A RUDE AWAKENING

 

            The brutal gang rape of a young para-medical student in Delhi and her death has thrown some rude and crude questions before the Indian Society – apart from many an outpouring of anger, anguish and ofcourse, attempts to pass on the buck by those should have owned responsibility.

 

            There is no record of such a voluntary massive participation of people in any protest programmes in Delhi, especially in the past few decades.  The emotions were genuine – ofcourse, of the common man. It had no leader. The participation of youngsters – irrespective of gender - was most noteworthy, though girls and young women outnumbered others.

 

            Many a demands have been raised – such as death penalty for rapists, castration of rapists etc. No doubt, those responsible for such heinous crimes have to be awarded with maximum penalties at par or more than that is awarded to terrorists and traitors.

 

            The question remains –why this happen?

 

            Unless one is able to find answer to this, no remedy can be even thought of.

 

            First and more most is the psyche of the Indian society which is feudal and patriarchal – giving status to men only, leaving women at the fringe.   Secondly, placing and projecting women as a commodity (for pleasure of others) has added to the first one and this has come out more nakedly since the advent of the neo-liberal economic policies initiated in 1991-92.

 

            This is what the neo-liberal economic policies have done to the society, especially to women – they have been portrayed as a commodity.

 

            The media – controlled by the corporates, desi as well as transnational – never dared to touch upon this subject and one cannot expect that from them.

 

            The atrocities against women cannot be stopped, rather controlled, unless the fight against these is stepped up.  The death penalty etc is deterrents, true, but not a panacea.

 

            And the fight has to start from home – a conscious one against the patriarchal system where the parents have to cultivate the culture in their children.

 

            These outpouring of protests that we saw during the last fortnight has to be channelised and developed into a fight against the system itself – against the patriarchal system as well as the system, the neo-liberal economic policies, that commoditise women.

 

            To expect anything from the ones who are proponents of the corporate led neoliberal economic policies will be nothing but foolhardiness. 

 

HOLD MEETING ON 2ND JANUARY 2013

 

            CHQ call upon every unit to hold meeting on 2nd January 2013 during lunch hour, a condolence cum protest meeting. The women employees may be persuaded to speak on the occasion on the incident and the incidents that they have to encounter in the day to day life. The Women's Committee should take initiative to carry the struggle further. It is preferred that meeting is conducted by Women's Committee with total participation and involvement of the Executive Committee and of members.

 

            A report on the meeting held may be sent to CHQ by sms followed by e-mail/post.

THE STRIKE ON 12-12-12

 

The strike on 12-12-12 was stupendous success – in all departments, in all states. Many state

Committees of Confederation have reported that even those organisations which have shunned strike actions endorsed by Confederation have also joined this time. It is seen in Departments like Postal that even the employees belonging to rival organisation (FNPO) have joined strike on 12-12-12. Confederation Circular is enclosed.

 

In IA&AD, it is quite visible that where ever the leadership did take the lead, we could go for strike and almost everywhere with great success rate. The units where the call was given, the leadership took pain for the strike, but the result had not been as it should have been have to seriously go for an self introspection on what went wrong – trying to overcome the shortcoming in the next action, i.e. on 20-21 Feb 2013.

 

The Units that did not even venture to give the call or backed out in the last minute should conduct a serious introspection on the functioning of the Association.

 

Every Unit is requested send the following report.

 

            1. After the CWC meeting on 27-28 July 2012, when the Executive Committee met?

            2. Whether the decision to go for one day strike was reported in the EC?

            3. What are the steps decided by the EC to popularise the demands?

            4. Whether the EC attended all the meetings of Confederation at local level?

5. How the visit of all India leaders of the Association and Confederation was utilised? 6. The NE meeting on 29th October 2012 had given detailed guidelines on conducting the campaign – give a detailed report on the implementation of the same.

7. How many leaders, activists and members joined the evening Dharna held as per call of Confederation – on each day.

8. Whether the EC met regularly to take stock of the impact of campaign and to take corrective measure wherever necessary? - if so, how many times (with dates)

 

COM BASUDEB ACHARYA RAISES THE STRIKE IN LOK SABHA, SUPPORTED BY COM PK BIJU

           

Com Basudeb Acharya, Group leader of CPI (M) in Lok Sabha raised the issue of one day strike by the 10 lakh Central Govt Employees on 12-12-12, during zero hour. Com PK Biju, MP (Ottappalam, Kerala – CPI(M)) joined Com Acharya in support.

GLORIOUS RESPONSE TO STRIKE CALL

 

Dear Comrades,

 

The one day strike on 12.12.12 in pursuance of the 15 point charter of demands elicited magnificent response from the Central Government employees. As per the reports received at the Confederation Headquarters from the State Committees and Affiliates, near about 70% of the CGEs whom the Confederation represents is reported to have participated in the strike action

 

On behalf of the Secretariat, we convey our sincere gratitude and thanks to all our State/District/Branch level leaders and through them to all the members who participated in the strike. We reproduce the Press statement issued by us on 12th which is reflective of the extent of participation state-wise and organisation-wise. During the three months long campaign and mobilisation programmes undertaken by our leaders, we could convincingly bring to the understanding of the rank and file of our membership the pernicious impact of the neo-liberal economic policies pursued by the Government since 1991. The employees could realise more than ever before the need for united, organised and sustained struggles and responded admirably to the call.

