REVISION OF RATE OF SUBSCRIPTION
The 45th Conference of All India Audit & Accounts Association decided to revise the rate of Head Quarter Quota to Rs 8 per member per month (ie Rs 96 per member per annum) with effect from 1st October 2010.
The Conference also advised all the affiliated Associations to revise their monthly subscription accordingly.
Though some units have intimated about the revision of rate of subscription, many units are yet to intimate whether they have initiated the process and if so, what is its status. If the unit's proposal for Constitutional amendment revising the rate of subscription is pending with CAG office, the same may be intimated with details and copy of unit's resolution. HQr shall pursue the matter with CAG office.
The units - where proposals already forwarded are still pending - may send fresh proposals (ignoring the earlier one) so as to speed up the process and the HQr may be intimated accordingly.
CLEAR THE HQr QUOTA
Almost every unit cleared the HQr quota upto March 2009 by the time of 45th Conference. Some units paid the HQr quota beyond March 2009 also.
But very units have paid the quota thereafter.
It is therefore requested that all units may please pay up the head quarter quota @Rs 4/- per member per month (ie Rs 48 per year per member) upto September 2010 immediately on receipt of this Circular.
The HQr quota can be paid the Association's bank a/c directly. The bank a/c number shall be communicated on demand. On crediting head quarter quota directly to bank, units should take care to intimate head quarter of the remittance with details – first by sms and there after by post.
PLEASE OWN UP THE FOLLOWING REMITTANCES
The following amounts have been credited to All India Audit & Accounts Association's bank a/c, but the HQr is clueless on who has remitted the amount. The receipts for these amounts are held up for the want of 'identity'.
The unidentified remittances are:
1. Rs 3,000/ credited on 3rd March 2010
2. Rs 5,000/ credited on 16th June 2010
3. Rs 20,000/- credited on 29th June 2010
JAC ON MOVE TO SAVE THE ARBITRATION AWARD
As could be learnt from the enclosed JAC Circular, at apex level we have been in touch with leaders of various political parties.
Com Basudeb Acharya has already moved amendment to the government's resolution. Apex JAC, under the leadership of Com KKN Kutty, Secretary General of Confederation met Smt Sushma Swaraj, Leader of Opposition in Lok Sabha. She has assured full co-operation and advised the delegation to meet other leaders also.
Though the government introduced the resolution, it was not taken up admission for want of time. It is expected
The copies Com Acharya's letter to Finance Minister and the amendment moved on the government resolution are enclosed.
Also our letter to Smt Sushma Swaraj is also attached.
Our units, in co-ordination with other constituents of JAC, may contact the local MPs and make them write to Finance Minister.
Also the membership may be informed of the developments and be told that with the Supreme Court having already rejected the case on pay parity and the pay commission not doing justice to our cause, the issue of pay parity will always be a lost one if Parliament rejects the award on pay parity. Hence the need to stall the rejection of the award and save it.
OBSERVE DEMANDS DAY ON 6TH OCTOBER 2010
Apex JAC therefore calls upon every constituent organisation and its units to observe Demands Day on 6th October 2010 by holding lunch hour demonstration and sending saving gram. Text of saving gram is given in the JAC Circular 9-2010.

Reports received at JAC head quarter show that the call for 3-day demonstration and sending of telegram to Speaker Lok Sabha and Chairman Rajya Sabha against the move of Govt to move resolution in the Lok Sabha ton reject the award by the Board of Arbitration in CA No 3/2001 is responded well though the country.
The apex JAC had simultaneously written to Shri Pranab Mukherjee, Finance Minister, Shri A. K. Antony, Defense Minister, Shri P. Chidambaram, Home Minister, Ms. Mamta Banerjee, Railway Minister on the issue. , Smt. Sushma Swaraj, Leader of the Opposition, Lok Sabha and other prominent MPs were also appealed to take up the issue on our behalf.
COM. BASUDEB ACHARIA INTERVENED
Com. Basudeb Acharia, M.P. leader of the CPI (M) Group, Lok Sabha has moved amendments (Copy enclosed) against the resolution moved by the Government in the Parliament for rejection of the award. Consequentially, the Government could not move the Resolution in the just concluded monsoon session of the Parliament. Com. Basudeb Acharia, MP has also forwarded the letter issued by the apex JAC to the Finance Minister with request to implement the award (copy enclosed).
MEETING WITH SMT. SUSHMA SWARAJ
In response to the request letter of the apex JAC, Smt. Sushma Swaraj, Leader of Opposition, Lok Sabha had agreed to meet the representatives of Joint Action Committee. Accordingly, a delegation comprising Com.K.K.N.Kutty, Secretary General, Confederation of Central Government Employees and Workers Com. M. S. Raja, Chairman and Secretary General, All India Audit and Accounts Association, Com. V. Bhattacharjee, Convener and Secretary General, National Federation of Civil Accounts Associations, and Com.S.Bandopadhyay, Finance Secretary, National Federation of Civil Accounts Associations met Smt. Sushma Swaraj on 11th September. The Delegation explained to Smt. Swaraj that the Government has arbitrarily moved a resolution for rejection of Arbitration Award on grant of higher pay scale to Accounts and Audit Cadres on par with Central Secretariat cadres on the pretext incurring Rs 1200 crores for the implementation of the award, hiding the fact that the staff side in JCM has already offered to forego the arrears of pay upto 31st Dec 2005. Further, as per JCM norm, the award should have been moved to parliament for rejection within six months from the date of grant of award. Smt Swaraj has responded positively and finally assured the delegation that she would take up the matter and ensure that the award is not moved for rejection in the Parliament. She asked the delegation to approach MPs of different other political parties including Com.Basudeb Acharia so that her move is supported by them

To step pressure on the government every constituent organisation and its field formations are requested to observe Demands Day on 6th October 2010.
