To

Unit Secretaries,

Members & Spl. Invitees – NE &

Members of Women's Committee

Dear Comrades,

REVISION OF RATE OF SUBSCRIPTION

The 45th Conference of All India Audit & Accounts Association decided to revise the rate of Head Quarter Quota to Rs 8 per member per month (ie Rs 96 per member per annum) with effect from 1st October 2010.

The Conference also advised all the affiliated Associations to revise their monthly subscription accordingly.

Though some units have intimated about the revision of rate of subscription, many units are yet to intimate whether they have initiated the process and if so, what is its status. If the unit's proposal for Constitutional amendment revising the rate of subscription is pending with CAG office, the same may be intimated with details and copy of unit's resolution. HQr shall pursue the matter with CAG office.

The units - where proposals already forwarded are still pending - may send fresh proposals (ignoring the earlier one) so as to speed up the process and the HQr may be intimated accordingly.

CLEAR THE HQr QUOTA

Almost every unit cleared the HQr quota upto March 2009 by the time of 45th Conference. Some units paid the HQr quota beyond March 2009 also.

But very units have paid the quota thereafter.

It is therefore requested that all units may please pay up the head quarter quota @Rs 4/- per member per month (ie Rs 48 per year per member) upto September 2010 immediately on receipt of this Circular.

The HQr quota can be paid the Association's bank a/c directly. The bank a/c number shall be communicated on demand. On crediting head quarter quota directly to bank, units should take care to intimate head quarter of the remittance with details – first by sms and there after by post.

PLEASE OWN UP THE FOLLOWING REMITTANCES

The following amounts have been credited to All India Audit & Accounts Association's bank a/c, but the HQr is clueless on who has remitted the amount. The receipts for these amounts are held up for the want of 'identity'.

            The unidentified remittances are:

1.       Rs 3,000/ credited on 3rd March 2010

2.       Rs 5,000/ credited on 16th June 2010

3.       Rs 20,000/- credited on 29th June 2010

JAC ON MOVE TO SAVE THE ARBITRATION AWARD

As could be learnt from the enclosed JAC Circular, at apex level we have been in touch with leaders of various political parties.

Com Basudeb Acharya has already moved amendment to the government's resolution. Apex JAC, under the leadership of Com KKN Kutty, Secretary General of Confederation met Smt Sushma Swaraj, Leader of Opposition in Lok Sabha. She has assured full co-operation and advised the delegation to meet other leaders also.

Though the government introduced the resolution, it was not taken up admission for want of time. It is expected

The copies Com Acharya's letter to Finance Minister and the amendment moved on the government resolution are enclosed.

Also our letter to Smt Sushma Swaraj is also attached.

Our units, in co-ordination with other constituents of JAC, may contact the local MPs and make them write to Finance Minister.

Also the membership may be informed of the developments and be told that with the Supreme Court having already rejected the case on pay parity and the pay commission not doing justice to our cause, the issue of pay parity will always be a lost one if Parliament rejects the award on pay parity.  Hence the need to stall the rejection of the award and save it.

OBSERVE DEMANDS DAY ON 6TH OCTOBER 2010

Apex JAC therefore calls upon every constituent organisation and its units to observe Demands Day on 6th October 2010 by holding lunch hour demonstration and sending saving gram. Text of saving gram is given in the JAC Circular 9-2010.

            With regards

Yours fraternally

Further, as per JCM norm, the award should have been moved to parliament for rejection within six months from the date of grant of award. Smt Swaraj has responded positively and finally assured the delegation that she would take up the matter and ensure that the award is not moved for rejection in the Parliament. Dear Comrades,

OBSERVE 42ND ANNIVERSARY OF 1968 ONE DAY STRIKE

On 19th Sept 1968 lakhs of employees went on one day strike in pursuance of 10 – point charter of demands vis

1.      Need based minimum wage and adjustment of differential.

2.      Full neutralisation of the shortfall in real wage due to the high cost of living.

3.      Merger of DA with basic pay.

4.      Withdrawal of Government's proposal to retire employees at 50 years of age or on completion of 25 years of service.

