Dear Comrades,

OBSERVE 'Com: CSV WARRIER REMEMBRANCE DAY' ON 12TH NOV 2009

On 12th November, it will be one year since the death of Com CSV
Warrier, most popular Secretary General (1981-88) of All India Audit &
Accounts Association.

Com Warrier stepped down from the post of Secretary General due to
ill-health at CWC meeting held at Jaipur in April 1988. Thereafter he
kept a low profile, rarely commenting upon or interfering in the
organisational matters.

Those comrades who attended the CWC meeting at Thiruvananthapuram in
January 2005 would affectionately recall the spontaneous response of
the house on the presence of Com Warrier to greet the CWC meeting.

That was the last speech given by Com Warrier, also the first one
after a gap of nearly two decades on stepping down as Secretary
General of our Association.

Com Warrier was a leader who saw to the needs of the future of the
Association. He assiduously tried to develop next generation of
leadership and succeeded. His commitment to democratic and transparent
functioning that was unparalleled is a guide for all us for times to
come. The strenuous efforts he put in to maintain the unity of our
beloved Association during the tumultous days after re-structuring
cadres in 1984 will ever be remembered by one and all who witnessed
the developments, though it adversely affected his health.

It was during the tenure of Com Warrier as Secretary General of our
Association took conscious decision to be a part of organised working
class movement, by calling upon all units to manifest solidarity with
call given by the National Campaign Committee by staging 1 hour
walkout on 19th January 1982.

It was Com Warrier who first took concrete step for having own
accommodation for Association which fructified in later years. One
would remember the earnestness he showed in transferring the rights of
the plot that was allotted in his name to the Association by the
Ghaziabad Development Authority.
The lead given by Com Warrier to protest against the impounding of DA
by Government with the active connivance of dominant leadership in the
staff side JCM in 1982 did electrify the members –not only of those
belonging to Confederation umbrella but also those who were very much
the grass root level workers of dominant leadership in JCM. The
singular protest shook the government as well the collaborating
leadership as it never attempted to repeat the impounding of DA.

The CWC that met at New Delhi on 29-30 October 2009 opined that the
befitting tribute to Com CSV Warrier would be by dedicating ourselves
in developing a united All India Audit & Accounts Association that
would be totally democratic and transparent in functioning– with an
organisational set up that would lead the audit & accounts employees
in the right path, free from sectarianism and thus committing
themselves in strengthening the Confederation and the working class
movement.

The CWC called upon all the units to observe 12th November as "Com
CSV Warrier Remembrance Day" by holding meetings, debates/discussions
or seminars on the issues that confront us – departmental, national
scenarios.