 

We were no doubt apprehensive of our decision to organise a day's strike sans the major section of the CGEs i.e. Railways and Defence Federations. We were also aware of the erosion of the efficacy of the Confederation came about in the background of prolonged confabulations and negotiations in the JCM sans struggles. It, therefore, goes to the credit of the leaders of the affiliates and members of the State Committees that we could successfully overcome our weakness and bring about vibrancy and cohesiveness and enthuse our members for a decisive action. The crowning success in our endeavour which was considered by many as adventurously risky in the beginning will embolden us to go ahead and chalk out much more intensive struggles in the days to come.

 

The issues which we have projected through this highly successful strike action are of paramount importance and require to be settled without delay. We firmly believe that in the action programmes that will unfold in the coming months, those who did not have the courage to walk along with us on 12th December, 2012 will join and this Government will be compelled to reverse its policies or perish. We will ensure through sustained struggles and with unwavering determination that the PFRDA bill is withdrawn, the outsourcing, privatisation, contractorisation is ended; there are no informal, daily rated workers, the Grameen Dak Sewaks enjoy the status, privileges , perks and salary of a regular employee; discrimination on various matters like the compassionate appointment, overtime allowance, Bonus entitlement etc., is removed; that the Government employees enjoy the trade union rights, i.e. right to collective bargaining and strike,; that posts are created as per the work requirement; a decent career advancement scheme is evolved to all employees and above all revision of wages is effected through the setting up of the 7th CPC together with the merger of 50% DA with Basic Pay for all purposes.

 

We know there are innumerable problems, hurdles and difficulties. We also know that nothing is insurmountable. Let us with determination go ahead and intensify our campaign to make the next struggle, the two days strike on 20th and 21st February a grand success.

 

We must record our appreciation over the efforts of the State Committees in organising Press media meet and conferences, which immensely helped in getting widest possible coverage for the strike. We thank those comrades who could persuade the honourable Members of Parliament to take up our problems with the Government. Our communication to the Political Parties, Central Trade Unions, Federations and Associations has helped in bringing our demands and problems within the knowledge of the cross section of our countrymen. We shall intensify our efforts in this regard. The strike action was covered extensively and widely by the Regional Electronic and Print Media and as usual was spurned by the National Media owned by the rich corporate houses.

 

We express our gratitude to Com. Basudeb Acharya, Member of Parliament, Leader of the CPI(M) in Lok Sabha and a very senior leader of the CITU for raising our demands in the Parliament on 12th December, 2012. His submissions as it appeared in the Lok Sabha records are reproduced.

 

The National Secretariat of the Confederation will meet on 2nd January, 2013 at New Delhi. Notice is issued separately and copy is enclosed. We shall review the strike participation at the meeting with a view to remove the weakness manifested in certain areas during this struggle. To help us to evolve the appropriate strategy to make the future struggles significantly of a higher dimension we request you to kindly favour us with a report in the following format.

Statement made by Com. Basudeb Acharya in Lok Sabha on 12.12.12

 

SHRI BASU DEB ACHARIA (BANKURA): Chairman, Sir today, about one million of Central Government employees are on strike.....(interruptions) The employees' organisations in Postal, Income tax, Audit, Accounts, Printing and Stationery, Geological Survey of India, Customs, Central Excise, Indian Bureau of Mines, CGHS, Ground Water Board, Central Water Commission, Central Public Works, Census, Defence Accounts, Indian Space Research Organisation, Andaman Nicobar and Pondicherry Administrations and Medical Stores Depot are on strike..............(interruption)

 

Their demand is the constitution of Seventh Pay Commission....(Interruptions) It is due from 1st January, 2011 but the Government of India has not yet constituted the Seventh Pay Commission to consider the revision of Pay and allowances to the Central Government employees. They are agitating....(Interruptions) After acceptance of the Sixth Pay Commission recommendations, there are several anomalies in their pay scales. A Committee was constituted but that committee has failed to address the problem of anomalies in regard to their pay scales.........(interruptions)

HEARTY CONGRATULATIONS FOR THE MAGNIFICENT STRIKE

 

The CHQ greets ten lakhs of Central Government employees who went on one day strike on 12-12-12 in pursuance of the 15 point charter of demands that includes setting up of 7th CPC & merger of 50% DA with pay for all purposes, withdrawal of PFRDA bill and universal application of statutory pension to all government employees, regularisation of casual/contingent/daily rated workers, proper functioning of JCM scheme etc.

 

The Central government employees across the country responded in a magnificent manner to the call given by the Confederation of Central Government employees and Workers for one day strike.  

 

The Press Statement issued by Confederation is enclosed.