5.      No victimisation, and reinstatement of 'victimised workers.'

6.      No retrenchment without equivalent alternate job security.

7.      Abolition of contract and casual/contingency labour.

8.      No introduction of 'automation' and withdrawal of all means of 'automation'.

9.      No change in any major service conditions of the employees of any department of the government of India without prior consultation with the trade union concerned.

10.  Fixation of minimum remuneration for part-time and extra departmental employees proportionate to the minimum wage of departmental employees.

All over India, about 12000 central government employees were arrested. The terminations, suspensions, removals beside arrested cases ran into further 10,000 or so.

One could see that neutralisation of rise in prices has been achieved after the 1968 strike – eventhough it cannot be called really a full neutralisation – and continued to be retained, while other issues raised in 1968 still continue to agitate every employee even today.

The issue of victimisation – a blot on the democratic system – is back on the agenda of our Association with all force as is witnessed in the recent years. And we are also seeing the administration getting intolerant on every passing day – even the word 'victimisation' provokes it.

The National Executive that met on 12-13 August 2010 decided to observe the day by holding meetings, conventions etc to educate the masses. A brief on the issues and the situation immediately before and after the 1968 strike in general and specific to IA&A is attached.

The membership may be educated about the struggles and sacrifices of the predecessors making them prepared to face the onslaughts of the administration.

19th Sept 2010 being a Sunday, all the units may observe the "Commemorative Day" on 22nd September 2010. The leaders who played a leading role and also those participated in the strike on 19th Sept 1968 may be invited to the meeting/convention and may be honoured –if they are in a position to attend.

            With regards

Yours fraternally

Dear Comrades,

NATIONWIDE STRIKE ON 7TH APRIL 2010

Nearly 10 crores of workers across the country struck work on 7th Sept 2010 registering their emphatic protest against the anti-people economic policies including sky rocketing price rise. As per reports received so far, the participation of central government employees in the strike has been satisfactory.

As far as IA&AD is concerned, we could see a slide in the participation with only few stations reporting total participation. Allahabad (Accounts), Audit & Accounts Units in Kolkata and Guwahati (Accounts) have reported total strike where as in Kerala (both Audit & Accounts) there has been significant improvement in the participation. In Chennai (Accounts), Hyderabad and Mumbai also a good number of employees participated in the strike. In Gwalior the employees observed it as a black day holding lunch hour demonstration in support of the strike action. In Shimla also, demonstration was held.

It could be seen that compared to last occasions there was much less mobilisation and participation in the strike this time.

We will meet in the National Executive Committee and Working Committee very shortly to take stock of the situation and to chalk out future strategies to overcome the shortcomings and to surge back.

Head Quarters of the Association greets all the comrades who joined the strike on 7th Sept 2010 despite adverse situation prevailing in almost all stations.

The press statement issued by Confederation is enclosed.

            With regards

PRESS STATEMENT

Abiding by the call of the Central Trade Unions and endorsed by the all India Federations, the Confederation of Central Government employees and workers organized the one day strike today the 7th September, 2010 against the increasing inflation, price rise, demanding the revival of the Universal Public Distribution system, against the policy of privatization of Public Sector and Governmental organizations, against contractorisation, outsourcing and above all demanding the scrapping of the new contributory pension scheme introduced to replace the existing statutory defined benefit pension Scheme.  The strike action elicited total participation  of Central Government employees in the States of Kerala, Tamilnadu, Andhra Pradesh, West Bengal, Assam, Tripura, Meghalaya, and 70 to 80% in Maharashtra, Uttar Pradesh, Jharkhand Karnataka, Rajasthan Bihar, Chattisgarh, and partial in Punjab, Haryana, Himachal Pradesh, Uttarakhand, Orissa etc.  In Delhi the strike participation was restricted to the employees of the RMS division and a few other organizations belonging to the Postal Department.

The Strike was an impressive indication of the growing discontent of the Central Government employees over the Neo-liberal Economic Policies, which has threatened the job security of the workers, redundancy due to outsourcing, corporatisation and privatization of Government departments, contractorisation of the functions of about 10 lakh employees belonging to the lower strata and the big erosion of the value of the wages due to the price rise.

The Confederation's National Secretariat while congratulating the Central Government employees for their unstinted co-operation in making the strike a grand success has called upon them to be prepared and mobilize themselves further for a greater form of agitational programme, if the Government continues to tread the pro-rich polices.
