OBSERVE 20th July 2017 AS
‘RESTORE UNITLATERAL TRANSFER & RECRUIT LOCALLY DAY’

The recruitment in IA&AD had come to a stand still for more than a decade since late 1990s. it was after sustained struggles by members of All India Audit & Accounts Association, including half day walkout on 21st June 2007 and Dharna before CAG office that the administration agreed to approach the Staff Selection Commission for recruitment to various cadres.

Though the process of fresh recruitment to various cadres has come to stay, a serious problem also arose along with that – that is, majority of the personnel recruited since 2010-11, in IA&AD, are from outstation.
                                     
This has caused lot of heartburn as 80-90 % of those recruited want to get a transfer to their home state or to a station near to their home state.

A very alarming situation has arisen on account of that. On the one hand we have a work force that is quite distressed because of the fact that the chances of their getting a posting near to their home state is bleak and on the other the discharge of functional responsibilities also get affected as proper understanding of the local language is a must for efficient discharge of duties in IA&AD.

All India Audit & Accounts Association has been demanding with CAG that either the SSC be asked to provide personnel of the station or to come out of SSC and have own recruitment mechanism. Through this we can, over a period of time, resolve the problem to a large extend.

Our requests for opening up of unilateral transfer policy have fallen on deaf ears. We have to raise the issue through mass mobilization. The twin issues of Unilateral transfer and NPS agitates and affect the newly recruited personnel directly.

All our units are requested to mobilise the newly recruited personnel in all the offices and observe 20th July 2017 as ‘RESTORE UNILATERAL TRANSFER AND RECRUIT LOCALLY DAY’ by holding lunch hour meetings and adopting the given resolution.

Copy of the resolution may be handed over to respective Pr AG/DG/AG/PD/Director/DD for onward transmission to CAG of India, with copy to HQR.

R E S O L U T I O N

            This General Body meeting of ………Association, ….. held on 20th July 2017 here-by records our strong resentment over the continued ban on unilateral transfer in IA&AD in vogue for nearly 2 decades.

            This continued ban on unilateral transfer has cast a gloom on the minds of the personnel recruited since 2010-11, majority of whom hail from another state.

            This Association have repeatedly pointed out the adverse impact this policy will have on the discharge of functions where knowledge of local language is a primary requirement

            All India Audit & Accounts Association has been demanding restoration of   unilateral transfer and recruitment of personnel locally, placing specific proposals in this regard which will enable transfer of outstation personnel in a phased manner. Unfortunately, none of the proposals are acted upon.

            This general body meeting of the …….Association,… urges upon the CAG of India to restore Unilateral transfer in IA&AD and also to go for local recruitments in the interest of the Department and its personnel.

            Resolve to submit this resolution to CAG of India through proper channel

            Further resolve to forward a copy of this resolution to Secretary General, All India Audit & Accounts Association.