 

In IA&AD

 

Compared to other departments, the strike in our department was not that magnificent, but the strike has showed that the movement is capable of recovery after the massive victimisation in the aftermath of the mass casual leave on 8th April 2010. More units have joined the strike.

 

The best strike was in Raipur, Chhatisgarh and Guwahati, Assam where all the employees belonging the Category III and Category II in A&E office enmasse joined the strike.

 

Kerala, where hundreds of comrades undergo multiple victimisations, has shown remarkable recovery and more than 60 % of the members participated in the strike.

 

In Mumbai, the strike was total in AG Commercial Audit and MAB-I. In A&E more than 70% participated in strike – the participation of Cat II being 90%. In Audit, the strike was nearly 50%.

 

Kolkata units did a great job in a very trying situation. The strike was total in ERly Audit, P&T Audit and MAB II and Scientific Audit. In AG offices, the strike was nearly 60%.

 

In Chennai, the strike was partial in both Audit & Accounts.

 

In Nagpur, strike was nearly 50% in A&E office and P&T Audit Office.

 

Executive Committee members went on strike in DGACR, Delhi.

 

In Jaipur, Haryana, Shimla and Hyderabad only lunch hour demonstrations were held.

 

In Bhubaneswar, Odisha, it is reported that nearly 85% were absent as they proceeded on leave from 10th December 2012 onwards – three day strike against the call of one day strike! Others held a demonstration on 12-12-12!

 

CHQ extends its warm greetings to the leaders, activists and members of these Units for the temerity in standing up and moving forward overcoming the fear psychosis through conscious decisions and sustained and concerted efforts.

Draft Reply to the Memo

I am to invite your kind attention to the memo vide No………………………………………. dated……. on my participation in the one day strike on 12-12-12.

 

The Central Govt employees had represented to the Govt for revising the pay structure in every five years as is done in every other organised sector in the country, by constituting the 7th CPC with effect from 1.1.2011. As the DA has crossed 50%, the employees also represented that the DA upto 50% be merged with Pay for all purposes.

 

The introduction of PFRDA bill has put big question mark on the statutory pension to the existing employees and pensioners. The employees were consistently pleading for the withdrawal of PFRDA bill and NPS, bringing all the employees under statutory pension scheme.

 

The scheme of Joint Consultative Machinery and Compulsory Arbitration, inaugurated in 1966 with avowed objective of ameliorating the grievances of employees through discussion, has ceased to function for the last two decades, piling up the grievances of employees.

 

Similarly, the discrimination vis-à-vis railways in the conditionalities on compassionate ground appointment, non enhancement of bonus ceiling etc are agitating the employees for long.

 

Demanding resolution of the justified demands, the Confederation of Central Govt employees called for one day strike on 12-12-12. The call was endorsed by All India Audit & Accounts Association ANDI being a primary member, participated in the strike.

 

I am sure you will appreciate the genuineness of the demands. It is therefore requested that a lenient view may kindly be taken on my participation in the strike on 12-12-12.

Nearly Ten lakhs Central Government employees took part in the one day token strike today, the 12th December, 2012 on the call of the Confederation of Central Government employees and workers, paralyzing the governmental functions in various departments throughout the country.  The strike was to protest against the continued efforts of the Government to enact the PFRDA Bill, whereby the existing defined benefit pension of Government employees is sought to be converted into a defined contributory pension scheme.  Every reason, the Government advanced at the time of the introduction of the new scheme is found to be incorrect and misleading by the Experts Committee set up by the Government itself.

 

Besides, the employees had been demanding wage revision by setting up the 7th Central Pay Commission, filling up large number of vacant posts, regularization of the service of Grameen Dak Sewaks/Casual/daily-rated workers, revival of the negotiating machinery i.e. JCM, removal of restrictions on compassionate appointments, introduction of Public Distribution system to arrest the ever increasing prices of essential commodities, stoppage of outsourcing, contractorisation, privatization etc.  

 

As per the report received the strike was total in Assam, Tripura, West Bengal, Orissa, Andhra Pradesh, Tamilnadu, Kerala, Chattisgarh, Jharkhand and beyond 80% in Maharashtra, Karnataka, U.P. Bihar, and about 60% in other States.  The Postal, Income tax, Groundwater Board departments came to a grinding halt in all States,  as the offices could not be opened at all. In Income tax Department, the promotee officers also joined the strike paving way of a complete closure.  Many establishments of Atomic Energy, Printing and Stationery, Defence accounts, Medical Depots, Audit and Accounts  Departments, Civil Accounts, CGHS, Indian Bureau of Mines, Directorate of Marketing Inspection, Geological Survey of India, Archaeological  and Botanical Survey of India etc. remained closed.  

 

The organizers of the Strike have asserted that they will make the general strike of workers slated for 20th and 21st February, 2013 a grand success by enlisting participation of  all sections of the Central Government employees.  

 

The Confederation will strive to organize an indefinite strike in pursuance of the 15 point charter of demands in 2013 if no settlement is brought about by the Government by then.
