularise these demands.

2.       To organise Raj Bhawan March in each State capital jointly by the participating organisations in the National Convention to submit memorandum to Prime Minister on 6th Sept. 2011 or any date prior to 30th September, 2011.

To get memorandum to Prime Minister printed either by COC or by the units of affiliates of organisations participating for distribution amongst members for getting signatures from family members and friends  and the neighbours and to organise camps at major public points such as Railway Stations, Hospitals etc. to obtain signature of people at large.

3.       To organise March to Parliament on 25th November, 2011 and submission of Memorandum to the Prime Minister.

 

From the reports it transpires that the signature campaign on memorandum to Prime Minister against PFRDA Bill is yet to pickup.  This situation has developed because the mobilisation programmes of State level Conventions and March to Raj Bhawan have not been organised in most of the places. 

 

It is therefore, requested that these programmes be implemented at the earliest by 20th October, 2011.

 

On the Charter of Demands finalised by Confederation the Departmental Conventions decided by the Secretariat also has not been implemented.  This should be done at the earliest.

 

On 20th October, 2011, Demonstration before Chairman, Welfare Coordination Committee is to be organised under the banner of COC.

 

The arrangements may be made to get sufficient number of memorandum to PM printed and should be ensured that one copy of the same may be given to each member of the unit concerned with the direction to obtain signature of family members, friends and neighbors and Local steering Committee/COC/unit leaders may visit the aforementioned public places and obtain signature of public at large.

Local steering Committee/COC/unit leaders may assign the numbers to the signatures and keep them in neatly bound volumes and the leaders may carry these volumes and hand over one day before the March to Parliament.

The total number of signatures obtained in each centre may be intimated by SMS to mobile No. 098681 45667 or by email to Confederation HQr. by 18th November, 2011. 

 

 Simultaneously it is necessary that the number of people joining the March to Parliament from each station/Organisation has to be intimated to Confederation CHQ latest by 15th October, 2011 by SMS or email.

 Confederation CHGQ has decided that all the organisations having Headquarters at New Delhi will ensure that the participants from their organisation are taken care of for their stay and other purposes. Confederation Headquarters will arrange accommodation in respect of other organizations having headquarters outside Delhi, if they give the number of participants latest by 20th October, 2011.  This deadline has to be adhered to otherwise it may not be possible to arrange accommodation at the last minute.

General Secretary, COC of each state/station may intimate by sms or email whether the steering committee of organizations on PFRDA bill has been formed or not.

 

            Chief Executives of all the affiliates of Confederation are requested to communicate on the steps taken by the Organisation for the effective and successful implementation of the decisions given above. Copy of the Circular issued by them to their Units/Branches may be endorsed to Confederation HQr without fail.

 

Confederation CHQ hopes that instructions given in this circular would be implemented in letter and spirit.  Success of our movement solely depend your total indulgence in these tasks.
