Dear Comrades,

CONFEDERATION CALL – HOLD DHARNA ON 17TH OCT AT ALL STATE CAPITALS

The Secretariat of Confederation that met at Bengaluru on 8th August 2017 decided to carry the struggle on 7 CPC related issues further. Though the meeting felt that the struggles could be really effective only when held at under the banner of NJCA, it was decided to conduct independent actions till other constituents of NJCA get ready for struggles including indefinite strike.

Accordingly, the meeting decided to hold Massive Dharna on 17th October 2017 at all State Capitals.

All our Units are requested to take leading role, ensuring maximum participation of rank and file, in the successful conduct of the Dharna under the banner of State COC.

3-DAY MASS DHARNA AT NEW DELHI ON 9, 10, 11 NOV. 2017

The central Trade Unions have called for 3day mass Dharna (Maha Padav) at New Delhi on 9, 10, 11 November 217. The secretariat of Confederation decided to partake in the 3-Day Dharna by mobilizing the members across the country. The CWC meeting held at Allahabad endorsed the decision of the Confederation.

It is felt that all our Units may assemble at Delhi on a single day, i.e. 10th November 2017 and march to the venue under our Association banner. The quota for each station is given below;

            1. Shimla – 25, 2. Punjab – 15,          3.Haryana – 15, 4. Rajasthan (Jaipur) – 15,
            5. Gwalior – 15, 6.   Bhopal   – 5, 7.Nagpur (including P&T Audit) - 10,  8. Mumbai-8,
            9. WB (Kolkata) -30, 10.Assam – 3, 11.Tamil Nadu – 6,   12. AP & TS (Hyderabad) – 5,
            13.  Bengaluru -3, 14. Kerala -3, 15. Chhattisgarh (Raipur) -3, 16. Odisha (Bhubaneswar) – 3, 17. Gujarat (Rajkot & Ahmedabad) -6 (3+3) & 18. Delhi – 50

            Units may contact Secretary General or Additional Secretary General (Com Anil) - on arrival at Delhi – to know the exact point of assemblage before marching to the venue of Dharna.

DHARNA ON 25TH OCTOBER 2017
BY NATIONAL CO-ORDINATION COMMITTEE OF PENSIONERS ASSOCIATIONS (NCCPA)

            The NCCPA has called for one day Dharna at Jantar Mantar, New Delhi on 25th October 2017 in pursuance of the following demands

            CHARTER OF DEMANDS.

1.      Implement Option No. 1. Recommended by the 7th CPC .
2.      Revise the pension of all BSNL Pensioners on IDA pay scale with 15% fixation benefit.
3.      Revise the pension of all pensioners of the Central Autonomous bodies.
4.      (a) Notional fixation of pay under Option No. 3. Must be based on the pay scales/Pay levels of the cadre or grade from which an employee retired.
(b) Implement the judgements of the Courts in the case of all pre-2006 pensioners, whose notional pay for the purpose of pension must be on the basis of the pay level/Grade Pay or pay scale of the grade/cadre from which he/she has retired.
5.      (a) Extend the benefit of the CCS(MA) Rules to all pensioners who are not covered by the CGHS (b) Do not discriminate the pensioners of the Union Territory; bring all pensioners  under the coverage of CGHS.
6.      Increase the FMA  to Rs. 2000/- as has been granted to the PF pensioners w.e.f 1.1.2016
7.      Raise the minimum pension to Rs. 12,000/- (2/3rd of the minimum wage) and make pension net of income tax.
8.      Restore the commutation loss of pension after 10 years
9.      Provide increased rates of pension on attainment of the age of 70 years
10.  Restore the Defined benefit  pension scheme as was in vogue prior to 1.1.2004 in respect of all Central Government employees by scrapping the Defined contributory pension scheme
           
            We all know that the All India Audit & Accounts Pensioners Association is on the formative stage. All our Units are, therefore, requested that they may mobilise the audit and accounts pensioners for the Dharna by all means and ensure good participation in the Dharna on 25th October 2017 at New Delhi. Circulars issued by Com GK Gohain, AIA&APA and Com KKN Kutty, Secretary General, NCCPA are enclosed.

Dear Comrades,
The Adhoc Committee meeting of All India Audit & Accounts Pensioners Association held on 24th January,2017 at Thrissur, Kerala (Circular dtd. 9th Feb,2017) has decided that the Convention would be held after Durga Puja festival i.e, after 15th of October,2017 in New Delhi. It was also decided that at least 20 units of Audit & Accounts Pensioners Association should be formed before the proposed convention. So far information received the following A&APA has been formed in 1) Assam, 2) West Bengal, 3) Shimla, 4) Bengaluru, 5) Hyderabad, 6) Kerala. Further in the Thrissur meeting it was discussed seriously that there is urgent need to form A&APA in every state under one umbrella for unity and united struggle. Our comrades might be enlightened with day today developments taken place through the circular of NCCPA.
The National Executive meeting of NCCPA held on 19th August,2017 at Nagpur has taken some important decisions along with programme of Action (NCCPA Circular dtd. 26th August,2017 in its Website):
(1)   Massive Dharna on 25.10.2017 from 11 A.M. to 3 P.M. at Jantar Mantar, New Delhi. Quota for All India Audit & Accounts Pensioners Association is given 50. The Units and Pensioners of IA&AD are requested to mobilise the members to participate  in the Dharna. (2) Mass Dharna programme will be held from 9th to 11th Novemeber,2017 at Delhi under the auspices of platform of Central Trade Unions. Members of A&APA are requested to take part in the programme.
As mentioned above, it is noticed that a few number of A&APA has been formed so far. The members of Adhoc Committee are therefore, requested to put forward their opinion/ suggestion that whether it is feasible to hold the proposed convention as decided in the Thrissur meeting.
Com. Secretary General of All India Audit and Accounts Association is requested to direct the affiliates to extend their possible help in forming the Audit & Accounts Pensioners Association in their stations.

Dear Comrades,

We write this in continuation of our circular letter dated 26th August, 2017.  We have been in consultation with the members of the Sectt in finalising the quota for the 25th October, programme.  We have taken note of the relative strength of the organisations in  respect of their membership as also their capacity to mobilise them to take part in the programme.  We have tried to keep a balance of the ground reality in finalising the quota.  But still there may be aberrations.  We would request you to kindly bear with us and co-operate so that the programme slated for 25th October, 2017 must ultimately be a resounding success.  Please therefore, ensure that the quota is exceeded so that our precept and practice would be in complete sync. (please see annexure for the quota)  To compel the present Government to retrace their steps(howsoever erratic and wrong it was), we are aware is quite difficult, as their political mobilisation is not based on the common perception of welfare of the downtrodden. We must realise that the lessons from the history is that the ultimate victory is of vox populi.  We are beginning our struggle on Wednesday, 25th October, 2017.confident of its final outcome howsoever prolonged it may be. 

We have prepared the charter of demands on the basis of the deliberations we had at the National Executive Committee meeting.  It has covered almost all the points that figures in the discussion.  Together it covers the aspiration, hope and anxiety of all pensioners.  We are confident that the movement will gather momentum over the years and those who still hope against hope that benevolence will usher in will realise the folly to give the requisite acceleration, for we believe in all earnestness that wider the platform, earlier the event of victory.
