The National Executive Committee of the Association in its meeting held on 24-25 July 2013 had decided to have visits by a team of NE members to various stations to reactivate the organisation from the grass root level. The visits to various stations are over. The visit to few stations had to be rescheduled due to certain unexpected situations.

The National Executive would meet on 11-12 December 2013 at New Delhi to chalk out the next phase in the efforts to revitalise the organisation.

The Units where the visits are over are requested to send a report to the CHQ on their experience during the visit of the All India leaders, its impact on the organisation and the follow up they had on their own to these visits. The report should reach the CHQ by 8th December 2013.

Case Filed

The National Executive Committee had also decided to file case in the Pr CAT on the issue of difference in pay of promotee vis-à-vis direct recruitees. The same has been filed in the Pr CAT, New Delhi. The operating part of the OA has already been mailed to all.

The case came up for admission today and the court has ordered issuance of notice to the respondents. The case has been posted for 23rd January 2014.

The CHQ has sent a request to all the units to remit Rs 1000/ per head towards meeting the cost of litigation (collecting from those who are deprived of the pay of the direct recruitees on promotion). Some Units have already remitted, while majority of the units are yet to comply with it. All the Units are requested to remit the amount so collected without further delay.

SAS/RA exam
We have been continuously pursuing the twin issues of negative marking in the exams as well number of chances for SAS exam.

As far as number of chances in the examination is concerned, the department has now increased the number of chances to 10, limiting this benefit to those who have got exemption or those who have passed atleast 5 papers. We welcome this. This has given relief to many a candidate who otherwise would have been left high and dry. We will continue our efforts for 10 chances without strings. (Copy of the Circular was mailed to all Units on the very next day of issue of the circular).

As regards discarding of negative marks, the departmental authorities have not shown any inclination to accede to our demand. We will be continuing with our efforts.

Arrears on Pay Parity (1996 - Feb 2003)

The case won the employees of Railway Accounts, Thiruvananthapuram has been implemented by the Railway Board only in respect of those six persons who had approached the court. The Apex JAC met on 27th November 2013 and decided for agitational programmes on charter of demands including payment of arrears as per court order.

The JAC has decided to organise lunch hour demonstration on 19th December 2013 in all offices and day long dharna by the Executive Committee members on 29th January 2014 followed by massive Dharna at Jantar Mantar in the last week of February 2014 or 1st week of March 2014. The National Executives of all the constituent organisations would hold a joint meeting on 11th January 2014 at New Delhi. 

We endorse the decisions taken by the Apex JAC and call upon every unit to implement the programmes. The charter of demands finalised by the Apex JAC is given in the enclosed JAC Circular 05-2013.

Dear Comrades,

            Apex JAC met on 27th November 2013, after a gap of nearly 6 months. The following were present in the meeting.

  3. Com. T. Satyanarayana, GS, All India Postal Accounts Employees Association.
  4. Com. A. K. Mehta, President, All India Civil Accounts Employees Association, Category II.
  5. Com. S. Mohan, SG, All India Audit & Accounts Officers Association.Com.
  6. Anilkumar, Asstt SG, All India Audit & Accounts Association

The meeting discussed the following issues:

1.      The court directive to the government on payment of arrears of the pay from 1.1.1996 to  18.2.2003 to accounts and audits cadres and the future course of action there-on and
2.      Pursuance of the demands.

After detailed discussion the meeting decided to organise campaign amongst the membership on the charter of demands and followed by agitational programmes. The meeting therefore reviewed the charter of demands and decided that the charter of demands needs updating. The following demands were finalised by the meeting.
1.      Pay arrears of Pay from 1st Jan 1996 to 18th Feb 2003 as directed by Courts to audit     & accounts cadres.
2.      i) Upgrade LDC as Audit/Accounts Assistant and merge Auditor/Accountant and SA
 ii)Grant the following pay scales to Audit & Accounts Cadres
                                                Audit/Accounts Asstt - GP 2400. PB 1
                                                SA                                - GP 4600, PB2
                                                AAO                             - GP 5400, PB2
                                                AO                                - GP 6600, PB3
                                                SAO                             - GP 7600, PB4
iii) Grant ACP on departmental hierarchy basis.
iv) Grant one increment and Grade pay of Rs: - 5400 from the day of passing AAO/SOG  examination
  v) Grant three increments on passing departmental confirmatory examination.

It was decided to have phased programmes of actions in pursuance of these demands.

The following programmes have been decided by the Apex JAC.

  1. Lunch hour demonstration in all field offices on 19th December 2013.
  2. The National Executive Committee of Constituents shall hold joint meeting on 11th January 2014 to finalise a work paper on how JAC shall pursue the demands with 7th CPC.
  3. Day Long Dharna by the Executive Committee in each office on 29th January 2014 or centrally, if the offices are located in the same complex or side by side.
  4. Massive Dharna at Jantar Mantar in the last week of February 2014 – the date shall be decided later after further consultation with all constituents.

All the Constituents are requested to endorse these decisions. A copy of the circular may please be sent/e-mailed to Apex JAC HQrs. They are further requested to direct their field formations to implement the above programmes and report the same to apex JAC at the above address/e-mail.
